Electronic detonator technology has been under development for the last two decades. Currently, there are a number of systems commercially available with several others still under development, each with its own unique features. This technology can offer a significant advantage to the drill and blast engineer through their ability to initiate an explosive charge at the æplannedÆ time. This new technology has created huge interest within the drill and blast community and also raised their expectations to produce better blasting outcomes. In many cases, specifications (or even expectations) of desired blast results are not properly defined. Interaction between the input variables (rock mass characteristics and blast design) and results (fragmentation, throw, damage, ground vibrations, etc) and their mechanisms, or relationship to one another, are not very well defined or understood. That is why rock blasting is still considered by many as an art rather than science. With one of the few remaining variables (cap scatter) now controllable, todayÆs blaster finally has the ability to apply science to his trade. Even though electronic detonators are available and becoming more commonly used, current field practices are not always conducive to extracting or deriving the maximum benefit from this new technology. In the authorÆs opinion, the following need to be understood to derive and sustain the maximum value: clear definition or specification(s) of desired outcomes from a given blast; impact of different features in an electronic detonator system (precision, accuracy, flexibility, reliability, etc) and their impact on the desired blasting outcomes; interaction of blast design variables (energy, energy distribution, timing, blast geometry) and their impact on desired outcomes; impact of rock mass variability and quality of blast implementation on the desired blasting outcomes; and critical need to utlilise appropriate tools and systems in order to measure and quantify benefits.In the authorÆs opinion a scientific implementation process is the key to derive the benefits. This paper analyses the industryÆs preparedness to derive the benefits from this technology and proposes a scientific methodology to understand, evaluate and sustain the value from this technology.

Now that Japan has achieved a remarkable high growth and joined the ranks of economic powers, she is required to take a stance proper to her new position toward international co- operation among Western advanced countries, economic/technical aids to Southeast Asian and Pacific LDCs, and others. As a field subject to such international cooperation programs, the development/use of coal resources has been winning increasing attention in recent years. Coal is positioned as one of promising alternative energies. With Southeast Asia plus Japan and the EEC serving as the two nucleus polar regions, total coal demand in the free world is projected to jump 37% in the year 2000 from the present level and steaming coal imports in the world, primarily destined for power generation, almost double the 1983 level. Such being the situations, Japan's tech- nologies related to coal resource development, if successfully introduced into coal-producing countries to help them boost their production, can directly lead to international cooperation that Japan is now required to fulfill. At home, however, the Japanese coal industry has been just on the wane due to various press- ing problems, such as wider differentials between overseas and domestic coal and deeper/ remorter mining. The industry was named atop in a list of the industries requiring restruct- uring at a meeting of the Economic Structure Study Committee held prior to the decision- making of the 8th coal policy, which slashed coal production planned for the last fiscal year of its life to some 10 million tons, a drop of as much as 50% from nominal output planned in the 7th policy. Under such circumstances at home and abroad, a pioneer study has been under way since fiscal 1984 as part of Japan's energy cooperation in the Pacific. The study is based on the Pacific coal flow concept hammered out by the Agency of Natural Resources and Energy of the MITI.

Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.

The portable infrared mineral analyser (PIMA) was trialled to determine the extent and intensity of any hydrothermal alteration halo associated with gold mineralisation in the Hyde-Macraes Shear Zone (HMSZ) of the Otago Schist.   Twelve diamond drillholes through the HMSZ were analysed with the PIMA at a sample spacing of 1 m. The drillholes were selected on two traverses along the line of strike and down-dip of the mineralisation in and around Panel 2 of the Frasers underground development.   The study showed that the Hangingwall shear of the HMSZ has a more distinctive infrared signature in intersections with high grades. The Hangingwall shear in these drill holes is defined by a shift in the wavelength of the Al-OH absorption feature from ~2220 nm to <2210 nm. This shift is attributed to a change in the mineralogy from phengite to muscovite. Overprinting this trend in some of the drillholes is the presence of the 2210 nm Al-OH absorption feature, ascribed to kaolinite. Kaolinite also tends to be present in numerous other regions of the schist above the Hangingwall shear associated with steeply dipping faults and foliation parallel joints. In drill holes with low grades the Hangingwall shear does not exhibit any obvious infrared signature.   At the scale of study, the PIMA does not provide evidence for an alteration halo associated with hydrothermal mineralisation above the Hangingwall shear. Possible tectonic movement may have displaced any alteration halo that once existed, away from the zone of mineralisation. For this reason, PIMA apparently cannot be used for predicting the location of the Hangingwall shear during exploration drilling. However, the study did show that the PIMA could define the Hangingwall shear when the rocks were sufficiently altered and mineralised.

