Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

From 1972 until 1989 when operations were suspended Bougainville Copper Limited (BCL, owned 53.58 per cent by Rio Tinto Limited) operated a large open pit mine and processing facility at Panguna on Bougainville Island, Papua New Guinea producing copper concentrate containing significant quantities of gold and silver.BCL has a stated vision of recommencing operations at Panguna. In 2008, Rio Tinto, on behalf of BCL, conducted a multi-disciplinary study to assess the technical and financial viability of redeveloping the Panguna operation. One of the key outputs of the study was a Joint Ore Reserves Committee (JORC) Code compliant mineral resource statement based on the existing block model and fundamental data, archived since mine closure. Historical data (including the resource block model and drill hole data) was recovered from computer archives by a former Panguna mine employee familiar with the various obsolete data formats, thus maintaining an unbroken chain of custody of the data by Rio Tinto since operations were suspended. No additional data were collected as part of this study.The extensive data and documentation archive facilitated a sufficiently detailed evaluation of the fundamental data and model to support an updated resource statement. Table 1 of the JORC Code was used to guide the model validation process.Reconciliation of blasthole and metallurgical plant data with the reserve model, indicated that the copper and gold drill hole composite database was significantly biased towards underestimation in several key domains due to a combination of the following: mineralisation loss during core loss, core loss (minor), vertical drill holes failing to intersect sufficient subvertical mineralised fractures and veins, drill hole spacing too wide, and variable diamond drill hole core size. The resource model evaluation was based on three material types (all previously mined at Panguna), that were defined based on cut-off grade and rock type parameters: direct feed ore – material for delivery directly to the plant, preconcentration and screening ore – subeconomic material beneficiated to produce fines of economic grade, and waste. Three pit shells and designs were generated based on three separate sets of economic parameters. These economic parameters were also used to assign material types to the block model. The three resulting models were then evaluated against the corresponding pit shells.Classification of the resource was approached conservatively due to the inherent bias in the drill hole data. Consequently only Indicated and Inferred resources were tabulated.The study highlighted the importance of maintaining detailed documentation pertaining to resource estimates and operational history, particularly reconciliation, and the value that can be added by a simple, low-cost data compilation exercise.

The Ernest Henry Copper gold mine situated in North West Queensland, Australia, is owned and operated by Xstrata Copper. Currently the open pit produces 11 Mtpa of ore. With open pit mining ceasing in mid 2011 development has begun on an underground sublevel cave mine to extend the life of the operation by another 12 years. When completed the open pit will be 530 m deep and 1.5 km in diameter. The orebody dips at approximately 45° and has been outlined a further 450 m below the base of the pit. This provides some challenges for the Ernest Henry underground mine which is designed to initially truck development and production ore from the end of the pit until a hoisting shaft is commissioned in 2013. Production will then increase to 5.0 Mtpa on its way to an ultimate rate of 6.0 Mtpa in 2016.This paper will focus on the capital development and infrastructure requirements for the underground mine. Areas covered include mine accesses, ore handling system, accommodations for the dip of the orebody, primary ventilation design, dewatering systems and selection of an underground workshop over surface only maintenance.Discussions include the complications arising due to the mine being located directly below a large open pit and the combination of first principle cost analysis and risk assessment which has been used to safely optimise the feasibility study designs.

A description is given of a detailed examination of a coal bore core and of attempts to predict properties of equivalent "as-mined" coal using the bore core data so obtained. The accuracy of the prediction was measured by testing independently a large sample of coal which was produced under near mining conditions from a site adjacent to the bore core. Very encouraging results were obtained particularly in the prediction of size and ash distributions and washability characteristics of run-of-mine Coal.

