This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

"The United States hat large reserves of titaniferous iron ores that are a potential future source of both iron and titanium. Although it is not now economically feasible to recover iron and titanium metals from these ores, they may become important in times of stress and, in some instances, already have served as a source of pigment-quality titania.The iron- and titanium-bearing constituents of the ores considered in this report are not completely separable from each other by ore-dressing methods, and chemical (or smelting) procedures must be employed. It is im¬portant, therefore, that information be available concerting their reactivities. The most important titanium-bearing constituent is ilmenite (FeTiO3), the thermodynamic properties of which were discussed in a previous publication.3/ The results of thermodynamic studies showed that both hydrogen and carbon monoxide are relatively ineffective reducing agents for the iron in limonite. On the other hand, carbon theoretically is effective at tempera¬tures above 8510C., at which. point the combined equilibrium pressures of CO and CO2 from the reactionsFeTiO3 + C = Fe+ TiO + COand200 = C+ CO2reach 1 atmosphere.This report gives results of small-scale tests of selective reduction by carbon of the iron in titaniferous iron ores, both with and without addition of sodium carbonate. It is shown that the bulk of the iron may be reduced and separated without serious reduction or loss of titanium. Three Wyoming ores, Iron Mountain, Shanton, and Taylor, wore studied. The principal factors investigated were temperature, time, carbon:ore ratio, particle size, and sodium carbon ore ratio.Two methods of investigation were employed. In the first, intimate mixtures of ore and carbon were roasted and the reduced iron and titanium evaluated by leaching with dilute sulfuric acid and analyzing the leach solution (and, in some instances, the dried residues).Twenty grams of ore were mixed thoroughly with carbon and tamped into an alundum thimble having a loosely fitting cover. The thimble and contents were placed in a test-tube end porcelain tube and heated to the desired temperature in a Globar tube furnace. The open end of the porcelain tube was connected to a bubbler containing sulfuric acid, in a manner that permitted complete shut-off of the tube when desired. This allowed removal of the tube from the furnace at the end of the roast period without exposure of the contents to the atmosphere."

This publication contains analyses arid related source data for 274 natural gas samples from 20 States. Of the total samples, 269 were collected during calendar year 1985; the reminder were collected earlier, but releases granting permission to publish were not received before 1986, All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

Quartz crystals occur on a farm in the vicinity of Laurel Fork, Carroll County, Va., in abundance over a large area, This has been known for several years, but no work had been clone, up to the Bureau of Mines examination in 1943, to determine the amount of crystalline quartz of usable quality. Field exploration was undertaken throughout the month of June 1943.

This bulletin reviews the historical background of the cold-mold arc-melting technology, with specific references to the development that led to homogeneous zirconium ingots. Descriptions are given of modern production arc-furnaces for vacuum melting of troth exotic and conventional metals. Besides zirconium, specific data are given for production of chromium, thorium, and copper. The development of the skull-casting technique for titanium is detailed, and the application of the technique to such refractory metals as molybdenum and tungsten is described. Factors of operation of the apparatus and furnace design are considered.

On account of the extensive use of platinum during the World War , and the practical elimination of the Russian supply , the price of this metal rose to new high levels , as shown in Table 1 ; and though it since receded to some extent , the price is now nearly six times that of gold .

The magnetic susceptibility, the geographical source, and associated minerals are given for 44 copper-, 26 lead-, and 19 zinc-bearing minerals. Of the 44 copper minerals/ all had a susceptibility of less than 15 X 10-6 cgs, and about 20 percent of them were diamagnetic. Of the 26 lead minerals, all had a susceptibility of less than 11 X 10-5 cgs, and almost half of them were diamagnetic. And, of the 19 zinc minerals, all except four had a susceptibility of less than 9 X 10-6 cgs, and about one-fourth of them were diamagnetic.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The application of modern secondary-recovery methods has made possible the the extraction of more than 13 million barrels of crude petroleum from the eastern part of the Delaware-Childers field Nowata County, Okla., over and above the production that might have :been expected by continuing primary production methods, including the use of vacuum. Foremost among the secondary-recovery methods used in this foil was the repressuring of the Bartlesville sand with air and gas through injection wells spaced on sym-metrical patterns. Between 1925 and 1945, about 51 billion cubic feet of air and gas were injected into the producing formation, and the total recovery was increased from, 25 million to about 40 million barrels of oil. To produce as much as possible of the 28 million barrels of recoverable oil remaining in the sand will require the initiation of systematic water-flooding projects on many properties and the continuation of air and gas injection on others.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

In response to numerous requests from metallurgists and operators for information regarding the status of the sulphur dioxide leaching process , developed at the Southwest experiment station of the U. S. Bureau of Mines , Tucson , Ariz . , the following statement has been prepared . A more complete report is now in course of publication and will appear as Technical Paper 312. This process was devised to provide a cheap and efficient method for treating the so- called "porphyry " copper ores of the Southwest which generally contain both " sulphide " and "nonsulphide " copper minerals , mixed in such proportions that they can only be satisfactorily treated by a method which will concurrently recover both the sulphide copper and the nonsulphide copper . The latter term has been adopted to include all the minerals commonly referred to in operating phraseology in the mills of the Southwest as " oxidized" , " oxide " , or " soluble " copper . confident that the sulphide dioxide leaching process , as developed by us with the cooperation of the Miami Copper Co. and the Arizona Copper Co. , is suitable and commercially available for a wide range of ores .

