Anyone who has been confronted with the problem of predicting the performance of a sand-pump installation is vitally aware of the dearth of precise information that has been published on this important subject. Such data as have been collected are not readily available in a concise and readily usable form, so that many operators would find it a considerable chore to find the pertinent information required to undertake a detailed study. The purpose of this paper is to assemble such established data, correlate them with field experience and outline the factors that must be appraised in the determination of a satisfactory pump installation. The transportation of solids in solution is of vital interest to every mill superintendent and operator, and many of the factors that are involved in this hydraulic problem vary widely from installation to installation, and in some cases even from time to time on any one installation. These include: type of solids (including shape of particles), size of solids (grind), percentages of fines (slimes), dilution of pulp, contour of pipe line, type of pipe, age of pipe line, effect that diameter of pipe has on characteristic flow conditions, and other factors. Some of these have been fairly well determined by experimental work but many still must be established through interpolating or extrapolating between values that have been derived from known field conditions. Most problems primarily concern the transportation of a definite weight of dry solids from one specific location to another. The type of material, shape of particles, grind and percentages of fines are established and very often the dilution at which the solids must be handled as well. The problem then evolves into a determination of the size, type and contour of the pipe line and the net effective head against which the pump must operate. Before discussing the determination of the head, it might be well to review the interrelationship between the pump discharge (capacity), the head developed by the pump and the pump speed, which will apply to any centrifugal pump installation. Effect of Pump Speed Basically, the head developed by a centrifugal pump varies as the square of the pump speed and the discharge as the first power of the speed. However, even at constant speed a centrifugal pump will operate over a wide range of capacities, depending upon the head that must be developed to deliver the liquid or pulp to the end of the pipe line. This is shown graphically in Fig. I. If the pump in question is being driven at a constant speed of goo r.p.m. it will deliver 500 U. S. gal. per min. against a head of 56 ft., 800 U. S. gal. per min. against a head of 50 ft., and so on. In other words, at this speed the capacity of the pump will be determined and limited by

THE new low-alloy high-strength steels are obviously here to stay. With 75 per cent higher yield strength and 50 per cent higher tensile strength than plain carbon structural steel, they permit 20 to 40 per cent weight savings and 10 per cent or more increase in pay load in the con-struction of railroad cars, buses, trucks, and a great variety of material-handling equipment. Their cost is low enough so that the extra cost of the new lighter construction over that with carbon steel offers an attrac-tive self-liquidating investment; in some instances new construction with these low-alloy steels may even be as cheap as with plain carbon steel. A considerable and rapidly growing demand for the low-alloy steels has already sprung up. The many steel compositions that have appeared on the market lately 18,27,28,29,30 to meet this demand would seem to indicate that no single composition is uniquely fitted for the purpose. However, no doubt some compositions are more suitable than others. The purpose of this study was, therefore, to compare the effects of the various alloying elements that might be used in the low-alloy steels in order to choose the metallurgically most logical composition, paying due regard, of course, to the economic aspects involved.

