The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

Chalcopyrite concentrate was combusted in oxygen-nitrogen atmospheres, the composition of which ranged from 1-100 per cent oxygen. Factors studied included particle size, experimental temperature and oxygen concentration. The study was assisted by chemical and X-ray diffraction (XRD) analysis and temperature measurements of single particles. Size reduction occurring after melting was found to have a major effect on the overall reaction time. Thus time to attain ignition was largely determined by the original particle size, whereas combustion time was independent of this factor. For particles larger than 40 I'm in air the time to attain ignition predominated. The maximum temperatures measured for single particles were the result of pyrite present in the concentrate. Chalcopyrite did not attain thesame temperatures. Vaporization, either as CU(g) or CuO(g) lImited the temperature. Maximum temperatures measured for single particles of pyrite ranged from 1610°C in 14 per cent oxygen to 2360°C in 100 per cent oxygen (both at 700°C). Measured temperatures were compared with those calculated from a diffusion-based model.

After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

This paper describes a novel system for the biological sulfate reduction (BSR) of acid mine drainage (AMD) using primary sewage sludge (PSS) as carbon source in an upflow anaerobic sludge bed (UASB) reactor configuration. A UASB reactor was operated at a temperature of 35¦C and it received PSS (1875 mg/L COD) augmented with sulfate (1500 mg/L SO42-). The experimental results indicate that a high treatment efficiency was achieved at more than 90 per cent sulfate reduction at a liquid hydraulic retention time (HRT) of 13.5 h. In this study, the effects of various operational parameters were also investigated. The effect of a biomass recycle stream from the top to the bottom of the sludge bed was found to initiate rapid BSR from the bottom of the bed. Profile tests showed that effective and immediate sulfate reduction was achieved as soon as the influent entered the reactor. From these results, it can be concluded that the UASB configuration using PSS as energy source would be a viable method for the BSR of AMD.

Ausmelt Technology has a unique capability of removing the impurities, phosphorus and sulphur, from the feed materials to the process. Sulphur is removed to the gas phase almost completely because of the interactions of ore and coal in the reaction region at the top surface of the slag bath. Phosphorus is removed to the slag phase, with both basic and higher, controlled iron oxide levels in slag being achieved in the process. The significance of these features of the process relate to the production of pig iron with very low levels of these impurities for the further processing to steel, and to the treatment of high phosphorus and high sulphur raw materials. The marketability of pig iron and the raw materials are discussed in relation to this feature of Auslron.

The advantages and limitations of the borehole method are outlined, and general principles of plant design are discussed.INTRODUCTIONFor many years, attempts have been made to reduce mine development costs by various methods. Some of the, techniques of tunnelling have been adopted in horizontal headings, and in main vertical shafts, mechanical plant has displaced hand labour with notable success. However, in the field of small rises and winzes, improvements have largely been effected by attention to details of procedure. The most promising avenues for' substantial reductions in cost relate to:(a) Long-hole drilling(b) The borehole method(c) Calyx drilling.Whilst each of these methods has its peculiar advantages, the borehole rising method is probably most useful, and capable of wide application.In brief, the borehole method of rising requires a, drill hole parallel to the axis of the rise. A hoisting rope is passed through the borehole, and is attached to a platform on which the rising crew are raised with their equipment to the drilling position in the rise.When properly planned, the method is particularly safe, and has generally received the approval of mine inspectors and safety authorities. At the previous MassMin conference held in Sudbury in 2012, the authors proposed a new framework going beyond dilution and equivalent linear overbreak sloughing (ELOS) for stope reconciliation in relation to the planned stope design. More specifically, the new process investigates performance outcomes including rock overbreak (OB) and fill overbreak (FOB), rock underbreak (UB) as well as geomechanical and operational aspects such as blasting, fragmentation and other production data.Based on the findings of the original 2012 study, a comprehensive data gathering program has been undertaken involving design and reconciliation data from 43 stopes mined between September 2012 and October 2014 at BHP Billiton’s Olympic Dam (OD) operation. The new database structure was based on four types of data:stope definition and performance datastope geometrygeotechnical parametersoperational parameters.The new database allows a more in-depth investigation of stope performance. It is now possible to quantify and analyse UB and OB performance from each wall individually as well as the crown. In this paper, the influence of several parameters on recent stope performance at OD is analysed. Active geothermal systems occur widely in Sumatra and in the Taupo Volcanic Zone (TVZ) ofNew Zealand. There are also many occurrences of epithermal gold mineralisation in Sumatra, some of which are economic. Minor sub-economic occurrences of gold have been reported in the TVZ but none have yet been mined. There are both similarities and differences in the nature of the active geothermal systems and mineral deposits in Sumatra and New Zealand, which can be systematically related to the tectonic setting. The thicker crust and consequent predominance of silicic volcanism in New Zealand leads to hydrothermal systems which are little eroded and with limited lateral outflows. The systems in Sumatra are of mixed character, with some of the characteristics of those in andesitic island arcs such as Java or the Philippines, e.g. a higher proportion of systems with identifiable acid magmatic volatiles, a greater potential for deep erosion and lateral outflows than in New Zealand; but modified by the more oblique component of subduction and thickened crust so that some are localised in volcano-tectonic depressions and consequently have high piezometric levels of primary hydrothermal fluid. The unusual occurrence of calcic zeolites in veins associated with gold mineralisation in Sumatra is thought to be indicative of æsatelliteÆ boiling zones along de-gassed hydrothermal outflows.