Optimisation of a real-time at-line monitoring system for control of industrial granule coating quality is presented. The system is based on a fluorescence imaging system, because fluorescence originates in the interiors of enzyme granules but is significantly quenched by a polymer coating (which is needed due to environmental precautions). We have developed an image analytical system for direct prediction of coating quality, which is based on application of the Angle Measure Technique (AMT) for image complexity characterisation; AMT is briefly described. The first part of the presentation addresses pixel sampling strategies within a digital industrial image, inherent in application of AMT, in which the unfolded image is regarded as a one-dimensional object in analogy with 1D process sampling in Theory of Sampling (TOS). The effects of random, stratified and systematic pixel selections in the unfolded image are evaluated. Also factors such as the fraction of image pixels and the effects of specific unfolding strategies (there are three principal strategies, termed æchopÆ, æsnakeÆ and æspiralÆ respectively) are investigated. It turns out that unsuspected artifacts are sometimes produced, related to the specifics of the unfolding procedure, which interferes with a straightforward 1D TOS process sampling analogy. These artifacts have a wider interest û among others, for 2D sampling û and therefore receive special attention in this presentation. The optimal pixel selection strategy for the AMT algorithm is found to be systematic or stratified sampling (not surprising according to TOS) of 500+ initiating points, but need to be unfolded in the novel spiral- or snake-wise fashions in order to effectively counteract these artifacts. This also has a general impact on various suggested standard schemes for 2D grid-sampling, among others, from the geoscience realms. The second part of the presentation is directed towards optimal image analytical sampling of a continuous series of fluorescent images (imaging of conveyor belts of æinfinite lengthÆ), ie optimisation of process image sampling. The minimum number of images needed to uphold a sufficiently good on-line estimate of the quality control (QC) parameter in question is found to correspond to the relatively high sampling rate of 15 - 20 per cent, which can be shown to be related to an intrinsic very high measurement error level (25 per cent) of a mandated analytical reference method.

Particulate samples were taken from the gas space in the settler of the Kalgoorlie nickel smelter using a vertical sampling probe and a specially designed isokinetic sampling probe which also quenched the samples. The vertical sampler was found to give unrepresentative samples. Suction thermocouple measurements of the gas temperature were also made. Using the isokinetic probe samples were taken at four points ranging from near the base of the reaction shaft to the base of the uptake at depths up to 1.5 m into the settler. Dust loadings and the sizing of the samples were determined. These parameters were found to be most affected by sample position and depth. The dust loading decreased along the settler but increased with depth. The loadings varied from zero near the roof to several hundred g Nm 3 near the slag. The dust also became coarser with increasing depth into the settler. Examination of the samples showed them to consist of spherical particles the largest of which were about 500 microns in diameter. The dust was mainly composed of mixed iron/nickel oxides with a little sulphide.

Arrow Energy NL has been operating a number of coal seam gas wells in the Darling Downs region of Queensland. At the time of writing this paper, the region is enduring an extended drought period. The local aquifers are depleting and have not been significantly recharged in over a decade. The local communities (both rural and townships) are struggling to obtain water. Currently, coal seam gas (CSG) operators (under licence) draw water from the coal seams as part of the gas production process and the majority of operators choose to evaporate this water, as it is characteristically brackish to saline in quality and as such must be contained. Although the water produced from one CSG operator is not sufficient to drought-proof the greater area of the Darling Downs, there is potential to supply smaller local areas and contribute to the sustainability of these communities. This paper outlines the work completed by Arrow and its local community partners on the Darling Downs to date, and discusses the application of the produced formation water for:stock watering in feedlots, as a feedstock for coal washing, as a potable water supply for Dalby, as an agricultural water supply for cotton farming, and use as a medium for growing salt-water fin fish.

The raw material handling complex at the Durgapur steel plant provides iron ore, crushed coke and flux to two sinter plants. Either some facilities were not envisaged or not properly designed before the project stage which caused problems during operation of the plant. The absence of an in situ roll turning facility, used to increase maintenance activities for disassembly, transportation of rolls to central machine shop and assembly of rolls, led to decreased crusher availability and increased activities for the maintenance crew. The provision of a smaller vibro feeder/screen in place of a suitable sized screen caused jamming of the screen deck, adversely affecting screening efficiency and the crushing index of crushed coke. Some design modifications and developmental work was undertaken, such as the development and installation of an in situ roll turning facility in the existing limited space, achieving low feed (0.1 - 0.2 mm/rev), lower cutting speed of 30 - 40 m/minute for 350 BHN hard roll, which was also a difficult engineering challenge to bring within the tolerable limit of vibration. This was successfully achieved. Modifications to the screen deck, introduction of differential speed crushing and modification to the vibro screen and vibro feeder for uniform distribution of feed have been incorporated. These innovative design modifications to the in situ roll turning have led to a drastic decrease in maintenance activities and an improvement in the crushing index. Modifications to the screen have resulted in the elimination of jamming and improved screening. Modifications to the vibro screen before the primary crushers and to the vibro feeder before the secondary crushers have prevented excessive wear in the central portion of rolls, ultimately leading to increased roll life. Incorporation of differential speed crushing has resulted in an increased crushing index and decreased generation of micro fines. All the above modifications have led to distinct improvements in equipment availability, increased roll life and a decrease in maintenance activities and improvement in crushed coke granulametry, ultimately resulting in improved productivity and quality of iron ore agglomeration at the sinter plant. The innovative design modifications mentioned above are discussed in detail in this paper.

