The paper addresses certain mining provisions of the Aboriginal Land Rights (Northern Territory) Act 1976 and the development of Mining agreements negotiated pursuant to Section 43 of the Act. Difficulties for miners and Land Councils alike arising out of the operation of the Land Rights Act will be discussed. Possible scenarios for the resolution of these difficulties will be proposed.

Reconciliation involves the collection of tonnage, grade (quality) and contained metal (product) data from disparate and hopefully independent sources. Examples are exploration data, production sampling data from blastholes or drawpoints, and process plant data. These data may be compared by means of ratios (factors). The F1 factor usually relates short-term (ore control) model tonnages, grades and metal content to ore reserves depleted. The F2 factor usually relates received-at-mill tonnages, grades and metal content to delivered-to-mill = production tonnages, grade and metal content. The F3 factor is F1 × F2 and enables a comparison of a mineÆs ability to recover the tonnage, grade and metal content estimated in ore reserves. The F1 factor measures the accuracy of orebody knowledge in the ore reserves to the demarcation of ore and waste by ore control (short-term model). The F1 factor may be used to check and calibrate the selectivity of mineral resource models and/or planned dilution assumed in transfer from mineral resources to ore reserves. The F2 factor enables a check on unplanned dilution entering the ore stream between ore control and the mill. Using the factors it is possible to calculate a monetary value on improvements in the accuracy of orebody knowledge, selectivity and the effects of dilution and ore loss. Reconciliation should be an implicit part of the mining process, and reconciliation targets should be a key performance indicator for well-run mines.

"The Caijiaying lead zinc mine is located in China, north-west of Beijing, in Hebei Province. The region experiences severe winters, below -35°C, and warm summers, up to 30°C. The mine and concentrator commenced operations in the second half of 2005 with a conventional tailings disposal system consisting of a tailings dam with peripheral ring main discharge and central water recovery. A second similar dam sharing one common wall was added later. In view of the extreme winter conditions tailings lines and ring mains plus spigots, together with return water lines, require insulation and electrical trace heating. The volume of process water trapped as ice in the tailings dam ponds each winter is significant. This seasonal variation presents a major difficulty in the management of process water availability. Although Caijiaying is an underground mine there was no backfill plant at the start of operations. As plant throughput increased more quickly than originally anticipated, tailings storage capacity became a prime concern. The construction of a backfill plant in 2007 reduced the pressure on surface tailings storage area requirements, but as suitable land on which to construct further tailings storage was both expensive and difficult to acquire, a more efficient use of the available area was required. Dry tailings storage, where flotation tailings are filtered to provide an immediate return of process water plus ‘dry’ tailings filter cake for stacking, provided an answer to both the land area required, and the water management difficulties. The paper details the reasoning behind the change and the benefits obtained at Caijiaying by moving from ‘wet’ tailings storage to ‘dry’ tailings storage.Citation:Waldram, J T and Jia, R, 2016. In the present study infrared attenuated total reflection (IR-ATR) was used to monitor the rate of in situ adsorption of heptyl xanthate on a layer of zinc sulfide synthesised on a germanium ATR crystal. The zinc sulfide surface was characterised using x-ray photoelectron spectroscopy (XPS). The absorbance of heptyl xanthate measured increased with increasing bulk concentration of the adsorbate up to an equilibrium plateau value corresponding to a fractional coverage of the surface sites of the substrate. For the adsorption from solutions of concentrations between 10-3 and 10-5 M, the rate of adsorption increased with increasing bulk concentration. At higher concentrations the measured absorbance should be corrected for the absorbance due to the concentration of xanthate in bulk solution. The present work provides a discussion of this correction. Assuming the adsorption stage to be rate-controlling and proportional both to the concentration of the adsorbing species in solution and unreacted surface area, a rate law governing this type of transient adsorption kinetics was derived. By means of absorbance data for the concentrations 0.1 and 0.01 mM, the rate constant of adsorption was calculated. From the initial part of a Langmuir adsorption isotherm, the absorbance at monolayer coverage and the equilibrium constant of adsorption could be estimated.