Ferruginous manganese deposits have been known at Ripon Hills since the late 1950s. The main group of deposits occur in an area 6 km by 5 km and these were extensively investigated by Longreach Metals N.L. during1971 and 1972 for possible commercial exploitation.Ripon Hills is a dissectcd fault plateau 350 m above sea level formed by the uplift of a block of gently dipping Proterozoic shales, cherts, and dolomite. The plateau consists of chert breccia which is underlain by massive dolomite. The shales which are ferruginous and manganiferous overlie the chert breccia but are now only preserved, in places, in the broad depression and valleys of the plateau.The ore deposits occur as supergene replacement of the shales and were investigated by geological mapping, grid percussion and diamond drilling, and bulk beneficiation testing. Iron and manganese oxides erraticallyreplace Shale accompanied by the leaching of other minerals. The ore is composed of fine grained pyrolusite intergrown with fine grained hematite and locally containing extensively altered bixbyite and braunite. Thegangue mineral is mainly kaolin.The average grade, using a 15 per cent Mn cutoff, was 19 4 per cent Mn and 25·9 per cent Fe for a combined drill-proven, indicated, and inferred tonnage of 56,000,000 tonnes. The average depth of this mineralization from the surface is 11 m. Using a cutoff grade of 20 per cent Mn the average grade was 24·6 per cent Mn and 23·0 per cent Fe for a combined tonnage of 12,000,000 tonnes to an average depth of 8 m.The substantial drop in reserves occurs because a high proportion of the mineralized material contains less than 20 per cent Mn.It was shown that whereas the lower grade ore, despite erratic fluctuations in grade, could be beneficiated to specification grade by crushing, screening, and conductivity ore sorting, the higher grade ore could be beneficiatedto specification grade by crushing and screening only. The utilization of the higher grade ore was considered to constitute a more viable operation.There is potential for high grade manganese ore to be discovered in the Ripon Hills area at the contact of chert breccia and underlying dolomite.

Hydrogen and carbon monoxide reduction data were obtained on pelletized materials of the type currently being prepared commercially in Australia.Pellets, approximately 1 cm diameter, made from Deepdale, Iron Prince, and Mt. Newman iron ore were reduced by hydrogen over the temperature range 500°-900°C and the reduced pellets were examined by thermogravimetric, microscopic, electron probe, and x-ray techniques. After an initial time delay it was found that up to 95 per cent reduction the data could be described by a porous model where gaseous diffusion through the solid is rate controlling. Independent measurements of effective diffusivity supported the values obtained from the reduction data. Above 95 per cent reduction the rate decreased markedly due to the formation of retained wustite or fayalite.Comparison with reduction by carbon monoxide over the temperature range 750°-900°C showed that the rate of reduction was approximately five times slower than for reduction by hydrogen.The rate of reduction was found to be a function of the initial properties of the pellets which may account for the widely conflicting results that have been obtained with previous investigations on porous pellets.

