JAMAICA-bauxite and gypsum-but what else? J Does the Caribbean island have anything more to offer in the form of mineral wealth? One answer may be iron ore deposits which show enough promise to warrant exploitation in the near future by a company associated with Standard Ore & Alloys Corp. In addition, Jamaica is reported to have gold, silver, platinum, copper, lead, zinc, manganese, cobalt, and a great many nonmetallic minerals. Of these, only platinum has not been produced commercially in the past. Right now, Jamaican bauxite is getting most of the publicity, but not too long ago other mining operations were in progress. Lack of proper interest, insufficient roads, and scarcity of venture capital forced those mining properties to suspend production.

Although confident of its ability to meet any demands that may be made, the petroleum-refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full cooperative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor in full harmony with the nation's needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned. Refining, by constant study and development, by willingness to experiment and install new processes, and to replace older plants with more efficient equipment, had kept on a high plane of efficiency and progress. Working under the free competitive system, it built up its establishments until, as expressed in last year's report, it was easily able to supply any domestic demand that might be placed on it. Turning the United States into the arsenal not only of itself but of the united nations resisting aggression, however, in- creased the call for practically all petroleum products and in particular 100-octane aviation gasoline and high-viscosity aviation lubricating oils. Refining Capacity With over four million barrels a day of crude oil being charged to stills at the year's end, oil refining had broken all records and faced the necessity of further increasing its size to supply the ever-increasing demand for products, some of which, like 100-octane aviation gasoline, were research laboratory curiosities a few years ago. Although the refining capacity of the United States is listed at 4,860,000 bbl., about 800,000 bbl. of this is economically unavailable because of plant location or type. To meet the increasing needs, additional capacity of another half million barrels may have to be built in suitable locations and designed with an eye toward maximum production of aviation gasoline but with inherent flexibility to make it possible to vary and interchange with production of motor gasoline, furnace oils, and other products as necessity dictates. An interesting side light on this refining capacity question was an enquiry from official Washington for knowledge as to any idle refineries of something of the order of 10,000-bbl. daily crude capacity that might be purchased for bodily removal to Russia. 100-Octane Aviation Gasoline Largest of the tasks confronting refiners at the year's end was that of raising

An earlier paper on the general subject of the SP log has analyzed the limitations of that log, in particular when dealing with thin permeable beds enclosed in thick highly resistive ones. Under such conditions, the SP log does not give a good definition of the permeable beds. Selective SP logging is a new method which gives an accurate determination of the permeable beds; even in highly resistive formations, except when the salinity of the mud is extremely high. It also permits a close approxi. mation of the static SP to be obtained. The method consists generally in controlling the potential of auxiliary electrodes located in the drill holes in the vicinity of the measuring electrode. In this manner. the flow of SP current along the drill hole is modified to counterbalance the effect of highly resistive strata. Several procedure; and arrangements used to record selective SP curves and static SP curves are explained. Field examples illustrating these methods are given and discussed. INTRODUCTION In an earlier paper,' the shape of the SP curves and the amplitude of the SP peaks were analyzed, considering how the circulation of the SP current is influenced by the subsurface media as a function of their geometrical configuration and their resistivities. It was shown, in particular. that the permeable beds situated between highly resistive formations are sometimes indistinctly indicated by the deflections of the SP log. It is the purpose of this paper to dircuss a new method now being developed, namely selective SP logging, whose principal feature is to enable a more accurate determination of the depths of the permeable beds present in highly resistive formations, such as occur in limestone fields. It will be shown also how an addi-tional curve called the static SP log can be derived from the selective SP log, or recorded directly, to facilitate the interpretation. Another purpose of the static SP log is to provide an approach toward the determination of the value of the static SP, where this value is not readily given by the SP log. This application. although less important at the present time than that mentioned above, nevertheless is of interest, inasmuch as, according to laboratory and field experiments conducted by several investigators, the determination of oil saturation of reservoirs from the data of the electric log implies the knowledge of the resistivity of the connate water,2,3 to which the static SP seems to be related.4,5,6,7 PRINCIPLE OF SELECTIVE SP LOGGING The method of selective SP logging of the formations traversed by a bore hole consists in recording two curves under the following conditions: The measuring device comprises one measuring electrode M and two additional electrodes G-G', connected to each other. located above and below

