Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. This paper first describes the essentials of the slurry shield method and its achievements, then problems encountered during driving tunnels and their countermeasures, and finally shows problems to be solved in the future. The author works at Tekken Construction Co., Ltd. as a director. All the data cited are based on material gained from the slurry shield tunneling works undertaken by the said company. The mark, viz*, indicates that Tekken Construction Co., Ltd. has obtained or is applying for a patent in the U.S., Europe and Japan. 1. Ulan Coal Mines Limited operates an underground and open cut mine near Mudgee in the Central West of NSW. The mines are part of a Joint Venture managed by Exxon Coal and Minerals Australia Limited (ECMAL). Currently all the mines output of over five million tonnes per annum is sold into the export market predominantly as a steaming product.

We operate a 50 cubic metre per hour mobile alluvial tin mine on small scattered deposits in the Irvinebank area. Wash is loaded by a Cat. 950 front end loader into the bin of a screening section and screen undersize is pumped to a separate jig unit. Both units are rubber tyre mounted and are shifted once a month when the haul distance gets to about 150 metres. The shift takes about 8 hours.The screening section is sited close to the face with a ramp for dumping in and a one metre drop for the screen oversize which is removed by the loader.A reciprocating plate feeder with variable rate hydraulic drive, feeds wash onto a horizontal 1.2 metre x 2.2 metre two deck Kinergy screen. Minus 10 millimetre undersize is pumped by a Warman 6/4 sand pump with a 37 kW variable speed Reeves Motordrive to the jig unit.The jigs are placed 20 to 70 metres away so that tailings will run back into previously mined ground. Reject stone is used to impound the sand and mud, allowing the water to filter through and return to the feed water pump.An MTE trapezoidal module is used as a primary jig. Hutch product is pumped to an eight cell clean-up jig which we developed ourselves along MTE lines. It has a trapezoidal shape and sawtooth stroke provided by cams. Clean tin is taken from the first four spigots. These consist of clear plastic tubes fitted with taps so that there is no water loss except when the tin is drawn off. Fine concentrate from the last four spigots is put over a curvilinear table which sits on a steel base packed with earth.

Orebodies at Ok Tedi contain a number of different fluorine bearing minerals. Some of these minerals report to concentrate and are responsible for the presence of the penalty element, fluorine, within the concentrate. Previous analytical work has tended to examine geological samples for content, rather than determine the metallurgical behaviour of the different mineralogical species. This investigation utilised X-Ray Diffraction combined with Scanning Electron Microscope / Electron Microprobe to identify the fluorine bearing minerals in flotation test products. Seven fluorine bearing minerals were identified, viz., talc, phlogopite, amphibole (tremolite and actinolite), sphene, apatite, biotite and clay. Talc was found exclusively in the skam ore type. Phlogopite and amphiboles (tremolite and actinolite) were found to occur in both skarn and porphyry ores, while sphene, apatite, biotite and clay were found only in the porphyry ores. Of the fluorine bearing minerals observed, only talc exhibited natural hydrophobicity to any significant degree. Phlogopite and the amphibole minerals were found to be hydrophillic, whilst the remaining minerals occurred in insufficient quantities to determine the flotation behaviour. Ok Tedi copper concentrate fluorine content prior to skarn ore treatment in the mill (typically 350ppm) was previously identified as deriving from phlogopite, while talc was believed to be the source of intermittent high concentrate fluorine contents when skarn ores were treated. This paper provides supporting evidence for this belief, and reports the nature of fluorine bearing mineral flotation behaviour.

Geostatistics - a tool used by geologists and mine planning engineers to estimate grades and rapidly evaluate alternative mining strategies has reached an advanced stage of development for the silver-lead-zinc orebodies at Isa and Hilton Mines. Geostatistics has been used for over a decade in the massive copper orebodies but the stratiform lead-zinc orebodies are much more complex and provided a completely different set of challenges. Recent increases in computer processing speed and power provided by the Integrated Mine Planning System (IMPS) has aided the development of the geostatistics package. Also the formation of a project team and the subsequent in-house development which has drawn together the expertise of geologists, engineers and system analysts has contributed significantly to the success of the project.The most important feature of any approach to modelling the lead-zinc orebodies is that the kriging search must consider estimate and sample points according to their positions relative to bedding surfaces. By transforming co-ordinates as perpendicular offsets from a plane representing the local strike and dip, it is possible to elongate the ellipsoidal influence to parallel bedding. By interactively modelling surfaces using CAD facilities and then specifying these surfaces as 'hard' or 'soft' boundaries, the geologist has complete control over the kriging process.

Comminution Kinetics equations are developed to take into account difference of grindability of mineral components. The equations describing both batch and closed circuit grinding or crushing processes are given. These equations are applied to industrial data to derive comminution kinetic and classification characteristics of the component minerals in a multi-mineral ore. Control strategy based on these concepts is presented.

