Montreal, April 6-7. "Resilient" and "bullish" were the terms used by R. D. Mushlitz of Asarco and K. C. Hendrick of Noranda Sales Corp. respectively, to describe the near term prospects for lead and zinc. The two men delivered their predictions at a joint meeting of the Lead Industries Association and the Zinc Institute held here. In speaking before a packed audience, Mushlitz insisted that "the lead industry is far from the sedentary one which many would have us believe, and although it may be slow and tortuous at times, . . . it is a viable and progressive industry which won't give up easily to the various pressures. . . . and, in the long run, will prevail."

NEW YORKERS look forward to the third week of February as the time of the year when they can count on seeing their friends-from far and near gathered in the city for the four-day annual session of the Institute.., Indeed, the metropolitan district is so large that in engineer who lives in New, Jersey and has his office on the lower end of Manhattan island may easily pass a whole year without seeing an acquaintance who lives in Westchester and has an office near Forty-second Street. If the Institute served no other function than to provide a place where friendship may be renewed, ideas exchanged, and new acquaintances made it would still be worth while. But when about 30 technical sessions at which about 160 papers are read and discussed are compressed into four days the annual meeting is also entitled to high rank as an intensive course of post-graduate instruction in the newest development in mining and metallurgical technology. Last, but not least, it is the occasion of a good time for one and all, even if they do get more than a little behind on sleep before the end of the fourth day. Nine o'clock is the time set on Monday morning for the beginning of registration, but a half-hour before that a number have always 'put in an appearance, and this is fortunate, because by 10 o'clock four sessions had begun, those on mining methods, geophysics, a round table on the valuation of coal, and the session of the Local Section delegates. Three committees of the A. S. T. M. were also in simultaneous session, so the meeting may be fairly said to have started "in high."

In Canada, the economic climate for mining is still warm, but a noticeable chill set in last November when the Government published a White Paper on tax reform known as the Carter Report. Moreover, this chill could drop to a freeze injurious to the whole Canadian economy if two of the proposals in the Carter Report are adopted. The offending suggestions call for an end to (1) the depletion allowance and (2) the three-year tax holiday for new mines. Both of these tax incentives have played a major role in the postwar development of the Canadian economy and will, if undisturbed, play an even more important role in the future. The fact that they have worked and worked well is evident from the record. Fruits of an Industrial Beanstalk Excluding fuels, the value of Canadian mineral production was just under $3 billion in 1968-almost nine times as much as in 1946. With fuels included, the figure is $4.25 billion, or almost ten times as much as in 1946. Proportionately, this growth far exceeds that of Canada's manufacturers or of her economy as a whole. Table I traces the overall mineral production growth by principal products. Of particular interest here are petroleum, iron ore, natural gas, sulfur and potash, the combined production of which has grown from little or nil to a point where it now accounts for more than 40% of Canada's mineral output.

The nature if this process and the general course of its development have already been described by me in two papers read before the Institute.* Since the latter paper mas read, in February, 1898, the development at Kladno has been almost altogether in the direction of using metal direct from the blast-furnace. This has now been the regular practice for about a year. The molten metal is brought from the furnace in ladles, without the intervention of any mixing- or accumulating-reservoir. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. Doctor Howe, then chairman of the Engineering Division of the National Research Council, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority of the members of the committee. To that end, the Engineering Division appointed a committee, consisting of the gentlemen whose names follow, to mention on1y those who retained their connection with it. At this time there were serious difficulties in the manufacture, for the Government. of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted. The St. Lawrence Seaway and power project has received the support of the Canadian Parliament, with the House of Commons approving a bill that authorizes the Government to proceed with construction of the seaway, with or without U. S. cooperation. Itogan Mining Co., third largest gold mine in the Philippines, reopened in December under the management of Marsman and. Co. The 'mine was almost totally destroyed during the occupation. The International Materials Conference committee on copper, lead, and zinc has recommended against stockpiling during the: first quarter of 1952 because of the current demands for defense needs. The General Services Administration has told producers who have contracts calling for delivery of copper to the stockpile during the first quarter of 1952 that they do not need to make those deliveries.

