There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. Good morning ladies and gentlemen. It gives me great pleasure to talk to you today about a pet subject of mine, on when to mill and when to leach gold ores. According to Gold Fields Mineral Services of London, gold production in the United States in 1989 amounted to about 8.5 million ounces (259t), an increase of 29 per cent over 1988 and 67 per cent over 1987. The U. S. Bureau of Mines reports that from the major producing states of Nevada, California, Montana, and Alaska, some3.2million ounces of the 1989 production were produced from milling gold ores and 2.3 million ounces from heap or dump leaching. Ap- proximately 45 million tons of ore were milled and 140 million tons of ore were heap or dump leached.

With the use of 36 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt Lyell Mining & Railway Co, it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5000 feet of boring the total cost of new parts is noted on this line (see Figure 1). Thus at a glance it is possible to see the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this clifficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component.As before the cost of new parts are taken at each 5000 feet bored (see Figure 2).

The enrichment of magnetite to haematite and haematite-goethite leads to a coincident magnetic low and gravity high within the banded iron formation. Palaeochannel deposits of pisolitic limonite can be expected to provide a relative magnetic high and gravity low in a sinuous geometry. Detrital iron deposits of conglomerate, scree or ‘canga’ might have indistinct magnetic response but will usually have a relative gravity high.These signatures provide clear discriminators detectable by a joint gravity and magnetic survey.The combination of airborne gravity gradiometry and magnetometry is particularly powerful in detecting and discriminating targets, as well as mapping lithologies and structure, across a wide variety of iron ore deposit styles. It provides detection capabilities in a platform capable of rapid, complete coverage with minimal access issues. This approach has been used in FALCON™ airborne surveys for iron ore exploration in the Great Lakes, USA; the Middleback Ranges, South Australia; and the Hamersley Basin, Western Australia.The complex magnetic properties of iron formations (particularly remanence, anisotropy and depth of weathering) prevent this approach from being simple. The use of vector residual magnetic intensity (VRMI), calculated from the measured total magnetic intensity (TMI), assists by reducing the complexity due to the different directions of the remanent and induced magnetic fields.Estimations of the density to magnetisation ratio via the pseudo-lithology calculated from the VRMI and gravity gradients provide a useful method of capturing the discriminatory power of joint magnetic and gravity gradient data.

The gold province of Otago occupies an area of upwarped basement, the Otago Schist, comprising predominantly quartzofeldspathic and volcanogenic metasediments. This assemblage is the product of collisional tectonic deformation and associated metamorphism, mainly to lower greenschist facies, during the Rangitata Orogeny (200-100 Ma). Historically this region has produced 240 tonnes of gold, 4% (10 t.) of which was from the mining of Cretaceous gold- quartz mineralised vein systems. Auriferous vein systems in the Otago Schist are mainly hosted within NW trending normal fault-fracture arrays, however NW trending reverse fault-hosted vein systems also occur. We propose that the Late Cretaceous-mid Tertiary Otago Schist structure represents a regional anticlinorium containing flexural folds of at least two wavelengths. The anticlinorium structure has been quantified by determining variations in angular discordance between schistosity and the Otago Peneplain, a Late Cretaceous-mid Tertiary erosion surface covering most of the Otago district. A structural model for the evolution of the post-collisional anticlinorium requires the cooling surficial zone (carapace) of a retrograding metamorphic belt to behave as an elastic lid. Erosion of topographic load on the carapace drove isostatic uplift, which was greatest in the tectonically thickened core of the orogen. In this way differential uplift produced flexural deformation in the elastic carapace, expressed as a large scale arching of the orogenic belt. Flexure created tangential longitudinal strains in the outer-arc, leading to extension and the formation of mineralised normal faults. These structures are separated by a neutral surface from shortening and associated mineralised reverse faults in the inner-arc. Our structural model predicts that the distribution of auriferous lodes should be localised about zones of maximum flexural curvature, where the tangential longitudinal strains are highest. As a result, NW-SE hinge regions separating schistosity dip domains in the Otago gold province may have new found significance as potential exploration targets.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