Underground airways are characterized by irregular shape and uneven surfaces including large-scale natural roughness, fractures, and a super-imposed sand roughness. Swirls in the grooves of the wall and separation because of the periodic variation of the open cross sec- tion, due to the blasting patterns, make it almost impossible to calculate average con- vective heat transfer computationally on the bases of the geometrical description of the surface. However, dimensionless friction factors can be used to characterize the surface effect of an airway and an analogy between heat and momentum transfer can be applied to calcu- late an average convective heat transfer Coefficient.

Drill performance monitoring studies were recently completed at the Fording River mine, British Columbia. Microprocessor-based instrumen- tation and data analysis techniques were developed with the objective to improve short and long term mine planning. Data analysis permitted the identification of thicknesses and interfaces between soft/hard zones at depth based upon the recorded responses of the drill. Data clearly con- trast the soft coal seams and harder waste rock units based on variations in recorded drill rotary speed and torque, hydraulic downpressure, bail- ing air pressure and instantaneous rate of penetration. These parameters were monitored and recorded at 10 cm sampling intervals. Processed drill data was correlated with gamma logs, an existing means for locating coal seams and distinguishing between waste units. Current development of a pattern recognition module aims towards automated interpretation of drill data, identifying micro-and macro-geological and geomechanical rock mass characteristics. Delay between acquiring, processing and interpret- ing the drill data for practical use by mine personnel should be minimized. Integration of this technology with the mine's current main-frame based Mine Engineering Application System software will enable more accurate and timely annlication of the nrocessed drill data.

Bacterial oxidation, previously known as bacterial leaching or bio-leaching, has been applied at laboratory and pilot plant scale to many refractory ores and concentrates around the world. The most common bacterial culture used in this process has been Thiobacillus sp. This organism is limited in commercial application, especially in Australia for several reasons. The optimum operating temperature range for this culture is 30¦C to 40¦C and high levels of some metals such as arsenic, silver, and copper have toxic effects on the culture thus reducing its effectiveness. The culture employed by BacTech (Australia) Pty lid is a moderately thermophilic culture which operates in a temperature range of 40¦C to 55¦C (which is more amenable to the Australian climate) and with higher resistance levels to metals often found to be toxic to Thiobacillus sp..

Sub-level stoping with consolidated rockfill is the main method for mining steep dipping baryte and fluorite veins in Germany. Drifting is fully mechanised using drill jumbos, LHD units and shotcrete support. Stopes have heights up to 50 m with sub-level distances up to 15 m. Winning of the pillars between sub-levels is done by longhole blasting in slices of 3-5 m length on strike. Mucking is done on the lowermost level by LHD units. After each blast rockfill with binder (cement and/or fly ash) is dumped into the scope from the uppermost level. Economic success depends on both geological and technical parameters and factors, eg vein thickness and dip, ore grade, size and distance of sub-level drifts. Of particular influence are ore loss in pillar winning and dilution both in drifting on vein and in pillar mining. A comprehensive computer program has been developed for calculating the total cost per tonne run-of-mine ore respectively per tonne of concentrate for a single stope. The cost model includes development, longhole blasting, mucking and haulage to the mill, milling and ventilation. All costs (labour, energy, supplies, maintenance, depreciation and capital cost) are taken into account. Dilution and recovery are both considered. The program can be used to estimate the cost of mining a particular stope. It can also be used to investigate the influence of relevant parameters and factors on the economic result. By this way it should be possible to optimise the technical design of a stope.

Incidents associated with spontaneous combustion of coal have resulted in the loss of many lives and considerable capital and equip- ment. Nevertheless, the factors controlling the propensity of coal to spontaneous combustion are not clearly understood and there is a need for research to study the effects of rank, petrog- raphy, moisture contents, etc. This has been attempted in a study of the propensities of selected Queensland coals to spontaneous combustion. An adiabatic calori- meter was constructed to study the self-heating of a large number of coals. Chemical and petro- graphic analyses of the coals were determined and an attempt was made to relate these propert- ies to the self-heating characteristics of the coal. The results show a strong relationship between rank and self-heating characteristics and that petrographic composition of coal may also be of importance. Some observations on the application of the laboratory results to the practical situation are made as are recommendations for future research.