A new technique for the recovery of palladium and platinum and sludge from go12 electrolyte eliminates many of the drawbacks of the zinc-dust cementation process. In the electrolytic refining of gold by the Wohwill method, the electrolyte contains about 100 gpl gold as AuCl, and 100 gpl free hydrochloric acid. Any palladium and platinum contained in impure gold dissolve and accumulate in the electrolyte. When their concentration approaches that of gold, it becomes desirable to discard the electrolyte and to recover the gold and the palladium and platinum. As practiced at Canadian Copper Refiners until recently, discarded electrolyte was treated with sulfur dioxide to precipitate the gold. 2AuCl3 + 6H2O + 3SO2 —2Au + 6HC1 + 3H2SO4 The gold precipitate was filtered off, washed with water, and melted with scrap anodes. The wash water was added to the gold-free filtrate and treated with zinc dust to cement the palladium and platinum. PdCl2 + Zn — Pd + ZnCl2 PtCl4 + 2Zn—Pt + 2ZnCl2 The precipitate was separated and sold as Pd-Pt concentrate, and the barren filtrate and wash water were discarded. The receipts of palladium and platinum at this company were too small to warrant their refining. The process suffered from a number of disadvantages. Handling the gold-free solution was disagreeable, as it was laden with sulfur dioxide even after blowing with air overnight. Subsequent treatment with zinc dust was also troublesome. A large excess of zinc dust was required. Spray, acid mist, and vigorous evolution of hydrogen accompanied the reaction. The Pd-Pt precipitate was grossly contaminated with occluded unreacted zinc and with yellow granules of sulfur, thought to be formed by the reduction of sulfur dioxide and its derivatives. Repeated boiling of the precipitate with hydrochloric acid and washing with water decreased somewhat, but did not eliminate, the zinc. After drying overnight, the precipitate hardened to a clinkerlike mass that was difficult to grind. Grinding, handling, and packing created heavy dusting. Even weighing in an analytical balance generated dust, indicating that the powder was easily charged with static electricity. The total palladium and platinum content of the powder varied from 56 to 72 pct, with an average of 65 pct. The powder dissolved in aqua regia with difficulty, leaving a small amount of insoluble residue. However, the main drawback of the process was the strongly hygroscopic Pd-Pt product. The powder showed a marked though erratic increase in weight and a corresponding decrease in assay on exposure to air, even during the course of laboratory analysis. Such changes were the source of disagreement between Canadian Copper Refiners and the buyers of concentrate. The cause of the change in weight is believed to be hydrogen, liberated by the action of zinc dust on hydrochloric acid. Some of this hydrogen was adsorbed so strongly by the precipitate that it could not be driven off during the drying. On exposure to air it oxidized catalytically, forming water. Experiments soon showed that the entire process of treatment of discarded electrolyte then in use would have to be changed. A small quantity of apparatus was moved into the gold room, and experimentation was held to a minimum compatible with the development of a new process. PALLADIUM AND PLATINUM PRECIPITATION It was thought that zinc could be replaced with a reagent other than a hydrogen-evolving metal. Semiquantitative experiments showed that platinum and palladium could be precipitated completely from the gold-free solutions with such well-known reagents as sodium formate, formic acid, formaldehyde, and paraformaldehyde. Sodium formate was the preferred reagent, since the other three are volatile and somewhat toxic. The gold-free solutions used were those saturated with sulfur dioxide, partly freed of sulfur dioxide by aerating overnight, completely freed by boiling, as well as strongly and weakly acidic, neutral, and alkaline solutions. The reactions are complex and can be represented by these over-all equations: PdC1, + HCOONa — Pd + NaCl + HC1 + Co2 PtCl4 + 2HCOONa — Pt + 2NaCl + 2HC1 + 2CCX, Strongly acidic solutions required as much as five times the theoretical amount of sodium formate as did solutions neutralized to pH 4.5. At the Zolder mine a S/7 computer is used for two purposes : - to monitor production at the coal face - to monitor the distribution of mine cars. By using sensors attached to equipment at the coal face and at the loading points, the computer provides realtime information and also summarized reports, which help management to control production better. The computer will display this information to the control room, where two operators monitor all production events and the availability of the right numbers of mine cars at every production face. All benefits obtained from the system are described.

