Increased interest in seismic soil liquefaction and preventative soil stabilization sets the stage for improved deep compaction methods using pile driving techniques. In 1971 L.B. Foster Company personnel patented a method of deep compaction using a vibratory pile hammer and pile probe. The technique had some success, but did not produce consistent results and thus found its way to obscurity. Other patents attempted to modify the technique by various probe modifications, but again without measurable improvement from a practical point of view. Solutions to economical deep compaction up to 100-foot depths particularly in saturated granular soils would have a great impact on the construction industry and new bulkhead structures being developed, thus PND was prompted into related research and development. The advent of higher horsepower vibratory hammers, coupled with PND engineers' experiments, observations and measurements, led to an "H" pile probe design which has produced measured soil density improvements up to 250% using SPT "N60" values as a measure. Case histories of two projects involving extensive SPT soil sampling comparative measurements will be discussed along with findings that led to the compaction success. Applications to numerous modern "Open Cell" bulkhead projects will be presented and discussed.

The purpose of the research is to explore this novel foundation method, which involves the installation of closely spaced piles in a perimeter arrangement with a body of soil enclosed in the centre. Both centrifuge modelling and numerical modelling techniques are used.

It is argued that approximate computer based methods are only suited to modelling conventional piled rafts, for pile enhanced rafts where the interactions will be non linear three dimensional finite element analysis is required. However current 3D finite element analysis often relies on symmetry to reduce computational cost and there are concerns over the dependency of the results on the user. Therefore a new strategy within the finite element framework has been proposed. The main advantage of this strategy is that each stage of the model can be checked for consistency. There is also the added benefit that non symmetrical models can easily be constructed by tying the validated components together without dramatic increases in computational time. The proposed strategy compared well to the published results of a hypothetical example of a piled raft previously analysed with numerous methods by Poulos et al. (1997).

"A rapidly growing company in the northern US needed a large auditorium built into a dolomite bedrock hillside. The structure required an 80-foot-deep earth retention system independent of the auditorium foundation and superstructure. Allowable wall movements were limited to less than two inches. A 60-foot-tall permanent shotcreted soil and rock nail wall was designed for excavation support. The soil and rock nail wall utilized both active (post-tensioned) and passive nails, with capacities and installation angles optimized to address varying soil and rock conditions and to support heavy surcharges. The wall was configured with three two-foot-wide benches to facilitate controlled blasting and removal of more than two million cubic yards of soil, limestone and dolomite bedrock, and featured a permanent cast-in-place concrete face and a robust waterproofing and drainage system. A 20-foot-high reinforced concrete retaining wall was required at the top of the soil and rock nail wall to raise grades, resulting in a large surcharge.Design of the soil and rock nail wall was initiated less than three months before the start of construction, requiring expedited geotechnical explorations, analyses, design, and construction that would occur simultaneously. Design changes were made to address the discovery of a weak clay residuum seam at depth running along the base of the excavation, as well as significant changes to the building footprint made after the start of construction. Extensive performance monitoring was conducted during construction to measure vibrations and movements.Introduction and Project BackgroundA fast-growing company in the northern United States had a need for 600,000 square foot, 11,000 seat auditorium as part of its campus expansion. The auditorium was built underground, into a hillside to preserve the views of rolling terrain and farmland beyond. It featured a green roof and rockwork facing that mimicked regional geologic formations. The sixstory building required up to 80 feet of earth retention, including 60 feet of excavation beneath existing grades.As concepts for the project evolved, it became apparent that due to the geologic conditions, space limitations on site and the depth of cut required, a standard counterfort wall system would not be feasible. With groundbreaking for the building three months away, Thornton Tomasetti (structural engineer) engaged GEI Consultants, Inc. (wall design engineer) to design a 1,600-foot-long permanent soil and rock nail wall to support the excavation. The PHX Sky Train is a five mile long automated people mover system located at Phoenix Sky Harbor International Airport. Phase I of the PHX Sky Train includes the design and construction of 227 drilled shafts supporting three stations and approximately 9,000 feet of elevated guideway. The guideway includes a 100 foot high, 330 foot long span extending over an active taxiway, which will be the first system of this kind over an active taxiway in the world. The soil conditions in this area generally consist of alluvial Sand, Gravel and Cobbles (locally known as SGC) deposited by the nearby Salt River. The foundation system will support relatively high axial loads, lateral loads and moments due to the height of the guideway above the ground surface, where it needs to pass over existing concourse walkways, bridges, a taxiway and buildings. Drilled shaft design involves designing 4.5-foot to 9-foot diameter drilled shafts within the SGC deposits, most of which extend well below the groundwater table. There is a high potential for collapse of drilled shaft excavation sidewalls within this material. Such extreme design loading conditions, together with difficult ground conditions at the site, result in several challenges for the design and construction of the deep foundation system for the guideway and stations. A load test shaft was designed and constructed as a means to provide site-specific measurement of axial performance under these difficult conditions. Results from the load test were used to reduce the size of the drilled shafts. This paper provides an overall description of the PHX Sky Train project, a summary of the ground conditions, design requirements, load test results and construction methods and equipment used to successfully install the drilled shafts for this project.

