ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

THIS preliminary report from the Committee to Study Relations Between Students and the Institute is submitted to our member- ship for consideration and discussion before the general subject comes up for action at the Annual Meeting in February. At present, the A. I. M. E. has a dual relationship with mining students, each relationship in no may connected with the other. To the individual student the Institute offers for $2 a year a Student Associateship in the Institute which carries with it a subscription to MINING AND METAL- 'LURGY, a watch fob, and the privilege of becoming a Junior Member after graduation without payment of the -first year's dues, if one's application is accepted. To the student's college society it offers the privilege, upon application, of becoming 'an Affiliated 'Society, which brings with it no specific supervision or aid, and in turn requires no specific conditions as to membership, fees, or rules. This Affiliated Society is distinctly a school organization which Student Associateship in the Institute can he given special status or ignored, is the local .society sees fit.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. STRATEGICALLY situated in almost the heart of the leading fertilizer-consuming area of the United States, Tennessee long has ranked second only to Florida as a phosphate-producing state. Since 1932 its share of the national output of phosphate rock has increased steadily, and in 1937 its production mounted to an all-time record. More significant even than the increase in tonnage are the forward strides in technology. The Tennessee Valley Authority's research program has led to quasicommer-cial operations using hydroelectric power to manufacture concentrated phosphatic fertilizer that is used to further the farmer education program designed to streamline the fertilizer business and halt the appalling waste of farm land by soil erosion. Even more stimulating to chemically minded imaginations is the production of elemental phosphorus by a private company that not only has succeeded in extracting it from the phosphate rock in electric furnaces but actually has contrived to capture it and to transport it safely in tank cars. New values have been created for low-grade phosphate deposits, and the economic life of reserves has been lengthened while the waste of former years goes back into the mills for recovery of its values by modernized methods. Tennesse's phosphate-mining industry dates from the discovery of blue rock in Lewis County in December 1893. Its known reserves are of the order of 101,500,000 tons, which compares with the production of 825,099 tons in 1937; that is, 21 per cent of the phosphate-rock output of the whole nation. The total output reported from 1894 until July 1, 1938, was approximately 19,000,000 tons. Official estimates of reserves are overly conservative and evidence submitted before a joint Con-gressional committee in November 1938 places "probable" reserves at more than 6,000,000,000 tons.

(Pittsburg Meeting, March, 1910.) AFTER 30 years of development and after an output of $350,000,000 in value of gold, silver, lead, zinc, and copper, there has not been published a satisfactory explanation of the origin of the immense deposits of the Leadville district. The original examination find survey of Leadville by members of the U. S. Geological Survey was a most magnificent piece of work, but their attempt to explain the origin of the ores was based upon the then-accepted theory of lateral secretion, originated by Sandberger, which theory was afterwards disproved in many cases by further development in numerous districts. This theory contended that the ore in the veins had been leached by surface-waters from the eruptive rocks in the immediate vicinity, and it had its origin in the fact that the neighboring eruptive rocks all contained, to an appreciable degree, the several metals found in the ore-deposits. But the practical miner, reasoning in a simple manner from the condition of things as he found them underground, soon discovered the fallacy of this proposition. He reasoned that, in the case of the Leadville deposits, this theory could not be true, because, if the ores were leached from the overlying eruptive rocks by surface-waters, they would as a matter of necessity be controlled by the action of gravity, and the main bodies would collect in- natural depressions of the underlying limestone, and at all points where such depressions existed. But this was not in accord with the channels of ore as he found there ; and hence the theory of lateral secretion in this district was never accepted. IN 1945, Illinois produced 75,210,000 bid. of oil, or 4.4 percent of the total for the United States, and ranked sixth in the nation in oil production for the third consecutive year. Production decreased about 3 per cent from that of 1944, when the total Illinois production was 77,413,000 bbl. This is the smallest percentage of decrease in production in the state for any year since a peak was reached in 1940. Daily average production for 1945 was approximately 206,000 bbl. GILSONITE is a brilliant black, tarry-like bitumen, classed technically with glance pitch and graharnite as an asphaltite. As found it is brittle, breaking much like ice, and has a conchoidal fracture. Purest forms are used in the manufacture of paints, varnishes, electrical irisulatiorl, and inks for rotogravure; molded articles such as switch handles, telephone mouthpieces, and but- tons are made from the intermediate grades, and the poorer grades are used for the saturation of felt. According to the U. S. Bureau of Mines figures, production grew from about 4000 tons mined in 1904 to 55,000 tons in 1929. This asphaltic substance is found only in the Uintah basin in northeastern Utah, in veins over a wide area. Veins in the vicinity of Fort nuchesne were first discovered about 18G2, on what was then the Uintah Indian reservation, and the vein matter was originally called Uintaite because of that fact, In the early days, S. H. Gilson. of Salt Lake City, was so persistent and zealous in his efforts to develop the deposits and find a market that the name gilsonite was given to the material. Later, the wider and more renowned wins near Wayson and Dragon, in extreme eastern Utah, became the main supply.

