According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

Exploration by AS&R of the Nuestra Senora lead-zinc-silver property, located in Cosala District, Sinaloa, Mexico, has proved sufficient ore to warrant placing the mine on an operating basis. Installation of mine plant, concentrator, and townsite, is expected to commence late in 1951. Opening of a lead-zinc property in Nigeria is also being contemplated by AS&R. Private enterprise is being urged by Secretary of Interior Chapman to start a synthetic fuels industry, it is reported. Based on tests at the Louisiana, Mo., plant which produces quality gasoline at costs up to 144 per gal, he predicts that a commercial plant would pay for itself in 10 years.

REORGANIZING AMERICAN ENGINEERS There are in America approximately 500 engineers' organizations of various kinds, and yet it is estimated in many communities that 30 to 50. per cent. of the resident engineers are not members of any society of engineers. There is no enumeration of the engineers of the country, but estimates range from 100,000 to 300,000, the latter number probably including assistants, such as instrumentmen, draftsmen and inspectors, together with professional engineers. These local, state, regional and national organizations are for the most part independent and have no means for cooperation. Steps toward the improvement of these conditions are being taken in a number of localities and have already been taken in others. Many engineers are giving the matter serious attention. American Society of Civil-Engineers took an important action at the June meeting of its Board of Direction, by, authorizing the creation of a Committee on Development of Am. Soc. C. E. This action is now well known to all representatives on Engineering Council. Other Founder Societies axe reported to be considering similar action. Engineering Foundation, at its meeting on Sept. 12, adopted the following resolutions: Survey of Engineering Organizations BE IT RESOLVED: that the Engineering. Foundation is prepared, the four Founder Societies concurring, to devote its strength and its' income, so far as this may he required, to a study of existing engineering organizations, and from information thus developed to formulate a series of constructive recommendations which may he serviceable in guiding the further development of local and national engineering organizations in their relations to the profession of engineering, to the public and to each other, to the end that a foundation may he laid upon which to establish a broadly planned procedure, which, while recognizing and preserving all that has already been accomplished, shall increase the power of American engineers in upbuilding their profession and in the service they render to society; and RESOLVED: that in accepting the responsibility for such an undertaking, it will be the purpose of the Engineering Foundation to organize the proposed research along the broadest possible lines, to call to its aid highly qualified experts, and to avail itself of the help of agencies which may be willing to cooperate; and RESOLVED: that in proposing this research the Engineering Foundation has no desire or purpose to intrude upon the domain of individual organizations; that it does not propose to control the action of any individual or organization; nor to ask the acceptance of its conclusions; but that its purpose shall he to develop a possible procedure, or a series of such procedures, of such evident, merit that they will appeal to those who are likely to be most interested; it will do this in the belief that in so far as its work may justify the confidence of engineers and of engineering organizations, it will bear its own fruitage.

IN this paper the effect of natural ventilation pressures is considered a part of the mine resistance and it is shown that their effect on the mine resistance is not the same as the total natural ventilation pressure of the shafts if the mine has several levels. It is shown that increasing the fan pressure causes the division of the air to approach the condition that would obtain if there were no natural ventilation pressure present. It is shown that if an appreciable difference in pressure is maintained between the beginning and end of a group of splits, the value of the integrated effect of the natural ventilation pressures on the individual splits does not change substantially with moderate changes of this pressure. A method is outlined for determining the resistance factor of the mine and the value of the effect of natural ventilation with the fan operating; also a method for determining this factor when circulation is caused by natural ventilation alone. NATURAL VENTILATION PRESSURE Natural ventilation pressure (N.V.P.) is caused by the difference in weight of the air in two similar columns between two horizontal planes, and the difference in weight is caused principally by the difference in temperature of the two columns. The fan pressure causes some variation in density, but, since it is usually small and affects both columns, its effect is relatively unimportant. It has been suggested that "N.V.P." be called "stack effect"; but, since the term N.V.P. was used in a previous Institute paper,' applied in exactly the same manner, the term will be used. FRICTIONAL RESISTANCE The frictional resistance to flow in a mine without natural ventilation may be expressed as RQ2 where R is a constant for a given air density and Q is the rate of flow. This frictional resistance plus the effect of velocity changes will be called the F pressure (F.P.) and a curve of F.P. against Q, the F characteristic of the mine. If a pressure is applied to a mine by a fan, the air flow so adjusts itself that the drop in pressure through any path from entrance to exit of mine, due to frictional resistances and velocity changes, is the same as that in any other path. The mine resistance varies as the square of the quantity. The air distribution without N.V.P. will be called "normal." NATURAL VENTILATION PRESENT When N.V.P. is irregularly distributed in a mine, it is more convenient in analysis to consider the N.V.P. as a part of the duct resistance. If it is so considered the resistance no longer varies as the square of the quantity, and if N.V.P. exists between levels the distribution of the air is no longer normal. The total N.V.P. of the mine is the pressure caused by the full length of the shafts. If a mine has several levels, N.V.P. exists