Conventional models, based on pulp kinetics, were regressed directly to steady-state data from a nine-stage platinum flotation plant, to provide a basis for optimisation studies. æFroth factorsÆ were used to characterise the froth in each stage and a ædepressant factorÆ was used for gangue minerals, to account for addition of depressant to the cleaners. These factors improved the fit, but differences between plant and model of up to 50 per cent were still present in a number of streams in the cleaning circuit. A new model was developed, which incorporated two rate constants for the recycle of particles from the froth. These parameters provided a workable approximation of the distribution of probabilities of particles being recycled in plant cells, depending upon where particles appeared at the surface. The feed streams were characterised by two pulp kinetic parameters and the above recycle parameters, for all minerals and all stages. The fit to the data was improved very significantly, when compared to the use of conventional pulp-based models with several pulp rate parameters. This relatively simple model did not require additional data from batch tests and it was suitable for plant simulations.Simulations of various strategies for plant operation were tested, allowing the simulator to vary the concentrate flows from all or some of the stages, in order to maximise platinum recovery. The simulator was imbedded in an automatic optimiser and constraints on chrome content or mass flow of final concentrate were used. The simulations of the existing circuits demonstrated that an improvement in recovery, (for a constant concentrate mass) of about 0.5 per cent was possible, by optimising all concentrate flows. A significant reduction in the flow of scavenger concentrate and an increase in the recycle flows in the cleaners were noted. The results of simulations of various changes to the circuit configuration are also discussed. An increase in recovery of 1.4 per cent (for constant concentrate mass) has been achieved in recent simulations, through circuit changes. However, it was necessary to keep the mass pull of concentrate, per unit area, within typical limits.

Seeking to reduce the likelihood of uncontrolled personnel entry into the operating footprint of a dragline, Coronado Global Resources initiated a review of proximity detection systems currently available and equipment interactions in and around dragline operational areas. At the time of the assessment, there were no established personnel proximity detection systems in compliance with functional safety standards for large machinery in Australia. Our primary objective was to guarantee a functionally safe outcome, particularly by implementing a performance-level-rated system in accordance with AS4024 (Safety of Machinery series of Australian Standards). Applying appropriate detection technologies, the goal was to reduce the residual operating risk for machine-to-machine and machine-to-personnel interactions. A comprehensive analysis of available or in-development technologies was conducted, and a layered approach (demonstrated in Figure 1) was adopted to achieve the desired risk reduction by segregating the sensing zones into distinct areas using diverse and disparate technologies consisting of radar (short); light detection and ranging (LiDAR) (medium); and optical (long). To address the potential limitations of each technology, overlapping layered sensing zones were designed. With LIDAR and optical using two distinct artificial intelligence (AI) systems to classify detections, these were specifically trained to handle the unique environments of a mining operation.

Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

Thank you for the opportunity to speak at this important conference attended by aspiring mining professionals, some of whom will become the leaders of the mineral resources industry that forms the solid foundation of AustraliaÆs past and that will fuel the exciting growth of AustraliaÆs future.I want to briefly touch on the history of our business, then look at the opportunities that exist in the contract mining industry and finally comment on what the educators need to consider in their curriculum to meet the needs of our business. Byrnecut started out as an idea in early-1987 developed by a group of four mining people. At the time the industry was on the high end of a mining boom, the era of the Bonds, Connels, Skases and so on. Riding on this wave of euphoria we borrowed $600 000 from the National Australia Bank and, without having enough knowledge to lose sleep over the potential risks, started business in mid-1987. The euphoria quickly evaporated with the 1987 October stock market crash. The bank pulled our overdraft, equipment finance rates increased to over 20 per cent per annum and my house was mortgagedseveral times over. The business learning curve was extreme for a young mining engineer who had developed his trade in the relatively sheltered environment of a large public mining house, namely WMC. We were somewhat bitter that the banks had done a runner. We were a private company, backing the business with personal assets with our shoulders to the wheel, whilst the Bonds of the world had theirnoses in the trough ripping off mum and dad shareholders. All of this had a sobering effect, namely keep your feet on the ground, stick to the knitting, work hard and worship cash flow. Since that stressful but adrenaline pumping beginning the company now employs over 600 people and is now working for major mining houses at over a dozen locations in Australia, east Africa and WesternEurope and the National bank is again our banker. On this basis I consider myself qualified for the subject of this speech.