IN 1926 I had occasion to make numerous measure-ments with a Pitot tube. The differential gage was mounted in a box, and since the work entailed setting upon girders, staging, and flues of various shapes and slopes, much time was generally expended in getting the box blocked into the level position. This inconvenience was so considerable that I devised the gage stand shown in the accompanying illustration. The gage is bolted to the board seat, the bolt per-mitting unlimited adjustment in the plane of the paper. The seat, carrying the gage, revolves on trunnions, per-mitting unlimited adjustment in a second plane, per-pendicular to the first. Consequently, the stand may be stood up, hung by one corner, leaned against some-thing or simply laid down, and the gage levelled from any position. On uneven surfaces, where the stand naturally rests on only three of its legs, it may be swung in the manner peculiar to the tripod, bringing the center of gravity within the triangle formed by the legs, thereby providing a firm set-up. Rubber stoppers under compression were found to give sufficient friction to hold the seat in the desired position.

AT the time this investigation was initiated variations were observed in the quality of different heats of basic electric-furnace steels, although they had been made under purportedly similar conditions. This indicated that these variations were related to normally unobserved variations in the character of the bath, especially during the "refining" period. Although the slags used for this operation are commonly referred to as "reducing" slags, and are regarded as having a "deoxidizing" action on the bath, no reliable measurements of this action were available. It was decided, therefore, to study the behavior of oxygen in the metal for a large enough number of heats to learn its normal variations and to relate these variations to regularly observed conditions [f] operation. The most important general conclusion reached was that the time a heat is held under a reducing slag should be reduced to a minimum, which was about an hour and a half under the conditions studied. Beyond this time no observable beneficial effects are obtained from the reducing slags, insofar as oxygen and sulphur content of the bath are concerned. It is likely that added time may increase hydrogen content as well as heat costs. The oxygen content of the bath is never reduced below the amount in equilibrium with the carbon. Concurrently with this work, J. S. Marsh1 presented data that supplement and support many of the results of this paper. PROCEDURE The work was done in two different electric-furnace shops of the same plant. The selection of heats was made primarily with regard to the convenience of heat schedules. Companion slag and metal samples were taken just prior to slag-off and throughout the refining period for an initial set of 17 heats, and before slag-off and near tap for an additional 13 heats. Slag sampling presented no particular problem; a spoonful of slag was poured onto a metal plate and when sufficiently cool was sealed in an airtight container. Sampling the metal for oxygen presented a more complex problem. Because of the lack of previous experience in sampling electric-furnace baths, a number of methods were compared. Chilled Wedge Samples2 An unkilled metal sample is removed from tie furnace in a well-slagged carbometer spoon and poured immediately into a heavy copper mold designed to provide rapid freezing. Three different types of molds were used to determine the optimum for electric-furnace heats. The Big Wedge Mold (a) was a 4 by 4 by 4-in. split copper mold, yielding a wedge-shaped casting 1 in. wide, 1 ½ in. long, and ¼ in. maximum thickness, and was finally adopted as the most satisfactory design. The Long Wedge Mold (b) was a 2 by 2 by 5 ¼ -in. split copper mold, yielding a wedge-shaped casting 1 in. wide, 2 ¾ in. long, and ¼ in. maximum thickness. The Small Wedge Mold (c) was 2 by 2 by 4-in. split copper mold, yielding a wedge-shaped casting 1 in. wide, 1 ½ in. long, and ¼ in. maximum thickness.

SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. There is as yet no pipe line outlet for this production, hence no productive history of the wells has been

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. IN the USSR considerable technical improvements have been made in hydraulic methods of mining coal. In New Zealand coal mining by these methods is still comparatively crude. The Russian techniques are closely studied in New Zealand, and this description is based mainly on translations of technical articles. Fundamentally the methods in both countries are the same-chief developments in the USSR are the use of high pressure water jets, capable of winning all but the hardest coal without prior blasting, and hydraulic pipeline transportation where the gradient is unsuitable for flume transport.

THE design of the Chuquicamata concentrator offered an unusual combination of problems, all of which had, in one way or another, a definite effect upon the final arrangement of all the equipment and necessary facilities. First of all, a remotely located project of this magnitude required careful selection of equipment with an adequate supply of replacement parts and in some cases necessitated stand-by spare equipment ready for immediate use. Fortunately, in the course of determining the proper flowsheet, in itself a prime factor in the concentrator design, it was possible to conduct numerous grinding and flotation tests at the Anaconda and Andes concentrators. As a result of these tests made under actual operating conditions, most of the major equipment best suited for treating the Chuquicamata ore efficiently was decided upon while preliminary design layouts were still being made. The design has been based primarily on the treatment of sulphide ore crushed to about 3/4 or 1 in. However, until the new sulphide crushing plant is completed it will be necessary to handle ore crushed to 3/8 in. in the existing oxide crushing plants and to some extent a mixed ore which has had its oxide copper content removed by leaching. This mixed ore, known as leached residue, will contain a certain amount of sulphuric acid from the leaching process which necessarily requires special protective measures. Several factors influenced the final location of the Concentrator. The only established fact known during preliminary design layout was the elevation of the dumping floor over the fine ore bin. This was predetermined by the desired level railroad grade across part of the existing tailing and leached residue dumps from the oxide plant to the bin. Next it was necessary that a site be chosen that would not require an excessively long haul from either the present oxide plant or the mine and in addition provide a fairly constant natural ground slope sufficiently wide to accommodate the length of the ultimate concentrator. The site as finally chosen to meet the foregoing restrictions provided a natural ground slope of 6 to 7 pct. This was excellent, especially in a region subject to earthquakes, as it assured that foundations of heavy equipment and footings for building and crane columns would rest on cut or undisturbed ground. However, this shallow slope, although having some definite advantages in the overall consideration of plant layout, resulted in the need for extensive studies in the general arrangement of equipment. It has been proposed1'2 that, at low temperatures, point defects are a strengthening factor in inter-metallic compounds whereas, at high temperatures, the deformation is diffusion-controlled and, therefore, an increase in the concentration of point defects tends to soften or increase the plasticity of a compound. More recent investigations, including those of Bloem and Kroger' on PbS, Kramers and smith4 on TiO, and Nadeau5 on LiF, have extended this concept to ionic crystals. Rutile (TiO2) is a tetragonal transition metal oxide which has a defect structure over at least the compositional range. The defect in near-stoichiometric rutile is either an oxygen ion vacancys or a titanium ion interstitial.' This investigation does not contribute to resolving the defect question but either defect would satisfy the results obtained. Six specimens having the same orientation, see Fig., 1, utilized in an independent investigation1' were cut with a diamond saw from a single-crystal boule purchased from the Linde Co. Three specimens were annealed in air at 1200°C for 4 hr and slowly cooled to room temperature in a period of 12 hr. The remaining specimens were reduced in a vacuum of l0 mm Hg at 1200°C for 4 hr and cooled at the same rate in vacuum. The reduced specimens were weighed before and after reduction and, assuming the weight loss to be oxygen, the corresponding oxygen-to-metal ratio is 1.998. All specimens were chemically polished and etched utilizing the techniques described by Hirthe, Adsit, and Brittain." The specimens were embedded in acrylic resin and mounted on a leveling vise in a Kentron micro-hardness tester. A 200-g load was applied to a Knoop indenter with a descent time of 18 sec and a dwell time of 20 sec. Eight indentations were made on a near (171) surface, approximately 3 deg from the (lii) plane, for each orientation of the major axis of the indenter relative to the crystal structure.