THIS paper is presented in the belief that metallurgists and chemists will be interested in the practice of grinding in tube-mills in connection with stamps, especially since the records of working here given extend over a lengthy period of time (since May, 1905). The ore from the Waihi mine-more especially that produced in the upper levels-contains a large proportion of hard, chalcedonic quartz, and the gold exists in an exceedingly fine state, conditions which necessitate very fine crushing in order to ob¬tain a high extraction of the precious metal. The investigation of domestic talcs was undertaken by the Bureau of Mines, Department of the Interior, in cooperation with the University of Alabama, at the request of the U. S. Army, on Dec. 1, 1941: "Considerable concern has been expressed by the Supply Arms and Service over maintaining continued availability of supplies of the necessary raw materials. These ceramic products are used by the Signal Corps in all army radio equipment, and to a greater degree in the new ultra-high-frequency equipment. The Air Corps has become a user of large amounts of radio-grade ceramics for' aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio air-navigation aids of the Civil Aeronautics Board." History The use of steatite and talc in ceramic bodies goes back a great many years. If pure, talcs shrink little under heat-treatment and are very resistant to heat shock. The massive form, commonly called "steatite" by the trade, cuts and works easily, and this was naturally the first method used in obtaining articles of talc. When gas was in general use for illuminating purposes, a. large business was carried on in the manufacture of tips for gas burners.' With the development of uses for electricity, low-tension insulators were made in a similar manner; and, in fact, the forming of shapes from massive talc continues. However, as the business increased, cuttings and waste became more and more of a problem. In the twenties, one of the larger producing firms had a cooperative agreement with the Bureau of Mines at its Columbus station to work out a body using the finely powdered material. Somewhat earlier, manufacturers of spark plugs used the finely ground talc as part of the body and to some extent in wall-tile bodies. Somewhat later it came into use for kiln furniture and similar products and still more recently it has been used in some dinnerwares. With the development of the radio and the high-frequency fields generated, it was found that a dense steatite porcelain was far better than even high-tension electrical porcelain, which is a clay-flint-feldspathic type of body. Until the war increased the demand, the several pioneer steatite-porcelain manufacturers were able to furnish adequate supplies. When war began in Europe and Asia, three important foreign sources of raw material were cut off; i.e., the French, Italian, and Man-churian talcs. Transportation is the minerals business. Once upon a time the geologist, the engineer and later the metallurgist reigned supreme, but the leading role in mineral development today is the economist-especially the transportation economist. Obviously this trend is more important for large volume, low value mine-to-market movements of such commodities as iron ore, phosphate, potash, coal and petroleum. But, transportation is of sufficient importance to all mining activities to be included in forward planning. Civilization has been influenced by transportation developments to an extent little understood or appreciated. Although industrialists are capable of intelligent historical analysis of this phenomenon, too frequently they have failed to project, or anticipate those changes in transportation techniques which will influence the pattern of industrial growth.

CALIFORNIA'S iron and steel industry had its beginning in San Francisco in 1849 when the first iron casting was poured at the old Union Iron Works. Soon after, in 1856 at Grass Valley, enough iron ore was smelted to supply pig iron for the castings of a quartz mill there. From 1880 to 1886, iron ore was produced from the Hotaling mine in Placer County and converted to pig iron in a local blast furnace using charcoal. From 1907 to 1914, the Noble Electric Steel Co. produced pig iron from iron ore mined at the Shasta Iron Co. mine, and followed this for three years in the production of ferro-alloys. Between 1917 and 1941, the State's industry in- creased its capacity for open hearth and electric furnace scrap treatment, but the real impetus was supplied by the need for more steel at the beginning of World War II. The result was the State's first integrated steel plant-the Kaiser Steel Corp. facilities at Fontana.