This report describes the engineering feasibility and economic advantages of a unique new mining machine using cutting bits that take a constant-depth linear cut in the coal face. The studies show that this innovative new cutting concept, being developed by the Bureau of Mines, can be designed into the basic continuous mining machine. The resulting miner would be attractive to mine owners because coal could be mined with minimum generation of airborne respirable dust, substantial increases in productivity, and elimination of methane ignition due to cutting.

During the World War Leadville was an important producer of manganese and maganiferous ores for then steel industry. Normally, the market for these ores is limited to the requirements of the local steel mill at Pueblo for low-grade ores used in making, basic pig iron containing 1 to 2 percent Mr and spiegoloison containing 20 percent Mn, but during the war and a brief period of postwar readjustment, a good deal of 25- to 40-percent manganese ore qua shipped to in-stern steel-manufacturing centers. Throughout the active life of the camp, manganiferous iron ore carrying a little silver and lead and sometimes as such as 35 percent Mn was chipped to load smelters for flux. The total reordered production is 936,024 tons of metallurgical ore shinned to steel mills and 2,576,514 tons of fluxing ore, much of it of metallurgical grade.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

This guide was written to furnish the coal industry with a description of techniques, instruments, and clues on how to find abandoned oil and gas wells that have penetrated coal seams. The report includes specific information on searching techniques currently in use by several coal mining companies, gas-transmission companies, and waterflood operators, as well as information on State agencies responsible for the enforcement of laws and the preservation and distribution of data pertaining to the drilling, development, and abandonment of oil and gas wells. Comparative tests were performed with several commercial electronic metal detectors to determine the feasibility of using them to aid in the search for abandoned wells and to determine the instrument most suited for that particular use. The role of methane detectors to locate abandoned wells is described, including a case history. Tests were made to develop an efficient procedure to follow in systematically searching an area for metallic clues or hydrocarbon evidence to abandoned wells. The guide describes, in detail, a search sequence, including the collection of basic data, preparation of the selected area, and the physical search. Methods are given for evaluating the results.

In 1980, the Bureau of Mines investigated the northern Darby Mountains on the Seward Peninsula, AK, for radioactive mineral deposits. Uranium is concentrated in silicified shear zones in biotite quartz monzonite of the Darby pluton. The shear zones are best exposed in steep, narrow, avalanche gullies; they are characterized by radiometric anomalies and by uranium and thorium geochemical anomalies. Radiometric and geochemical anomalies are also found over altered biotite quartz monzonite where there are no visible shear zones. The radiometric and uranium anomalies are often spatially, but apparently not genetically, associated with alkaline mafic and felsic dikes. Similar geochemical and radiometric anomalies over discolored altered zones and geochemical anomalies in sediments downstream from the altered zones indicate that additional areas may also be favorable targets for uranium deposits. Analyses of panned, heavy mineral concentrates show no significant concentrations of uranium or thorium in resistant heavy minerals. This indicates that radioactive elements in the Darby pluton are concentrated in soluble, nonresistant minerals that may constitute a recoverable uranium resource.

Lithium in the form of metal, salts, and alloys is particularly important because of increasing industrial uses resulting partly from wartime developments. Lithium carbonate and lithium strontium nitrate, which impart a brilliant red color to a flame, are used in pyrotechnics. Lithium chloride and fluoride are used in fluxes for welding aluminum to dissolve the oxide coating on the aluminum and prevent oxidation of the molten metal. Lithium carbonate is used in ceramics in raw alkaline glazes because of its unusual fluxing properties. The use of 9 to 12 percent lithium carbonate permits a marked increase in the amounts of alumina, calcium, and silica that may be Used and results in a more stable glaze with sufficient alkalinity to produce vivid copper blues and other typically alkaline colors. Lithium stearate is used as a grease in airplane engines because of its ability to withstand wide changes in temperature. In view of its great affinity for nitrogen, hydrogen, oxygen, sulfur, phosphorus, carbon, and silicon, lithium has an excellent scavenging action on molten metals. It forms stable nonmetallic compounds of low specific gravity or gases that are eliminated at pouring temperatures. Lithium is generally added to the melt in the form of a lithium-calcium alloy consisting of 50 percent of each ingredient or as an alloy of 98 percent copper and 2 percent lithium. The lithium-calcium alloy added to cast iron before pouring, acts as a scavenger and increases the fluidity of the melt. This alloy also is said to increase the corrosion-resistant properties of stainless steel alloys and to improve their polishing qualities.