Over the years there have been occasional references in the literature to the activating effect of cyanide in galena flotation with xanthates. These have usually been associated with the processing of lead-zinc or copper-lead-zinc ores. Bubble contact curves for the pure galena-xanthate system show a flotation edge at pH 10.4 independent of sodium cyanide concentration which was thought due to hydroxyl ion, not cyanide ion.Flotation tests were conducted on samples of Mount Isa lead-zinc ore using varying concentrations of sodium ethyl xanthate and sodium cyanide. At low collector concentrations, galena recovery kinetics improved with sodium cyanide addition, and the higher the cyanide concentration, the higher the galena recovery rate. At higher collector concentrations, galena recovery rate was independent of sodium cyanide addition.For a given collector addition, the lead grade-recovery curve shifted to an improved position with increasing sodium cyanide level. For the same recovery there was an increase in the lead grade with increased sodium cyanide addition, and this increase was most dramatic at high sodium cyanide concentrations.The presence of sodium cyanide during the grinding of Mount Isa ore caused surface passivation of the iron sulphides and possibly the sphalerite.These sulphides, therefore, reacted with less of the oxygen present in the pulp, hence more oxygen was directed to the surface of the galena. This resulted in an enhancement in the total amount of xanthate adsorbed on the galena that is reflected in the improved flotation response of that mineral.

Although developed primarily for sintering tantalum, the unit to be described can be used to heat-treat metals in the form ofa bar, wire or strip, by passing a current through them. The upper temperature limit with this type of heating is the melting point of the metal being heated.The unit was designed for vacuum work, but. various gases can be used if required.Briefly, the vacuum sintering furnace consists of a bell which is counter-balanced and may be lowered onto the brass base plate which holds the electrodes. A rubber ring seal is used for vacuum work. The lower flexible grips are bolted to the brass base plate which is at earth 'potential, while the other electrode passes through the plate by way of an electrically insulated vacuum seal. This upper electrode, the height of which can be altered as desired, the lower grips, and the bell are water cooled. The vacuum line to the pumps and a line to the vacuum gauges also lead from the base plate. The more important sections of the unit are described below.THE BELLThe unit was designed so that the bell could be lifted clear of the base plate and the electrodes, thus facilitating adjustment of the latter and the mounting of the specimen to be heated. A double walled steel bell, 20 in. high, with t in. cavity was used. The bell was fabricated from 10 gauge mild steel sheet using a double overlapping run of arc welding for all seams. With mining development on hold and other underground works in a slowdown, the develop- ment of nuclear waste repositories takes center stage on the American rock engineering scene. Three repositories for commercial spent fuel -- in salt, tuff, and basalt -- are in the phase of site characterization and conceptual design, and one pilot project for defense high-level waste in salt is under construction. A repository design for crystal line rock has recently been postponed. Because of strict quality assurance requirements throughout design and construc- tion, and because of the need to predict and ascertain in advance the satisfactory perfor- mance of the underground openings, much intellectual energy has been expended to analyze underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behavior and improved methods of underground analysis and design. For the shorter term, a formalized ground control plan was developed, the princi- ples of which may be applied to other types of projects. This paper summarizes the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

The throughput of a HP-roller mill is determined by the acceleration of the feed material within acceleration zone and introduction into the compression zone. Both processes depend on the internal friction and the friction of the material on the roller surface which is influenced by the surface structure and adhering of material. The particle motion in the acceleration zone has been investigated with high speed videos showing the effect of the centrifugal force and the slip on the roller surface. The throughput is discussed in the term of the specific throughput which can be approximated by a linear function characterised by the throughput number and the throughput elasticity. The throughput number is a helpful measure for investigating the influence of the feed material and the surface structure. The experimental results give some guidance for chosing an optimum corrugation profile.

This paper provides a brief historical background to the approximately 12-year project that led to the revision of rope selection factors in the South African regulations, thus providing the ability to hoist economical payloads from single lift ultra-deep shafts. The efforts over the past 20 years have led to the revision of the legislation pertaining to rope selection factors, the redesign of rope constructions to meet the required duties associated with ultra-deep shafts, codes of practice for the design, operation and maintenance of winding plants, and a code of practice for the condition assessment of winder ropes. As a consequence the Moab Khotsong ultra-deep hoisting system could be developed and installed, with the assurance of predictable performance. Access to deep orebodies by means of single lift, ultra-deep shafts has a critical impact on the life cycle costs and efficiencies of ultra-deep mining complexes. A brief description of the main components of the hoisting system at Moab Khotsong is presented. An in-depth review of the development process applied to ensure a stable, safe and cost-effective rope construction for the ultra-deep Moab Khotsong shaft follows. The paper concludes with an overview of the experiences gained during the installation and commissioning phases of the winder, as well as operational and maintenance issues.

Artificial support can be used to improve wall stability in open pit mines. This is examined for a particular case where the factor of safety for a slope is kept constant by using artificial support as the slope angle is increased. It is demonstrated that the savings in excavation generally exceed the cost of support. However, in order to correctly judge the eco- nomic impact of artificial support on the project, all the elements relat- ing to the use of artificial support must be taken in account.
