During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

In 1995 Standards Australia International Limited æSAIÆ published a risk management standard titled AS/NZS 4360 Risk Management. It was the first such standard published by a recognised formal standards body anywhere in the world and it put Australia at the leading edge of the risk management discipline. Many Australian and international organisations have utilised the risk management standard and it is one of SAIÆs most important and popular standards. Since its publication in 1995, the risk management standard has gone through a major revision in 1999 and is currently undergoing another such review, which is due for completion in 2004. This paper will chart the application of the standard within certain key organisations since its inception in 1995. A brief overview of the methodology behind AS/NZS 4360 will be presented as well as an overview of supporting and related standards. It is prudent to base risk management and other management system issues on existing and tested standards rather than creating new proprietary approaches. Examples of areas in which the risk management standard might be applied in the mining industry are given, subject to the specific operations of each company: technical, commercial, environmental, informational, and safety and regulatory.

In a narrow vein mining scenario, employing preconcentration technology underground not only results in reduced transport and handling costs but may allow alternative mining methods to be implemented, improving overall productivity. Using processing technology underground is not a new concept with underground crushing and screening operations being quite widely utilised. With advances in processing technology over recent years, there are now a number of robust processing methodologies in existence that are capable of performing separation of ore and waste at a relatively coarse size. Many of these technologies are readily adaptable to the underground environment and if employed could result in a number of cost and productivity benefits.Assessment of the oreÆs suitability for preconcentration technology is the first step in harnessing these potential savings. This paper discusses how coarse ore sorting and gravity separation could be employed underground in a narrow-vein scenario and details the test work that is required at the front-end of a project to see if this potential exists.CITATION:Murphy, B, van Zyl, J and Domingo, G, 2012. This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

Intrusion related ore deposits are widespread in the Central Peruvian Cordillera Occidental and adjacent high-plains to the east and include porphyry Cu (-Au, Mo; eg Morococha), Cu-Zn (Pb-) skarn (eg Antamina), Pb-Zn-Ag carbonate hosted vein deposits (eg Uchucchacua), cordilleran base metal (eg Cerro de Pasco) and epithermal deposits (eg Quicay). Geochronology and petrochemistry of intrusive rocks associated with mineralisation reveals that: most ore deposits were emplaced in the late middle to early late Miocene; and are related to calc-alkaline granodioritic igneous rocks with Sm/Yb >3, Sr/Y >40 and Y/Th <1.5. The largest deposits, including Antamina, Colquijirca and Cerro de Pasco are associated with intrusions with Sm/Yb >4 and which, as indicated by Pb and Sr isotopic data, have undergone relatively moderate middle and upper crustal assimilation. The chemical signature of igneous rocks related to mineralisation likely reflects melt equilibration in the lower crust at a crustal thickness of more than 45 km. Mineralisation was favoured by a change from normal to flat subduction, resulting in increased compression, crustal thickening and subsequent cessation of the magmatic arc. Premiocene ore deposits do occur, but are restricted to a broad E-W corridor between Uchucchacua and Milpo and probably were controlled by a crustal-scale structural discontinuity across the strike of theAndes. Not all igneous rocks with high Sm/Yb and Sr/Y ratios did acquire their trace element signature in the lower crust. Petrographic and Pb isotopic evidence indicates shallow crustal hornblende fractionation or assimilation of pelitic material as possible causes for high trace element ratios in some rocks. These are apparently unrelated to polymetallic mineralisation. Thus, critical evaluation of petrographic and geochemical data in metallogenetic studies, especially in areas with complex basement architecture such as Central Peru is critical and should not be reduced to simple trace element ratios. Optimising a mining or a quarrying operation about the overall cost is quite a challenge as there never is a situation where we have exactly the same conditions regarding rock properties, explosives' performance, mining equipment or evironmental restrictions. The amount of endless influencing parameters and variables make the evaluation process difficult. The enormous progress we have seen during the recent two decades in computing has however significantly increased our ability to evaluate and process the information gathered, and refine our existing prediction models. Refined models demand an increasing volume of good quality information to show reliable conformity with reality. There is a great need for co-operative work in the mining and quarrying society if we shall be able to screen all available data, systematically find the key-parameters influencing the results and to build robust scientific models. No organisations today have all the skilled people needed or can afford to hire the necessary specialists in all the overlapping branches. This paper highlights some on-going work where the Dyno Explosives Group is adding some new pieces to the giant jigsaw puzzle representing the ultimate model of the mining and quarrying operations we all of this society would like to see completed.

