An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

Hamersley Iron Pty. Limited has maintained an interest in the screening of iron ore fines (nominally -6 mm). However, no dry screening process had successfully demonstrated acceptable separating efficiencies at high tonnage rates, low operating costs, and mechanical reliability when screening iron ore fines (containing up to 6% free moisture) at sizes of around 1 to 2 mm. A new type of vibrating inclined screen has recently been developed which is claimed to have a non-blinding screening surface. It was decided to test a pilot scale unit in an existing pilot plant located at Hamersley's facilities at Dampier, Western Australia. The appropriate operating parameters such as vibration speed and feed rate were determined using one fine ore type. Mats with different aperture sizes, and different feed moisture contents were also tested. Trials were then conducted on various fine ore types to indicate the effect of different size distributions on separating efficiencies. The effects of feed moisture content were determined with these ore types, and a blend of lump (nominally -30+6 mm) and fines was tested to compare the screen's performance with that of the bottom deck of the minesite product Screens.

Peak Gold Mines (PGM), a member of the Rio Tinto Group, is an underground and open cut gold mining operation located near Cobar, NSW. A multi-phase study was initiated in 2001 in support of developing a dry æmoisture store and releaseÆ cover system design for the PGM tailings dam, which contains potentially acid-forming tailings material. The first phase consisted of characterising the tailings and potential cover material (waste rock from an open cut operation) as well as soil-atmosphere cover design modelling. The second phase involved construction of two cover system field trials on the tailings dam and installation of a variety of field instruments to monitor the hydraulic performance of the test covers during all seasons of the year. Field performance monitoring commenced in April 2002 and will continue for a minimum of two wet-dry climate cycles (third phase), prior to using the field data for calibration and subsequent validation of numerical models developed for the cover system trials (fourth phase). This paper describes the work completed for the first two project phases and also discusses the initial performance of the cover system trials.

The paper presents a model of a multigrade monitoring-management structure for support to decision making and management in real and extended time in mineral processing (MP). The model was created as a result of a long-lasting research, design and development of mining, computer integrated monitoring-management systems. Apart from the general explanations, the authorsÆ state in the introduction that efficiency of a system for support to decision-making and management in mineral processing is more difficult to achieve by conventional approaches, than by the fuzzy logic approach. Starting from the multiphase structure of process flows in MP, the following are process and monitoring-management oriented graphs. The graphs served as a foundation of the multigrade hierarchical fuzzy model for support to decision making and management in MP. Following the example of the monitoring-management system of the æRudnikÆ mine flotation plant, fuzzy logic implementation was shown. The key conclusions of the paper are that fuzzyfication of layers of the decision making and management model has full justification due to the complexity and dynamics of mineral processing processes, complications and often insurmountable difficulties concerning the precise description of real systems by conventional mathematical tools, variability of external influences, and the (general) non-linearity of the MP processes management criteria functions.

The mining industry is a relatively minor user of water, which has historically been largely soured from private schemes. Frequently mines are often located in areas with limited available water resources. Water reform is increasingly affecting access to water for new mining projects and mining companies are being required to consider the value of water and the implications of reliability in their planning. This paper seeks to briefly review the water reform process in Australia and how it is affecting the mining industry with reference to some recent project experience.

The Apeketon Business Hub in Lihir, Papua New Guinea, emerged in 2019 through a partnership between Australian Business Volunteers (ABV) and Lihir Gold Limited (LGL), a subsidiary of Newmont Corporation. This development was driven by a shared vision for the Lihir gold mining operation to further enhance opportunities for the local community and strengthen the economy’s resilience post-mine. At its core, the business hub serves as the epicentre of ABV’s operations in the region. It includes a drop-in resource centre which provides the community with mentoring and consulting services, and access to a range of impactful workshops facilitated by ABV’s local staff and skilled volunteers. These workshops focus on local Lihirians but are open to the entire community, including Newmont employees. We design and continually refine Apeketon Business Hub support programs and offerings driven by community priorities, building trust through long-term relationships, and working side-by-side on real-time challenges. We offer three core programs to different levels of the community, from individuals and families to start-ups, large corporations, and landowner groups. There is significant demand for the support services provided by ABV, with over 350 Lihirians participating in our workshops over the 2023 calendar year. One of the hub’s core offerings is the Family Money Management Program, which addresses crucial challenges faced by Lihir households, particularly in terms of financial resilience. The program takes a comprehensive approach, assisting families in long-term planning and developing skills to effectively manage the income they derive from their employment with LGL and other enterprises. Significantly, the program also addresses financial stress, a factor often associated with domestic violence (Fox et al, 2002). By empowering women and promoting joint financial decision-making, the Family Money Management Program fosters a culture of savings and improved financial management, ultimately enhancing economic resilience within the community.