Tasker (1985) has detailed the accepted practices for constructing polygonal blocks of influerrce in the estimation of ore reserves. Further he suggests that users might fall into traps such as omission or overlap when determining the area of influence for each sample point.As an example of these types of errors Tasker (1985) describes under "Coverage ofthe Area" how 25 per cent of the exploration area will not be included in an equiangular triangular grid where hexagonal blocks of influence are used.The introductory suggestion of Tasker (1985) of "incorrect procedure" by Rudenno (1983) (and Armstrong (1983)) reiterated around the Figure 2a of Tasker (1985), is based on the brief description of the polygonal area of influence by Rudenno (1983). That description is not too different from that given by King, McMahon and Bujtor (1982).

The QSL continuous lead smelting process incorporates two basically different pyro- metallurgical operations: roast-reaction, smelting of galena concentrate, followed by carbothermic reduction of some by-product lead oxide slag. Both steps are performed simultaneously in separate compartments of a long horizontal cylindrical reactor, which is lined with fused chrome-magnesite bricks. This converter-type reactor contains a liquid bath consisting of a shallow layer of lead bullion with a superimposed layer of slag, the lead content of which is gradually reduced from about 50% to discardible levels. Metal relative to slag, and slag relative to the gas phase are in continuous countercurrent motion. A lead well is arranged at the flue end of the reactor, and an overflow tap for slag at the opposite end. Tonnage oxygen for oxidation and smelting of the charge, and sub- stoichiometric mixtures of pulverized coal and oxygen for reduction and heating of the slag, are directly blown into the bath using fluid-protected Savard-Lee injectors. High gas-liquid momentum transfer ensures intensive local mixing, and enables rapid mass and heat transfer.

The role of mining consultants needs to be re-examined, so that the quality of the service they deliver will continue to be adequate for the 1990's. One means of this evaluation is by examining Case Studies in the strategies and difficulties of developing contract and entrepreneurial research.

Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

Molten slag used in the secondary refining process (RH process) for the production of Ultra-Low C (ULC) steel is typically composed of CaO-Al2O3-MgOsat.-FetO with minor constituents. FetO in the RH slag is the main source of reoxidation of the molten ULC steel in the ladle by 2Al + 3(FetO) = (Al2O3) + 3Fe, thereby serving as the source of the alumina inclusions. On the other hand, FetO also enhances the fluidity of the slag, thereby increasing inclusion absorption capacity. Optimum slag chemistry design is therefore required to produce clear ULC steel. The reoxidation kinetics was investigated in the present study by employing high-temperature experiments and developing the reaction rate model. Initial compositions of slag ((% CaO)0/(% Al2O3)0 and (% FetO)0)) and reaction temperature were varied and change of [% Al] in the molten steel was measured. The rate-controlling step was analysed. It was found that the rate-controlling step in some cases changed during the reoxidation: from a mass transport of Al in the molten steel to a mixed transport including Al2O3 in the molten slag. The experimental data validated the reaction rate model based on the elucidated reaction mechanism and FactSage thermodynamic database. The model suggested that high (% CaO)0/(% Al2O3)0 suppresses the reoxidation only when (% FetO)0 is low (5 or lower in the present study).

Batch centrifugal gravity concentrators have become standard equipment in gold grinding circuits for recovery of gravity recoverable gold (GRG). The downstream benefits of installing a gravity circuit are well understood, and in general, if there is a reasonable amount of GRG in the ore, a gravity circuit is usually installed. The benefits of gold gravity recovery have also been well documented, with a large database of successful case studies. As well, predicting production scale gravity recovery results ahead of installing gravity has become a common practice. The missing link between lab and full scale has always been the ability to predict the recovery benefit of installing gravity ahead of actually doing so. Being able to predict the recovery benefit in advance would help an operation in assessing the economic benefit and help justify the capital costs of the gravity circuit with much less uncertainty.