In the past five years, there has been an evolution in the assessment and control of mining risks in the New South Wales coal mining industry. This change has involved the development and use of structured, systematic, team-based risk assessment exercises to identify, assess and control unacceptable risks to people, equipment and production. The outcomes have improved the management systems in the mine. This paper discusses the evolution of the risk assessment approach in equipment design and mine operations, as well as the specific risk assessment methodology. The paper also presents the reactive side of risk management, the method of investigating failures in the management system, usually referred to as incidents or accidents.

In 1972, with the West Lyell Open Pit winding down, mining operations transferred underground. All development tunnelling until the end of the decade was carried out by a fleet of ten pneumatic Jumbos.A decision was made in 1980 to purchase an electric-hydraulic Jumbo and a second was purchased in 1982. Their introduction changed the face of development at Mount Lyell. Significant new demands were placed on main-tenance sections, particularly on electrical reticulation.Subsequently, two further electric-hydraulic Jumbos were purchased from Agnew Mining in 1984, and successfully overhauled and commissioned. As well, two electric-nydraulic production drilling rigs have been purchased. Only one of the original pneumatic Jumbos remains in service.

Many parameters are important when considering the performance of a concentrator. These include metallurgical performance, such as throughput, metal recovery and final concentrate grade and operating costs, such as power consumption, water usage, reagents and spare parts. In most operations the objective is to maximise metallurgical performance and minimise operating costs, ideally without a large investment in new capital items. A number of projects have been carried out at Newcrest MiningÆs Cadia Valley Operations (CVO) with the aim of improving metallurgical performance and minimising operating costs. This paper focuses on the installation of newly designed flotation mechanisms in various cells in the Cadia flotation circuit and describes the effect these changes had on performance and operating costs.

The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.

The ERA - Ranger Mine ore processing operation consists of a sulphuric acid leach followed by counter current decantation and solvent extraction circuits. The most expensive unit processing operation at Ranger is the sulphuric acid leach. In 1992 and 1993 changes were made to the operation of the leach circuit. These changes have reduced power and reagent consumption in leach by 30 per cent and 20 per cent respectively with minimal effect on extraction efficiency. The first change was to operate the leach circuits at higher pHs than previously attempted. In addition a cap was placed on the amount of acid added to the leach circuit. Secondly, an on-line pH measurement system was installed and has reduced the variation with time of the leach circuit pHs. Finally, the number of leach vessels used was reduced from ten to seven. This action was undertaken after an examination of the uranium profile and the residence time in the leach circuit from previous years. This paper examines the above changes and assesses their effectiveness on plant performance and costs.

The rnunber of Cenozoic volcanoes which has already been found in China surpasses 600. An ancient Chinese tourist, Xu Xiake (1587-1641 in the Ming Dynasty), mentioned in his travel notes the volcanoes and hot 'springs in Tengchong, a country of the Yunnan Province, 400 years ago. In 1927, the geologist, Yun Zhanli, expounded generally on the recent volcano distribution in China. In the '70's, China not only accomplished aerial photography and produced topographic and geological naps covering the whole country, but also obtained a new understanding of the geographic distribution and process of development of the Cenozoic volcanoes through Landsat imagery; interpretation and ground verification, together with C14 isotope dating and analysis of volcanic rocks.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

Erosion of unprotected batters, spoil banks, slopes, and stockpiled material creates a multitude of environmental problems. Winds blowing across these denuded surfaces can generate dust clouds capable of depositing un- desirable particulate material a considerable distance from the source. Water eroding these areas continually exposes new surfaces which may be oxidized. Iron pyrites can be dissolved in the flowing water, resulting in the addition of pollutants to streams and water sources. Silting of water sources can also occur as a result of this erosion. Valuable topsoil can be blown or washed away. In addition, the after-effects of erosion leave a visual pollution which is more difficult and expensive to correct than to prevent.