The Bogong Power Development Project in Victoria, Australia involved the construction of a 15 m long mass concrete plug up to 9 m in diameter within the head race tunnel. The plug is critical to theperformance of the scheme as it permanently seals the head race tunnel under approximately 300 m head of water.The location of the plug in the headrace tunnel was determined by a programme of in situ rock stress testing using both hydrofracturing and over coring stress testing methods.In recognition of the importance of the plug, the Head Contract specification requires that its temperature during hydration be controlled using an embedded cooling system. In addition, contact grouting and curtain grouting around the plug cannot commence until thermal contraction was substantially complete.This paper describes the use of bespoke fi nite element software to model the temperature rise in the plug and design mitigation measures to control temperature rise in the plug. These measures include restricting the concrete placing temperature to 10°C, incorporating 39 per cent fly ash in the concrete and installing embedded cooling circuits.Site trials were undertaken to calibrate the model for the proposed concrete mix. The cooling system comprised 25 mm ID pipes forming twelve separate circuits that fed 7°C water from a single chiller unit. The cooling system reduced the peak temperature in the plug to approximately 30°C and the associated risk of early-cracking. The time before contact grouting could commence was shortened to less than two weeks from casting.

Daunia and Caval Ridge coal mines, owned and operated by BHP, have been co-disposing rejects and dewatered tailings within spoil dumps from the beginning of their operations in 2013 and 2014, with the purpose of minimising environmental impact and geotechnical risk. Following the recent large failures of tailings dams around the world, BHP Coal, through its Coal Tailings Program, plans to transition other coal mines to deliver “dry” tailings and produce mixed plant rejects (MPR) for inpit co-disposal. This will materially reduce future tailings dam risk exposure. Previous laboratory shear strength testing was conducted on rejects with a maximum particles size of 20 mm, and some concerns were raised that this might not represent the mechanical properties of the actual full particle size distribution (PSD) rejects. BHP was also aware that using different technologies to dewater the tailings, such as belt press filters (BPF) and solid bowl centrifuge (SBC), could produce thickened tailings which could significantly modify the physical behaviours of the MPRs, particularly the bonding between particles. Therefore, laboratory testing on both coarse rejects and mixtures of the coarse rejects and dewatered tailings (MPRs), with full PSDs, was carried out. Testing was performed using the large direct shear machine developed by the Australian Coal Association Research Program (ACARP) project C20019 in 2017, as well as a 300 mm diameter triaxial apparatus at the University of Newcastle (UoN). This paper presents details of the laboratory testing program and results for the rejects from the first studied mine of the BHP Coal Tailings Program. It compares the shear strengths measured at full scale with those tested on modified (scalped or crushed) specimens in the past; and discusses the tailings dewatering technique selection from geotechnical aspects based on the testing results, and finally presents some dump and tip head stability analysis results using the testing results.

Minerals and Metals Group Pty Ltd (Golden Grove Mine) commissioned a comprehensive study of the life of mine using advanced 3D stress modelling. Essential input into the modelling was the proposed mining sequence, itself the culmination of years of planning and geotechnical experience gained in comparing actual performance to predictions. The modelling approach addressed the whole of mine at a scale of 5 km. There were however several magnitudes of scale to address, from the scale of laboratory testing (0.05 m), to drive size (5 m), extraction size (50 m) and stope size (500 m). Scaling was therefore an integral part of the procedure. The constitutive rock properties in terms of peak and post-peak behaviour varied with the scale. At the laboratory scale, the constitutive relationships for all the main rock units were determined in 3D as well as recovering the in situ stress using the rock memory technique, deformation rate analysis (DRA), whereas at the larger scale the properties were varied to match observations.The modelling, using non-linear analysis to account for rock mass yield and peak-residual strength, demonstrated that if the planned extraction sequence and stope geometry had been pursued there was a high probability of large volumes of excess shear stress being released. However, it was not possible to identify whether the excess shear stress (ESS) will release as one large event or many smaller events. The mining approach was to modify the extraction sequence/stope geometry to manage the hazard. This is where the economic advantage can be realised.Alternatively or in combination with further modelling, the volume identified with the predicted high ESS or energy release could be intensively explored for structures having adverse orientation to the stress change and with sufficient areal extent to release the ESS. The microseismic data can be interrogated for the likelihood of a large event to support the hypothesis of a singular release versus multiple releases of smaller events. If the initial planned extraction sequence had to proceed as designed, changes to dimensioned stopes would be recommended for risk mitigation. This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. Quaternary warping and uplift of antiformal schist ranges in Central Otago, New Zealand, has resulted in recycling of alluvial gold from widespread, generally weakly auriferous, Miocene fluvial gravels that unconformably overlie the schist, into aprons of fan sediments along the range margins. Basement erosion during uplift has been limited and so gold input from sparse gold-bearing quartz veins in the schist has been relatively minor. In an eluvial cycle on the slopes of the ranges, chemical remobilization of gold occurs during oxidation and erosion of the Miocene sediments. The typically fine-grained (300-400¦m) gold undergoes chemical modification and grain size enhancement of up to two orders of magnitude, and much of it is redeposited in a large number of relatively small alluvial fans along the range margins. Groundwater mobility within the fans results in minor additional gold mobility and grain size Enhancement.