Government established and financed the NZ Steel Investigating Co in 1960. Its investigations showed that a steel industry was feasible and desirable based uponNorth Island titanomagnetite ironsands, and charted a route for its establishment. The initial processing used post-1945 preheating and prereduction developments, but later innovative improvements created what was essentially a new New Zealand technology. Of the North Island titanomagnetite deposits: the small ones at Waipipi were best made available for export; those at Kawhia and Taharoa were too remote for the economic siting of a mill; that at Raglan proved too small; while at Waikato North Head three times the requirement of 50 million tons of concentrate were located in two sand areas averaging 18 per cent titanomagnetite. Economic studies showed that a South Auckland site would be ideal, close to New Zealand's biggest market. The mill site, on a basalt flow at Glenbrook, was located by a half-day's fieldwork - near both the Waikato North Head deposit, and a railhead for bringing in Waikato coal, etc, and taking out steel products.   This development was one of several since World War II which altered significantly the lives and homes of New Zealanders (others were natural gas, oil, geothermal power, epithermal gold, aluminium, opencastable lignite, etc). All had the essential ingredients of the highest government backing, direct or indirect government finance, and first-class New Zealand scientific and engineering skills (eg to create new technologies). Not one such project failed.

Georgius Agricola wrote in De Re Metallica in 1556 that a prudent a miner should not work in a region ruled by a tyrant-a person inimical to mining. In 1926, Associate Chief Sherman of the United States Forest Service in a speech stated, "It is the policy of the Forest Service to encourage the development of the mineral resources within the boundaries of the National Forests ... a man who fails to cultivate a friendly, helpful, cooperative spirit in his relations with those who are endeavoring to develop the mineral wealth of our mountains has no place in the Forest Service." Both statements are as true today as they were in 1556 and 1926. The challenge to the Forest Service and the mineral industry today is to maintain that cooperation in a world that has changed significantly since Agricola and Sherman. The United States Forest Service manages 77,000,000 hectares of land-mostly in the Western United States-an area equal in size to New South Wales. The vast majority-75 million hectares are National Forests, and 1.6 million hectares are National Grasslands. National Wilderness Areas account for 13 million hectares or rough- ly 17 per cent of the National Forest System. National Forest System lands (NFS) are some of the most visible, scenic and controversial lands in the country. They are also some of the most valuable for their mineral potential and production. The value of mineral produced exceeds US$4 billion per year. There are over 1200 producing mines, 15,000 oil and gas leases, and some of the largest lead, copper, silver, gold, platinum, molyb- denum, and coal deposits in the hemisphere. Every year the Forest Service approves nearly 5,000 mineral operations on the NFS. Much of the NFS (75 per cent) is open to location of mining claims pursuant to the 1872 Mining Law. And an equal amount of land is legally available for oil and gas leasing.

The purpose of this research was to study the calcination of lead-zinc flotation tailings from the Angouran lead and zinc flotation plant in Iran as a pre-concentration step prior to hydrometallurgical processing of the oxidised tailings. There is an abundance of these tailings in the Angouran region and making use of these tailings would help preserve national wealth and also reduce the serious problems of environmental pollution caused by the tailings. At the optimal conditions of calcining at 750 - 800¦C for 45 minutes, the sample showed a mass loss of about 19 per cent. Mineralogical analyses showed that under these conditions the carbonate minerals including smithsonite (ZnCO3), calcite (CaCO3) and dolomite (Ca Mg (CO3)2) decomposed to their respective oxides. Hemimorphite (Zn4Si2O7 (OH)2.H2O) converted into willemite (Zn2SiO4) and this transformation postponed the formation of silica gel in the leach solution. The grade of zinc increased from 22.20 per cent to 29 per cent. These mineralogical changes resulted in desirable reactions in the acid leach process.

How aqueous fluids move through rocks and minerals is a question of possible pathways and mechanisms. Existing pathways such as fractures and grain or mineral boundaries provide obvious channels for fluid movement. We show how minerals reactive in the presence of an interfacial fluid can be replaced by new product phases through a process of interface-coupled dissolution-reprecipitation. A resulting porosity in the new phase provides a new pathway for fluid movement and therefore mass transport through the mineral, which progressively reacts at a moving interface. Eventually fluids of new and changing composition can pass through originally solid minerals and move on further, taking remobilised elements with them, to be reprecipitated whenever the chemical and/or physical conditions allow. One such example is albitisation of rocks associated with mineralisation.

