1. INTRODUCTION 1. Location, Topography, and Climate The Burro Mountains are located in the southwestern part of New Mexico, in Grant County. The group is made up of two distinct moun-tain masses, known as the Little Burros and the Big Burros, the former lying about 6 miles southwest of Silver City-, and the latter about 9 miles farther in the same direction. They are separated by the valley of the Mangas River, a tributary of the Gila, and a stream only in name, except after a heavy down-pour of rain. . The Little Burros attain an elevation of 6,625 ft. above sea level, and the Big Burros 8,054 ft., with the surrounding country averaging about 6,000 ft. To the south of these mountains stretches the desert plain, while to the north are the more frequent elevations of the mountainous country.

The mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "squarc" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment' of a law similar to that in force in British Columbia. Objections have been raised by .representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the 'present apex law; and the statement has been made to me personally by one of the largest English operators, that he would .never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the I(square location," it should be sufficient to say to those who are inclined to "let well enough alone" and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extra-lateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square. I would advocate the right to locate adjoining claims of equal extent on either side of the discovery claim, on the strike of the lode, subject to a seasonable requirement in the matter of work upon them; and in the case of a vein dipping flatter than 45' from the horizon, or in case of a

INTERNAL The year 1976 was another outstanding year in the operation of the Institute and in the success of its varied activities. Total AIME membership reached 59,773 for a gain of. 6.4 percent. Total revenue increased to $5,111,2 10, up 22.4 percent, and balance sheet assets increased to $8,479,612, up 12.2 percent from the previous year. AIME and its constituent units conducted 30 technical meetings during the year, and attendance was up at most of them. Publications issued by the Constituent Societies continued a healthy growth. During the year 9 new local Sections were established, and at the end of the year the Institute had 150 Sections, with 19 of them overseas. Details on all of these operations are on pages 2 and 3 of this report.

THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manu-facturing puzzolan cement; three companies, Birmingham Slag Co., Woodstock Slag Co., and Swann Chemical Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive.

PETROLEUM'S importance in World War II can perhaps be better realized by the recitation of a few facts and figures: Gasoline needs in this war are already eighty times greater than in the last war. It takes nearly three pounds of gasoline to deliver one pound of bombs, filled with petroleum explosives, on an enemy objective. Every American soldier overseas requires an average of more than fifty gallons of petroleum products per week, with the oil used by Navy and supply ships and America's Allies boosting the consumption of oil per soldier to an even higher figure. Every oil well in the United States now must produce each day an average of four barrels of oil for war and combat jobs. More than fifty million gallons of gasoline, fuel oils, lubricants, and other petroleum products are now going directly to the fighting forces every day.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

The "frac" method of well stimulation has been applied successfully to all producing formations in the Permian Basin area. During the five years since its development, many changes and improvements have been made in treating materials. procedures, and equipie11t. A number of fluid carrying agents, having different physica1 and chemical properties, have been developed to meet variorus well requirements. The current trend is toward larger gallonage treatments, employing higher injection rates. The use of "down-the-casing" techniques has greatly reduced high surface working pressures, attributable to friction losses resulting from injection throrugh tubing. Petrographic studies of various Permian Basin formations, coordinated with laboratory and well log data, have been found a valuable guide in planning frac treat111o1t.s. A knowledge of the extent (and orientation of naturally occurring fractures and planes of weakness in the formation, aid in predicting the ultimate drainage pattern resulting from the frac treatment. INTRODUCTION The South Permian Basin covers an area in Wcst Texas and New Mexico about onc-half the size of the state of Texas, This vast region has been called the "Permian Basin" for so long that the term will he used here. It includes an area south of the Matador Arch. approximately 250 miles wide and 300 miles long. Structural features of importance within the basin are the Northwest Shelf, Eastern Platform, Midland Basin, Central Basin Platform, and Delaware Basin. The principal producing formations include sand, limestone and dolo-mite, with lesser amounts of shale, anhydrite. chert. and various silicates. All of the producing formations in the Permian Basin have responded to some type of frac treatment. Essentially, a frac treatment may be defined as the injection, into a formation. of a fluid carrying agent containing a particulated solid (usually sand), for the purpose of increasing production. The application of this method of well stimulation to many differing Permian Basin reservoirs has necessitated numerous changes and improvements in carrying agents, solids, service equipment. well equipment. and treating techniques. CARRYING AGENTS A number of different types of fluid carrying agents have been developed since the introduction of the frac method of well stimulation. These agents have different physical and chemical properties, and in many cases the extent of production increase derived from the frac treatment depends on the choice of fluid carrier. Unfortunately, due to many different systems of nomenclature used in the oil field, these differences are not always recognized by the oil Operator. Uncertain world conditions of the present time require that this country be prepared to meet: 1) all out nuclear war with attack on the U. S.; 2) limited wars; 3) political, economic, and/or pyschological warfare. Our present position as a major world power derives in large measure from our free institutions and great industrial productivity, and this productivity in turn depends on a continuing flow of raw materials-metals, minerals, fuels, and agricultural products. The U. S., with only about 6 pct of the world's population, uses from one to two thirds of the world's annual supplies of most metals and minerals. The U. S. strategic materials stockpiling program is designed to enhance our national security position: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence upon foreign nations for supplies of strategic and critical materials in times of national emergency.