Robert T. Walker and Woodville J. Walker (Walker Engineering Corp., Salt Lake City)—Mr. Kinkel's article embodies, in condensed form, the results of the first detailed and complete geological survey that has ever been made of the long neglected but potentially very important West Shasta Copper-Zinc district, in Shasta County, California. In view of the difficulties of the terrain and the complexity of the geological structure, this represents a notable achievement, and it is with regret, therefore, that the writers find it necessary to differ from Mr. Kinkel's conclusions on two important points. The first has to do with the interpretation of two members of the stratigraphic column of formations in the district; for purposes of comparison, the description of these two members according to Mr. Kinkel is shown parallel to the description of these members according to the writers, see Fig. 14, Mr. Kinkel's nomenclature being used. The first member, which Mr. Kinkel terms the upper unit of the Balaklala rhyolite, consists of a single, massive, homogenous body of very silicious igneous rock, consisting almost wholly of quartz and albite, and averaging about 80 pct silica. Most geologists of the U. S. Geological Survey who have previously inspected the district have called it an alaskite. It is not a pile of several members, but is a single unit, without internal subdivisions. It has the form of a recumbent lens, approximately flat on the bottom and arched on top, several miles in diameter, and attaining a maximum thickness of 1000 to 1200 ft. It varies in texture from porphyritic to holocrystalline, and contains unusually large quartz phenocrysts up to 4 mm diam. Mr. Kinkel considers this formation to be a thick lava flow that is older than the overlying Kennett shale, while the writers interpret it as being intrusive, constituting a domed sill or laccolith that is younger than the Kennett shale. Their reasons are as follows: 1) This formation shows none of the features which within the writers' experience invariably accompany very silicious lava flows. Nowhere is it vesicular; nowhere does it contain any glass or its devitrified equivalent; nowhere does it contain flow breccia; and nowhere has it a ragged top, in spite of the fact that there is no evidence of surface erosion, which might have removed such a top.

Crushed stone leads all industrial mineral, except cement in annual value of production in the United States. It is also interesting to note that crushed stone value is exceeded only by that of fuels, cement, and iron ore among all mineral products of this country. An industry which started with hand-sledging to produce smaller sizes of broken stone for hard surfaced improvement of roadways as designed by McAdam in England about 1815 has grown into a complex industrial giant. Most of this growth started with the invention of a mechanical rock crusher just under one hundred years age (1858) by Eli Whitney Blake. This invention made possible the production of greater tonnages of smaller sizes of broken stone and greatly accelerated its use for Macadam road pavements and for railroad ballast. Stones Used for Crushing All three of the major geologic classifications of stone, sedimentary, igneous, and metamorphic, are widely used in the production of crushed stone. Satisfactory physical and chemical properties can be found in each type so that economic availability becomes the prime determinant for development. Table 1 lists more common rocks of the three main groups with average values of specific gravity and toughness as measured by Deval test. This widely used classification was suggested by C. E. Lord, of U. S. Bureau of Public Roads. The physical properties were compiled by D. O. Woolf in "The Results of Physical Tests of Road Building Rock," U. S. Department of Agriculture, Bulletin 76. It should be noted that the figures given in Table 1 are averages. Very substantial variations in the physical properties of rocks within any one classification will occur. The solid surface of the earth was first made up of igneous rocks resulting from the solidification or crystallization of molten material upon cooling. These igneous rocks were disintegrated into sand, clay, and gravel by the weathering action of wind, water, chemicals, [ ] and temperature changes. The products of weathering were transported by wind and streams until they reached less turbulent areas such as oceans or lakes and were deposited. Western Talc Company, Inc., with headquarters in Los Angeles, Calif., has just completed an extensive modernization and expansion program at its talc mine near Tecopa, Calif., and at its talc and clay mills at Dunn Siding, Calif., the nearest rail shipping point to the mine. The basic objective of the program was to provide facilities necessary to produce 300 tpd of a wide range of ground talc and clay grades for the ceramic, paint, paper, rubber and other industries. In the planning of the program every effort was made to provide a system which would permit a high degree of quality control and uniformity of the finished products, along with efficient operation. Several years ago, R. T. Vanderbilt Co., Inc. purchased Western Talc Co. after a comprehensive investigation of its properties, including an extensive diamond drilling campaign. Western Talc's properties embraced a number of claims in the Resting Springs mining district in the northern part of San Bernardino Co. and the southern part of Inyo Co., Calif., some seven miles southeast of the town of Tecopa. Operations by the original company were started on a small scale in 1913 and production from that date to the time of purchase of the company by Vanderbilt is estimated at 250,000 tons. The major part of this output was sold to the ceramic wall tile industry.