"This report describes a research project for evaluating the applicability of the widely accepted 80 percent criterion for elongation of ground anchors to anchors with unbonded lengths exceeding 100 feet. This issue is driven by several recent projects involving ground anchors for landslide stabilization in which a significant percentage of the anchors did not meet the criterion that requires measured elongation during proof load testing of at least 80 percent of the theoretical elastic elongation. The projects involved anchor unbonded lengths in the range of 85 to 220 feet, which is outside the range traditionally used in practice, although anchors of this length are being used more frequently for landslide stabilization. The principal objective of this research is to address whether the widely accepted criterion of 80 percent elongation is applicable for such applications, and whether other factors affect the ability of anchors to meet the criterion.Analytical methods for predicting transfer of load along the length of steel strand due to friction loss are used routinely in the prestressed concrete industry. These analytical expressions provide a rational framework for quantifying changes in load due to friction along the length of a ground anchor in terms of a ‘wobble coefficient’ (K) as defined in Aalami (2004). Values of the wobble coefficient for ground anchors can only be determined by back-calculating from load tests, i.e., fit the value of K to the appropriate analytical expression based on the known test load and measured percent elongation. The analytical basis is first developed and shown to provide a tool for evaluating results of anchor load tests to determine the magnitude of expected elongation as a function of unbonded length. Next, a database of anchor load tests is used to back-calculate values of K for anchors with unbonded lengths in the range typically used in geotechnical applications (< 100 feet). These values of K are then used to calculate expected friction loss for anchors with high unbonded lengths (100 to 250 feet) to evaluate whether the 80 percent criterion is reasonable."

The Westerly Storage Tunnel (WST) Project is part of Project Clean lake, the North East Ohio Regional Sewer Dist years. When completed in 2020, WST will be nearly 2 miles of 25-ft diameter tunnel 200-250 ft below ground. The storage tunnel will manage higher flow volumes, keeping stormwater out of the combined sewer system reducing overflow occurrences. Three deep shafts provide access to the tunnel at the tunnel boring machine (TBM) launch and retrieval sites, as well as a vent shaft. Support of excavation for the access shafts was constructed utilizing unreinforced concrete diaphragm walls. This innovative, value-engineered alternate design significantly reduced risks associated with conventional secant piles combined with a rib and liner plate system. Implementation of the diaphragm wall technology resulted in a water tight, continuous shaft keyed into rock. This case study examines the design, methodology, and installation challenges unique to each shaft, as well as the benefits of the final product to the overall project.

In the last fifteen years, several research studies have evaluated the ability to detect various types of deep foundation concrete integrity flaws with crosshole sonic logging (CSL) and thermal integrity profiling (TIP). This paper synthesizes the findings from the research, focusing on two studies that included CSL and TIP testing of drilled shafts with various types of flaws. The first, a 2016 research study of test shafts for the Wisconsin DOT, included inclusions inside and outside the reinforcing cage, intentional tremie withdrawal during concreting, and soft bottom flaws. The second, a 2021 study of production shafts for the Missouri DOT, included one shaft with and another without soft bottom conditions. After synthesizing the ability of each test method to detect each type of flaw, the paper presents recommendations for improving how CSL and TIP results are evaluated in practice. The recommendations highlight DFI‟s CSL interpretation protocol as well as the importance of evaluating TIP data versus time, not just depth. The paper includes example temperature-versus-time plots for various types of flaws and emphasizes how temperature-versus-time evaluation can be used to distinguish soft bottom conditions from standard bottom-of-shaft temperature roll off.