The stratigraphy of the Singleton Coal Measures is reviewed and a revised stratigrapixy which has been ratified by the N.S.W. Standing Committee for Coalfield geology is nominated and defined by a selected type section. Withir the type section the occurrence of repetitive phases are illustrated and described. Coal. Measure units within the Singleton Coal Mean sures, termed the Wollombi and Wittingham Coal Measures respectively, are correlated with the Newcastle and Tomago Coal Measures. In formal nomenclature the Singleton Coal Measures are designated the Singleton Super Group. The major depositional cycles within the Coal Mea- sures are outlined together with those lesser phases within the Coal bearing sequences that influence the mining conditions likely to be encountered. Both tectonic and sedimentary features of the Singleton Coal Measures are considered and the localized post depositional effects on the coal seams and roof strata in- duced by differential, compactions are emphar Sized.

The Northparkes copper-gold project is being developed in Central Western New South Wales approximately 30 km NNW of the town of Parkes and approximately 350 km west of Newcastle. The project is a joint venture between North Limited (80 per cent) and the Sumitomo Group (20 per cent). North is the manager. The basis of the project is three copper-gold orebodies, the northern two of which are being mined by conventional open cut methods with the third and largest orebody at the southern end of the lease to be mined by block caving. A fourth mineralised body has been identified in the centre of the lease. While further evaluation of this deposit is required it would appear to be amenable to block caving. Oxide caps of gold ore and copper-gold ore over-lie the two northern orebodies. Development commenced with the construction of a carbon-in-pulp (CIP) plant to treat the oxide gold ore. Construction of a flotation plant to treat oxide copper-gold ore and sulphide copper-gold ore is underway. When full-scale operation is achieved late in 1996 the plant will treat 5.0 million tonnes of ore per year of which 1.1 million tonnes will be open cut ore and 3.9 million tonnes will be block cave ore. In terms of annual ore tonnage the underground mine will be the largest metalliferous mine in New South Wales and the second largest in Australia.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

The first step in the design of a process to treat a possible economic precious metal deposit should be an examination of the mineralogy of the ore. Using this and other initial tests, the extractive metallurgist can design a process to treat the ore. In the field of precious metal metallurgy, little emphasis is placed on the mineralogical information available to the metallurgist. The information is of far more use to the geologist and the mining engineer. Diagnostic leaching was designed to open up the field of mineralogical analysis to the metallurgist. When a mineralogist looks at the deportment of gold in an ore, he is usually looking for an element which is present in parts per million, so that errors in sampling are multiplied dramatically. Diagnostic leaching offers a cheap, simple, practical alternative. In order to determine with which minerals the desired precious metal is associated, a specific mineral is first eliminated using a selective oxidative leach, and cyanidation is used to extract the precious metal (in this case gold and silver) liberated by the destruction of this mineral. The precious metal extracted can be measured in solution to give a fairly accurate record of the amount of the precious metal associated with that mineral. Furthermore, the residue from this first stage can be subjected to another selective acid leach, and the process repeated. The procedure can be varied to suit the mineralogy of the matrix material. At the end of this diagnostic leach the metallurgist is left with a complete record of the deportment of the precious metal. He can now use this information to design a metallurgical flowsheet to treat the ore. Diagnostic leaching is thus an analytical tool which can be used by the metallurgist not only to examine new ores, but also to look at problems occurring at existing plants. The procedure is not only limited to ores and residues but in fact can deal with any type of intermediary product that occurs on a plant. The information gained from analysing an intermediary product can give a useful indication of how well a unit process is working, eg flotation, roasting, etc.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. The FalTmT iron ore deposits are located in the so-called æBirrimianÆ volcano-sedimentary complex that extends in a general NE-SW direction across eastern Senegal and part of Mali and Guinea. The rocks underwent folding and greenschist facies metamorphism, as well as various events of granitoid emplacement. The deposits form part of the DialT-DalTma Series of the Birrimian Supergroup and were subjected to contact metamorphism. The Fe-mineralisation occurs as primary magnetite within the metamorphic aureole. Supergene oxidation (martitisation) of this mineralisation produced the hematite-rich iron deposits that can be seen as prominent hills across the plains of this south-eastern corner of Senegal. BRGM of France and Miferso (SociTtT des Mines de Fer du STnTgal-Oriental) have conducted several phases of prospecting since 1957. Their aim was to delineate the hematite deposits and to assess the grade, beneficiation characteristics and marketability of the iron ore. A feasibility study by Fluor Daniel was completed in 1992. Results indicated that, at the time, the resource could not compete in the international arena in terms of size and accessibility. The growing iron ore market and additional available resources in the area now challenge the 1992 feasibility study results and put the old kid back on the iron ore block. The project faces some mining challenges, such as the amount of magnetite in the hematite product that will be acceptable to the market. Previous project evaluations only considered the secondary hematite deposits as economically viable. It is therefore important to accurately delineate the magnetite/hematite contact zone to optimise the resource tonnage. Project logistic constraints also exist in terms of railway access and harbour facilities. The resource is, however, well situated for the European iron ore market and aims to find a place in the rapidly expanding iron ore seaborne trade.