The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. The second case study is a strategic mine planning example that delivers an increase in value of 77 per cent.CITATION:Finch, A and Elkington, T, 2014. Computer controlled truck dispatching systems is a newly-developed technical system in surface mines with shovel-truck technology. The real time dispatching criteria, as the core of optimal truck dispatching software, are analysed and a new criterion, complex dispatching criterion, is put forward. Dispatching criteria previously proposed include: 1. `Earliest Loading' (EL) - to assign a truck to the shovel at which the truck can be loaded earliest. 2. `Max Truck' (MT) - to assign a truck to the shovel at which the truck will have the shortest waiting time. 3. `Max Shovel' (MS) - to assign a truck to the shovel which has been waiting for the longest time. 4. `Minimum Saturation Degree' (MSD) - to assign a truck to the shovel at the branch where the truck flow saturation degree is minimum. 5. `Minimum Saturation Degree with Truck Cycle time consideration' (MSDTC) - as the MSD principle, with the truck travel cycle also considered. 6. `Fixed Dispatching' (FIX) - to assign trucks to fixed shovels. A system simulation model has been set up for truck dispatching system analysis. A few surface coal mines have been selected for case studies. Equipment waiting times and shift production of the system are obtained as the main outputs of the model. Simulation results show that each dispatching criterion has its own applicable range, no one can absolutely dominate the others. For example, when under-trucked, EL and MT criterion can obtain higher production than the MS criterion; when over-trucked, it is vice versa; while for MSD criteria, better results can be obtained no matter how the truck numbers fluctuate. From the view point of shovel output balance, large fluctuations occur for EL and MT criteria, while a good balance can be obtained for other criteria. In the light of dynamic change of mining system conditions, a single dispatching criterion is not necessarily reasonable. A complex dispatching criterion has been put forward to seek the complex optimum effect. Taking the advantage of each dispatching criteria, the dispatching result of a complex dispatching criterion dominates over individual dispatching criterion and a comprehensive optimum effect can be reached.

Uranium minerals were found in Australia as early as 1869, but it was not until the 1940's that a search specifically for uranium was begun. Instrument types and techniques used in early exploration are still used today, but have been developed into more sophisticated and portable types. Recent improvements in exploration have been the introduction of the gamma ray spectrometer, radon sampling and geochemical surveys. The environments of presently defined uranium deposits are predominantly sedimentary. Known deposits in igneous environments are usually small. The size of targets which are likely to provide economic deposits is of the order of 10,000 tons U308, producible at a cost of less than $10 per pound. Such targets are most likely to be in Precambrian sediments or in granitic masses. Recent exploration in Australia has included investigation of Precambrian sediments, Precambrian and Palaeozoic granites, Mesozoic and Tertiary sediments, Precambrian volcanic rocks and brecciated masses of unknown age. The origin and method of emplacement of uranium in these environments is not well known but there are indications that syngenetic sedimentary processes are important, and volcanic rocks may make a major contribution to the supply of uranium.

Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

Consent to develop and operate a new coal mine in New South Wales (NSW) will be conditional upon a number of environmental controls. In NSW, applications for any new major development associated with coal mining are determined by the Minister for Planning and Environment. The environ- mental conditions placed on the development consent, the coal mining lease and the approvals, and licences under the pollution control legislation amount to a substantial component of any new project's commissioning considerations. The nature, scale and location of projects and the principles of pollution control on which conditions of State Pollution Control Commission (SPCC) approvals are based have a considerable influence on project planning. The design, construction and operation of coal mines in NSW has been progressively modified over the past 15 years, to incorporate increasingly stringent requirements for environmental management. These requirements are in turn, a reflection of a greater community demand for environmental protection.

'Industrial Minerals - their mining and use in New Zealand' is the theme of the 1978 Annual Conference of the New Zealand Branch of The Australasian Institute of Mining and Metallurgy. This paper describes the use of phosphate rock, sulphur and potassium chloride (potash) - three industrial minerals which have enabled the farmers of New Zealand to increase production to current levels. The growth of imports of these raw materials for the New Zealand fertiliser industry is well documented in NZ Fertiliser Statistics 1977. This is the most recent of the Ministry of Agriculture and Fisheries annual publications on this Subject prepared from the detailed returns of fertiliser manufacture and sales from each fertiliser works. There are now 12 of these works in New Zealand one of the most recently established being in Whangarie where this conference is being held. Its capacity to manufacture superphosphate will shortly be 300 000 tonnes twice that when it opened late in 1964. New grinding and manufacturing equipment comes on stream early in 1979. This paper illustrates the interdependence of two primary industries, agriculture and mining. New Zealand's economy in the foreseeable future will be based on agriculture so that our standard of living is dependent on the overseas prices and freight costs of the bulk raw materials from which our fertilisers are made. For the year ended 31 March 1978 New Zealand's total exports were $3395 million, of this total $2413 million (71%) came from the products of pastoral agriculture (wheat, wool, dairy and other animal products), $291 million from forest products and $501 (15%) from manufactured exports. Approximately half of the pastoral receipts can be attributed to the fertilisers applied at a total cost of about $200 million including subsidy.
