MEETING for the thirteenth time in New York as part of the five-ring circus known as the Annual Meeting A.I.M.E., the Coal Division experienced a wartime boom in attendance. Technical sessions were crowded and whereas 65 seats were set up for the annual luncheon meeting of the Division over 100 members showed up, many of whom had to be fed elsewhere. Possibly the Coal Division should adopt "13" as its lucky number. Discussions at technical sessions, formal and informal, were lively. Those papers containing material directly concerned with the war, or containing information that might be usable for war industries, were enthusiastically received. Some criticism was made in regard to the present method of handling discussions and it was suggested that better success would be had in getting discussions in the record by the use of hired reporters. This is being considered by the executive committee of the Coal Division.

This paper presents some of the results of a rock mechanics instrumentation program designed for, and implemented at, longwall panel 4N at the York Canyon Mine near Raton, New Mexico. The objective of this particular instrumentation program was to determine the response of the rock mass to longwall mining of a thick coal seam utilizing shield-type supports. Measurements were made in the rock along the ground surface, above the coal seam, in the coal seam, and immediately below the coal seam. Longwall test panel 4N had a total developed length of 762 m (2500 ft) and a face width of 168 m (550 ft), Fig. 1. The seam mining height in the panel area was approximately 3 m (10 ft). The average depth of overburden above the panel is 107 m (350 ft) although it ranges from 73-134 m (240-440 ft). Roof support at the face was provided by 116 Hemscheidt 320 HSL shields. These shield-type supports weigh 11.4 metric tons each.

Much attention and publicity has been given, during recent years, to grinding, classification, flotation, and thickening. The various technical papers, and symposiums held to discuss these important phases of milling, have contributed to a better under- standing of the fundamental principles and operating variables involved. Another important part of milling- to the flotation operator-is a treatment step to which frequently too little attention is given-" conditioning," or the treatment the ground mineral pulp receives before it enters the flotation machines. Conditioning" is a hackneyed and frequently misused term, commonly employed to describe the pretreatment of surfaces of minerals in ore pulps or mill pr6ducts prior to froth flotation. In general, such pretreatment is for the purpose of changing the flotation characteristics of these mineral surfaces to enable them to respond in some desired predetermined manner when subjected to flotation. Taggartl states that the function of conditioning is "either to insure selective collector coating of one mineral species while another species is not; or to take such steps as will compensate for departure there from."

In India the production of mica, which in other countries is of very minor importance, is one of the staple, long established industries, and ranks high in the statistics of mineral products. Nearly two-thirds of the mica of commerce comes from India. The Indians have used mica for glazing and decorative purposes through many centuries. About 14,000 men are employed in and about the mines, and the indigenous and primitive mode of mining is still followed; but, by reason of the exhaustion of the surface supply hitherto won without intelligence or capital, it will not be many years before the present interesting and casual methods will be replaced by a less archaic and more profitable system. India on the whole has little mineral wealth, but the unique resources of its mica-fields, cheap labor, and favorable natural conditions render it unlikely that any other country can ever more than temporarily contest her leadership in the production of this one minor but essential mineral. Mica plays a small but indispensable rôle in a variety of fields of dissimilar application. Its use and value depend upon characteristics which different kinds of mica have in varying degrees, each kind being adapted to its own special purpose. Its well-known characteristics of transparency, flexibility, elasticity, toughness, high dialectric strength, perfect flatness, ease of splitting into thin films, ability to stand high heat and sudden changes in temperature, give it value in many industries. No other substance, natural or artificial, has the same combination of qualities. The oldest use of mica is in glazing. By reason of the improvements in annealing glass, this is not now of great importance, but mica is still employed for the covers of ikon images in Russian churches, the windows of anthracite stoves, compass