Neutralisation, normally using lime, is the most widely used method for treating high flows of acid mine drainage (AMD). Lime costs can be very high however. If carbonate sources could be used to achieve pH values above six, costs could be greatly reduced. For example, use of locally quarried limestone at Mt Lyell could potentially reduce alkali costs from about $A 3.5 to $A 1 million/year. Methods for enhancing the effectiveness of limestone and magnesite for neutralising Mt Lyell and Savage River AMD respectively have been examined through a series of investigations. Small-scale testwork found that the maximum pH economically achievable with ground limestone was about five, due to slow dissolution rates and surface armouring. The problems of surface armouring were greatly reduced by the use of crushed limestone or magnesite at high pulp densities (75 per cent solids w/w), enabling pH values >6 to be achieved in a practical time frame. The use of particle sizes in the range 6 mm and finer also reduces costs by avoiding the need for grinding, and reduces the problems of solid-liquid separation and solid recycling that arise if large additions of ground carbonate are used. Pilot scale tests were carried out using tumbling drum reactors with limestone and Mt Lyell AMD and a pulsed-bed static reactor with magnesite and Savage River AMD. pH values averaging 6.2 and 6.4 were achieved with Mt Lyell and Savage River AMD respectively. Approximately 80 per cent of feed acidity was neutralised. A preliminary engineering design and cost estimate has been completed on the pulsed-bed reactor and shows that the concept is technically feasible and, if results are confirmed, economically attractive. Further pilot testing is planned.

The shock behaviour of a material represents its response to very high strain rate loading at pressures associated with those generated by explosive and blasting loadings. Three sets of shock wave experiments have been conducted to determine shock Hugoniot behaviour, spall tensile strength and shear strength using a plate impact facility. Embedded manganin stress gauges (ie longitudinal and lateral gauges) and high-speed velocimetry using heterodyne techniques were used for the measurements of stresses, shock velocity and free surface velocity. The gabbro exhibited classic linear Hugoniot equations of state in the US-up (ie shock velocity-particle velocity) plane; while for marble a polymer-like non-linear response was observed. The detailed experimental procedures used to make these measurements are to a great extent standard methods when determining mechanical properties and deformation fields at high strain rate.CITATION:Zhang, Q B and Zhao, J, 2015. GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

The genesis of giant hematite ore deposits in northwest Australia remains a contentious topic in part because key evidence supporting a unifying genetic model has not been found at all deposits. In particular, several papers have proposed that carbonate replacement of silica layers in banded iron formation (BIF) by basinal brines is a requisite first step toward ore formation. This initial hypogene stage is inferred primarily from the presence of silica-poor, carbonate-rich rocks found below ore and along normal faults at the Mount Tom Price and Giles Mini deposits. However, until recently such rocks have not been identified at the largest martite-microplaty hematite deposit, Mount Whaleback. In this study, samples of the upper Mount McRae Shale are examined for their chemistry, mineralogy and petrography. These samples were collected from several key locations, including within drill core that penetrates an area immediately beneath ore along the Mount Whaleback fault at Mount Whaleback. Compared to unaltered black shale from Wittenoom Gorge in the north and altered black and red shale at Mount Whaleback, reddish-green shale below the Mount Whaleback deposit is significantly enriched in MgO and CaO and depleted in SiO2. Samples of this shale consist predominantly of fine- to medium-grained dolomite and ankerite cut by chlorite and carbonate veins, contrasting with unaltered equivalents that contain mostly stilpnomelane, K-feldspar and relatively minor carbonates. This alteration is distinct from assemblages developed during regional metamorphism, and possibly represents hydrothermal alteration after metamorphism. Although several questions remain unanswered, these results support models that invoke an early hypogene stage during the formation of the martite-microplaty hematite deposits in the Hamersley Province.