More than 3 trillion gal of water are used annually by the mineral industry. Of this, approximately 21/2 trillion gal are recirculated, the rest constituting intake water. The major users are natural gas processing plants and phosphate rock, sand and gravel, and iron ore producers. Water was used by the mineral industry for mining (6%), processing (64%), cooling and condensing (27%), and miscellaneous uses such as boiler feed and sanitary purposes (3%). Whereas total water use is dependent on the quantity of material processed and on the particular process requirements of an industry, recirculation is dependent on processing, as well as cooling and condensing requirements, quality of new water intake, and the necessity for treating new and discharged water. Consumed water, on the other hand, is dependent on the quantity of water recirculated, and temperature and humidity in the area. Based on this analysis, an increase in water use by the mineral industry of 21/2 times by 1985 is forecast. Wster intake, however, will only rise 62%, because of a substantial increase in recirculation. In one report of a special series concerning the water resources of the United States, the Senate Select Committee on National Water Resources, 87th Congress, estimated that water demand would double by 1980 and triple by 2000.' In view of the possible water deficiencies that might result from such expanded usage and the need for research guidance, the Bureau of Mines organized and carried out a statistical canvass of water use in the mineral industry for calendar year 1962. The data used in this paper, unless otherwise noted, are derived from that canvass.' The efforts in this paper are devoted toward summarization of the canvass and analysis of the data. SOME DEFINITIONS Intake: Water introduced from an external source for the first time into a given mine or plant regardless of quality. Intake water is also called new water, water withdrawn, or makeup water. Fresh Water: Water suitable for cooking and drinking. Saline Water: Water containing more than 1000 parts per million of dissolved solids. Contaminated Water: Water not suitable for domestic use, but excluding saline water. Recirculated Water: Water reused to conserve intake water. Solutions that are recycled primarily because of fixed metallurgical practices, such as copper leaching solutions containing sulfuric acid, are excluded. Gross Water Used: Recirculated water plus intake water. Also called total water used. Consumed Water: Water that is lost by evaporation, as well as water lost in product. Seepage and transferred water are not considered consumed. The use of either intake or recirculated water may result in consumption. However, because of difficulties in measuring consulmption, consumed water is defined as the residual between intake and water discharged from the mine or plant. Mineral Industry: For the purposes of this paper, mineral industry includes all metal and nonmetal surface and underground mines and their associated processing plants, as well as custom mills, coal washing plants and associated mines, petroleum and natural gas well drillers, natural gas processing plants, and secondary recovery operations. WATER USE IN THE MINERAL INDUSTRY Water used by the mineral industry constitutes a relatively minor fraction of the water withdrawn by all users. Data compiled by the U.S. Geological Survey in 1960 indicate that water withdrawals, exclusive of that used to generate hydropower, approximate 99 trillion gal annually.3 Our data indicate that water withdrawals by the mineral industry comprise only 1% of this total, or 2% of the water withdrawn by industrial users. Use by Industry: Water used by various mineral industries is shown in Table I. The table indicates that close to one-half of the gross water used by the mineral industry in 1962 was used by natural gas processing plants, followed by sand and gravel, phosphate rock, and iron ore producers. The largest aggregate users of water are also the largest users per dollar of product. For example, Fig. 1 shows that the natural gas processing and phosphate rock industries are very large users of water per dollar of product. Their recirculation per

An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it
