He was born at Montreal, Canada, in 1875. His earliest education was received in Montreal hut was continued from 1885 to 1892 at schools and academies in Brooklyn, Whitestone, and Flushing, L. I. For his technical education he returned to McGill University, where he graduated in 1897. His first professional occupation was as transitman enga.ged in the running of township lines in the Rainy River District of Ontario. In 1899, he was made assistant chemist at the Cuggenheim smelter at Aguascalientes, Mexico. From 1900 to 1903, he was chief chemist for La Compañia Minera de Peñoles, at Mapimi, Durango. We have no information as to his pursuits during the next eight years, but from 1911 until 1914, when he became a member of the Institute, he was chief engineer for the Bankhead mines in Alberta, Canada. Lieutenant-Colonel Alfred Winter Evans Lieutenant-Colonel Evans, who was in command of the Third Battalion of the New Zealand Rifle Brigade, and had been cited in Distinguished Service Orders and received the Distinguished Conduct Medal, was killed in action on Oct. 12, 1917. Alfred Winter Evans was born in Natal, South Africa, in 1881, and received his preliminary education in the Durban High School. For the next five years he attended St. George's School at Harpenden Heights, England, until 1898. Returning to South Africa, he worked . for three months of 1898 as underground sampler for the Crown Deep Gold Mining Co., at Johannesburg, and for six months of the following year he was shift-boss for the Crown Deep, Ltd. At the outbreak of the Boer War he took an active part and was engaged on military service from 1899 to 1902. At the close of the mar, he came to New York and attended the Columbia School of Mines, where he graduated with the degree of E. M. in 1906. A part of that year he spent as assayer to a mining company at Poland, Arizona. In 1907, he returned to South Africa and engaged as underground contractor in charge of mining and development at a number of the South African mines, notably the French-Rand, the ViIIage Main Reef, the City Deep, and others. In 1908, he acted as shift-boss for the Fer-rerra Gold Mining Co. at Johannesburg. In 1909, he was appointed acting general manager for the Consolidated Goldfields of New Zealand,

The Gulf Coast area of Louisiana enjoyed a particularly active and profitable year in 1939. Fifteen new producing structures were located and approximately sixty new producing sand horizons in old fields were opened in that period of time. The most important new discoveries are the Eola field, Avoyelles Parish, and the Paradis, St. Charles Parish. The Eola strike was indicated during December 1938, but the well was not placed on production until January 1939. Eola is particularly important because it was the first discovery of oil in a commercial quantity in the Wilcox formation in that area. Sid Richardson, of Ft. Worth, Texas, drilled the first well on the Haas Investment Company's property, which encountered the producing sand at a little below 8500 ft. Within the year 48 wells were drilled, 42 being commercial producers and 6 dry holes. The second most favorable discovery was the Paradis field, which was discovered by The Texas Company's Louisiana Land and Exploration Company's Paradis No. 1 well, in St. Charles Parish, just west of New Orleans. Detailed information concerning this field has not yet been made available but it is reported that the oil sand is as much as 175 ft. thick. The initial production indicated was 1750 bbl. daily and reports suggest a very large structure. In Calcasieu Parish the Humble Oil and Refining Company's Edge-wood Land No. 1 discovered gas in the Oligocene at a total depth of 7042 ft., in the Perkins area. Although two additional dry holes have been drilled in this prospect, it is still believed to have some merit. A new discovery is credited to Cameron Parish with the finding of Miocene oil in the Superior Oil Company's State No. 1 well in Grand Lake. The Chalkley field, Cameron Parish, is credited as a 1938 discovery but was largely developed in 1939 into one of the more important new fields. During the year 13 wells were drilled, 8 being oil wells and 5 dry holes. The oil is found in the Oligocene at depths of approximately 9000 feet.