TWO of the most useful and important equations available to the metallurgist for the study of plastic deformation of metals are the Huber-von Mises-Henckyl-~ and the St. Venant7-10 equations. Huber-von Mises-Hengky Equation The Huber-von Mises-Hencky equation answers the question: When does plastic flow occur in metal that is subjected to a multi-axial stress? It occurs, according to this equation, when the three principal stresses,t UI, u2, and u3 satisfy the equation: (<ri - <r2)2 + (<r2 - <rsY + (ff! - <r3)* = 2Ki [i] Here K is the yield strength of the material as determined in an ordinary tensile test. If the quantities ul, 52, andas are assigned to the coordinates of a Cartesian three-dimensional system, this expression describes a cylinder whose axis of symmetry is inclined at equal angles to the three coordinate axes4s6 (Fig. I). The radius of this cylinder is .\/%K. For the purpose of simplicity, it is sometimes advantageous to ascribe the values al/K = sl, az/K = s2, UD/K = SJ to the three coordinate axes instead of the principal stress alone. In this case, Eq. THE PROPERTY of Mount Isa Mines, Ltd., is located at Mount Isa, Northern Queensland, Australia, at roughly 20" south latitude. It is 600 miles from Townsville on the east coast, the port for Mount Isa, 1200 miles from Brisbane and approximately 1600 miles from Sydney in New South Wales. Living conditions in the camp, though wild and crude at the commencement of building, are now excellent and little has been left undone to provide comfort and attractiveness. The climate being warm and dry, many of the buildings are built on posts, 8 to 10 ft. off the ground, with spacious screened-in verandas. Club houses, stores, school, hospital and ice plant have all been provided by the company as well as modern conveniences, such as running water, shower baths, electric lights, septic tank arrangements, tennis courts and amusement grounds.

Proved oil shale reserves in the Green River formation in Colorado, Utah, and Wyoming dwarf present U. S. petroleum resources. Indications are that the appetite for petroleum products will continue to grow and that this potential source of liquid fuels and related byproducts cannot be disregarded. As a part of its synthetic fuels program, the U. S. Bureau of Mines has opened a mine in the richer beds on the naval oil shale reserves. In addition to supplying material for retorting and refining studies, the development of methods, procedures, and equipment for mining oil shale on a large-scale commercial basis is of the greatest importance.

DURING the past year, purchases of coal-preparation equipment and the discussions and plant-scale tests conducted indicate that much attention is being given to better recoveries of coal by preparation plants and improved quality of the finer sizes to widen their market. In the anthracite regions the new equipment was predominantly for the cleaning of the steam sizes, much of it for treating No. 4 and No. 5 buckwheat. The units installed were largely coal-washing tables, Hydrotators, and Menzies cone separators.