Peko Mines N.L. has considerable experience in the treatment of a wide range of comparatively small orebodies.Gold-silver, bismuth, and sulphide and oxide copper ores are treated under difficult geographical conditions.Treatment of these ores is complicated by some unusual metallurgical factors.Metallurgical operations are described, including the treatment of the gold-bismuth-copper ore from Juno. The new Warrego mine is to have a highly instrumented concentrator by December 1971. Autogenous grinding is being considered.

The world-class iron ore mines at Mt Whaleback, Torn Price and Paraburdoo located in the Hamersley Province of Western Australia must mine the Mt McRae Shale to obtain high grade ore from the Dales Gorge Member of the Brockman Iron Formation. The Mt McRae Shale contains a black pyritic shale lithology that reacts with ammonium nitrate-based explosives. This paper provides an overview of the problems associated with mining this reactive rock type as well as the development of a comprehensive procedure to safely and efficiently blast, excavate and dispose of this material. The strategy used to develop the procedure involved raising the awareness of relevant site personnel to the risks associated in mining the Black Pyritic Mt McRae Shale, obtaining the commitment of these personnel that a detailed procedure was required and that any procedure developed must be followed, otherwise the potential risks such as premature detonation were high. It was also necessary that an on-going training program be implemented so that all relevant new employees would be educated as to the reasons for adhering to the Black Pyritic Shale Procedure.

McLeod: Without getting into the argument as to how well we can know our resource levels specifically in the immediate short term, I would like to make one or two points about the future, and perhaps try and persuade people that they are not really facing a doomsday. It is fair to say that over the last few years the rate at which we have increased our resources has far exceeded the rate at which we have used them, and this is likely to continue for quite a few years yet. As people are now looking for a substitute for petroleum, later on we will be looking for a substitute for coal, should the position get serious. After all man is pretty versatile, has plenty of initiative-and makes allowances for experience. It has been demonstrated here by the way people are looking at use of low quality coals and better use of the coals that are available. It would be fair to say that what now we regard as economically submarginal deposits will, by the time we need them, become economic. I think that there is quite a lot in front of us in exploration and finding new reserves. I would like to have comment from yourself sir, because I recall reading a report of a meeting, here in Wollongong I think it was, in which you addressed the local branch on the future of coal in Australia, and you said that the coal basins of Australia had been well explored and there was not much chance of new discoveries. Since that time we have seen some thousands of millions of tonnes turned up in the Galilee Basin of Queensland, we have seen five hundred million tonnes turned up in Lake Phillipson in South Australia. Do your previous comments still apply? I would like to hear from some of the exploration people, who are operating on an Australia-wide basis, as to how they regard our chances of discovering significant new deposits and significant extensions of known deposits. H,artnell: Mr. McLeod has asked me to comment on what he has just said. I think that the important thing is that our knowledge of the main coal basins in Eastern Australia is increasing in detail but for the most part the extent of coal basins is not being increased in respect of their superficial areas. There are additions but they are not substantially changing our expectation of what the main coal basins will be. I believe that our task is essentially to intensify our knowledge of the main coal basins that we know about. This is important for example for the various reasons that Mr. Roach was talking about, that is the problem of surface alienation, jeopardising the chance of recovery when you go to underground operations. My approach to this whole problem is predicated on the belief that coal has a special destiny to perform in the next fifty years. I believe that it is going to take up to fifty years and maybe a little longer before the enormously demanding technology for nuclear power recovery is in fact achieved. When it is achieved the supply of energy to the world will be enormous, much beyond what we have ever even dreamed about. The mind boggles at what the people of the middle of next century, of two thousand and fifty, will command in the way of physical resources. It is going to be, I believe, tremendous, but the technology involved is very demanding. I mentioned to Mr. McLeod the other day that according to the information that I got in November last, 60% of the nuclear power stations in the United States were out of action, by automatic cut offs because of safety requirements. The technology of breeder reactors seems each year to be a bit further off. In the meantime coal I am sure is going to be called on to supply power directly to fluidised bed and other technologies for power generation. It is going to be called upon in the near future, I believe, to supply liquid fuel on a vast scale and the only thing in my view that we should be thinking about is whether the coal producing countries of the world will succeed in producing as much coal as is going to be demanded. I believe the real challenge to the coal mining industries of the world is that they may fail to do what is going to be demanded of them. This is a challenge I believe to mining technology. I think that we should be working deliberately and energetically finding ways and means where underground recoveries, instead of averaging 50%, can average 50% plus, plus, plus, and this is the first requirement. We should be spending many millions every year, here and overseas, on increasing our means of winning coal because every tonne of coal that is alienated and left irrecoverable in the earth is going to weaken the capacity of the coal mining industry to fulfil, what I believe to be its destiny in the next 50 years.