INTRODUCTION Lake tapping is a method of blasting an intake into a body of water from below the natural water surface without first lowering that surface or installing a protective cofferdam around the tap hole. Lake taps are done by first excavating a tunnel almost to the water/rock contact and then blasting out the final protective rock plug at one time to allow water to suddenly inflow into the tunnel from the lake. This procedure can be done "dry" or "wet." In the dry method the tunnel is empty of water before the final plug blast while in the wet method it is partially filled with water. This paper describes a wet method lake tap as performed at Alaska Power Authority's Tyee Lake Hydroeletric Project in southeast Alaska. The Tyee Lake project is located approximately 40 miles southeast of Wrangell, Alaska, in a glacially formed valley called the Bradfield Canal. The project consists of a powerhouse located at sea level on the canal, a system of tunnels and shafts connecting the powerhouse to Tyee Lake at elevation 373 m (1225 ft), and an 129 km (80-mile) electrical transmission line leading from the powerhouse to Wrangell and then Petersburg, Alaska. Tyee Lake itself is a natural lake gouged out of the rock by glacial ice during the last ice age. The objective of the project was to tap into the lake and use the water as a source for power production. The techniques used for lake taps have been developed in Norway where conditions are favorable for their use in hydroelectric proj¬ects. Over 100 have been performed. In the United States the Tyee

The I phase was discovered by Bardos, Malik, Spiegel, and Beck1 in the V-Ni-Si system at 1100°C and in the Mn-Co-Si and Mn-Ni-Si systems at 1000°C. Kuzma and Hladyshevskii2 and Kuzma, Hladyshevskii, and cherkashin3 have reported a new phase, which they named the S phase, in the Mn-Co-Si and the Mn-Ni-Si systems at 800°C at approximately the I phase compositions. The powder diffraction diagrams of the I and S phases, compared by Bardos el al.,1 are related but show distinct differences in relative intensities. Professor Paul A. Beck kindly sent us a specimen of the (v-Ni-Si) I phase for single-crystal study. Precession and Weissenberg diagrams taken with a tiny single-crystal fragment showed that the structure is monoclinic with a large unit cell. The cell dimensions were refined from a powder diffraction diagram taken with CrKa radiation in a 57.3-mm camera with our computer program LSCELP4 using only the indices of those reflections that were observed on Weissenberg diagrams (hnl, with n = 0 through 9 and n = 12) and precession diagrams (Okl, lkl, Izk0, hkl, hk2). Table I shows the agreement obtained between the l/d values calculated with the final values for the cell dimensions and the l/d values observed by Bardos et al .1 for I(V42Ni33Si25), by US for I(V41Ni36Si23), and by Kuzma and Hladyshevskii2 for S(MnpCoSi). The powder patterns contain many broad and diffuse lines. In fact practically all powder lines observed are near-superpositions of several reflections. The refinement program is not set up to handle several reflections contributing to one observed line: the position of each line is refined with the aid of one set of indices only. The final values for the cell dimensions were obtained from the lines of strong or medium intensity with the indices indicated by asterisks in Table I: a0 = 13.403(6), bo = 23.336(15), co = 9.129(6)A ß = 99.11(6) deg The standard deviations (given in parentheses) are those calculated by the refinement program from least-squares theory and do not take into account that the lines included in the refinement may not have been correctly indexed in every case or that the position of a line may also be partly determined by the overlapping reflections. THIS paper will outline briefly the practices commonly followed in this country for the melting and refining of magnesium and its alloys. The processes used for the various forms of primary magnesium, as jar as there are differences in the physical shape or behavior, will be discussed. The refining of general fine scrap or secondary magnesium was presented in an earlier paper and will be discussed briefly.1 Inasmuch as the use of fluxes is an essential part of all the melting and refining processes, this paper will deal with these in sufficient detail to point out their unique characteristics, in order to make their use more effective. The outline of this discussion will closely follow that of an earlier paper,2 with such changes and additions as seem necessary to bring it up to date. TYPES OF MELTING PRACTICE All melting and refining processes for magnesium and its alloys require the use of fluxes. These fluxes have a magnesium chloride base and other halide salts or oxides are added to give a density or behavior exactly suited to the particular melting practice. The successful handling of magnesium depends upon the proper use of the