With the continuing move towards digital signal based control and measurement, it is inevitable that such technology will be increasingly employed on remote sites. The benefits of increased metallurgical performance, of reduced energy and manpower requirements far outweigh the problems associated with high technology in remote locations, provided that the installation is well thought out from both technical and manpower viewpoints. The new accessibility of vast quantities of process data will uncover previously unthought of savings and profit opportunities but brings with it the responsibility to carefully design the data presentation methods. The resulting changes in installed hardware will force changes in the maintenance and engineering workforce and will affect even the stores and purchasing department methods.

Renison Goldfields is one of Australia's largest mining companies with annual sales revenue over $600 million. It has ten operating mines and processing plants, with operations in most States of Australia and in Papua New Guinea, Indonesia and the United States. The exploration division is active in,other parts of the world, including Europe and South America. RGC produces gold, copper, tin, coal and mineral sands. RGC is typical of companies in the mining industry in that by contrast to the typical pattern in other industries, it is necessary to have systems to handle a variety of different types of operations, a range of size of operations, and operations in remote locations.

The annual growth in lead consumption in the Western world has declined sharply in the past ten years, as lead has suffered a wave of substitution by other materials, and has also been the object of concern about its toxicity in daily applications. Like most metal industries, the lead industry has tended to be more production-oriented than market-oriented than is the case with some of its competitors. However, in recent times this pessimism and preoccupation with weathering the threats from environmental legislation, substitution and low prices appears to have been replaced with a new optimism in some sectors of the industry. This is indicated by renewed promotional activities and efforts to find more applications and market opportunities.

Those developing or planning a new mining operation base their financial projections on amounts of gold produced as soon as practically possible. The choice and ongoing operation of mobile plant figures significantly in their projections. The implications of mobile plant selection are not always clear - until its too late.Our 'typical' gold mine would be a mine processing 800,000 tonnes of ore per annum, producing 37,000 ounces of gold with a life of mine of 10 years. Overburden layers are only evident in the first two years of operation.The pit will eventually, after some 5 years of mining, be some 300 metres deep, but confined to a mine radius of 2 kilometres.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

The Julius Kruttschnitt Mineral Research Centre (JKMRC) has recently commercialised a variety of new products for the mining industry through its commercial division (JKTech). Although the products cover a wide variety of niche applications, a common thread runs through the Research, Development and Commercialisation (RD and C) process: they have emerged from industry sponsored projects. The development history of JigScan (a control system for the mineral-processing jig) is a good example of how this RD and C process works in practice. It involves building mutually beneficial partnerships between the JKMRC and the mining industry through several incremental projects with one or more industry sponsors. All research projects have objectives to demonstrate but these projects also feature a degree of product development to actively encourage and support the longer-term vision for the mature commercial technology. The process to develop JigScan as a commercial product worked because each incremental project recovered costs, provided an immediate benefit for the sponsor and contributed to the longer-term development objectives of the JKMRC. Integrating development with research need not greatly increase the cost of research objectives generally provides a more robust research outcome for the sponsor and greatly reduces the overall development risk. Successful projects often feature industry mentors actively participating in the RD and C process. Additional funding from government appears to be easier to obtain when such close partnerships with industry are apparent. Finally, the business structure of the JKMRC within the University of Queensland ensures that commercial outcomes, developed within the contractual arrangements of the underlying RD and C projects, are used to benefit and support further RD and C with the mining industry. This paper tells the story of the development and commercialisation of JigScan, and draws conclusions about this kind of RD and C model.