VERY little information is available in the literature concerning the solubility of magnesium in titanium. Aust and Pidgeon&apos; report the solubility of titanium in magnesium to be 0.0025 pct at 650°C and 0.015 pct at 850°C. X-ray diffraction studies failed to detect any evidence of solid solubility. Based on the fact that the addition of titanium to magnesium increases the c/a ratio of magnesium, Busk&apos; suggested that the Mg-Ti system, like the Mg-Zr, is a peritectic. Eisenreich- eported the solubility of titanium in magnesium to be 0.003 pct at 655°C and 0.064 pct at 760°C. Removal of hydrogen from the melt increased the solubility of titanium to 0.115 pct at 800°C. Eisenreich proposes a peritectic-type diagram for the high magnesium side of the system. Recent work&apos; with Ti-Mg diffusion couples indicate that the solid solubility of titanium in magnesium is extremely small and that there is limited solid solubility of magnesium in titanium. Experimental work on the Ti-Mg system is complicated by the fact that the boiling point of magnesium is considerably below the melting point of titanium. Consequently, the usual alloying methods are impractical. Alloying was accomplished in this investigation by sheath-rolling compressed compacts." The alloys were made from titanium sponge and high purity magnesium. Chemical analysis of the sponge showed 0.04 pct Mg, <0.005 pct Al, <0.001 pct Cu, 0.05 pct Fe, 0.022 pct Mn, <0.0025 pct Ni, 0.007 pct Si, <0.005 pct V, and <0.01 pct Zn. All heat treating was conducted in a protective atmosphere by encapsulating the specimens in fused silica ampules under a partial pressure of helium. Equilibrium was achieved by holding the specimens at temperature for periods of 24 to 120 hr. The alloys were hot rolled, cold rolled, and annealed prior to solution heat treatment. Fig. 1 shows the constitutional diagram obtained for the Ti-Mg system up to 1.5 pct Mg. Oxygen was known to be present in the alloys; therefore, it is necessary to consider the alloys as ternary rather than binary and the diagram should be viewed as a plot of a section through the Ti-Mg-0 system. Other investigatorso have shown that the addition of oxy- gen to titanium stabilizes the a phase. The data presented in Fig. 1 indicate that the addition of magnesium to titanium tends to stabilize the p phase. Armour Research Foundation7 has shown that the addition of magnesium to zirconium lowers the a transus and is classified as a p stabilizer in that system. Magnesium is soluble in solid titanium to the extent of at least 1.5 pct in both the a and /3 phases. No intermetallic compounds or magnesium-rich phases were observed either by light microscopy or X-ray diffraction. However, this does not negate the possibility that such phases exist at higher alloy concentrations.

THE fall meeting of the Petroleum Division at Fort Worth, Texas, Oct. 19 and 20, attracted even a larger number of members and guests than had been expected. Over three hundred registered the first day though the attendance and interest in the program was so keen that it was necessary to begin technical sessions without. waiting for registration. Members were present from as far away as Venezuela and while the larger attendance was from the Mid-Continent and Texas fields, California and the eastern states were represented by influential delegations. One pleasing feature of the meeting was the presence of a number of the older executives of the oil industry who evi-dently have come to realize the importance of the work the Division is doing in advancing technology. The meeting was held under the auspices of the Production Engineering section of the Division. E. 0. Bennett, chief production engineer for the Marland Oil Co. of Texas, and chairman of the Fort Worth Sec-tion. of the A.I.M.E., served as general chairman. J. B. Umpleby, president of the Petroleum Reclamation Co. and vice-chairman of the. Division was in charge of. the program with a special committee in charge of the technical sessions, of which A. C. Rubel of the Union Oil Co. was chairman. The sessions were held in the ball room of the Texas Hotel, which also served as general headquarters. The Wednesday morning session was devoted to the air-gas lift, John M. Lovejoy, chairman of the Division, presiding. The first paper, on the "Principles Under-lying the Air-Gas Lift." by J. 0. Lewis, was presented by R. R. Brandenthaler and discussed by Messrs. Love-joy and Millikan. Mr. Brandenthaler&apos;s own paper on the "Effect of Gas Lift on Physical Properties of Oil" followed and was discussed by Messrs. Umpleby, Walker, Mills, Bennett, Williams and Van der Gracht, the dis-cussion turning mainly on what is known and what unknown regarding oxidation of oil under various con-ditions. The third paper of the morning, "Handling Recirculated Gas," by R. D. Gibbs, was presented by Mr. Taylor. The discussion that followed was general and brought out a large amount of data on the costs and results of compression versus, absorption in total gasoline recovery from gas. The next group of papers dealt with "Mechanical Installations of Air-Gas Lift," the first by E. V. Foran on the Texas district outside the Gulf Coast, the second by L. L. Brundred on the Gulf Coast, the third on Kansas and Oklahoma other than Seminole by R. W. Bond, the fourth on Seminole by C. R. Swartz, and the fifth relating to California by H. C. Miller. Some of these were read by title in order to give more time for discussion which was active and participated in by. Mills, Griswold and others.

