The production of lime by the burning or calcination of limestone, including all varieties from true dolomites and magnesian limestones to high-calcium types, continues as one of the essential basic industries. In 1937, a total of 4,124,165 tons of lime valued at approximately $30,091,000 was produced in the United States.' The importance of any contribution to our knowledge on the mechanism of the lime-burning process is, therefore, obvious. The burning of limestone has been practiced since the earliest days of our civilization, and the literature on the various phases of the industry is voluminous. Calcination of the various types of limestone has been studied by many previous investigators, but some points require additional research. Each occurrence of limestone provides an opportunity for specific investigation, because the characteristics of stones in different localities vary. Knibbs13 has given an excellent discussion of available data on the theory of lime and magnesia burning. The thermal dissociation of calcium carbonate has been studied more recently by Johnstonr2 Smyth and Adams,3 Ralston et al.,4 Furnas,6 Potapenko,6 and Southard and Royster.7 As a result of these investigations the dissociation temperature at atmospheric pressure has been established as 894" to 898' C. The dissociation of dolomite and magnesite, although studied by several investigators,4,6,8 still requires clarification by additional data. The calcination of limestone was studied for a twofold purpose: (I) to extend our information on the mechanism of the lime-burning process and (2) to standardize the conditions for calcination of high-calcium and dolomitic limestones for subsequent hydration tests on the lime.

INTRODUCTION This discusses some of the economic risks and uncertainties which face any company investing in new mineral ventures. These differ mainly in degree rather than kind from other large capital intensive projects, except that economic risks are compounded with technical risks. Mines face a wide variety of physical risks, and in addition the ore reserves may not prove as ample, nor as amenable to treatment as the feasibility studies indicate. On the economic front, mineral projects are subject to risks of fluctuating prices and sales volumes, no matter where they are located, or how they are financed. Typically, they are heavy users of capital compared with their owners' internally generated funds. Long term debt of various types is still the favoured form of finance. A project's currencies and cost often differ from each other and from those of the parent company. Facing up to the various risks associated with fluctuating and uncertain revenues, interest rates and exchange rates are amongst the hardest tasks for natural resource companies. ATTITUDES TO THE MINING INDUSTRY Some have questioned whether the game itself is now worth playing. They have argued that the mining industry's mediocre rewards in the past decade have been insufficient, compared with the risks involved. They can see no prospect of dramatic improvement in the next decade. Demand is highly cyclical and tends to grow less rapidly than economic activity, as a whole. Barriers to entry are low in most mineral markets, but impediments to exit can be substantial. Exit is especially problematic in those minerals where there are large state shareholdings and/or where less developed countries are major producers. The consequence is claimed to be an endemic tendency to excess capacity, and prices barely adequate to cover marginal cash costs. Many of the petroleum companies that moved into mining with such high expectations in the late 1970s have retreated, often bearing the scars of heavy losses. Individual shareholders, taken collectively, place low valuations on their investments in mining companies. The price/earnings ratios of the major mineral producing companies are low compared with their historical averages and with those of other industries. Two new metastable phases have been obtained in Au-Ge alloys by rapid cooling from the melt. One is of the hep structure with near-ideal axial ratio and may be considered a Hume-Rothery phase. The other has a complex tetragonal structure (a = 11.627Å and c = 22.191Å for the Au60Ge40 alloy) and may be looked upon as a superlattice made up of forty-four fee unit cells. Alloys with the tetragonal phase are charactevized by marked preferred orientation. The metastable constitution of the Au-Ge alloys is discussed with reference to the rate of cooling from the melt. THE Au-Ge equilibrium diagram features a rather deep eutectic near 27 at. pet Ge with a maximum solid solubility of 3.2 at. pet Ge in gold and is similar to the Ag-Ge, Ag-Si, and Au-Si diagrams.' The present study of the effects of rapid cooling from the melt on the structure of Au-Ge alloys constitutes an extension of similar investigations2-8 in this laboratory on alloys of noble metals with germanium and silicon. Nonequilibrium hep structures have so far been obtained by quenching Ag-Ge2, 3 and Ag-Si4, 5 alloys from the melt; an Au-Si alloy of approximately eutectic composition has been found6 to solidify in a noncrystalline state. EXPERIMENTAL PROCEDURES Twenty-nine alloys prepared from gold of 99.9+ pet and germaium of 99.999 + pet purity were investigated. The method of alloy preparation, the technique of rapid quenching from the melt, and the X-ray diffraction procedures were similar to those described previously.3, 4 Essentially, small sections (-20 mg) of thin alloy rods (-1 mm diam) were rapidly heated up to 1200°C in a graphite crucible under argon and the liquid alloy ejected by a helium blast onto a polished copper strip held on the inner periphery of a rotating wheel. The resulting thin foils were examined with or without the copper substrate in a G.E. X-ray Diffractometer or in a 114.6-cm-diam Debye-Scherrer camera. RESULTS Table I gives the constitution of liquid-quenched Au-Ge alloys, as estimated from intensities of X-ray reflections from the corresponding phases, viz., a (fee solid solution), ß (hep phase), ? (tetragonal phase), and diamond-cubic (dc) germanium. Despite unavoidable variations in the quenching rates, the proportions of the phases in different alloys were generally reproducible and stable at room temperature. There was no evidence of quenching strain, since the a doublets were well-resolved in high-angle Debye-Scherrer reflections in all cases except where stacking faults in the a fee and ß hep structures contributed to X-ray line broadening. The ß and ? metastable phases showed signs of decomposition to the equilibrium a phase and germanium only after a few hours annealing above 100°C. A few alloys around the eutectic composi-