correct fluxes. There are four general methods of melting, summarized in the following paragraphs and treated in more detail in the section on Melting and Refining. Open-pot Method The open-pot method makes use of No. 230 flux, which provides protection during melting and a molten pool of flux into which the solid magnesium melts. The flux is stirred through the molten metal bath and agglomerates oxide or similar foreign bodies;, on quiet standing, it separates away, leaving the refined metal ball floating in an encircling layer of molten flux. It forms only a thin fluid film over the surface of the molten metal, which may be parted for hand-ladling processes and tends to cover the metal again after the ladle is removed. A very light dusting of the pot surface with fresh flux immediately after the ladle is removed is desirable. The open-pot method is used generally in the following processes: (I) alloying and remelting in the production of ingot, (2) in sand foundries for premelting and to a smaller extent for the production of small castings, (3) in permanent-mold founding for premelting and also direct ladling to castings, (4) for continuous methods of preparing metal in the production of billets or ingots from which wrought products are fabricated, (5) in general scrap recovery. Crucible Process The crucible process makes use of No. 310 flux, which has the property of being thinly fluid at the start, to provide protection and refining qualities, and then drys out or thickens after a time, leaving a protecting crust on the pot surface until the time of casting. THE angles between the crystallographic planes in cubic metals were originally given by Bozorth and have been republished many times. Recently, Salkovitz2 tabulated the angles for the hexagonal metals (magnesium, zinc, and cadmium). he most commonly used metal which does not fail into either of these groups is tin, which has a tetragonal structure with an axial ratio of c/a = 0.54558 (99.99 pct purity, 25°C).² ccordingly, Table I has been prepared giving the possible values for the angle, 4, between planes of the types {HKL) and {hkl). The formula used was: Hh + Kk + LI — cos? = —--------------—-----------— A [(H2 + K2 + L2-a2c2(h2 + k2 + r;)] All angles are given correct to the nearest minute as this is sufficient for all practical purposes. Every angle depends in a different way on variations in the value of c/a, but even in the worst cases a variation of about 0.0003 in this ratio is needed to vary an angle by l', which corresponds to a temperature change of 20 °C or can be caused by impurities.

ALASKA'S coal consumption is now about 130,000 tons annually. About one-quarter of this amount is used in the southeastern part of the territory and in settlements on the western coast and comes from Seattle and from British Columbia mines. About 60,000 tons is sub-bituminous coal from the Healy River mine in central Alaska, and is used mainly at Fairbanks, sixty miles to the north, for heating and the development of electric energy, for the city and the gold-dredging operations of the Fairbanks Exploration Co. The remaining 40,000 or 50,000 tons is bituminous coal from Matanuska Valley, in the south-central part of the territory. These coal deposits extend intermittently for about forty miles along the valley, which trends eastward from the upper end of Cook Inlet.

To the question, " Do the Pennsylvania anthracites contain phosphorus?" asked at the last meeting of the Institute during the discussion on the metallurgical value of Western lignites, I can now give a definite answer. Through the kindness of a gentleman connected with the Philadelphia and Reading Railroad, and another connected with one of the principal ironworks on the Lehigh, there was sent to the Ironmasters' Laboratory a number of samples of the coals now largely shipped from the Schuylkill and Lehigh regions. During the past several years an extensive study has been made of the internal friction of iron containing carbon or nitrogen in solid solution.1,2,3,4,5 It has been found that a sharp peak is observed in a plot of the internal friction vs. temperature of measurement. With a frequency of about one cycle per second, this peak occurs at 20°C for N and 36°C for C. The physical origin of this anomalous internal friction was traced by Snoekl to the local tetragonal symmetry of the interstitial positions in body centered cubic (bcc) iron. A change in stress induces a change in the equilibrium distribution of the interstitial atoms among the three types of interstitial positions, the three types corresponding to the three directions along which the tetragonal axis may lie. It is the continual striving of the interstitial atoms to maintain an equilibrium distribution that gives rise to a phase lag between strain and stress during oscillation, and hence, to internal friction. A similar type of internal friction has been observed in the bcc lattice