The partial persistence of grain size and grain shape on melting and resolidifying crystalline substances, as well as the general effects of pre-solidifi-cation and of superheating on nuclea-tion rate, have been attributed to the presence in the liquid of crystalline impurities bearing some structural relation to the principal solid and hence capable of serving as nuclei for its crystallization. That such lattice matching does sometimes occur is well established, but it is surely improbable that a compound possessing both high-temperature stability and the requisite structural similarity should be naturally available in almost every system. It is now suggested that a mechanism for producing appropriate nuclei exists in the crystallization of all but absolutely pure substances. Impurities can he of many kinds. Some will give rise to compounds that are less soluble in the solid crystal than in the liquid. A . crystal forming from a melt or solution containing these will be supersaturated in some degree, and the foreign atoms will commence to segregate during or after solidification. They do not necessarily form pure, unstrained, crystals of the precipitating compound with its normal composition and structure. Generally—at least in the metallurgical examples that have been most studied —the first recognizable nuclei have lattice coherency with the surrounding matrix and have practically the same crystal structure and lattice spacing as the material in which they form, differ- ing only in composition. An extremely thin oxide layer formed under appropriate conditions on or in a solid metal will tend to be coherent with the metal lattice, and the first few atom layers of the oxide in contact with the metal will differ in both composition and structure from massive crystalliue oxide. It will resemble the metal more closely than the oxide. If it did not subsequently change on melting, such an oxide film would constitute an almost perfect "template" or two-dimensional matrix to hold a few atoms of the primary metal in the exact array needed to form a nucleus for solidification. Any precipitating material will adopt the correct spacing over a few atom diameters, and with appropriate substitution of other atoms of the correct sizes a precipitate can match the parent lattice over large areas of cohererlce without excessive strain. In metals, the componentsof a host of oxides, silicides, borides, nitrides, carbides, sulphides, and other compounds are always present in minute amounts. Some of these will be eliminated because of extreme insolubility in the liquid, while others will remain soluble in the solid; occasionally, however, particles will be formed in the solid by coherent precipitation—not of pure substances, but of whatever assortment of atoms best satisfies the joint requirements of availability, affinity, and appropriate average atom size. Of these, many will disappear on melting, but a few will persist unmelted as little rafts of complex composition, maintaining in the liquid a surface of the exact geometry needed to nucleate the solid on subsequent cooling. Their number and size distribution will determine the resulting grain size; the dimensions of the largest will determine the degree of undercooling that can occur before solidification commences. A similar process may operate in the case of phase transformations in solids. The coherent precipitation of supersaturated minor constituents in a low-temperature phase should facilitate the nucleation of this phase on subsequent cooling after transforming into another phase at higher temperatures. At first sight this hypothesis may seem little different from the older ones. It should therefore be emphasized that it does not depend on chance to provide the right compound to form a nucleus, but postulates that every crystal, containing minute amourlts of any of a wide range of impurities, automatically engenders particles having the correct surface structure to serve as nuclei for subsequent solidification. It could operate in any system, metallic, organic, or inorganic. The suggested mechanism is closely analogous to the production of antibodies from antigens in living organisms—indeed, it was a description of the matrix theory of this process that suggested to the writer its crystalline analogue.

