The International Seabed Authority is currently considering regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts. The deposits of these two types of minerals are very different from polymetallic nodules for which the Authority has already adopted regulations in 2000. The presentation will discuss the nature of the deposits, the inadequacy of information and data concerning these deposits and their environment, as well as the problems of defining the method of allocation and the size of the areas to be licensed for exploration, and those to be retained for exploitation; the current status of the draft regulations being considered by the Council of the Authority.

The Metal Mining Agency of Japan (MMAJ) has started the project in the fiscal year of 1989 under the administration of the Ministry of International Trade and Industry '(MITI). The purpose of this study is to assess the impact on the ocean environment caused by manganese nodules mining. Summary of research and survey of MMAJ is as follows: 1. Evaluation of environment impact The aim of this study is to assess impact for ocean environment by manganese nodules mining. It is studied by using three-dimensional hydrodynamic prediction model and by carrying out cultural experiment of surface fauna with adding deepsea water and sediment. Development of hydrodynamic prediction model for discharged water at ocean surface has started in 1989. On board cultural experiment was carried out in the Japanese application area in the eastern Pacific in May 1991 and in May 1992.

An unusual combination of ten new, deep (-100 m) coreholes and an extensive high-resolution seismic reflection network enables us to produce a detailed study of the phosphorite resources in the Tertiary strata of the Georgia continental shelf. These strata are mixtures of a terrigenous facies, notably quartz and clay along with minor amounts of other aluminosilicate minerals, and of a marine facies, notably phosphorite and carbonate. Phosphatic sediments occur throughout the cores, however the richest phosphorite beds are in the middle Miocene (Serravallian) sediment, where they constitute up to 70 percent of the sediment mass. Major zones of phosphate enrichment occur chiefly at major unconformity boundaries (tops of Oligocene, lower and middle Miocene, upper Miocene, and lower and upper Pliocene) and at prominent intrastratal reflectors representing minor unconformities within units. Phosphorite co-occurs with the clay minerals, especially palygorskite, but correlates inversely with carbonate and detrital quartz, indicating a low-energy depositional environment. The clay minerals present in these strata, which have an environmental consequence on recovery of the phosphorite, are varying concentrations of smectite, kaolinite, mica, palygorskite, and sepiolite. Phosphatic resources have been determined within only the Miocene strata. Sediment volume for this unit to the 100 m isobath on the continental shelf has been established using the high-resolution seismic reflection network that has been calibrated using the deep coreholes. Phosphorite grains larger than 0.1 mm average about 40% of the sediment. In turn, most of the remainder of the sediment in this size range is quartz, which is separable from phosphate grains using conventional flotation techniques. Our estimate is that 300 Gt of phosphorite lie within the Miocene strata of the Georgia continental shelf.

INTRODUCTION In October 2014, on behalf of the French government, Ifremer, along with the International Seabed Authority (ISA), signed a contract to start a detailed exploration program for seafloor massive sulfide (SMS) deposits in the work plan located on the slow spreading Mid-Atlantic ridge (MAR). The contract has a fifteen-year lifetime and the related exploration program must include the outline of SMS deposits and a resource assessment, as well as detailed environmental base line studies in the contract area. The exploration for SMS deposits generally includes detection of hydrothermal plume anomalies, acquisition of surface and near-bottom geophysical data, sampling operations from the research vessel (e.g. dredges, cores), and dive operations. The environmental studies include, among others, short and long-term oceanographic measurements, water column studies, biodiversity evaluation close and far from SMS deposits, characterization of natural hydrothermal plumes and related sedimentation. The HERMINE research cruise held from March 13th to April 28th 2018 (R/V Pourquoi Pas?) was the first cruise dedicated to exploration of active and inactive SMS and to the quantification of natural chemical input to the water column. The HERMINE cruise strategy was built up around three main objectives: (i) regional exploration including the detection of plume anomalies and the research of SMS deposits, (ii) local exploration of a SMS district and (iii) integrated study of a natural hydrothermal plume. This 3-in-1 cruise required us to optimize the switch between dives and surface operations. Day-time was devoted to dive operations whereas night-time was mostly dedicated to CTD/Rosette operations. The Nautile HOV (Human Occupied Vehicle) was well suited to the working time schedule of the cruise because it was time efficient in shorter (i.e. < 10h) dives due to fast descent and ascent speed, fast submerged forward speed, high maneuverability and the ability to carry heavy science payload as well as large volume of samples. Regional Exploration The first seventeen days of the HERMINE cruise were devoted to regional exploration, i.e. the detection of new plume anomalies and the research of new sulfide mineralization in the French work plan (10 000 km2; 6 clusters).