The geology of the Tintie mining district, fully treated, would occupy an elaborate monograph. This less comprehensive paper is devoted primarily to the occurrence and origin of the orebodies of the district, while space is given to those phases of the general geology only which seem necessary to a proper setting of such a discussion. The first geological report on the Tintic district to be issued was that by Tower and Smith, published in 1899, in the form of a paper in Part III of the Nineteenth Annual Report of the U. S. Geological Survey, and also as Folio No. 65, Geologic Atlas of the United States. About four years ago a second investigation was begun by Waldemar Lindgren and G. F. Loughlin, of the U. S. Geological Survey. With the exception of a paper on the oxidized zinc ores of the Tintic district by Mr. Loughlin, the results of their work are still unpublished. The writer's acquaintance with the district began in the fall of 1913, and has extended over a period of about two years. 1. Location The Tintic district lies about 65 miles due south of Salt Lake City, and on the west central slope of the Tintic Mountains, a short range, which forms the connecting link between the Oquirrh Mountains on the north and the Canyon Range on the south—the group constituting the first of the Basin ranges to the west of the Wasatch Mountains. The productive portion of the district embraces an area about 6 miles long and 2 miles wide, which is divided between Juab and Utah Counties. Within this area are the towns of Eureka, Mammoth, Robinson, Silver City, and Knightsville. All these points are tapped by the Denver & Rio Grande and S. P., L. A. & S. L. Railways. 2. Topography As in most of the Basin ranges, topographic relief is strong, dropping rapidly from peaks of 8,100 ft. above sea level to elevations of 5,600 ft. in Tintic Valley on the west and 4,500 ft. in Goshen Valley on the east.

The caustic extraction of silica from Wisconsin and Minnesota taconite was investigated by bomb digestion over the temperature range from 312 to 40S°F at caustic concentrations from 25 to 500 gpl. Residual concentrates containing as much as 65 pct iron were obtained. The high rate of silica extraction is related to a microcrystalline variety of quartz, since it is shown that the rate of extraction of silica from quartz is directly proportional to its surface area. Increasing dependence on foreign ore reserves makes the need for developing the technology necessary for treatment of our low grade ores even greater than it was at the time of World War 11, when much research was conducted on the extraction of alumina from clays. Representative of these were the studies carried on at the University of Illinois.' More recently, the U. S. Bureau of Mines investigated the production of alumina from anorthosite, and currently the aluminum industry is showing renewed research interest in this field. The studies reported here are part of a continuing research program based on the above concepts and aimed at the eventual development of processes for the treatment of low grade ores, particularly those of iron. The fact that large reserves 3 of low grade nonmagnetic taconite are contained in the iron formation of the Wisconsin Gogebic range have made this ore an important and attractive target for investigation. The idea of removing silica by caustic extraction is not new.495 The digestion in caustic solution of ground flint, diatomite, and other forms of chalcedonic silica is the basis for the production of soluble sodium silicates by the wet-process. Upgrading bauxites by the caustic extraction of silica has been investigated6 and is the subject of a German patent.7 Although mention is made by Roe' of the caustic extraction of silica from low grade Michigan and Wisconsin iron ores, and he lists a number of patents and references on the subject, recent work in the field does not appear to be extensive. As far as the author knows, there has been no work in this field on these particular ores. It is hoped that this paper will stimulate further investigation which will eventually lead to an econclmic means of processing these large low grade reserbes. TACONITES The taconites investigated in this study were from Minnesota and Wisconsin. That from Minnesota, a semi-taconite, Nas obtained from the Oliver Iron Mining Division, U. S. Steel Corporation, and represents a sample of an oxidized iron formation from their King Mine on the Mesabi range. The Wisconsin taconite came originally from the trench sampling of the U. S. Bureau of Mines, and represents a composite of the Norrie, Pabst, Yale, Plymouth, and Pence members of the Gogebic iron formation. Assays on these samples are given in Table I. A typical calcu1atr:d average analysis of the Wisconsin taconite is given in Table 11. Chemically, the Minnesota semi-taconite sample contains about 39 pct iron and 39 pct silica, while the Wisconsin taconite contains 30 pct iron and 53 pct silica, both on the dry basis.

