This report is one of a series describing exploration, development, mining methods, and costs at United States open-pit mines; the Bureau of Mines prepares and publishes them in cooperation with the mining companies. Their purpose is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods and practices at various United States mines. The exploration, development, equipment, and mining of a large, oxidized-copper ore deposit by open-pit methods, the leaching of the ore with sulfuric acid solution, and the recovery of the copper as cement copper are described herein.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

Australia was one of the world's principal producers of minerals and metals, and its minerals industry was a leading catalyst in promoting growth of the country. Australia was the world's largest producer of alumina, bauxite, diamond, ilmenite, monazite, opal, rutile, sapphire, and zircon. It was the premier exporter of alumina, coal, ilmenite, refined lead, monazite, rutile, and zircon, and was the second leading exporter of iron ore, after Brazil. Ranking behind China, the United States, the U.S.S.R., the German Democratic Republic, Poland, and the Federal Re-public of Germany, Australia was the seventh largest producer of coal (all grades) in the world. Australia was the fourth largest gold producer in 1988, after the Republic of South Africa, the Soviet Union, and the United States. It was the second largest producer of zinc, the third largest producer of nickel, the fourth largest producer of uranium, and the seventh largest producer of copper. 2 The country's mineral wealth was so extraordinary that it was virtually self-sufficient in most mineral commodities. Endowed with abundant resources of coal, natural gas, liquefied petroleum gas, and uranium, Australia was one of the few market economy countries that was a net exporter of mineral fuels. About 90% of Australia's consumption of crude oil was supplied by domestic production; this was expected to decline significantly about 1990, unless significant new oilfields were discovered.

THIS is a summary of the available limit of flammability, autoignition, and burning-rate data for more than 200 combustible gases and vapors in air and other oxidants, as well as of empirical rules and graphs that can be used to predict similar data for thousands of other combustibles under a variety of environmental conditions. Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. A list of permissible mine equipment approved by the Bureau of Mines prior to January 1, 1940, was published as Information Circular 7207.3 Three supplements published as I. C. 7240,4 I. c. 7283,2/ and I. C. 73166/ completed the list of equipment available to January 1, 1945. The present list is a revision of the previous lists, together with the additional equip- ment approved from January 1, 1945, to January 1, 1947. In preparing this list, certain items have been omitted, either because the manufacturer is no longer in business or manufacture was discontinued several years ago. However, some discontinued equipments that are still in service and for which repair parts are available are marked with an asterisk to indicate their limited status. The remaining obsolete equipments are listed in tabular form in Appendix 1. Appendix 2 lists seven satisfactory fuels available for use in permissi- ble flame safety lamps and shows where the fuels are available. The equipments listed were approved only when inspection and tests showed that they met the minimum standards of safety as outlined in "schedules" based upon laboratory tests as well as on performance underground. This circular is published so that users and potential users may be in- formed of the many types of permissible equipment available for reducing hazards incidental to coal mining and as an aid in identifying the equipments.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

The objective of this contract was to monitor operating conditions of, four flooded, fibrous-bed filter panels used during normal underground mining operation and to analyse clogging and structural problems. After observing structural and clogging problems and conducting laboratory and field tests, a final, Flooded, fibrous-bed filter design which minimizes clogging and structural problems was recommended to the Bureau of Mines. This report also describes the dust sampling procedures used to determine the dust concentration at the flooded, fibrous-bed scrubber intake duct.