The aim of all modelling is to replicate geological reality as closely as possible using available data. This paper is aimed at one end of the spectrum, where very limited data is combined with intuitive geological ideas to synthesise models for either target definition or for determining minimum viable mining scenarios. Interactive 3D modelling allows a satisfactory hypothetical geometry of surfaces to be assembled, and provides a fast quantitative method for generating targets. As data flows from exploration, an evolving geological model assists with the progressive evaluation of a prospect. Two case histories are described where this approach has been used successfully, the Mosquito Hill Prospect in Queensland and the Longwood Ranges Platinum Prospect in New Zealand. The possibility is also discussed of hypothetically modelling an orebody which has yet to be discovered. The proper description of an orebody is the foundation upon which all mine design and planning is undertaken. The volumetric accuracy of the model is crucial in valuing an orebody. Geologists must form a geometry which matches the conceptual view of the ore occurrence and ensure that they understand how the computer system used calculates volumes. If the underlying assumptions inherent in the method conflict in any way with the conceptual model visualised for the ore occurrence, then that method must not be used.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. The optimisation of an open pit mine can be broadly split into two stages, the first being the ultimate pit optimisation (and subsequent stage designs), and the second being schedule optimisation. Macroeconomic uncertainty clearly impacts on both however interrelationships do also exist. Generally, the opportunity exists for the ultimate pit to be revised during each planning cycle, however when this reprieve is removed the uncertainty for the underlying business increases. As one example, the introduction of an in-pit waste dump can be seen to significantly limit the option to revise the ultimate pit. When in this situation there are two potential risks that present: (i) the long-term price used for the ultimate pit selection is optimistic, and too large of a pit is selected resulting in waste being mined which uncovers material not of a significant value to deliver a profit; (ii) the long-term price used for the ultimate pit selection is pessimistic, too small of an ultimate pit is selected, and ore of realisable economic value left behind. Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

"Check sampling programs were undertaken at Barrick Australia Pacific LimitedÆs Lawlers and Plutonic mine sites in Western Australia. The programs identified that the sampling, sample preparation and assaying protocols required modification to ensure acceptable precision (reproducibility) for each gold mineralisation type. These case studies describe the processes used to identify the: inconsistent precision different types of test work programs that were conducted to quantify the appropriateness for each mineralisation type steps used to modify the protocols.The type of test work conducted included: a duplicate series heterogeneity test for particulate gold mineralisation in the Lawlers gold deposit screen fire assay test work on duplicate subsamples for arsenopyrite associated mineralisation at the Plutonic gold deposit.Each test work program required a detailed scope specifying the sample selection criteria, sample preparation and assaying steps. The aim of the test work flow chart design was to ensure the assay precision between the different particle sizes or duplicate sample pairs could be measured and calculated. In the screen fire test work the true grade of the primary sample was calculated and compared against each subsample.A high quality assay laboratory was utilised for the test work. All samples were fire assayed and the gold grade determined using a gravimetric finish. The assay results were validated and the data was analysed using tables and graphs in spreadsheets. Following data analysis a modified sample preparation and assaying protocol for each mineralisation type was designed for use by the principal assay laboratories. Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

The causes and impact of stability problems associated with longhole open stoping (LHOS) at The Zinc Corporation, Limited (ZC) and New Broken Hill Consolidated Limited (NBHC) are discussed and LHOS stability objectives presented. The development of appropriate rock mechanics techniques is discussed and the reasons for using contract research are explained. Reference is made to the rock mechanics techniques developed and in use. The requirements to effectively use these techniques are discussed. Features of the staffing policy which has been adopted to develop and apply the LHOS stability assessment and control techniques are Outlined.

Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kW (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

A new plant for grinding limestone was built at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited to meet increasing process demands expected to reach 150 tonne/day of ground limestone. Plant specifications included open- circuit wet grinding, a single ball mill, a feed sizing of minus 6 Tyler mesh, a product sizing of 100 per cent minus 200 and 95 per cent minus 325 Tyler mesh and for the plant to be unmanned during normal running. Main features of plant and equipment are described; grinding performances given, as well as operating experience since commission- ing of the plant in March, 1976.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasized the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are be- lieved to have formed from fluids of magmatic or metamorphic origin and exhibit characteri stic 6180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the con- text of styles of mineralization.

The Curragh coal mining operation was designed and constructed to produce two coals initially at a rate of 4.3Mtpa. These are a high thermal energy steam coal primarily for domestic electricity generation and a low ash high quality coking product for the export market. Treatment of coals from four seams to achieve this requires a large and complex preparation plant and blending facilities incorporating state of the art technology. This facility was constructed during 1982/83. It has been designed for expansion to 6.8Mtpa capacity. The preparation and handling facilities were built at a cost of approximately A$80 million. Equipment includes 500 plus electric drives with a total capacity of 20 000kw. Commissioning was carried out in three phases : Staging - of the control system Coal Handling Facilities - conveyors, stackers and reclaimers for raw and product coals The Coal Preparation Plant - heavy media cyclones and froth flotation. A period of three months was devoted to the commissioning of the plant before requiring product coal to contract specification. This paper will describe the planning, implementation and results achieved.

In 1955 the annual production of steel at Australian Iron and Steel Pty. Ltd., Port Kembla was 1.2 million tonne and over the following two decades this had progressively increased to the present capacity of 5.4 million tonne per annum. This increase in productivity has also been accompanied by important developments in steelmaking technology and these are explained in the chronological order in which they have taken place. Reference is made to the use of oxygen in open hearth furnaces, the B.O.S. process, the Argon-Oxygen decarburisation process for stainless steel, vacuum degassing and continuous casting. When the vacuum degassing and continuous casting units are commissioned, the Port Kembla Works will have achieved a standard of steelmaking technology equal to any in the world.