WHILE the literature in the United States on general polarographic technique is extensive, very little appears to be directly applicable to the analysis of flotation tailings. For this reason, it seemed worth while to present a few polarographic methods of ore analysis that have been in constant use in the laboratories of the Hercules Experiment Station for the past few years. At the time of our initial investigation of the polarographic method, there was little or no mention of its specific application to flotation tailings. It was therefore necessary for us to establish suitable conditions for the analysis of our flotation tailings and to consider possible interfering constituents. The polarograph, or dropping mercury electrode, method was discovered in 1925 by J. Heyrovsky and M. Shikata,1 of the Charles University, Prague. This method has since received extensive development and the literature contains many articles on the use of the polarograph for the quantitative determination of metals as well as anions, oxygen in solution, and reducible organic compounds. Kolthoff and Lingane,2 by the publication of their book, "Polarography," in 1941 did much to advance the knowledge and use of the polarograph. In chapter 25 of that book, methods for the polarographic analysis of brass, steel and iron products, alloys, and zinc ore are given. Aluminum,3 cadmium,3.4 cobalt,4 copper,3-9 gold,10 iron,3,11 lead, 3,12,13 molybdenum," nickel,4.8,9 tin,15 and zinc3,4,5,7 in ores have been analyzed by the polarograph. However, most of the work on tailing samples has been published in Russian journals and translations are not yet readily available. In this paper we will describe the method that was developed and used in our laboratory for the determination of copper, zinc, and lead in flotation tailings. PRINCIPLE OF THE METHOD The polarograph is an instrument for applying a potential to a mercury pool and a dropping mercury electrode separated by a solution, and for measuring the resultant electrical current. The procedure is essentially a small-scale electrolysis, in which the voltage required to reduce or oxidize the material identifies it qualitatively and the current measures the concentration quantitatively. Different constituents in a sample may often be determined simultaneously provided they reduce at sufficiently different voltages. An example is the determination of copper and zinc in the same solution. The reduction potentials are quite far apart, as shown in Fig. I. The polarographic method is particularly useful in the range of concentration between those normally determined by spectographic and chemical methods. In

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

[Minerals, generally of great geological age, are to a very large extent the material basis of what we know as modern civilization. In most of the so-called civilized world the use f minerals has become such a commonplace that it is easy to se sight of their importance. It was the use of minerals, obably more than anything else, that made it possible for e American people to expand from the Atlantic seaboard the Pacific in a little over one hundred years. As the 1 to use the natural wealth at hand constitutes a funda¬ental element in American life, there seems to be justification for the thought that American geography is largely mineral geography. Of all American environmental reactions, the most striking are those which have come about through the use of the metals and the power fuels. If we turn to the ancient industry of agriculture, we find very little that is unique in North America except those developments which have come about through the use of machinery and transportation, both of which are contingent upon the use of minerals. Practically every crop now grown n North America was grown in some part of Europe before merica was discovered. One can point out exceptions to statement but in general it is true.