VERMICULITE is a name used to describe micaceous material that exfoliates when heated. It is hydrated magnesium-aluminum-iron silicate. The chemical composition, color, physical appearance, and degree of exfoliation vary. COMPOSITION, PROPERTIES, AND ORIGIN Vermiculite has the characteristic micaceous structure of basal cleavage and readily splits into thin laminae, which are soft, pliable, and inelastic. The monoclinic crystal faces are often marked by triangular lines at 60° and 120°. Hardness is 1.5; specific gravity, 2.2-2.7; luster pearly to greasy; colors, amber, bronze, reddish brown, dark green, and black. Feel is soapy, particularly when wet. When heated it exfoliates by expanding at right angles to the cleavage into long wormlike pieces (the name vermiculite is from the Latin veamiculari, to breed worms). This important characteristic of expansion is believed to be a mechanical separation of the layers when the contained water is converted into steam. Warping of the unit layers may also contribute to the expansion. The increase in bulk volume of commercially prepared material is 8 to 12 times but individual flakes may increase in size more than this. Pure vermiculite is a distinct mineral and has the structural formula (OH), (Mg,Fe)3 (Si,Al,Fe)4 010.4H20. It rarely occurs in this pure form, but generally as a mixed mineral of varying structure. One explanation is that the mixed material is composed of unit layers of inter-stratified pure vermiculite and biotite. The essential difference between the two is that unit cell structure of vermiculite contains a layer of water molecules whereas the biotite cell contains potassium instead of the water. The water content of the mixed vermiculite is less than that of pure vermiculite but more than that of biotite. Pure biotite does not expand when heated. If the proportion of biotite layers in a vermiculite is too high it will adversely affect the degree of exfoliation. Within a given deposit, the great mass of material may approach a definite com-position with local areas of greater biotite content. It is not uncommon to find also small pockets of pure biotite but these are generally segre-

IT is generally assumed that in most metals and alloys a given tensile stress produces a given deformation irrespective of the length of time during which the stress is applied. This assumption is justified in most of the important engineering applications of metallic materials; however, in the case of some metals and alloys used or tested at temperatures over or slightly under that at which recrystallization can occur the assumption is not warranted.1 This paper deals with the variations of deformation produced by a constant tensile stress acting for varied lengths of time in the special case of thin aluminum alloy sheet of the duralumin type, which had been subjected to different thermal and mechanical treatments. The material investigated was in the form of a sheet approximately 0.002 in. thick, which had been cold-rolled from a thickness of 0.020 in. It has been found that at a sufficiently high constant tension such material deforms continuously with the elapse of time and that the rate at which this deformation occurs is greatly influenced by the previous thermal and mechanical treatments.

D. Wotson, R. M. Monser (Watten Spring Laboratory, Stevenage, Herts., U. K.) - This is a valuable and interesting paper and will make an important contribution to the development of a general theory of silicate flotation. In particular the dominance of surface reactions which produce fluosilicic acid and its ions has been convincingly demonstrated. In a paper to be published shortly, however, we offer some evidence which is not consistent with the feldspar activation theory proposed by Prof. Smith. This theory, given in Eqs. 17-20, suggests that activation takes place through the exchange of SiF6 ions for OH- at aluminum sites. This results in a negatively charged site facilitating adsorption of RNH3 Firstly, we have determined the flotation response (using the vacuum flotation technique) and the adsorption of dodecylamine on a natural feldspar (albite) and on the same feldspar after washing with perchloric acid at pH3. This pre-treatment was shown to remove surface adjacent aluminum atoms. It was found that although the acid washed feldspar floated much less easily than the untreated sample, the function of fluoride ion - giving activation over the pH range 4-6.5-was preserved. Moreover, the amount of dodecylamine adsorbed either with or without fluoride present is little affected by acid-washing, despite the depression caused by this treatment. This suggests that surface aluminum atoms can be of little importance in the fluoride activation mechanism. Secondly, we have determined the changes in solution concentration of F- and H+ (or OH-) accompanying reaction of the surface with fluoride ion. The ratio of H+ lost from solution to F- lost is high, ranging from 6.9 at pH4 to 1.0 at pH 7.5. This is consistent with reaction of HF (6 molecules for every Si removed) at the surface, producing SiFi-ions, but not with the re-adsorption of these ions.