"At one time the Alaskan Eskimo lived in many small settlements scattered along the Arctic coast. These settlements extended as far south as Bristol Bay and several miles inland on the large rivers. When the white man established trading posts, schools, hospitals, and missions, these people gradually congregated around them in a few large villages. The natural fuel supply near many of the large villages along the Arctic coast became exhausted as a result of the abnormally large influx of people from small outlying settlements.The population of Barrow, Alaska, according to the 1940 census, is 363 persons, but since that time it has increased considerably, and later estimates place the present population between 400 and 500 persons. With the exception of 25 white persons, the entire population is comprised of Eskimos.The government maintains a school, hospital, radio station, and weather station at Barrow. In addition to the government, installations, there is a church, a privately owned trading post, and cooperative store owned by the Eskimos.For many years the Barrow Eskimos depended on driftwood and petroleum residue from Cape Simpson for their fuel supply. This fuel provided not only warmth for the Eskimo during the long cold winters but also heat for melting ice, the only source of 'water during .the winter. In recent years the sources of petroleum residue and driftwood have not been adequate to meet the demands for fuel During the winter of 1942-43 and again in 1943-44, Barrow experienced an acute shortage of fuel.The fuel problem at Barrow was brought to the attention of Governor Ernest E. Gruening, who was instrumental in getting a Bureau of Mines engineer4/ to investigate reported coal occurrences in the vicinity. Coal deposits along the Meade River and at Peard Bay were examined during the spring and fall of 1943. The Alaska Native Service shipped in mining equipment in September 1943 and commenced stripping an open-pit mine on the Meade River in June 1944. In conjunction with this work, an engineer5/ of the Bureau explored by churn drilling to determine the tonnage of- coal in the vicinity of the mine. In addition to this work, the Bureau of mines examined coal deposits in Peard Bay area and along the Kuk River south of Wainwright."

The primary objective of this program was to determine the toxic fume and fire hazard of materials used in the construction of mine stoppings and in the sealing and reinforcing of mine ribs and roofs. The materials investigated were: silicone, phenolic, and isocyanate-based rigid foams, as well as epoxy and acrylate mine sealants. Of the rigid foams tested, the X-156 urethane foam presented the greatest toxic hazard based on toxic load values hydrogen chloride was the main toxic species evolved by this foam. In 'lone of the isocyanate-based compositions was hydrogen cyanide the major component, but its contribution increased with temperature. The FS-24 urethane and Celotex Max-Seal isocyanurate foams had the lowest toxic load values, although these two foams have different applications for in-mine use. Of the two mine sealants tested, the latex /acrylic coating presented the greater toxic hazard with acetic acid being the main toxic species evolved.

This publication reports on the design, fabrication and test of an Improved methane monitor system for compliance to 30CFR75.313. The system will Initiate automatic shutdown of mining machinery when excessive concentrations of methane are encountered. The prime consideration: In the design were small size, Improved accuracy and reliability, fast response and a transient resistant power supply capable of reliable operation from any mine power source. The power supply contains an internal battery that provides operating power to the detection system prior to mining machine start-up or after machine shutdown. This report documents the development program from conception through in-mine testing.

"INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. Altenburg and information obtained by the author during a visit to the plant to observe the initial trial heats with electrolytic manganese in the open-hearth and the electric furnace."

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. Beck from the original report by the author.Acknowledgment is made for the wholehearted cooperation and assistance given to the Bureau of Mines by the various operating companies in the district. This publication is one of a series by the Federal Bureau of Minus describing methods and costs of minim, uranium on the Colorado Plateau. The La Sal mine is in the Big Indian mining district, about 29 miles southeast of Moab, San Juan County, Utah. The claims that encompass the mine were located in March 1953, and the La Sal ore body was discovered as a result of a drilling program begun in August 1953. The mine is owned by the La Sal Mining & Development Co., a subsidiary of the Homestake Mining Co. Homestake continued the drilling program and in May 1954 began sinking a 572-foot shaft and constructing a surface plant. The plant and shaft were completed in October 1954. The La Sal ore body is in the Chinle (Triassic) formation. it is tabular and dips with the enclosing beds about 8° southwest. The ore body is generally 4 to 8 feet thick but in a few places is as much as 20 feet thick it is being developed by a series of strike drifts and dip inclines, driven within the ore stratum on about 100-foot centers. A haulage level driven beneath the ore body is connected by raises to the upper workings.

An earlier Bureau of Mines report4/ reviewed and summarized all reports of investigations dealing with the coarse grained pegmatites of the Black Hills of South Dakota to dune 1951. It was proposed, and the hope was expressed in this report, that future progress in the development of the technology of the mining and beneficiation of the pegmatite deposits would be rapid enough to make it possible to issue annual progress reports. Although notable progress has been made in the treatment of pegmatite material, it has not been rapid enough to justify annual reports

The data published in this retort cover only one phase of a special study of tile physical and chemical properties s of only Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, and ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability, test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This caper makes available for the first time fairly comprehensive3 information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors Lave included a, complete description of it in this report.