The main difficulty in the determination of silicon in pig-irons containing very high percentages of that element, has been due to their almost complete insolubility in acids, or mixtures of acids. The object of the present paper, which presents no new principle, is to suggest a method of determination which has repeatedly given accurate results, and which obviates completely the tediousness and uncertainty of the usual slow solution in acids. This method has been tried with pig-irons containing from 7 to 14 per cent. of combined silicon, and properly called ferro-silicons. When reduced to an impalpable powder in the agate mortar, an 11 per cent. ferro-silicon was found to resist the action of all acids, or mixtures of acids, with the exception of sulphuric acid of about 1.25 specific gravity. But the action of this acid, even during long continued heating, was very slow, 72 hours being necessary to com pletely dissolve half a gramme of the metal. The complete decomposition of 1 gramme of the metal may, on the other hand, readily he effected in a few minutes by fusion with sodium carbonate in a covered platinum crucible over a blast-lamp —the idea being to dissolve the silicon, leaving the iron in condi tion to be readily attacked by acids. The silicon dissolves as soluble sodium silicate, and metallic iron remains in a very spongy and finely divided condition. The addition of a little hot water

The Allouez Mine is situated in section 31, town 57, north of range 32 west, Michigan. The mine is being worked in a conglomerate bed, which conglomerate is generally conceded to be the continuation of the Albany and Boston conglomerate of Honghton County. Besides the well-known Calumet and Hecla with the adjoining Osceola, both working on the same bed, and the new location, the Seneca, now being tried on the Kearsarge conglomerate, the Allouez Mine is the only one working on a conglomerate bed. The Albany and Boston, in Houghton County, of which, as said before, the Allouez is supposed to be the continuation, shares with all the remaining conglomerate beds, near and around Portage Lake, the property of being non-quartziferous, while the conglomerates of Keweenaw County are all highly quartziferons in character. This change takes place, according to Professor Pumpelly, about six miles northeast of Portage Lake. The Allouez conglomerate, with a dip of 38" 15&apos; and a general course of about 36&apos; east of north, is overlaid by a trap, and has as its footwall an amygdaloid. The trap is followed by a series of amygdaloidal melaphyres and true amygdaloids, further on by the greenstone and ashbed; towards the lake shore alternating traps and conglomerates are found. At the footwall of the Allouez conglomerate, an amygdaloid lies, the thickness of which is not known, which is also the case with the other formations, accurate surveys and geologiwl researches of this district having, as I was informed, never been made. About 198 meters (650 feet), horizontally measured, from the Allouez conglomerate another amygdaloid bed can be traced, on which the present rockhouse stands, further on a melaphyre is exposed, and then follow the diverse conglomerates, the Calumet, the Kearsarge, and Kingston, which, according to the last geological report, are at about the re-

IN a previous paper,&apos; the experimental methods used and some of the results obtained in an extensive investigation of steels containing zirconium were described. The present paper considers in greater detail one of the most interesting of these effects, namely, the elimination of " red shortness" and the occurrence in steel of a compound of zirconium and sulfur. A consideration of the actual percentages of zirconium, manganese, and sulfur in numerous steels in the light of behavior during rolling has led to new conclusions of the most practical import regarding the reciprocal relationships of these elements. The microscopic examination of high-sulfur steels containing zirconium has also been productive of interesting results. Before discussing the experimental data in question, it may be stated, briefly, that the rettetion between zirconium and sulfur in molten steel may be represented by the simple equation, Zr + 25 = ZrS², and that the zirconium sulfide thus formed occurs in the finished steel in the form of gray-colored inclusions, closely resembling manganese sulfide and, like the latter, exhibiting plasticity at rolling temperatures. Molten steel containing zirconium retains such a negligibly small amount of oxygen in solution that the foregoing reaction goes to completion. This paper presents some of the results of a rock mechanics instrumentation program designed for, and implemented at. longwall panel 4N at the York Canyon Mine near Raton, New Mexico. The objective of this particular instrumentation program was to determine the response of the rock mass to longwall mining of a thick coal seam utilizing shield-type supports. Measurements were made in the rock along the ground surface, above the coal seam, in the coal seam, and immediately below the coal seam. Longwall test panel 4N had a total developed length of 762 m (2500 ft) and a face width of 168 m (550 ft), [Fig. 1]. The seam mining height in the panel area was approximately 3 m (10 ft). The average depth of overburden above the panel is 107 m (350 ft) although it ranges from 73-134 m (240-440 ft). Roof support at the face was provided by 116 Hemscheidt 320 HSL shields. These shield-type supports weigh 11.4 metric tons each.