"The US Army Corps of Engineers selected the Deep Mixing Method (DMM) for the required stabilization at the LPV 111 Project (New Orleans, USA). DMM was used for ground improvement/foundation strengthening and consequently to stabilize and support the burden of the new levee. Two different technologies were used: Trevi Turbo Mix (TTM) and Contrivance Innovation Cement Mixing Columns (CI-CMC). LPV 111 is the largest soil mixing project to date in the USA with its more than 18,000 elements installed to a depth of up to 67 feet for a total of 1.7 million cubic yards of treated soil. The preparation and execution of the project presented many challenges from various points of view. The little time available to complete the job led to the simultaneous utilization of eight deep mixing rigs and batch plants which worked 24 hours per day, 5.5 days per week on a stretch of land approximately 5.3 miles long. Given the imposing geographical extent of the project, a four phase laboratory programme and five field validation test programmes, conducted in as many different areas of the project, were completed to design and optimize the grout mixes and the installation parameters. The massive quality control/quality assurance testing programme produced over 500 drilled core holes and over 5,000 tested specimens in order to determine unconfined compressive strength (UCS) and uniformity of the DMM elements. This paper has the purposes of describing the tremendous challenges encountered and providing valuableinformation that may be useful for other future projects, including details not previously published.INTRODUCTIONReach LPV-111 is part of the Lake Pontchartrain and Vicinity Hurricane Protection System designed to protect the city of New Orleans and the surrounding areas from the surge that would accompany a 100 year hurricane event. LPV-111 measures approximately 8.5 km (5.3 miles) long, of which 7.2 (4.5 miles) extend along the north bank of the Gulf Intracoastal Waterway (GIWW) and the remaining 1.3 (0.8 miles) run north and terminates at the CSX Railroad Gate. The Bayou Sauvage National Wildlife Refuge borders the levee on both sides (Fig. 1)."

"In order to investigate the effect of grid-form deep mixing walls as a countermeasure for liquefaction damage to roads and private houses in Urayasu, Japan, three dynamic centrifuge model tests were conducted. Urayasu is located in the Tokyo Bay area, and private houses in the city incurred severe damage due to liquefaction during the 2011 Tohoku earthquake. In grid-form deep mixing walls design, the distance between grid-form walls is critical to prevent liquefaction. This study clarifies the relationship between the settlement of private houses and the distance between grid-form walls under the conditions that exist in Urayasu.INTRODUCTIONMany private houses in Urayasu, Japan suffered severe damages due to liquefaction during the 2011 Tohoku earthquake (Photograph 1). Fig. 1 shows the location of Urayasu and the maximum acceleration of the observed seismic waves in the Tokyo Bay area. At Urayasu, the duration of the seismic waves (hereafter called the Urayasu Wave) was about 2 min. The maximum acceleration was 1.57 m/s2 (Fig. 2), which is relatively small. The damages occurred in the land reclamation areas that consist of loose sand with an SPT-N value less than 10.To prevent liquefaction in future, it is necessary to adopt suitable countermeasures in the areas where many private houses suffered severe damages. Grid-form deep mixing walls are one such countermeasure. Fig. 3 and Photograph 2 show grid-form deep mixing walls. Walls are constructed using the deep cement mixing method. Fig. 4 shows a plane view of planned grid-form deep mixing walls for roads and existing private houses in Urayasu."

It is known that the axial capacity of a displacement piles installed in clay varies with time. Consolidation theory suggests that dissipation of porewater pressure set-up during pile installation would lead to increased effective stress and hence higher pile resistance. In recent years a number of case histories have reported time dependent capacity increases for piles installed in sand. Although there is some debate regarding the physical mechanisms controlling this phenomenon, known as ageing, it is unrelated to pore pressure dissipation as piles in sand are installed in primarily drained conditions. A series of field tests designed to investigate ageing effects in soft clay are presented in this paper. Full-scale load tests on 6m long 250 mm square concrete piles, which were driven into soft clay are described. The piles were first tested approximately 100 days after installation, at which stage full equalization of the excess pore pressures had occurred. Static load tests were then performed up to 10 years after pile installation. The piles exhibited significant ageing, with their shaft resistance increasing by up to 66% over a 10 year period. Possible mechanisms for such aging characteristics are explored.