of tantalum containing in interstitial solid solution C, N or 06. The theory of this anomalous internal friction leads to the prediction that its magnitude is strictly proportional to the concentration of either the carbon or the nitrogen in solid solution, provided the concentrations are small. This prediction has been verified3 for the range of solubilities ohtainable in alpha iron. This proportionality provides us with a new tool for the study of nitrogen and carbon in alpha iron. It thus enables one directly to follow the precipitation of either of these solute atoms from solid solution and also directly to measure their solubility as a function of temperature. A preliminary study of precipitation using this method has already been presented by the author.3 The purpose of this paper is to present more extensive observations upon the precipitation of N and C in alpha iron, as well as to present observations upon the solubility of N and C in alpha iron which, at least in the lower tempera- ture range, are believed more accurate than those previously obtained by other methods. The interpretation of the observations upon precipitation involves the use of the appropriate equilibrium diagrams. For ease of future reference in this paper the equilibriunl diagrams for the Fe-N and Fe-C systems are accordingly reproduced as Fig 1 and 2, respective]y. Experimental Procedure The specimens were made of West-inghouse Puron iron and consisted of wires 0.025 in. in diam and about 1 ft long. A pronounced tendency for delayed fracture zoas observed in the martensite structure of low-alloy steels in the as-quenched condition. Cracks of predominantly intercrystalline nature nucleated and propagated at stresses substantially lower than the short-titne tensile strength of- the steels, and were observed even in hydrogen-free speciunens. The occurrence of delayed fractures in the as-quenched condition is interpreted as a supevposition of the effect of free dislocations generated during the martensite transforlnation, and of a weakening of the prior austenite grain boundaries caused by dynamic shocks exerted on the boundaries by growing martensite plates. AN important metallurgical problem, connected with the production and use of high-strength steels, is delayed fracture in martensitic structures. Such fractures occur in quenched steels as a result of prolonged loading with external stresses far lower than the short-time tensile strength of the steel. The same effect can be produced by sufficiently high internal stresses: it is well-known that quenched structures will in some cases crack intergranularly at room temperature if not tempered quickly enough even in the absence of any externally applied stress. In Troiano's papers1,2 on delayed fractures in high-strength steels, the fundamental role of hydrogen migrating under the influence of multiaxial stress towards the nuclei of cracks was found. Fig. 1 shows the typical relationship between stress and the time to fracture found by Troiano in hydrogen-charged high-strength steels. On the other hand, Shurakov 3,4 explains the realization of delayed fractures in martensite as due to a "quasi-viscous" behavior of the austenite grain boundaries immediately after the martensitic transformation. 1) MATERIALS AND EXPERIMENTAL METHODS Two low-alloy steels of commercial purity were used for the experiments reported in this paper. Their chemical composition is shown in Table I. The heats were melted in a laboratory furnace, cast to ingots, forged to bars of 3/4 in. diameter, and annealed. Machined test pieces were heat-treated as follows: Ni-Cr-Mo steel held at 900°C for 30 min and quenched in oil; Mn-Si-Cr steel held at 900°C for 30 min and quenched in water. For the delayed-fracture tests, notched cylindrical test pieces, Fig. 2, stressed in torsion, and unnotched cylindrical tensile-test pieces, 1/4 in. diameter, were used. INTRINSIC and extrinsic stacking faults may be formed in fcc structures by similar processes with bounding S-and D-Shockley partial dislocations respectively.' The only difference between these two dislocations is that the side on which the fault lies is reversed. The number of nearest and next nearest neighbors of atoms is identical for the two faults, but that of next next nearest neighbors is different. Thus, the energies associated with intrinsic and extrinsic faults may be expected to be different but of the same order of magnitude. An extrinsic fault can be constructed from two intrinsic faults on adjacent close-packed planes. This suggests that the extrinsic fault energy is higher than the intrinsic fault energy. It is, therefore, surprising that extrinsic faults have not been detected in X-ray studies2 of deformed alloys of low stacking fault energy. These have, however, been observed in cerium3 by X-ray diffractometry and in Au-4.8 at. pct Sn4 and Cu-16.6 at. pct A15 alloys by transmission electron microscopy.