A new understanding of the formation of black organic shales in the Illinois Basin has contributed to insights on how to produce methane from these complex reservoirs. These shales are far from simple shallow derived sediments but are in fact the result of a complex series of events which include the intermixing of volcanic detritus and the marine organic material, onlap successions and low energy turbiditic intraformational activity. This has led to a review of the commercial significance of the mid Devonian shales in the sedimentary basins of the eastern half of the USA. These shale sequences are also characterised by very little contribution from the underlying Lower Palaeozoic carbonate formations. The later diagenetic influences and the interaction of sea floor bacteria especially since the mid Devonian have lead to the creation of a major source of energy in the form of methane. Vast areas measured in 1000s of square kilometres are known to contain biogenically derived natural gas as methane. However, this vast resource produces very little gas due to abundance of illite which acts as a major adsorption mineral and creates a refractory situation where though there is abundant gas present the rate of release is clearly subeconomic. This paper will present the results of recent laboratory trials which have indicated that it is possible to create microfracturing using bacteria within the gas bearing shale sequence and also restart the methanogenesis process. As most coal bed methane environments have similar organically derived shales in direct relationship to the coal beds themselves then this paper has ramifications for this industry as well.

The story of the rise, progress, and development of our modern railway system is a long but an exceedingly interesting one. The phases it has passed through, the discussions that have arisen from time to time on the most economic modes of construction and working, and the final result these various discussions have led to, are full of importance and interest to the engineer. It is not my intention to deal historically with the subject. I desire simply to speak to the requirements of the hour in Australia. It will not be disputed, I think, that these colonies have reached a point in railway construction and management when, if additional lines to any extent are still to be built, a different principle must be adopted. There are yet large tracts and areas of country to be tapped by the rail and the locomotive, which for years to come must remain untouched if the same expensive gauges and modes of construction are continued. We have yet to see clearly the necessity of introducing a system of light lines that will pay their own way and at the same time augment the traffic of our main lines. This question really no longer remains an unsolved problem. It lies, in a few words, in the acceptance of the, narrowest gauge and the simplest mode of construction that can constitute a pacticable railway. I fear it is hopeless to suggest that private companies should be legally permitted to construct such lines. It seems as if it were next to impossible to move official authorities to enter upon the construction of lines on this principle. It is, all the same an undoubted fact that if private companies could obtain Acts of Parliament, that in several of the colonies a new impetus would be given to railway construction.I may point out that not only has the principle of narrow gauge light railways been adopted in India but private companies are obtaining power to build them. Outside of :England many narrow gauge lines have been made, and in France, Denmark, Italy, and Sweden they have been highly successful.

During the 20th century, the iron ore mining industries of Canada and the United States passed through several periods of transformation. The beginning of the 21st century has seen yet another period of transformation, with the economic failure of a number of steel companies, the acquisition of their facilities by more viable steelmakers, and the consolidation of control within the North American iron ore industry. Changes in Canadian and United States iron ore production and the market control structure involved are analysed. The consolidation of ownership, formation of foreign joint ventures within North America, planned divestitures of upstream activities by steelmakers, and industry changes made to ensure availability of feedstocks will be reviewed. The traditional isolation of the Canadian and United States iron ore operations and their strong linkage to downstream steel production will be discussed in the context of a changing global economy. Management-labour conflicts that have taken place and agreements made during 2000 through 2004 will be discussed in the context of the economic environment leading up to these agreements. Cooperative agreements between competing Canadian and United States companies to resolve client needs in processing and blending will be examined. A joint industry-government project designed to use new technology to produce direct reduced iron nuggets of 96 - 98 per cent iron content using non-coking coals will also be assessed. Changes in iron ore transportation methods, ownership and infrastructure will be reviewed for both rail and inland waterway transport between Canadian and United States companies. A brief analysis of social and environmental issues relating to sustainable development of the Canadian-United States iron ore industry will be included.