"This case study presents the design and construction of an integrated foundation and ground improvement solution utilizing deep soil mixing (DSM) and micropiles. 270 Brannan is a midrise office building in San Francisco that straddles the historic shoreline that was reclaimed in the 19th century. Subsurface conditions include shallow bedrock inland of the historic shoreline, and steeply dipping bedrock overlain by 60 feet of compressible deposits and liquefiable fill on the bay side. Project challenges included mitigating the liquefaction and lateral spreading hazards, addressing settlement concerns in the fill and the bay deposits, developing a cost-effective foundation support solution, assuring satisfactory seismic performance, and addressing construction restrictions with existing adjacent structures.DSM combined with micropiles was identified as the most cost-effective solution for the ground conditions. The DSM panels act both as a liquefaction mitigation mechanism and a foundation support system. Resistance to seismic overturning is provided by uplift-resisting micropiles. The DSM-micropile solution allows the use of efficient conventional spread footing foundations, integrating isolated micropile groups to anchor the shear walls. Successful installation of the system relied on a program of field testing to validate the design and conformance with the design criteria.INTRODUCTIONThe regular grid of surface streets within San Francisco’s South of Market (SOMA) district provides little evidence of the geotechnical complexities that lie below. In the late 1800s, sand dunes, bedrock hills, cliffs, marshes, and mud flats were flattened and filled, concealing their locations and characteristics. The 1906 San Francisco earthquake and fire leveled many buildings in SOMA; new buildings were built after 1906 – often on top of rubble and debris from the structures that came before. Locally, the combination of natural geology and historical interventions can produce complex subsurface conditions that vary dramatically over short distances. This is particularly true at locations where tidal mudflats once met bedrock hills at the shore of San Francisco Bay.This case study describes an integrated foundation and ground improvement system implemented for a multistory “Class A” office building at a complex SOMA urban infill site. The system utilizes cement deep soil mixing (DSM) in combination with spread footings and micropiles to address a range of design and construction issues, including liquefaction and lateral spreading mitigation; consistency of earthquake ground motions; shallow foundation support; seismic uplift resistance; and avoidance of loading adjacent basement walls. The system was implemented by a technically-sophisticated owner through a process that included constructive collaborations between the project geotechnical engineer, structural engineer, general contractor, and specialty foundation and ground improvement contractor(s). The system is designed to cost-effectively provide a high level of seismic performance."

Nondestructive testing of drilled shaft foundations via Crosshole Sonic Logging (CSL) is often performed as part of the quality assurance process to assess the soundness of concrete. The intent of CSL testing is to identify irregularities such as soil intrusion, necking, soft bottom, segregation, voids and other defects that could result in poor structural performance of the foundation. Over time, CSL rating criteria based on first arrival time and relative energy have incorrectly evolved to often be the sole means of determining the acceptability of a shaft. Some of these criteria have found their way into regulatory agency specifications, with acceptance values often differing from agency to agency.The purpose of this document is to review the state of the practice (including experience gained over the past 20 years), propose improved CSL rating criteria and make recommendations for additional assessment, as well as educate the industry on the proper interpretation of CSL test. CSL test results alone should not be the sole means of rejecting or accepting a shaft. A task force of industry exerts was formed to review the existing CSL rating criteria and propose improvements where appropriate. The recommendations presented herein are the consensus of the task force, which believes that they should be incorporated into future criteria, codes and specifications. This paper was produced as a joint effort between the Codes and Standards Committee, the Drilled Shafts Committee and Testing and Evaluation Committee. A task force was authorized under Testing and Evaluation Committee. The task force contributed their expertise in web-based discussions often every two weeks over a period of three years. Interested participants were invited to participate at any time. The document had two rounds of broad industry review, two rounds of DFI Technical Advisory Committee reviews, and a Public Comments process. All comments were considered in producing the final document.