APPLICATION of seismic methods to the location of buried channels in placer mining is fairly common knowledge, yet some of the facets of seismic refraction surveys have remained obscure in their application to mining. This description by a member of the U. S. Bureau of Reclamation team investigating bedrock at the Oso Dam site, may offer a lead to wider application of the method for bedrock determinations in engineering of mine and mill plants, tailing disposal, and water supply. It may also offer assistance in planning geological exploration in areas covered by overburden. Pertinent, and perhaps more than passingly significant, is that the seismic survey of the Oso dam site started at noon and was completed the afternoon of the next day. Location Oso dam site is on the Navajo River, Archuleta, County, Colo., 30 miles southeast of Pagosa Springs, Colo., 10 miles northwest of Chama, N. M. Bedrock at the proposed dam site is Mesa Verde Formation, Cretaceous age sandstone. The nearest good sandstone exposure is about 5/8 of a mile upstream from the location of the seismic determinations. The material above bedrock is sand and gravel with sandy loam soil covering benches above the river. The site appeared favorable, after a geologic and topographic reconnaissance, but overburden thickness was unknown. Exploratory drilling was not contemplated in the near future so a short seismic investigation was selected as the most suitable method of determining depth to bedrock. Field Procedure Geophysically, a seismic depth investigation is simply the measurement of depth from ground surface to the top of a layer which transmits seismic waves at a higher velocity. In this case the high-velocity seismic layer tentatively correlates with the Mesa Verde sandstone. Field procedure required a seismic explorationline or "spread" with 12 geophones set at measured intervals. Explosive charges were buried at few feet in the ground and detonated at shotpoints near the ends of the spread, and at intermediate points. The time of travel of the seismic waves from the shotpoints through the ground to each of the geophones along the spread was measured and recorded photographically with equipment housed in a field truck. The seismograph on each spread provided a time-travel graph. From it were computed the speed of seismic waves in various layers below the surface and depth to each different seismic layer below the shotpoint. In the case of the Oso dam site it was possible, in addition, to determine the depths below certain geophones, because there were only two seismic layers involved. Interpretation In seismic exploration waves are refracted from the top of layers which often correspond to divisions between subsurface formations. When drill holes are available the geologic logs offer a means of correlating stratigraphic breaks with seismic layers, improving reliability of seismic interpretation in terms of depth to bedrock or other geologic terms. There were no drill holes available in the case of the work at the Oso dam site. Geologic conditions appeared favorable for seismic technique because of excellent contrast in seismic wave velocity between the overburden and the Mesa Verde formation. The upper layer had a velocity of approximately 2500 fps and was interpreted as overburden, the lower layer had a velocity of approximately 9000 fps and was assumed to be the sandstone. These velocities are of the order expected in these materials. The seismographs obtained at the Oso dam site were excellent. The energy from the shot came in strongly at each geophone, giving an easily read record. Time-travel graphs plotted from wave arrival times were uniform and made interpretation comparatively easy. In Spreads 1 and 2 near the river the lower velocity layer was 12 to 15 ft deep. For the spreads on higher ground, or the bench south of the river, it was from 15 to 29 ft deep.