THE tabular statement accompanying this note shows the money cost in each of the three departments of manufacture, of 17 leading items, and also the proportion (expressed in a decimal fraction) which each of these items bears to the total cost. The statement can hardly be taken for more than an average illustration of the clear showing of ratios and of results which may be made by such an arrangement, for not only will these items vary from month to month in any given works, but the methods themselves of manufacture differ widely in different works. It is obvious that such a statement, however useful it may be, must be submitted with but exceedingly little explanation or discussion, or with none at all, for the reason that to enter at any satisfac-

Mesabi semitaconite and oxidized taconite ores that cannot be concentrated by froth flotation can be rendered amenable to flotation through partial concentration in a high-in tensity wet magnetic separator. Since 1964, a method for accomplishing this precon-centration has been under development at the Minnesota Mines Experiment Station, where several hundred tons of ore have been successfully processed. This paper is an analysis of the performance of the separators used at the Station. At present the United States is producing about 85 million tons of iron ore a year, and nearly 55 million tons of this comes from Minnesota. Nearly half of Minnesota's production is in the form of magnetite taconite pellets —the remainder being wash ore and gravity concentrates. As the demands of the blast furnace operators become more stringent - and they are becoming more so yearly — these demands are met by improved iron ore beneficiation technology. Furthermore, there is no doubt that as magnetite taconite, gravity ores, and wash ores are exhausted, new processes will be developed to produce a product comparable to magnetite taconite pellets from Minnesota's vast reserves of oxidized taconite and semitaconite. The magnetite taconite ores are rather easily bene-ficiated by conventional, low-intensity (500- to 1400-gauss) magnetic separators, followed, in some plants, by froth flotation of the magnetic concentrates.

THE stratigraphical geology of the vicinity of Buffalo has always been of great interest on account of its bearing on the origin and history of the Niagara-river gorge, between the Falls and Lake Ontario. Recently, however, the character and thickness of the strata which underlie Buffalo have acquired more practical and economic importance on account of their relation to the possible occurrence of natural gas in commercial quantity near the Niagara river. In a paper presented at the Duluth meeting (l887), on " Petroleum and Natural Gas in New york State" (Trans., xvi., 906), I gave a brief description of the four wells which had been drilled by the Buffalo Cement Company between 1883 and that time. One of these wells is 1305 fret deep; and, at the time that my paper was finally revised for the Transactions (June, 1888), it was still an open question whether the drill in this well had reached the Niagara limestone, or had penetrated the Medina sandstones and shales, which latter are boldly exposed in a number of localities in the district, hut more particularly along the Niagara river in the vicinity of Lewiston and Qneenstown. The difficulty in this geological question at Buffalo has lain in the fact that no reliable determination could be made of the thickness of the strata included between the Corniferous limestone, immediately below which the drilling of the Buffalo gas-wells was commenced, and the Niagara limestone. On the other hand, the strata included between the latter limestone and the middle portion of the Medina sandstones and shales, have been minutely measured and studied in the Niagara gorge below the Falls by many American and European geologists. The first reliable section of these strata was constructed by Professor Eaton, and published in 1824 in his report on the Geological and Agricultural Survey of the District adjoining the Erie Canal. This section, extending from Lake Erie to Lewiston, is complete, with the exception that no thickness is given to the Salina or Onoudaga salt group,