H. H. Kellogg—There is one point that the author has failed to emphasize sufficiently in his paper. What is commonly called the equilibrium contact-angle (the author's "maximum contact-angle") can have only one value on a smooth, flat, homogeneous surface under a given set of conditions. The equilibrium contact-angle is defined, for such a system, as the angle between the solid-liquid and liquid-gas interfaces, measured through the liquid. The value of the equilibrium contact-angle is uniquely determined by the value of the interfacial energies of the three intersecting interfaces and is independent of other forces in the system. When the liquid-gas interface intersects the solid at an edge—as was the case for all the experiments reported in this paper—the orientation of the solid-liquid interface is indeterminate or varies through 90" for a right-angle edge. Mr. Morris has called the angle between the horizontal and the liquid-gas interface for this edge condition a "static contact-angle." I feel that this term is unnecessarily misleading. In the first place, "static contact-angle" sounds too much like "equilibrium contact-angle." In the second place, the magnitude of the "static contact-angle," which I would prefer to call the "supporting angle," is determined by the forces in the system other than those derived from the interfacial energies, hence "contact angle" is misleading. If Mr. Morris had said that the "supporting-angle" is variable and depends on the weight of the particle and size of the bubble and that it has a maximum possible value equal to the equilibrium contact-angle, his discussion would have been more accurate. T. M. Morris (author's reply)—Mr. Kellogg puts forth a reasonable criticism of some of the terminology used in the paper. I agree that the term "static contact angle" may be misleading. Substitution of the term "supporting angle" or "vector angle" may be more suitable. F. X. Tartaron—In this paper the author presents a very interesting mathematical development of the forces present when a mineral particle adheres to an air bubble. Excellent concordance is obtained between mathematical formulation and experimental results. It is the writer's understanding that when the mineral surface presented to an air bubble is greater than the area of contact, the maximum contact angle is obtained. However, this contact angle represents distortion of the bubble, the normal shape of which is spherical or in cross-section, circular. This distortion produces a force that acts in opposition to the force of adhesion between the bubble and particle. Hence, at maximum contact angle, the force of adhesion between bubble and particle is at a minimum for static conditions. However, when the size of bubble is increased, the size of particle remaining the same (and all other conditions remaining the same), the contact angle decreases, the distortion of the bubble decreases and the force in opposition to adherence of bubble and particle also decreases. Thus, there is stronger attachment between bubble and particle. When this situation is applied to actual flotation conditions, it is doubtful that it has any significance. The reason is that the bubbles are normally so much larger than the particles, that in substantially all cases, it is probable that negligible distortion of the bubble takes place. In table IV, the author makes computations for bubbles from 0.50 to 2 mm diam. This is from 0.02 in. to 0.08 in. Certainly the bubbles generated in a flotation machine are far larger than this. The surfaces of the author's bubbles range from 0.79 to 12.6 sq mm. The area of contact of the glass rod (0.15 mm diam) is 0.017 sq mm. Thus, ratio of bubble surface to mineral area of contact ranges from 47 to 741 in round numbers. If we take a %-in. diam bubble and a 65-mesh (0.208 mm) particle of cubical shape, the ratio of bubble surface to mineral area of contact is 2931. Mineral particles do not readily become attached to air bubbles. Taggart has shown that in pneumatic flotation machines collector-coated particles are only temporarily attached to bubbles. They keep falling off and down in the froth but at a delayed rate as compared with gangue. Spedden and Hannan's motion pictures confirm the difficulty of attaching particles to air bubbles. In the agitation froth process, according to Taggart, air is precipitated from the water selectively on to the collector-coated particles and these