"Drilled shaft foundations are widely used for many types of structures, especially for highway bridges, high rise buildings, and costal structures. The lateral design considerations are crucial for those structures that are subjected to lateral thrust forces, winds, waves, and earthquakes. The p-y analysis is the most widely used method for the analysis and design of drilled shafts for lateral load applications in soils. However, existing p-y criteria were developed based on the lateral load tests on small diameter drilled shafts in soils. Although, a lot of lateral load tests have been conducted, there are a limited number of lateral load tests on large diameter drilled shafts embedded in clay. In this paper, a lateral load test on 2.44 m diameter fully instrumented drilled shafts in clay is presented. The site specific p-y curves are derived based on strain gage readings. The existing p-y curves are found to be much softer than the site specific p-y curves. Correspondingly, the deflection at the top of the test shaft under the maximum applied load is predicted to be eight times larger than the measured value using existing p-y criteria. A new p-y criterion is proposed in this paper. The proposed p-y criterion is proven to be able to capture the site specific p-y curves of the load test and to predict closely the deflections at the top of the test shaft. The history of Amsterdam has been connected intimately with your professions of geo-engineering and geotechnology, since its very first days. It is good to be aware that you are part of a very old tradition. The knowledge that we need today to build and renew the city has been gathered over a century long process so that we fortunately can stand on the shoulders of the giants before us. During the centuries people living in this part of the Netherlands have always struggled against the water. The same waters that brought the opportunity for a seafaring country to discover the world and to build an empire in the 17th century were a threat to the low lying Netherlands.

"Landfills often cover expansive areas in locations where large building facilities or infrastructure is in high in demand after the land has been reclaimed. Most landfills have soil or fill properties that vary widely over small distances; combined with the strict guidelines and restrictions for the removal and treatment of soil or material that is on site, these projects can be a major challenge for any prospective developer. In order to make landfills suitable for the construction of any project it is necessary to conduct a detailed evaluation of the subsurface conditions. Ground improvement techniques are among the most typical methods for making reclaimed landfills suitable for the construction of any major project. The paper will discuss the approach that was taken to support a proposed warehouse in Elizabeth, New Jersey using Controlled Modulus Columns Rigid Inclusions (CMC Rigid Inclusions), which are grouted, auger-displacement elements. Additionally, we will discuss the use of Dynamic Compaction (DC) that was performed in areas outside the proposed warehouse footprint. Through the combination of CMC rigid inclusions and DC, the general contractor’s project schedule was expedited, the costs to support the warehouse were economized, and the anticipated settlement of the parking lot areas was drastically reduced. Furthermore, the paper will outline the benefits of using CMC rigid inclusions and DC methods in order to minimize the impact of working with contaminated soils from a landfill.OVERVIEW OF THE ELIZABETH WAREHOUSE PROJECTOver the past several decades the foundations industry has seen an increase in demand for the support of developments on reclaimed landfills; particularly, on the east coast where many landfills were capped before the 1980’s and steady population growth and city expansion have caused high demand for this now highly desired real estate. Unfortunately, these landfills, often as large as twenty (20) or more acres present tough geotechnical and environmental challenges for Owners planning to develop or build structures of any size on the reclaimed land. Consequently, the options for building on reclaimed landfills can quickly become cost prohibitive.Site SpecificSelected by a developer for the location of a future warehouse, the 29 acres (114,424 sq-meters) project site is located in Elizabeth, New Jersey and demonstrates the complexities of designing over a once reclaimed landfill. The landfill was used for municipal solid waste (MSW) consisting of trash, wood, metal, glass, plastic, brick, concrete fragments, and other types of debris. This landfill was capped in the 1960’s, and developed in the 1970’s for a warehouse. The new project included the demolition of the existing warehouse and the development of the site to be repurposed for a new 481,650 sq-ft single-story warehouse, surrounded by paved parking and truck loading areas. Figure 1 below, shows an overview of the project site layout."

The City of Newark is making a comeback with new mixed-use multi-storied Residential Development projects. The majority of developers tend to use driven H-pile deep foundation systems to support their super-structures. A different approach was recommended for one particular new development near the Passaic River. The surficial geology included glacial deposits consisting of loose to dense sand overlaying relatively soft silt and clay and a lower stratum of medium-dense sand. During a preliminary site investigation for the project, bedrock was encountered at depths ranging between approximately 168 feet to 182 feet below the ground surface. Design capacity required a single pile of 200 tons. Two different pile foundation systems were evaluated in conjunction to the typical driven H-pile system in order to review potential costs and construction schedule impacts. The two alternative pile systems evaluated were tapered tube piles and drilled displacement piles. Theoretical calculations were followed by in-situ load testing. The field testing results indicated the use of drilled displacement piles as the best option for a portion of the proposed building. This paper discusses the different piles systems considered, installation and using drilled displacement piles to minimize cost and optimize construction.

