The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

Does coal mining get enough out of its people?. In a number of cases, Yes. Several companies have rethought their management systems and accordingly are improving their utilisation of people to improve productivity. For some, capital and technology are the panacea for improved productivity and lower costs. Computerised mine planning, improved beneficiation processes, heftier longwall equipment, bigger trucks and shovels and upgraded coal clearance systems are expected to provide the answers.Whilst these factors are important they only contribute to part of the productive potential of a mining operation. Production flexibility provided by recent Industry award changes has brought about increases in total output. However, these improvements have not been matched by corresponding decreases in the unit cost of production.

The foam behaviour of low molecular weight polypropylene glycols (PPG) was investigated as a function of concentration and molecular weight (190 - 2000 g mol-1). For each polypropylene glycol, foam stability increases with concentration and passes through a maximum, beyond which foamability is suppressed as the solubility limit of the glycol is exceeded and droplets of glycol form. Light scattering data as well as static and dynamic surface tension results provide the key information leading to these interpretations. A maximum in foamability was observed for the PPG molecules with increasing molecular weight (caused by a change in molecular conformation at the interface). This suppresses the Marangoni effect and leads to a decrease in foam stability.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. Examination of Ihe calcination and carbonic acid leaching behaviour of a number of Australian magnesites shows that there are substantial differences between the massively crystalline and the cryptocrystalline forms of magnesites. Crude magnesias formed by calcination of the massive variety of magnesite have considerably smaller surface area and show lower rates of reaction with carbonic acid when compared With those derived from cryptocrystalline magnesites. In order lO producc a rcactivc magncsia from massive magnesite, the calcination conditions must be carefully controlled over a narrow temperature range (eg 680-720°C). For the cryptocrystalline calcines, the temperature of formation has little effect on reactivity.The results confirm the general applicability of the calcination/carbonic acid leach process for producing magnesia from magnesitc. If a mixed crystalline/cryplocrystalline feed is to be processed, then processing conditions must be optimized in terms of the behaviour of the crystalline component of the feed.

The development of mathematical relationships to describe grinding in continuous rod and ball mills has involved two methods of approach and has resulted in two main types of "model." The first which has been used for full scale grinding systems has depended on the analysis of, for example, the effect of change in solids feed rate on the changes in overall size distribution which the feed undergoes to become the product as a result of passage through the mill operated under steady conditions. The resultant mathematical relationships are of matrix form and do not include any description of the flow characteristics of the systems. This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. Engineered soil covers are used for final closure options for both waste rock and tailings disposal facilities. Currently, cover construction requires excavation of appropriate cover material from a nearby site. If no suitable materials are available, the mine operation may have to ship appropriate materials long distances to the site before the construction of the cover can even begin. This has led to the proposal to engineer cover materials using existing waste materials from the mining operation. The paper presented here describes the results of a laboratory scale testing program to evaluate the potential for blending waste rock, smelter slag and tailings for the creation of a suitable cover material at a site in Canada. Tailings from the local mill, waste rock and slag were collected in the field and blended to create a material with an air entry value similar to the tailings and with physical strength similar to the waste rock. Testing indicated this mixed material could be blended at a consistency of a paste and was suitable for pumping. It can also be compacted to a high-density material. The preliminary results show that it may be possible to blend waste rock, slag and tailings into a material that can be utilised in the construction of a water retaining cover.

The writer had the pleasure of several months' laboratory tests on a metallurgical process for copper ores devised by Mr. W. H. Corbould, Consulting Engineer, North Queensland. Mr. Corbould's research work in this direction commenced somesix years ago, and he eventually succeeded in obtaining a good extraction of copper and a resulting solution practically free from iron and other impurities. The commercial operation of the process was investigated and special machines with novel features were designed. OUTLINE OF THE PROCESS.The process described in detail in the following pages, required for successful application that the ores contain at least the minimum ratio of sulphur to copper, consistent with the production of sulphadising roasting conditions.

The accounting profession in Australia and overseas has taken up the responsibility of setting standards specifically relating to the minerals and energy industries. Australia led the way with AAS7 Accounting for the Extractive Industries. This statement was issued in 1976 and amended 1977..It largely deals with accounting for preproduction expenditure and uses the term "economically recoverable reserves". It does not require disclosure of reserve quantities or values in balance sheets or as supplementary information in financial statements. The United States accounting profession in 1982 finally resolved an accounting standard in the same area as AAS7-SFAS69 Disclosures About Oil and Gas Producing Activities. It applies only to oil and gas producers, but has extensive disclosure requirements, including proved oil and gas reserve quantities. Current developments indicate that Great Britain is about to follow the US example. At this time in Australia, AAS7 or some other statement relating to the extractive industries has not been issued as an approved accounting standard by the ASRB. Standards issued by the ASRB are binding in law.

The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

This paper examines the use of the FrothSim flotation simulator to improve the performance of an industrial column flotation cell. The performance of an industrial retreat column cell is simulated, and, from the discrepancies between the simulated and experimental results, a problem with the wash water distribution is postulated. The scientific reason for the reduced performance with uneven wash water addition is described in detail. Further simulations indicated the potential for improvement with an even wash water distribution, resulting in both improved performance and reduced wash water usage. The simulated uneven wash water distribution was confirmed industrially, and the headers were redesigned and installed. A sampling campaign to compare the performance before and after the modifications showed that the flotation performance was improved dramatically, with a statistically significant decrease in gangue recovery, without a commensurate reduction in valuable mineral recovery.

THE alkaline method for the estimation of zinc cannot, in the writer's opinion, be relied. upon to within very narrow limits between two assayers on unknown quantities of zinc. The end point is not decisive enough, and allows the personal factor toenter largely into the assay. The following investigation was undertaken to see how accurate the acid method is on Broken Hill concentrates and ores, and what should be the limit between the results of two assayers. The method adopted is as follows:Weigh sufficient amount of ore to give titration (between 20 and 50 cc.), place in tall 400 cc. beaker, cover, add 7 cc. nitric acid and heat till brown fumes cease to be evolved. Wash dock glass into assay, add potassium chlorate, evaporate to dryness on a slow fire with the beaker uncovered. When no smell of chlorine or nitric acid is observed, remove and cool. Add 100 cc. boiling water, then 7 grm. ammonium chloride, W cc. ammonia (.880 sp. gr.), boil for five minutes, filter, wash...

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

The Western Australian School of Mines (WASM), Kalgoorlie, has been performing dynamic testing of reinforcement systems as part of the Minerals and Energy Research Institute of Western Australia (MERIWA) Projects M349 and M349A sponsored by WASM, the Western Australian State Government and the mining industry. These projects have resulted in the construction and commissioning of the WASM Dynamic Test Facility and a program of reinforcement system testing. The primary purpose of the WASM projects is to evaluate the performance of complete reinforcement systems when subjected to an axial dynamic load. The test procedure, monitoring and associated analysis enable assessments for each component (ie the element, the internal fixing mechanism and the surface hardware) of the reinforcement system. The performance of a reinforcement system is usually defined by a static force-displacement response to axial loading. However, this static response may not be applicable to dynamic loadings associated with violent failure of rock due to overstressing as mines progress to greater depths. It was therefore appropriate that the responses of reinforcement systems subjected to dynamic loading be defined and evaluated. The key findings from the tests on a number of reinforcement systems are presented and recommendations made regarding their application for dynamic loading.