From 2002 to 2006, longwall mining was undertaken directly beneath the Cataract Tunnel, which is a 100-year-old, heritage-listed tunnel in Hawkesbury Sandstone responsible for delivering 20 per cent of Sydney’s annual water supply. At one location, undermining resulted in movement of at least 350 mm along a known fault that transects the tunnel. During this movement, the continued operation of the tunnel was ensured through a careful system of planning, monitoring and management.Of key importance to the success of the operation was the use of advanced numerical modelling to guide operations at all levels, including feasibility assessment, pre-mine mitigation works, monitoring design, operation performance and post-mining condition. This allowed many aspects of the potential impacts to be explored, including joint movements, rock mass deformations and changes in permeability. A key challenge was to successfully model near-field influences on adverse geological structure due to very far-field effects. This paper explains the model’s conceptual development, calibration, performance and limitations.Modelling provided the confidence to manage the impacts of large mining-induced movement on key infrastructure and ultimately predicted fault movement accurately. With their commitment to sustainable development in an increasingly carbon-constrained world, many resources companies are focused on reducing the energy required to create their final products. In particular, the comminution and smelting of metal-bearing ores are both highly energy-intensive processes. If resource companies can optimise the energy efficiency across these two processing stages, they can directly reduce their overall energy consumption per unit mass of metal produced and thus reduce their greenhouse gas footprint. Traditional grinding and flotation models seek to improve the efficiency of mineral processing, but they do not consider the energy used by downstream metal production, eg smelting and refining. Concentrators and smelters individually may be running efficiently, but are they optimising energy consumption of the overall system? A key step towards answering this question is to understand whether it takes less energy to remove an impurity in the concentrator or the smelter. Analysis of the complete concentrator û smelter process chain may show that there are times when the concentrator should use more energy to reduce the overall energy requirements across the mill and smelter. The new methodology discussed here will integrate downstream processing energy with mineral processing energy, to find the overall most energy efficient circuit design and operating strategy. The proposed methodology includes: determining what grade and recovery positions can be achieved in the concentrator by using different combinations and amounts of grinding and regrinding, thermodynamic calculations of the energy used to process the different concentrate grades to metal, and integrating the concentrating and smelting models to find the lowest total energy for the system. A case study which investigates the effect of increasing regrinding energy on the overall mineral processing û smelting energy consumption is presented. For the copper-nickel sulfide ore investigated the addition of regrinding results in 11 per cent less energy being used in the overall concentrator û smelter process chain per tonne of metal produced. Although regrinding is often seen as an energy-intensive process, in this case study the use of 1 kWh of energy for regrinding reduces the overall energy consumption by 12 kWh. The new mill to melt methodology will allow companies to model energy consumption from mill to smelter with a view to reducing the energy-intensity and greenhouse gas footprint of their processing and smelting operations.

I he Electrolytic Refining and Smelting Company (ER&S) has oper- ated a copper smelter at Port Kembla, NSW since 1908. The feasibility of modernising the smelter was recently studied and external influences were shown to have a substantial impact on the project economics. Profita- bility is determined by the relative magnitudes of treatment charge income earned from processing raw materials and the operating costs incurred. Treatment charges are usually denominated in U.S. dollars and are deter- mined by market forces in the world copper industry. ER&S is no different from other Australian manufacturing industries in that it must maintain its competitive position by controlling costs. The modernisation project seeks to achieve this through new technology and improved labour Productivity.