INTRODUCTION Deeper drilling for oil is becoming more and more the rule rather than the exception. With deeper drilling come additional problems, perhaps the greatest being those brought on by the higher temperatures encountered down the hole. particularly in the Gulf Coast region of Texas and Louisiana. Temperature gradients of the order of 1.8° to 2.0°F/100 ft are not unusual, and a gradient of 2.3"F.'100 ft is found in some areas of Texas. With a mean surface temperature of 74oF, the following temperatures could be expected for a geothermal gradient of 2.0°F; 100 ft: at 10,000 it. 271°F. 12,000 ft, 314°F: 14,000 ft, 354,oF; and 16.000 ft. 394°F. Severe gelation of lime-base drilling fluid in wells that have high bottom hole temperatures has become perhaps the most serious difficulty enconntered in drilling under such conditions. Lime-base drilling fluids have been very succesefully and widely used in the drilling of wells in the Gulf Coast region because of their inherent stability toward contaminants. their ability to suppress the swelling dispersion of bentonitic shales, and their ease of maintainance. The gradual recognition: during the past few years, that these muds were. in themselve. the cause of many difficulties experienced in drilling has led to wide-pread efforts by the drilling industry. to determine the reasons for the failure of these mud systems and to develop mud systems capable of performing satisfactorily under high-temperature conditios. MANIFESTATIONS OF HIGH-TEMPERATURE GELATION it is generally possible to recognize the symptons of high-temperature gelation early enough that advance predictions can be made of serious difficulties. in mud control, and the useful life of the drilling fluids can be extended by proper treatment. Following i.; a list of the manifestations of high-temperature gelation: (1) The drill string 'takes weight' while going in the hole after a trip. In early stages of high-temperature gelation it is possible to notice a slight reduction in drill string weight as the drill pipe is lowred near the bottom of the hole. (2) Excessive pump pressure is required to .tart the circulation of drilling fluid at or near the bottom of the hole when going hack to bottom after a trip. As the severity of the gelation increases it may be necessary to break circulation a number of times when going in the hole. (3) The drilling fluid from the bottom of the hole is thick and often granular or lumpy when pumped up after making a round trip. In a severely gelled drilling fluid system such a condition may be irreversible; that is, it cannot be stirred or chemically treated to produce a satisfactory drilling fluid. (4) Completion tool.. such as logging tools or perforating guns will not sink to the bottom of the hole. On some occasions completion tools will become stuck and require a fishing job to retrieve them if the wire line attached to them is broken. It is often difficult to determine whether the condition of the drilling fluid is responsible for sticking the tool or whether the wire line becomes key seated in a crooked hole and causes the allow difficulty. When there are 110 other symptoms of high-temperature gelation. then the difficulty may usually be attributed to the latter cause. (5) In extreme cases of high-temperature gelation it is necessary to "wash" and "ream" when going back to bottom after coming out of the hole. (6) In many -instance. it has been found to be extremely difficult and expensive to 1111 production packers 2nd tubing in moderately deep oil wells which had been drilled with a lime-base drilling fluid. In such instances-the original mud had apparently "set" to a consistency approaching that of a weak cement. CAUSES OF HIGH-TEMPERATURE GELATION Extensive test; have indicated that a lime-base mud does not develop a highly gelled condition at temperatures below 250°F. whereas above that temperature such condition often develops rapidly. (Fig. 1) concurrently. the following changes are evident ill the mud: (1) The alkalinity of the mud decreases to a very low value. with both caustic soda and lime being consumed. (2) The quartz content of the mud decreases sharply. (3) The bentonitic content of the mud decreases or di-appears, with concurrent decrease or loss of base exchange capacity of mud solids. (4) New compounds formed in the mud have been found to be cal-cium silicate, calcium aluminum silicate, and calcium sodium aluminum silicate. (5) The mud loses the ability to form a filter cake of low permeability. The above characteristics have been discussed, in part. by other authors

FOR the purpose of the following discussion the word "research" is interpreted as including all phases of development work on methods of manufacture, metallurgical characteristics, and uses of iron and steel. Research in the iron and steel industry then includes both plant re- search and laboratory research. Since iron and steel came into being, the steel consumer's plant and the steel producer's plant have been important factors in the development of the steel industry. Good minds have always been associated with both consumer and producer plants, so marked progress was made in the industry even when these were the only types of research and development groups in action.

FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

The production of oil in Mexico during 1929 was approximately 45,000,000 bbl., or 5,000,000 bbl. less than in 1928. The production of the fields near Tampico showed a decline of over 10,000,000 bbl. for both the light and heavy crudes, which was partly offset by an increase of over 5,000,000 bbl. in the production of the fields in the Isthmus of Tehuantepec. During 1929 the retrenchment policy followed by practically all the companies was continued and no material improvement should be expected until the unsatisfactory conditions that brought about this situation are remedied. A new administration has just assumed control in Mexico; it should remain in power for 6 years, and the progress of the oil industry during that time will depend primarily on the policy pursued by the new government with respect to oil development. Development During 1929, there were drilled 214 wells as compared with 371 in 1928 and 583 in 1927. The percentage of producers in 1929 was 47.2 as against 34 per cent. in 1928. The new wells did not show water as quickly as in 1928, particularly in the Cacalilao field, where the greatest number of producers was brought in, their average initial daily production being 380 bbl. The flush daily production per well in the Southern fields was 1730 bbl., while the wells in the Isthmus of Tehuantepec came in with an average of 770 bbl. Development is summarized in Table 1. In the Southern fields 63 wells were drilled in 1929, of which 23 were producers, the best being drilled in Paso Real. This development tends to show that the southern extension of Dos Bocas-Alamo fault from Alamo to San Isidro terminates at San Isidro. The two wildcat wells completed in 1929, one in Magiscatzin and the other in Xicotencatl, were failures, and at the end of the year there were eight wildcat wells drilling and material was being hauled for two more.

Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state's capacity to produce have been built up, but during the year 44 fields were 'eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. For the first six months of the year, 300 new oil wells were completed, which were equally divided as to the number of light and heavy oil producers. But, for the last six months of the year, it is

Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. EaRly in 1917, the United States Coal & Coke Co. secured options on several tracts in Harlan County, Ky., aggregating about 19,000 acres in area, and after careful prospecting by outcrop openings and diamond drilling, completed the purchase late in July of that year. This property is situated in the eastern end of Harlan County, south of the Poor Fork of Cumberland River, and extending across Big Black Mountain to the Clover Fork of Cumberland River, a distance of about 7 mi. (11.3 kg.). It extends from the Kentucky-Virginia line westward for about 6 mi. Looney Creek, which empties into Poor Fork, crosses the property for about 4 mi. (6.4 kg.), and as several of the seams within the property outcrop along this stream, it afforded an easy, and the logical, place for development. The property is on the northern side of the geological trough formed by the uplifting of Stone Mountain, on the southern, and Pine Mountain, on the northern side; the northern boundary along Poor Fork is practically at the base of Pine Mountain. This area has been described in various geological reports. The main seam on this property is the one known variously as the "C," Benham, Keokee, Taggart, and Roda; it is also called, by the Kentucky Geological Survey, the Kellioka seam of the western portion of Harlan County. This seam averages, in this property, about 5 ft. (1.5 m.) in thickness, although local rolls reduce this thickness considerably over small areas, and at the extreme western end of the property the seam splits. It is usually clean, although occasionally a small parting occurs within a few inches of the bottom of the seam; it is one of the best coking and gas coals in the United States. The average analysis of this coal is given in Table 1.

This paper describes a comprehensive geomechanics case study of a full¬scale test stope at the Carr Fork Mine. The mine is owned by Anaconda Miner¬als Company and is located near Tooele, Utah. Large diameter blast holes were used in a new method known as blast hole post-fill (BHPF). The new design proved highly successful in contrast with earlier experience with vertical crater retreat (VCR) stopes. The main geomechanics objective was the estab¬lishment of a design procedure for optimizing stope and pillar dimensions with respect to productivity and recovery. An integrated three-part approach consisting of mine measurements, laboratory testing and finite element calcu¬lations was taken. Independent correlations of 0.88 and 0.89 between calculated and measured displacements and between estimated and observed yield :ones substantiate the finite element design approach using UTAH-II. Subse¬quent stope and pillar design analyses indicate that doubling of the original stope width at 50% extraction is quite possible without sacrifice of safety or stability.