SHARPNESS of separation and washing efficiency are often confused. The sharpness index indicates the precision of a washing unit; the washing efficiency takes into account not only the unit's precision but also the washability characteristics of raw coal and the near-gravity materials at the effective density of cut. A sound basis for evaluating the sharpness index is essential in comparing the sharpness of separation attained by different cleaning units. Sharpness Index and Related Criteria: Washing plant sharpness of separation has been well represented by Hancock's efficiency chart and Tromp's curve of migrated materials. Some useful coefficients derived from Tromp's curve—the error area, probable error, and imperfection value—have been widely used to measure sharpness of separation. These are defined in a number of papers presented at the first and second International Coal Preparation Colsference held in Paris (1950) and Essen (1954).1-5 In evaluating the performance of a dense medium separator at four different gravities, Yan-cey and Greer6 bserved that even with similar operating conditions and the same size grading of feed, the imperfection value of a washing plant varies through a greater range than the probable error. The present writer also observed the same type of anomalies in comparing the imperfection values of one plant which were determined under almost identical conditions. He therefore devised a graphical method to evaluate a washing unit's sharpness of separation and define it by a single coefficient, which is substantially independent of coal characteristics under normal operation of the unit. Unlike imperfection value, the new coefficient can be expressed on a percentage basis. Coal preparation engineers generally agree that the amount of misplaced material resulting from any separation in a washing plant is almost directly related to the amount of +0.10 sp gr (near-gravity) materials. In actual practice, however, misplacement is not restricted to the 20.10 sp gr range. It will be evident from a study of Tromp curves that this misplacement often extends over unequal specific gravity ranges on the two sides of the actual density of separation. The same condition exists for near-gravity ash distribution and the resultant misplacement of ash units during any separation. But so far as the same unit is concerned, the total misplacements bear a definite ratio to the amount of near-gravity zone materials that is affected by misplacements. This ratio should be constant not only for various densities of separation but also for different qualities of feed coal treated in the same plant. This ratio, multiplied by 100, directly represents the inefficiency of the plant. When the plant inefficiency value is subtracted from 100, the re- ' sult is designated as sharpness index. Evaluating the Sharpness Index: The method of evaluating the sharpness index is explained here with reference to Fig. 1. Fig. 1 is a reproduction of the familiar diagram used by Cerchar of France to represent the inefficiency of a separation in terms of "triangle of errors," which is a measure of organic loss. Laboratory flood pot testing of California sands has progressed to a considerable extent in the past 18 months. Flood evaluations have been carried out on over 200 large core samples. Many of these were heavy oil sands of high permeability and completely unconsolidated in nature. The oil frequently formed a bank, though some of the oil was recovered in the subordinate phase of the flood, by viscous drag. Flood pot recoveries as high as 1400 bbl/acre ft have been recorded. Reservoir analysis suggests a conformance factor of 0.4 to reduce laboratory recovery to probable field practice. Oils with viscosities up to 1800 cp have been successfully handled in flood pot evaluations. The shallow, loose sands are not well adapted to the application of- high pressures to offset the high viscosities. INTRODUCTION Secondary recovery may be said to have started 60 years ago when accidental floods occurred in the Bradford sand in Pennsylvania. About 1921 artificially conducted water drives came into extensive use and since that time the great Bradford field has been almost completely subjected to water flooding. During the last 30 years, most of the known medium and deeper production in California has been discovered and is being exploited by primary recovery methods supplemented in some instances by high pressure gas injection. The California area is just beginning to feel the need for secondary recovery in view of an unprecedented market demand and the rapidly rising cost of new pool discoveries. With the presently recognized desirability of secondary recovery in California, there must also be appreciated a number of serious differences between the water flooding problems here as compared to the territory east of the Rockies. California sands are generally thicker, and are frequently soft and argillaceous. The oils are often heavier and asphaltic. Much of the oil is below 15°API, occurs at shallow depth, is cool and free from appreciable dissolved gas, which results in relatively high reservoir oil viscosity. Secondary recovery is particularly beneficial where primary recovery has been poor and where no natural water drive exists. These conditions apply particularly to the heavy, shallow, clean production from soft, often argillaceous California sands so abundantly found at depths less than 1500 feet. Often, too, there is a totally insufficient supply of water of satisfactory quality to inject at a reasonable cost. Also, the crude oils are priced far below the premium Bradford crude. Although these and a number of minor problems beset the operator desirous of starting secondary recovery, great progress has been made in the past few years in finding how to adapt previous Mid-Continent and Eastern experience to water flooding in California. There are about nine projects for subsurface injection of water which can be said to classify as secondary recovery operations. Subsurface water disposal would so classify when the sand receiving the water is a nearby oil producer, as is often the case. When water is injected subsurface into a barren sand, the operation does not classify as secondary recovery. Several of the most active operators avail themselves extensively of preliminary engineering and laboratory work to guide their decisions, while others enter small scale flooding operations directly in the field. It is the laboratory work pertinent to several of the California secondary recovery projects that this paper discusses. PURPOSES OF LABORATORY FLOODING TESTS Experience in areas where water flood operations have been carried out has indicated that careful engineering planning is an important requisite for subsequent economically successful field operation. Floods that fail are more frequently those where operations were instigated without a prior engineering investigation to determine the effectiveness of the injection fluid as an oil displacing medium. Laboratory data are essential in the evaluation of an oil property for secondary recovery possibilities. Success or failure of secondary operations can under certain special circumstances be determined directly by cores and their subsequent routine analysis. This is particularly the case where flushing of the cores in the course of coring is negligible and where the results of the analysis can be compared with existing secondary recovery operations. Where these conditions cannot be' fulfilled, the application of core analysis is more limited. In such event, the results obtained by water flooding core samples in the laboratory have been found to be of prime importance. Cores may be flooded "raw" as taken from the well or in the event flushing and depletion of the cores in the process of drilling are major factors the fluid content may be artificially restored prior to the flooding. Laboratory studies should also be made to determine the suitability of the water selected for injection. Thus interaction between injected and formation water may cause precipitates to be formed which may plug the sand. Even more important, especially to California operations, is the possibility of the hydration of formation clays by the injection water. The aims of flood pot and associated tests are basically to determine the residual oil saturation after flood, the water-oil throughput ratio and to establish whether an oil bank is formed. Additional information which can be obtained from flood pot tests pertains to the pressure differential required to effect displacement, the relative permeability to oil in the oil bank and the relative permeability to water in the watered out region behind the bank.