Grain refinement of Mg-Al melts by carbonaceous additions has been attributed to nucleation by aluminum carbide. The effects of process and alloy variables are interpreted and predicted in terms of the dispersion and chemistry of this phase. The grain coarsening action of Be, Zr, Ti, R.E., chlorination, temperature extremes, and prolonged holding times is described. Measures necessary to insure an adequate dispersion of the catalyst are discussed. CARBON inoculation treatments have become fairly well known and used for grain refinement of magnesium alloys containing Al. Although there is general agreement that a nucleation process occurs, the process is not understood and the inoculants are used in a rather empirical fashion. The treatment is applied to the class of alloys containing 3 to 10 pct Al, i.e., AZ31A to AM100A. Typical methods involve melting, alloying, and adjusting the temperature to 1400° to 1450°F. Then 0.01 to 0.5 pct C as CaC2, C6C16, or lampblack is added by any convenient means, and the melt poured within 10 to 30 min. Investigators generally have been impressed by an assumed similarity of this refinement process to superheat grain refinement, which depends on heating approximately the same alloys to a temperature in the range of 1550" to 1650°F, then pouring promptly after the melt is cooled to the pouring temperature. Various predictions have been made that carbon refinement would replace superheating in commercial practice due to reduced process costs, but this replacement has not fully taken place because of production difficulties and conflicting observations. Davis, Eastwood, and DeHaven1 agree with Nelson2 and wood3 in suggesting that an excess of inoculant may be harmful. Wood however says that overtreat-ment is not a problem in production use of hexa-chlorobenzene inoculation, and Hultgren and Mitchell4 claim no evidence of harm from excess additions. Various grain coarsening reactions are known to occur, including the possibility of overtreatment mentioned above. Trace amounts of Be,2 Zr, and Ti may prevent refinement by either a carbon treatment or a superheat. Occasionally treatment with cl25 may cause coarsening, although the Battelle refinement process' uses a CC14-C12 blend. Grain coarsening also tends to occur on holding at temperatures below 1350°to 1400°F, especially after a superheat treatment, and for this reason Nelson2 stresses the desirability of a refinement method useful at lower temperatures for open pot melting practice. Since a carbon treatment can be made to work at temperatures below 1400°F, it seems desirable to investigate the mechanism of the refinement and the mechanisms of the coarsening reactions in order to establish control conditions for use in commercial production. The identity of the nucleating phase must first be established and then the factors affecting its chemistry and physical dispersion must be determined. THE IDENTITY OF THE NUCLEATING PHASE Davis, Eastwood, and DeHaven suggested that the nucleating phase in this system is Al4c3,1 but Mahoney, Tarr, and LeGrand8 disagree, largely because they found no evidence of the compound in alloys after carbon treatment and because there is no indication that aluminum carbide should be unstable over the temperature range used in the superheat treatment. This latter objection is based on the assumption that both the carbon treatment and the superheat treatment introduce the same nuclei. Electron diffraction studies have been made to identify the nucleating phase. Samples of grain refined A292 have been selectively etched SO that clean surfaces are obtained and so that secondary phases are in relief. Electron diffraction patterns from these surfaces have established that the carbon treatment of A292 introduces into the metal a large number of small, plate-like particles with a structure very similar to Al4C3. In most cases, the plate-like nature of the particles prevented positive identification but in the cases where the identification could be made the particles proved to be AIN A14C3. However, enough variation in lattice constants was observed so that all compositions from pure A14C3 to the 50:50 solid solution A1N.Al4C3 were probably present.14 In A14C3 and especially AlN.Al4C3 the A1 atoms occur in layers within which they have the same hexagonal symmetry and spacing as the Mg atoms in a single basal plane of a magnesium crystal. GRAVITY surveying with the torsion balance or the pendulum for ore prospecting purposes has generally not been considered practical or even possible. It is the intention of this paper to show that a fast and sensi-tive gravimeter can be very useful in ore prospecting, as an auxiliary to the electrical and magnetic instruments. A number of gravimeters have been constructed and put in practical use in the last seven or eight years; for instance, by Ising, Lejay-Holweck, Haalck, Hartley, Thyssen, Noergaard, the Humble Oil and Refining Co. and the Gulf Production Co. Their main application, apart from their use for geodetic surveys, has been for structure mapping in oil prospecting. There is no record that any of them have been used for ore prospecting. About the middle of 1934 the Boliden Mining Co., in Sweden, began experiments in constructing a static gravity meter sensitive enough for ore prospecting. Calculations and considerations that will be discussed later in this paper showed that this would necessitate an accuracy in the measurements of 0.1 milligal-roughly, one ten-millionth part of the total force of gravity. The first successful practical field tests of the instrument were made in January 1936. About the middle of 1937 the Boliden gravimeter was perfected. Ore prospecting with this instru-ment is now regular practice in Sweden, especially for the testing of indications given by geoelectric and magnetic methods.