After the simulated ‘mining’ experiment (INDEX) in the Central Indian Ocean (in 1997); the restoration of benthic environment was monitored for 4 years (2001-2005) at 5 locations in and around the test site and at 3 reference stations (20-80 km) from the test site. A comparison of long-term monitoring data with the pre-mining and post mining observations has shown that: • The concentration of silt fraction which was the highest (50-60%) at most locations during ‘pre-mining’ and ‘post-mining’ phases, had reduced (40-50%) during monitoring phases. • There was a corresponding increase in clay concentration (50-60%) during the monitoring phase, implying change in the size of sediment particles settling on the seabed, a trend that was also observed at the reference locations. • The initial increase in water content and decrease in shear strength after the experiment, which appeared to be returning to normal in monitoring-1 (2001), was reversed during subsequent monitoring phases (2002-2005), indicating changes in benthic environmental conditions. • Sediment organic matter and pore-water chemical data have not only indicated partial restoration of geochemical properties after the experiment, but also cyclic changes during the monitoring period.

Manganese nodules, seafloor massive sulfides, and cobalt-rich manganese crusts in deep-sea areas have been considered as future metal sources (Mero, 1965; Halbach, 1982; Lenoble, 2000). Manganese nodules were the first recognized deep-sea mineral resource and many efforts concentrated on the R&D of mining systems (Welling, 1981; Herrouin et al., 1989; Yamada and Yamazaki, 1998) and assessment of environmental impacts (Burns et al., 1980; Foell et al., 1990; Yamazaki and Kajitani, 1999). No mining venture, however, has been active for this potential resource. The reason is that the rate of world economic growth has been slower than anticipated in 1960s. During the 10 year period of 1994-2003 (Fig. 1), on the other hand, there was about a 33% increase in the world copper demand. Of that increase, about 60% was consumed by China. Most of China?s increased copper demand took place over the final 4-5 years of that period. The growth is expected to continue for several years, and in 10 years or sooner the same situation is expected for India. Copper is the third metal in global demand, but its small abundance in the Earth?s crust is not well recognized (Table 1). From the production rate and the abundance, a copper shortage, or crisis, has a high probability than the other metals. Japan has no domestic copper resources and needs a counter measure for this potential coming copper shortage. Fortunately, Japan has a manganese nodule mining claim in the Clarion-Clipperton nodule field, Kuroko-type massive seafloor sulfide deposits in the Okinawa Trough and Izu-Ogasawara areas, and cobalt-rich manganese crusts around Okinotori-Shima and Marcus Islands. We need to re-evaluate their potential as copper resources and to realize their development.

Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

In the past marine mining technology has focused on bulk mining of base metals from polymetallic massive sulfides. This has not been very successful because of the relatively low unit value of these metals and other reasons such as water depth, etc.. The process of gold enrichment in hydrothermal deposits is controlled through five different factors: (1) nature and source of the solution, (2) source of the gold, (3) a mechanism for mobilizing and transporting, (4) a mechanism for deposition, and (5) a mechanism to preserve the deposit. Gold has been identified in marine polymetallic massive sulfides from various locations on the ocean floor (e.g., spreading centers, seamounts) with contents ranging up to 5 ppm Au. This is within the current range of 1.0 to 7.0 ppm gold content which classifies gold ores. The gold appears to have been derived during hydrothermal alteration of the oceanic crust. Until the present there has been little attention to the possibility of mining gold or other precious metals in the marine environment. However, the magnitude of hydrothermal alteration (seawater can penetrates to a depth of 5 km into the oceanic crust) and primary gold contents of the rocks in the pathway of the fluid indicates that major gold deposits must have formed on or in the ocean floor, but they have not been found. To find a big deposit might only take an exploration model exclusively designed for gold exploration on the ocean floor.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