A substantial lifestyle destination in the United Arab Emirates, in the Emirate of Abu Dhabi comprising of 1315 villas, town houses and non-residential leisure facilities is built over an area of 280 hectares of former mangrove areas, natural sands and reclaimed lands. Large-scale subsoil investigations including field and laboratory testing carried out dividing the entire site in to 7 clusters. This investigation revealed alternating layers of loose sands and silty clays within the load influence zone of planned foundations, showing susceptibility to excessive settlements. Therefore, ground improvement works were undertaken using a combination of stone columns, Rapid Impact Compaction (RIC) and excavation and replacement of soils plus a 0.4m thick load transfer platform. This was necessary to limit the settlements, increase-bearing capacity and prevent long-term settlements. 30 no’s of full-scale Zone Load Tests, ZLT were carried out each for a duration of 30 days in order to ascertain the anticipated long-term settlements in the clay layers. In addition, further testing of electrical cone penetration tests, CPT, and Plate Load Tests, PLT. The use of Priebe and Asaoka’s observational procedure were applied to predict the final settlements and the use of back-analysis from the 30 days Zone Load Tests, ZLT results to establish the site-specific consolidation parameters in clay layers to optimize the design and ground improvement works.

Technically speaking, the concept of NDT sounds like the "magic bullet" when faced with a questionable drilled shaft. All the Contractor or Engineer needs to do is select an NDT method, apply it, understand the details and extent of the defect and determine whether it will impact the load carrying capacity of the shaft during it’s design life. Unfortunately, it is not that simple. NDT is a tool utilized to indirectly assess the condition of the completed drilled shaft. For the most effective interpretation, NDT data should be correlated with the subsurface information, visual observation, and detailed shaft installation records. The basis for acceptance or rejection of drilled shafts should not be solely based on NDT. The parties responsible for specifying, interpreting and using the NDT results must understand the capabilities and limitations of the method to be utilized, in conjunction with the relevant subsurface conditions of the site, before selecting and specifying a system and acting on the results. This is necessary so that an appropriate NDT method can be specified and contracted. In this manner the results and roles of the responsible parties can be clearly defined.

A twin high-rise project site in Century City posed several foundation engineering challenges for the design team. One portion of the twin high-rise project site was required to utilize top-down construction in order to allow a driveway to remain open during construction of the project’s 40-foot deep excavation. The challenge was compounded by the need to utilize a mat foundation to support the high-rise construction and yet have temporary drilled shafts through the mat foundation area that would not create excessive differential settlement. This was accomplished by constructing a deck supported by eight drilled end- bearing drilled shafts with Osterberg load cells and five 7-foot-diameter end-bearing drilled shafts. The Osterberg load cells served to verify the capacity of each of the drilled shafts and preload the soils at the drilled shaft tips. The 7-foot-diameter shafts were constructed with bond breakers to prevent skin friction but instead mobilize end bearing (for settlement compatibility with the surrounding mat foundation). After the drilled shafts were placed, then top-down construction began beneath the driveway, leaving the driveway supported on the drilled shafts. Construction challenges included drilling of the shafts through previously abandoned tieback anchors from an adjacent parking structure basement, as well as cemented layers within the rock materials. The paper describes the use of the various analytical methods used to calculate capacities and check settlement compatibility, the construction and testing methods utilized, and the construction challenges encountered. INTRODUCTION Wood Environment and Infrastructure Solutions, Inc. (hereafter referred to as Wood) performed a geotechnical investigation for the New Century Plaza currently being constructed in the Century City District of Los Angeles, California. The New Century Plaza project consists of the construction of two new towers (designated as North and South Buildings) and the rehabilitation of the existing Hyatt Regency Century Plaza Hotel. The existing hotel tower is 15 stories in height above the existing grade and is underlain by four subterranean basement parking levels. The new North and South Buildings will stand approximately 46 stories in height above the existing grade to accommodate residential use. The new towers are planned west of the existing hotel. The site was previously occupied by the existing hotel subterranean parking structure and overlying podium structure, and a loading dock in the southwest portion of the site. The former western portion of the podium and subterranean parking structure west of the existing hotel building western edge were demolished to allow for new subterranean levels, a new podium structure, and the new towers. The lowest floor of the proposed subterranean level required excavation on the order of 35 to 80 feet.