The Olympic Dam copper-uranium-gold-silver deposit, located 520 km NNW of Adelaide, S.A. was discovered by Western Mining Corporation Ltd in 1975, and is now being developed as a joint venture between WMC (5107o) and the BP Group (4907o). The discovery of this deposit resulted from the application of a conceptual model for the formation of sediment-hosted copper deposits. This model postulated that the oxidation of basaltic rocks could release significant amounts of copper into solution and that, under favourable conditions, these solutions might pass upwards along faults, and the copper be precipitated in reduced- facies sediments higher in the sequence. The Stuart Shelf province was chosen for exploration because geological interpretation suggested the presence of suitable basal- tic source rocks at depth, and favourable host sedimentary rocks in the overlying sequence. The Olympic Dam site was selected for drill-testing because of the presence of coincident gravity and aeromagnetic anomalies suggesting the presence of basalts and/or mineralisation at depth. This site also had a favourable tectonic signature, indicating the presence of deep crustal structures which might have allowed fluid migration.

Precious metal deposits containing fine-grained disseminated or dispersed gold-silver form by reactions between metal-bearing hydrothermal fluids and sedimentary host rocks. Host rock permeability and chemical composition exert a primary influence on the fluid movement necessary for any primary dispersion halos to form around ore bodies, and determine whether a disseminated style orebody itself will even form. Where the mineralized rocks are relatively unfractured the margins of the orebodies exhibit abrupt decreases in gold content, and strong corresponding decreases in the contents of other metals. Primary dispersion patterns of this type are difficult to recognize and commonly are only a few meters (or less) in width. If the host rocks were well shattered and broken before mineralization, remnant amounts of the hydrothermal fluids may be dissipated in fractures lateral to or above the ore zones. This causes geochemical anomalies to form with clays and silt- size silica within the fractures over distances of up to at least 30-50 meters away from the main orebodies. The tendency for large primary dispersion halos not to form around these deposits explains the disappointing results from so many drilling programs where no multi-gram gold-grade material was even found: if large areas and apparent large volumes of rock contain one gram or less gold that likely is the "orebody" and not a halo effect around high grade mineralization.

Magnetite ore blending has yielded signifi cant performance improvements in OneSteel’s magnetite concentrator. The magnetite concentrator beneficiates magnetite ore from the Iron Magnet Deposit and produces concentrate, which is pelletised, then fed to the OneSteel Whyalla blast furnace. Concentrator feed variability severely detracts from the concentrator’s performance, affecting both concentrate yield and grade, which impacts on all downstream processing costs.A coordinated approach has integrated mine planning, geological modelling and grade control, to minimise concentrator feed variability, through effective ore blending throughout the mining and stockpiling process.Mine planning personnel design shots that extend the full width of the orebody and hence across the stratigraphic profi le. Based on geological information contained in block-outs and in consultation with Geology, the Grade Control team allocates material to each primary stockpile, potentially from every stratigraphic domane in the orebody. This ensures primary stockpiles are designed with maximum practical homogeneity and consistency.Using only primary movement, the allocated ore is stockpiled in a layer-cake fashion. The ore is pimple dumped across the width of the stockpile footprint and on completion of a layer, it is dozed flat with an access ramp that allows dumping to commence on the next lift. The primary stockpiles are reclaimed normal to build direction and the magnetite is crushed, all in, to a concentrator feed stockpile.The ore is sampled at the crusher from a falling stream cut. These assay data, are used for benchmarking and control charting the grade and variability of concentrator feed stockpiles. The concentrator feed stockpiles have demonstrated a statistically signifi cant reduction of within pile variation, between pile variation and pile to pile variation, primarily attributable to the development of ore blending. The concentrator has seen sustained, improved performance as a direct result, which translates into lower concentrate cost per tonne and improved yield and quality.