The constitution and mechanical properties of heat-treated alloys containing up to 10 pct* Ni in Ti have been investigated. The effects of quenching and of various isothermal treatments ale described, and C-curves are presented. The production of the precipitated and the martensitic hexagonal phases on quenching is discussed. MARGOLIN, Ence, and Nielsenl have determined the titanium-nickel phase diagram. A study of the transformations in gas-quenched and tempered powder specimens was made by Polonis and Parr.' Some isothermal transformation work was carried out by Margolin and ~unshah, who determined transformation curves for 4 and 6 wt pct alloys, while Robinson et al.investigated the formation of the w phase in a quenched and tempered alloy, Margolin and Bunshah showed that while a martensitic transformation could be obtained on quench- ing thin sections of a 4 wt pct alloy, a 6 wt pct alloy precipitated a nonmartensitic phase. The present investigation was undertaken to obtain more information on the transformations in quenched, quenched and tempered, and isothermally transformed lump specimens of alloys containing up to 10 pct Ni. Isothermal transformation curves have been determined for 7 and 10 pct alloys and cooling curves have been obtained for quenched alloys containing up to 7 pct Ni. The mechanical properties of 2, 5, and 10 pct alloys were studied, with the object of relating properties to microstructures. EXPERIMENTAL METHODS Alloys containing up to 10 pct Ni were prepared from sponge titanium and spectrographic standard nickel by levitation-melting and chill-casting in a split copper mold. SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:

COMPLETION of the Rainbow Bridge across the Niagara River and Gorge this fall marks a new page of achievement in the annals of bridge- building. Symbolic of the amity between two great nations, the new bridge provides an additional gateway across the most peaceful border in the world. Ground was broken for the project May 16. 1940, at a site close to that formally occupied by the Falls View Bridge which was destroyed by a record ice jam in 1938. At this point, about 2000 ft. deep and 1000 ft. downstream from the American Falls, the gorge is about 200 ft. deep and 1000 ft. wide. The great steel arch of the bridge has a span of 950 ft. and rises from its supporting abutments on the American and Canadian sides of the river to the level of the top of the gorge. This is said to be the longest hingeless arch in the world.

The critical resolved shear stress of aCu-A1 single crystals has been investigated as a function of composition, testing temperature, and strain rate. The strength, and its temperature and strain rate dependency increase markedly with aluminum content. The solid solution strengthening at 4.2°K is much larger than at room temperature. The activation energy for the low temperature dislocation cutting process increases from about 0.17 ev for a 0.5 at. pct A1 alloy to about 0.50 ev for a 14 at. pct A1 alloy. This result is attributed to an increase in the width of extended dislocations due to the known decrease in the stacking fault energy. In addition, the activation volumes at 4.2 and 77°K decrease with aluminum additions. Concerning the solid solution strengthening in the 296° to 373°K range, no definite conclusions are reached, but it is suggested that subgrains and cutting of subgrains are important. In a previous paper,' the authors reported that adding aluminum to copper produces two types of strengthening: a yield point effect and an increase in the lower yield stress. This behavior is illustrated in Fig. 1 by shear stress-shear strain curves of furnace-cooled single crystals of pure copper and Cu-14 at. pct A1. The yield point effect, At, was thoroughly studied previously1 and shown to be associated with short-range order. The present paper reports an investigation of the lower-yield stress in aCu-A1 single crystals as a function of composition, testing temperature, and strain rate. DIFFERENT parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter temperatures. It will be shown in this paper that the temperature is of considerable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation. EXPERIMENTAL METHOD The methods used have been described previously.1-4 In each test the clean mineral specimen was immersed in a solution prepared by adding the reagents in the following order: (1) sodium carbonate and hydrochloric acid as necessary to buffer the solution and to give approximately the pH value desired, (2) sodium cyanide, (3) copper sulphate, (4) ethyl xanthate, followed by (5) a final adjustment of pH value. After ½ hr. the mineral was tested for a xanthate film by bringing a bubble of air into apparent contact with the submerged polished surface. If true contact (spreading) was not obtained within ½ min. and after cleaning the surface by wiping with a small linen pad, it was concluded that the adsorption of a xanthate film had been prevented. Following the method already described (ref. 2), curves have been constructed such that for a solution ' composition corresponding to any point below the curve, contact between mineral and air is possible, whereas for a solution composition corresponding to any point above the curve, contact is impossible.