ANYONE who has been confronted with the problem of predicting the performance of a sand-pump installation is vitally aware of the dearth of precise information that has been published on this important subject. Such data as have been collected are not readily available in a concise and readily usable form, so that many operators would find it a considerable chore to find the pertinent information required to undertake a detailed study. The purpose of this paper is to assemble such established data, correlate them with field experience and outline the factors that must be appraised in the determination of a satisfactory pump installation. The transportation of solids in solution is of vital interest to every mill superintendent and operator, and many of the factors that are involved in this hydraulic problem vary widely from installation to installation, and in some cases even from time to time on any one installation.. These include: type of solids (including shape of particles), size of solids (grind), percentages of fines (slimes), dilution of pulp, contour of pipe line, type of pipe, age of pipe line, effect that diameter of pipe has on characteristic flow conditions, and other factors. Some of these have been fairly well determined by experimental work but many still must be established through interpolating or extrapolating between values that have been derived from known field conditions. Most problems primarily concern the transportation of a definite weight of dry solids from one specific location to another. The type of material, shape of particles, grind and percentages of fines are established and very often the dilution at which the solids must be handled as well. The problem then evolves into a determination of the size, type and contour of the pipe line and the net effective head against which the pump must operate. Before discussing the determination of the head, it might be well to review the interrelationship between the pump discharge (capacity), the head developed by the pump and the pump speed, which will apply to any centrifugal pump installation. EFFECT OF PUMP SPEED Basically, the head developed by a centrifugal pump varies as the square of the pump speed and the discharge as the first power of the speed. However, even at constant speed a centrifugal pump will operate over a wide range of capacities, depending upon the head that must be developed to deliver the liquid or pulp to the end of the pipe line. This is shown graphically in Fig. I. If the pump in question is being driven at a constant speed of 900 r.p.m. it will deliver 500 U. S. gal. per min. against a head of 56 ft., 800 U. S. gal. per min. against a head of 50 ft., and so on. In other words, at this speed the capacity of the pump will be determined and limited by

IN designing a pocket instrument whereby any given horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at 1. The instrument should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrument that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. How this " pocket transit " attains to the required degree of universality will be understood from the diagram, Fig. 1, in which B is a beveled, graduated circle, attached to and freely revolving about the center of the magnet A. Light falling on B is reflected through a window in F (the compass-box), along the line AC, and is again reflected back to the eye at D by the prism C. The first is the continuation of the coastal plain of Texas and the Gulf region in general, which, except for prospective oil and lignite, has little of interest for the mining engineer.

The plan for establishing relations of American industry with national labor on a definite basis so closely follows the channels of the efforts of Engineering Council, principally in the classification and compensation work, that it is of special interest to the engineering profession. The principles laid down under the following headings are about to he submitted to a referendum vote of the membership of the Chamber of Commerce of the United States. These principles were prepared by a special committee of the Chamber of Commerce after a long period of study of the entire subject of industrial relations. 1. Industrial enterprise, as a source of livelihood for both employer and employee, should be so conducted that due consideration is given to the situation of all persons dependent upon it. 2. The public interest requires adjustment of industrial relations by peaceful methods. 3. Regularity and continuity of employment should be sought to the fullest extent possible and constitute a responsibility resting alike upon employers, wage earners, and the public. 4. The right of workers to organize is as clearly recognized as that of any other element or part of the community. 5. Industrial harmony and prosperity will be most effectually promoted by adequate representation of the parties in interest. Existing forms of representation should be carefully studied and availed of in so far as they may be found to have merit and are adaptable to the peculiar conditions in the various industries. 6. Whenever agreements are made with respect to industrial relations they should be faithfully observed. 7. Such agreements should contain provision for prompt and final interpretation in the event of controversy regarding meaning or application.