Within three major tectonic time frames of earth history: Microplate (±3.8 - ±2.6 billion years), intraplate (±2.6 - ±1.3 b.y.), and macroplate (=1.3 b.y. - present), precious - metal deposits are confined to specific structural, depositional and physico-chemical environments. Precambrian primary gold deposits are localized in two microplate greenstone episodes (±3.7 and ±2.7 b.y.); secondary gold in Witwatersrand placers (±2.6 b.y.). Precambrian primary platinum group metals are in anorthositic facies of layered mafic intrusions (±2.8, ±1.8 and ±1.0 b.y.). Most radioisotope mineral dates cluster - at these times and are coincident with inflections on polar wandering curves. These coincidences may reflect episodicity in lunar tidal disruptions and global deceleration effects in crust and outer core during micro- and intra- plate phases. Macroplate tectonics and an oxygenated atmosphere created favorable conditions for strata-hosted and plate suture gold and silver deposits. "Black smokers" at constructive plate margins and calc-alkalic calderas at destructive plate margins are loci for hydrothermal gold and silver.

Minute of the Board of Directors, Jan. 26, 1917 In the name of all the members of the American Institute of Mining Engineers, this Board extends to. Mr. Herbert C. Hoover, an honored Vice-President of the Institute, on the occasion of his present temporary return to his native land, the cordial welcome of his colleagues, and their congratulations upon the noble work splendidly done by the Commission for Relief in Belgium of which he is the head. It is understood that a leading purpose of Mr. Hoover's visit to America at this time is the collection of additional funds, to be administered by his Commission in the care of the destitute children of Belgium. To this enterprise endorsed by both the belligerent parties, as well as inspired by the purest and tenderest sentiments of humanity, contributions are solicited from engineers, especially through an organization known as the "Belgian Kiddies Limited," which this Board, heartily approving its object and method, recommends to the consideration of the members of the Institute. On motion duly seconded it was unanimously VOTED.-That this minute be spread upon the record of the Board, and published in the Bulletin, and that a copy thereof be transmitted to Mr. Hoover, and to the San Francisco Section of the Institute.

Nickel-bearing saprolite developed during the early Tertiary over a northeast trending ultramafic body of Jurassic age near Riddle in southwestern Oregon. The principal nickel mineral is garnierite, but other complex nickel minerals may be present. There are two main ore bodies, an upper (older) one associated with the Klamath peneplain, and a lower (younger) one on the Sherwood peneplain. Saprolite constitutes the bulk of the ore and was probably derived from peridotite and dunite through chemical decomposition by downward percolating meteoric groundwater. Decomposition took place by net loss of MgO, SiO2, and Fe without a change in volume. Faults and joints provided permeable zones which localized saprolite development, and faulting may have helped preserve some ore from loss by erosion. Garnierite-chalcedony boxwork ore was deposited by meteoric groundwater along faults, joints, and at the level of former water tables. Boxwork ore is entirely supergene, the chemical constituents having been derived from higher in the soil profile. The saprolites show evidence of both supergene and residual enrichment in nickel. Red and yellow soil occurs as a capping over saprolite and boxwork, and was derived from them by chemical and mechanical decomposition. The present deposits are probably truncated remnants of a formerly thicker and much more extensive deposit which probably included laterite at the surface. The deposits started to form in the early Tertiary due to deep chemical weathering under sub-tropical to warmtemperature conditions. Early Tertiary ero~ion surfaces of low relief probably contributed to the predominance of chemical weathering over mechanical erosion. Alteration under present climatic conditions favors the formation of soil from saprolite rather than the formation of new saprolite from peridotite.