The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. The suitability of char from Yallourn brown coal as a filler for carbon electrodes used in the aluminium smelting industry has been assessed on the basis of the specifications usually laid down by electrode manufacturers for petroleum coke fillers. The purity specifications can be met by a simple acid leaching of the coal before carbonization. The true density of char produced at 1200°C is within 5 per cent of the specification figure, but the bulk density of char obtained from as-mined coal is only half that specified for petroleum coke.Although this can be increased to three-quarters of the specified figure by briquetting the coal before carbonization, further increases would be very difficult to achieve, as the remaining shortfall in density is due to an extensive microporosity developed in the particles of char during carbonization.

Structures formed during ductile deformation have been reactivated during the later brittle mineralisation process. Two generations of folding are classified as: early recumbent megascopic FI folds and FI shears which transpose the hinge regions, and later upright F2 folds. S1 is folded about F2 folds which contain axial planar S2 crenulation cleavage. Vergence relationships between S1 and bedding indicate that many of the mineralised structures occupy sites of FI folds which have acted as plumbing systems for later gold mineralisation (eg Blackwater mine). The Globe-Progress gold mineralisation is localised by a major jog formed by sinistral strike-slip movement on two FI fault segments and mineralisation also occurs in smaller jogs along strike (eg Sir Francis Drake, Happy Valley-Merrijigs, Cumberland).   The lodes of ribbon quartz which exploit the FI shears and local bedding planes, are inferred to have mostly formed after the peak of metamorphism, possibly related to the emplacement of Carboniferous granites. This was followed by a sequence of vein deposition and wallrock alteration which consists of quartz-As/Fe sulphides ? carbonate - stibnite ¦ trace base metal sulphides and Bi-sulphosalts ? illitic clay/sericite-chlorite. Gold at Globe-Progress is mainly encapsulated in arsenopyrite. At Blackwater, free high fineness gold occurs in partings in lode quartz with late sericite-chlorite. The above sequence of events is comparable to that encountered in many intrusion-related gold systems throughout the Southwest Pacific region. There is a spatial relationship between gold mineralisation and dykes variably described as diabase, dolerite or lamprophyre. Alkaline rocks occur in many Pacific rim and older goldfields and may possibly be related to a magmatic source for gold mineralisation.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recept studies have emphasized the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d18O values. Preliminary oxygen and carbon isotopic data for some important gold deposits of eastern Australia have emphasized the diverse origins of their ore fluids.The Mount Morgan gold-copper orebody is shown to be of the volcanogenic massive sulphide type with ore fluids predominantly of sea water origin. The Charters Towers fissure veins formed during hydrothermal activity associated with intrusion of Lolworth Igneous Complex equivalents. Oxygen isotopic studies of the quartz reefs at Stawell and Gympie have been inconclusive. The ore fluids have a d18O value of about 7 per mil and may be of magmatic or metamorphic derivation.

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

An on-stream shale detector has been developed that is suitable for use on conveyor belts carrying iron ore of up to 200 mm particle size. The shale is distinguished from high-grade iron ore by means of the substantially greater total natural gamma-ray activity (400-3000 keV) of the shale, which is due to the presence of uranium (214Bi), thorium (208TI) and potassium (40K). Other gangue materials, sueh as highly siliceous cherts and jaspilites, escape detection because of their low activity. A dynamic trial of the shale detector at Mt Whaleback, using a large-volume (100 × 100 400 mm long) "Polyscin" Nal(TI) gamma-ray detector, demonstrated that as little as 20 tonne of ore on a conveyor belt (equivalent to partial truckloads of ore) can readily be monitored for shale content.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses.
