The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Mining education in Australia has undergone another cyclical downturn over the past five years and several departments have been discontinued while others are still teetering on the brink of destruction. During this downturn Curtin UniversityÆs WA School of Mines (WASM) has managed to stay alive and well, but this has not been by accident. This paper outlines some of the strategies and experiences that have kept WASM in a strong position and offers hope to other departments and schools elsewhere that are still experiencing difficulty. This paper is also directed at all mining departments and schools that are certainly going to see it all happen again after the next mining boom turns to bust.

A sample of pyrrhotite flotation concentrate pulp assaying 15.3 g/t Au, which had been prepared from an old tailing dump, was treated to extract the gold. Examination of the concentrate with an SEM showed that exposed or free native gold, 5- 40 ¦m in diameter, was present but no locked gold was observed. Direct cyanidation of the concentrate to extract the gold showed that the flotation reagents present inhibited gold extraction. A range of pre-treatments was used to overcome these effects. Direct cyanidation for 48 h extracted only 26 per cent of the gold, indicating possible contamination of the gold in the concentrate with flotation reagents. Pre-treatment of the concentrate pulp by aeration for 24 h, or by 72 h aeration with an addition of 3.65 kg/t of sodium sulphite, gave little improvement in gold extraction by subsequent cyanidation. Pre-treatment by filtration, or by aeration with 12.5 L/t 100 volume hydrogen peroxide, followed by cyanidation for 48 h gave gold extractions in the range 67-77 per cent. Combining filtration and an aeration period with hydrogen peroxide addition raised the subsequent cyanidation extraction of gold to 88 per cent, giving a tailing assaying 1.5 g/t Au. Re-cyanidation of some of the dried tailings from the initial tests extracted most of the remaining gold giving a tailing assaying 0.5 g/t Au. This indicated that most of the gold was available for dissolution by cyanide. The poor dissolution of gold by cyanidation of the untreated concentrate was attributed to the presence of flotation reagents. It was shown by UV spectrometry that xanthate-containing compounds were present in the solids fraction of the original pulp and that they were partly removed by pre-treatment. MIBC was also present, and dithiophosphate, which was used in the flotation step, was also probably present. The results indicated that the improvement in gold extraction after filtration and oxidation of the original pulp was due to partial removal of the flotation reagents, and illustrates the detrimental effects that residual flotation reagents can have on the extraction of gold by cyanidation of a flotation concentration.

The tube bundle system is an integral part of an underground coalmine’s gas monitoring system. The maintenance of these systems is vital to ensure the quality of the data produced. Integrity testing of the tube bundle lines is required monthly, as specified in Standards Australia AS/NZ 2290.3 (1990). The various forms of integrity testing are reviewed, including pressure testing and introduction of a known gas. This paper provides a recommended and standardised methodology for those techniques where none currently exists. A strengths, weaknesses, opportunities, threats (SWOT) analysis is performed. The parameters considered for the SWOT analysis include resourcing required by the mines, time for the testing to be performed, and quality of the results produced. The suitability of such integrity testing protocols to be used in a mine emergency situation is also evaluated.CITATION:Forrester, L, 2017. High concentrations of airborne coal particles is the main reason leading to health and safety hazards in underground coalmines. Water spray is one of the effective methods to suppress coal particles in mine sites, but the use of plain water is not effective enough to capture coal particles. By adding surfactants, coal wettability can be improved which will increase the coal dust suppression efficiency. In this study, a modified sink test was employed to evaluate coal wettability in the presence of two anionic surfactants: sodium dodecyl sulfate (SDS) and sodium dodecyl benzene sulfonate (SDBS). Sink rates were calculated by measuring sink weight over test time. Different surfactant concentrations (0.01 per cent, 0.05 per cent, 0.1 per cent, 0.2 per cent and 0.4 per cent) and two types of water (tap water and deionised water) were selected to investigate coal wettability over three size ranges (0–38, 53–75 and 75–90 µm). The results show that both SDS and SDBS surfactants can lower the water surface tension and improve coal wetting performance. Sink rates increased as the surfactant concentration increased, and surfactant solutions prepared by tap water performed better than deionised water in enhancing coal wettability. Henderson Operation’s underground molybdenum mine has been in production since 1976. Since that historic date, more than one billion pounds of moly has been produced, and over 120 Mt of ore extracted from three different levels and many different panels. The safe and successful operation of Henderson has been, and will continue to be, dependent on utilising an increasingly sophisticated fleet of equipment, advanced designs, innovative mining techniques, best practices in maintenance processes, improvements in crushing and conveying systems, and most importantly, the training and mentoring of the underground staff. These ‘professional mining technicians’ have been essential in the safe and efficient operation and maintenance of the underground mine and convey systems, and will drive the continuous improvements needed to keep Henderson competitive in the growing global market.CITATION:Callahan, M, Mahon, J and Rizzardi, C, 2016. The mechanical properties of rock samples of identical lithologicalcomposition may vary significantly due to existence of materialdiscontinuities. Laboratory tests were carried out to determine the effect of material discontinuities on rock sample mechanical properties. The investigations consisted of detecting discontinuities, observing the failure mechanisms during uniaxial compressive strength tests, and analysing of the factors affecting the strength. A non-destructive testing method has been adopted to assist in thedetection of discontinuities. Laboratory testing proved that fractures leading to failures initiated on the detected discontinuities. The location, orientation, size, density and extent of the discontinuities contribute to different modes of failure and these affect the mechanical parameters of rock samples. Four modes of failure were distinguished for hard and brittlecylindrical rock samples. These modes were referred to as simple shear failure, multiple shear failure, multiple fracturing and vertical splitting. To evaluate the effect of discontinuities on mechanical parameters, the ratio of uniaxial compressive to tensile (Brazilian) strength was calculated and analysed for the different modes of failure. It was found that the value of the ratio depended on the mode of sample failure. The lowest value of the ratio was observed for shear mode of failure and the highest for vertical splitting mode of failure.

Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. With the depleting iron reserves and difficult market conditions, precision in separation efficiency is of utmost importance. Classical local control options are predominant in the industry, but their inability to adjust to resolve application problems of interest has furthered the need of developing and implementing continuous control methodologies.This paper highlights the recent development in control of Outotec SLon® vertically pulsating high gradient magnetic separator (VPHGMS) including programmable logic controllers (PLC) coupled with distributed control system (DCS), on-site human–machine interface (HMI) control panel, advanced process control, continuous online sampling using Courier® 8 and additional modernisation packages including level control and cooling monitoring. The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

With the bell-less top (BLT) charging system replacing the centuries old double bell charging method, the furnace efficiency has been greatly improved together with considerable reduction in the furnace down time and operational problems. But still there are many draw-backs which need further attention to achieve better efficiency and operational effectiveness. The performance and operational problems of the BLTs have been highlighted and possible solutions to overcome some of the major problems are discussed.

Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

The process of hydraulic transport through pipelines, worldwide well known for the transport of fine-grain solids is also being used to a greater extent in mining for the handling of primarily coarse-grain solid û water mixtures for the removal of, for instance û coal and waste mixtures after coal winning using hydraulic monitors, tailings for backfilling underground and washer tailings and flotation waste to the dump. A large-scale test unit was taken into service at the Bergbauforschung GmbH (Mining Research Company) in Essen-Kray, GFR, to further improve this technology. The unit was planned and built by Krupp Industrie- und Stahlbau of Duisburg in cooperation with Bergbauforschung GmbH. The paper deals in detail with the demands made on this test unit and the technical results obtained on it and with the planned experimental research work.

The Effect of Using Different Comminution Procedures on the Flotation of Platinum Group Minerals The use of High Pressure Grinding Rollers (HPGR) has been widely reported to have major benefits in the treatment of minerals such as iron ore and diamonds. To date there have been few investigations into its use in the treatment of ores containing Platinum Group Minerals (PGMs). HPGRs are known to reduce energy consumption and wear costs and improve the throughput in the circuit. In the present investigation the effect of the comparative use of HPGR and conventional crushing in combination with either dry or wet rod milling on the flotation of PGMs was studied using batch flotation. Previous studies of a base metal sulfide ores had shown that either HPGR or conventional crushing followed by dry milling produced the highest grades and recoveries. However in the present study it was observed that a similar treatment produced the worst results and the highest grades and recoveries were obtained for the case of conventional crushing in combination with wet milling. The HPGR showed no advantages in terms of flotation performance and dry milling produced particularly poor flotation results. The results were investigated further using various surface characterisation techniques in order to determine the reason for the decrease in grades and recoveries of platinum when using dry milling and HPGR as opposed to the case for base metal sulfides. The feed and product samples were analysed using ToF-SIMS, XPS and MLA. The paper will propose reasons to explain the different flotation behaviour of the two ore types following the various comminution processes focusing on the surface characteristics of the ores, the particle size distribution and the pulp chemistry.