Issues of deep-seabed mining are discussed since four decades and extensive efforts have been invested in oceanographic studies related to environmentally sound harvesting of polymetallic nodules. Because mining on the deep seafloor seems to range from large-scale, two-dimensional dredging or scooping up of the ore from the uppermost surface sediment layer to more localized drilling or deeper digging into a three-dimensional ore body, it appears to be justified to reconsider some concepts for environmental impact evaluation. Based on the experience gained during preceding years in environmental studies related to polymetallic nodule mining, some interrelated hypotheses and proposals will be presented. It is suggested that these proposals be considered in future plans for environmental impact evaluation and that observations on community re-establishment be conducted before massive sulphide mining or other ore extractions enter the commercial mining phase.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. Deep-sea rare-earth element-rich mud (REE Mud) distributes in pelagic clayey sediment column on ocean seafloor at 4,000-6,000 m deep. The thickness ranges 5-80 m and the burial depth 0-100 m. The REE content ranges 600-2,250 ppm in Pacific and one of the richest, maximum 6,500ppm, has been found in Marcus Is. exclusive economic zone. By applying a conventional hydraulic excavation and lifting methods, the economy of REE Mud mining around Marcus Is. is preliminary examined. Because the waste content in REE Mud is high and the disposal cost in Japan is very expensive, the mining is recognized far away from economy.

Recent technological breakthroughs in the fields of ceramics, medicine, aerospace engineering and electronics (semi- and superconductors) are constantly creating new uses and an ongoing increasing demand for a variety of rare valuable trace metals. These so-called high-tech elements such as hafnium (Hf), titanium (Ti,) niobium (Nb), tantalum (Ta), zirconium (Zr), molybdenum (Mo), vanadium (V) and the rare earth elements (REE), many of them of strategic importance, occur inter alia at elevated and potentially economic concentrations in marine ferromanganese nodules and ferromanganese crusts, making those deep sea deposits potential future resources of these metals. As these metals are mostly present in the lattice of the manganese and iron phases, which are strongly intergrown, rather than in separate mineral phases within the nodules and crusts (Koschinsky and Hein, 2003), reductive dissolution of the host phases is a prerequisite to release and dissolve the valuable metals. To evaluate the association of these rare valuable metals with their mineral carrier phases, sequential leaching experiments were carried out on selected samples in a first step in our project.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970&apos;s. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980&apos;s, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA&apos;IMIKAI-O- KANALOA. All systems are operated from the stern of the KA&apos;IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

Venting on ultraslow spreading ridges is far more abundant then previously predicted, and the discrepancy between observed and predicted vent field density may imply that non-magmatic heat sources are common along these ridges (Baker and German, 2004; Escartin et al., 2008; Rona et al., 2010; German et al., 2016). In this study we have estimated the flux from two hydrothermal vent sites situated on the slow to ultraslow spreading Mohns Ridge at the Arctic Mid-Ocean Ridge system (AMOR). The flux estimates have been made using the primordial isotope 3He in the non-buoyant plume above the Loki’s Castle vent field at the northern termination of the Mohns Ridge, and from the Jan Mayen vent fields area situated close to the southern termination of the ridge. Primordial 3He enters the oceans through degassing and mixing with hydrothermal fluids eventually to be discharged at the ocean floor primarily at hydrothermal vent sites and submarine volcanic eruptions (e.g. Clarke et al., 1969; Lupton and Craig, 1981; Lupton, 1998). Once introduced into the water column the concentration will only decrease by dilution due to its conservative behavior in the water column. Water column samples were collected using a CTD (conductivity, temperature, depth) probe (911plus Seabird) with a Niskin water bottle rosette. The water column above the Jan Mayen vent fields (JMVF) was sampled in the years 2006, 2011, 2012 and 2013 (82 samples) and the water column above the Loki’s Castle vent field was sampled in the years 2007, 2008 and 2009 (116 samples).