Ironstone outcrops on the Savage River were discovered by State Government Surveyor C. P. Sprent in 1877. The limonitic outcrops were initially regarded as the surface expressions of pos- sible tin-bearing lodes, the tin deposits at Mt. Bischoff to the east having been found in 1871. By the turn of the century, shafts, adits and trenches had been developed on the deposits in the unsuccessful quest for gold, silver and base metals. The deposits were first reported as a possible source of iron ore by Tasmania Department of Mines (TDM) geologists in 1919. Modern exploration began in 1956 with the area registering the best magnetic response during an aeromagnetic survey of North- western Tasmania by the Bureau of Mineral Resources (BMR). The area had previously been reserved by TDM in anticipation of the lifting of the iron ore embargo. Reconnaissance Geologi- cal mapping (TDM) and grid-based magnetometer surveys (BMR) indicated that resources of iron-bearing material could approach hundreds of millions of tons. This paper describes a hybrid ventilation system, which uses secondary fans that also act as de-facto primary fans to extract fresh airflow from the mine intake raise system. Also discussed are the associated problems such as uncontrolled recirculation, inadequate decline airflow, fire safety issues, prolonged blast fume clearance times, high air temperatures in main access routes, neutralisation of mine air cooling by heat from secondary distribution fans, increased ventilation system complexity, reduced flexibility and high pressure differentials (which cause safety issues with personnel access and reduce secondary ventilation system performance).Practical suggestions are provided on options to avoid these problems listed.CITATION:Derrington, A S, 2013. When times are tough in the mineral industry û as they have been for some time û typical responses by mining companies are to cut costs and/ or increase production. The latter is seen to spread fixed costs, thereby also reducing unit costs per tonne mined. However, most mineral deposits respond to increased production rates by lowering ore grades, so the reduction in cost per tonne of ore does not necessarily result in a reduced cost per unit of metal produced. The authorsÆ experience is that this process often leads to a mine plan that is a long way from optimal. Producing to the point where marginal cost equals marginal revenue may work well in a manufacturing operation, but it is not necessarily the best strategy for a mining company with a depleting resource. Variations in tonnage and grade with depth, ore reserve optimism and a variety of other factors conspire to produce variations in production rates and grade that often result in suboptimal outcomes and potential mine failure. Added to this is the focus of industry analysts and senior corporate management on such measures as unit costs and ounces in reserves. This is perceived to have the perverse effect of driving the share price down when strategies are adopted that actually improve the value of the mining operation, and vice versa! Many mine failures can be prevented by a close examination of the tonnage grade curve and an understanding of how margins, net cash flows and resulting business risk change with cut-off grades and rates of production. A few relatively simple analyses early in the evaluation of a project can demonstrate the tradeoffs between the main decision parameters, leading to right-sizing of the operation. Once major commitments to major capital items have been made, and reserves have been publicly reported, optimisation of the operation becomes much more difficult than if it had been done earlier. Such investigations can also identify the upside potential and downside risks associated with factors outside the companyÆs control. Many strategies that may enhance value in the good times significantly increase the downside risk in the bad times. What is often called risk analysis typically looks at superficial issues, and does not evaluate the major factors leading to the potential for financial disaster. This paper illustrates some of these major risks, and demonstrates how they may be fully evaluated so that corporate decision makers can make fully informed decisions that take account of the real risks.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

Quay Magnesium Limited (QMG) listed on the Australian Stock Exchange in late September 2004 having raised approximately A$30 million with the object of designing, constructing, commissioning and operating a 15 000 tpa magnesium alloy production facility in Nanjing, China. Site construction commenced in February 2005, with installation of all major components completed by the end of October 2005. Hot commissioning was simultaneously commenced with the final stages of installation, leading to the first stage of continuous ingot casting by mid November 2005. Since that time, ramp-up to the name plate capacity has been undertaken. This presentation highlights some of the more significant technical and logistical hurdles that have had to be overcome in order to meet the high quality product specifications required by a range of QMG customers.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealand's minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Government's intention to review all the major laws governing New Zealand's resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990.