(New York Meeting, February, 1912.) THE James diagonal-plane slimer is specially adapted to handle the finest slimes, but it will also handle sands as coarse as 40-mesh. The saving efficiency of this machine is due to the original construction of the deck, and to the rapid reciprocating movement imparted to it by the head-motion. The deck consists of a plurality of connected planes, having a certain fixed ratio of inclination one to another. These planes intersect each other diagonally to the stroke-line of the table and are arranged so as to give the pulp on the table a double treatment. This double concentration performed by the diagonal-plane deck produces cleaner concentrates and tailings than those obtained by the operation of two separate machines. The action of the diagonal planes settles, combines, and holds all the concentrates in one compact mass, sharply defined from the gangue, and easily cut away without loss. Many slime-concentrating machines distribute the feed-pulp for a distance of 4 or 5 ft. only, and upon a very limited settling-surface. This results in a thick, heavy deposit, from which it is impossible to stratify the values and wash, away the gangue, the resulting products being dirty concentrates, and tailings carrying high values. The diagonal-plane slimer distributes the feed-pulp for a distance of 10 ft., and upon a settling-surface having an area of 40 sq. ft.; in other words, it spreads the pulp thinly on the table, which allows the metallic values to settle through the gangue quickly, forming a bottom stratum from which the thinly-distributed overlying stratum. of gangue is easily brushed away by the feed-water without disturbing the underlying concentrates. INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor.