"The Mine Haul Road Optimisation Alliance (HROA) is a unique Australian industry–academia collaboration that has been developed to support mine haul road operators. The alliance integrates industry, end-user service providers and academic research expertise in mine haul road design, construction and operation to identify, quantify, implement and monitor the various equipment, materials and road management strategies and solutions required to drive haulage productivity improvements.Initially, a broad overview of the university–industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis internationally. This insight places into context the opportunity that strategic collaborations present, to drive productivity and efficiency in mining, while also delivering innovative technology solutions.Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry collaborations can deliver a more robust and needs-driven solution to mine haul road design, performance and management, especially where integrated solutions are needed. Studies by Telecom showed that the existing cable tunnel system in the Melbourne C.B.D. required expansion in order to meet the future telecommunications needs of the City. Due to physical locations of the various telephone exchanges in the CBD, together with a necessity to connect into existing ATC tunnels, a network of low cover small sized tunnels was proposed to maintain and extend the existing telephone cable network. This paper reviews the feasibility studies, design criteria and constructional aspects involved in building 5 tunnels (total length of 1850 m) and 13 chambers (4 open cut and 9 underground)-together with ancillary works, which form part of the new cable tunnel network.

This paper presents a parametric analysis showing the impact of virgin in situ stresses on a shallow (less than 100 to 150 m) high slope in a jointed sedimentary rock environment. Slope stability is assessed at varying ratios of slope orientation and horizontal stresses. The results of this study indicate stress conditions should be included in stability assessments of excavated slopes, particularly where structure is orientated perpendicular to the direction of horizontal stress. Some consideration of stress state is applied in deep open cut pits (eg those with planned excavations of 400–1200 m) (Myrvang et al, 1993; Stacey et al, 2003; de Bruyn et al, 2014; Kozyrev et al, 2015). Dodd and Anderson (1972), Kalkani and Piteau (1976), Lee (1978), Coulthard et al (1992), Noorani et al (2011) have studied the effect or horizontal stress and its impact on slope stability, showing that tensile stresses tend to develop at the crest of the slope, with larger tensile zones for higher horizonal stresses and steeper slope angles (Stacey, 1970, 1973; Sjoberg, 2013). However, the consideration of virgin stresses on shallow slope stability is less frequent (Lynch et al, 2005; Dight, 2006; Lucas, 2006; Sjoberg, 2013). This has led many geotechnical engineers to believe the impact of virgin in situ stresses on open cut slope stability is minimal and not worth time or consideration in modelling, or their effects on slope stability are still poorly understood (Stacey et al, 2003; Sjoberg, 2013).

"Quebrada Blanca is a porphyry copper deposit located in the Eocene-Oligocene belt of Chilean Andes. Operation started in 1994 and original reserves for supergene mineralisation gave a life-of-mine (LOM) of 20 years; however, further exploration extended the LOM until 2020.In order to optimise the remaining five years of supergene resource, geometallurgical variables were added to the geological model including copper recovery and acid consumption. LOM plan encompasses finishing the phase number eight and the future development of phases 11 and 13.LOM lithologies include diorites, quartz monzonites, porphyries, igneous and tourmaline breccias. Main alterations are: potassic, phyllic and argillic. Litho-alterations or geometallurgical units were formed by combining five types of rocks with three types of alteration. According to statistical information, the deposit can be represented with 12 litho-alteration units, which cover 98 per cent of the LOM volume.For copper recovery information, there were 40 mini-columns tests made in order to obtain kinetics curves and copper recovery values after comparing the difference between head and tails grades. Acid consumption was obtained using an automatic neutraliser device-based test.Historical data said that copper recovery in pads after 450 days of irrigation is around 75 per cent of recoverable copper while acid consumption is around 5.5 kg/t.According to this study, lower recoveries are related with potassic-altered diorites and argillic-altered quartz monzonites with values around 60 per cent. On the other hand, best recoveries could be found in potassic-altered quartz monzonites and argillic-altered diorites with values closer to 80 per cent.It was also revealed that the most reactive rock is the potassic-altered diorite with 12 kg/t of acid consumption. This rock covers approximately 40 per cent from phases 11 and 13.The final geomet model was calculated using a program that relates each geometallurgical unit with a specific copper recovery and acid consumption value. Results found after comparing model-obtained information with historical leached pads data were used to validate the model.CITATION:Chait, E and Schiller, R, 2016.