A number of measurements have been made on the vapor pressure of pure iron at 1600°C. Experiments were carried out by the transportation method in which a sample of iron is exposed in a furnace to a stream of pure argon, metered at a predetermined flow rate for a specified period of time. The vapor pressure was obtained from the weight loss of the sample. A detailed diagram of the apparatus used for the experiments is given in Fig. 1. It consisted of a horizontal molybdenum-wire-wound furnace fitted with a recrystallized alumina tube 1 1/8 in. internal diam. The boats, 1 by 3/16 by 1/8 in., were fired in argon at 1600°C to constant weight before use. After this treatment, subsequent heating of the boats to 1600°C gave little or no further change in weight, e.g. ±0.05 mg in 24 hr. The furnace and reaction tube were separately fed with argon from two independent flowmeters. These were connected to a common supply source via an argon purification furnace containing metallic titanium sponge at 700°C, and an anhydrone drying-tower. A rotary displacement-type meter was included in the gas train to provide a direct means of measuring the total volume of gas passed through the reaction tube. The material used was vacuum melted high-purity iron in the form of wire 2mm in diam. The following impurities were present in the iron: 0.008 pct C, 0.002 pct Si, 0.005 pct Mn, 0.008 pct S, 0.001 pct P, 0.01 pct Ni, 0.001 pct Cr, 0.006 pct Cu, and 0.001 pct Al. Samples consisting of three small pieces of this wire were laid end to end in a recrystallized alumina-combustion boat, and were separated by small fragments of alumina. The wire samples were then melted in argon to form spherical beads 2 to 3 mm in diam. After weighing, the boat with its contents was placed on the boat carrier and introduced into the cool end of the reaction tube. The entire furnace system was then flushed with argon for 30 min. At the end of this period, the flow of argon to both furnace and reaction tubes was adjusted to the desired level; then the boat was slid rapidly into the hot-zone of the reaction tube. After a known volume of gas had passed through the reaction tube, the boat was withdrawn quickly to the cool end of the furnace. When quite cool, the boat was removed from the fur-mace and placed in a desiccator for subsequent re-weighing. The semi-micro balance used in these experiments had a sensitivity of 0.005 mg. The above procedure was repeated at several flow rates within the range of 25 to 300 ml per min. The flow of argon in the annular space between the two tubes was at a rate of 300 ml per min in all experiments. During all the experiments the furnace temperature was maintained at 1600° ± 5°C by means of a temperature controller. The temperature of the reaction zone was measured with a Tinsley high precision disappearing filament pyrometer which was initially calibrated against a Pt-13 pct Rh/Pt thermocouple; the errors due to temperature measurements were within * 5°C. RESULTS Assuming that the iron vapor is in the monatomic state, the vapor pressure can be calculated from the weight loss of the sample and the volume of the carrier gas. The results obtained are plotted in Fig. 2 against the rate of flow of argon through the chamber containing liquid iron beads. At low flow rates, the thermal diffusion of iron gives an apparent high vapor pressure, but at high gas flow rates, the carrier gas is not saturated with the vapor, and therefore, low vapor-pressure values are obtained. The explosive welding of metals is dependent upon the production of a jetting action caused by the collapsing of one metal plate against another. Successful welds are generally accomplished if the yield strength of the metals is in the range of 10,000 to 90,000 psi and the sonic velocity of the metal is greater than the detonation velocity of the explosive if direct contact explosive is being used.&apos; Should the detonation velocity exceed the velocity of sound in the metal it may still be possible to obtain the jetting action and a good weld. However, in most cases where a high detonation velocity is used complications arise because of reflected shock waves which tear the bond apart as fast as it is put together.&apos; Explosive welding of lead presents several problems since its yield strength and sound velocity are very low. Various values have been published3-5 for the velocity of sound in lead ranging from 2000~ to 23004 m per sec. Most of the high-order explosives have detonation velocities on the order of 6000 to 8000 m per sec, which precludes their use. The dynamites have a lower detonation velocity of around 2800 m per sec which is still somewhat too high. Lower-order explosives such as ammonium nitrate (1070 m per sec) must be used to weld lead in the as-received condition if the explosives are used in direct contact. Rather than use low-order explo&apos;sives it was decided to alter the sonic velocity of the lead. The sonic velocity is directly related to the modulus of the material according to the following expression: Fig 1—Interface of explosive weld of lead to steel. Bolling et al. 6 show that the shear modulus of lead single crystals increases from about 0.72 X1011 dynes per sq cm at 300°K to about 0.98 X1011 dynes per sq cm at 0°K, an increase of approximately 3 5 pct. This gives an increase in the sonic velocity of around 700 m per sec. Hence, the sonic velocity of lead at cryogenic temperatures is approximately equivalent to the detonation velocity of the low-order dynamites. We have obtained high-quality lead to steel explosive welds using a 40 pct dynamite in direct contact with the lead. Prior to detonation the lead was chilled with liquid nitrogen (78°K) to increase the strength and sonic velocity. Welds were made while the lead was cold. Specimen sizes were 3 by 6 in. A preset angle of 5 deg with a 0.10-in. standoff at the base was the geometrical setup used. The amount of explosive used for optimum welding of an 1/8 -in. -thick lead sheet to a steel plate was found to be 7 g per sq in. A PETN sheet explosive line wave generator was used to insure a linear detonation front through the dynamite. A photomicrograph of a lead-steel weld is shown in Fig. 1. The typical wave effect that constitutes a good explosive weld is present. When tested in shear, the weld failed in the lead, indicating that the bond is stronger than the lead base metal. Higher-order explosives were also tried without success. We believe this indicates the importance of matching the detonation velocity and the sonic velocity for successful explosive welding. Note Added in Proof. High quality explosive welds of lead to steel have recently been obtained at ambient temperature using a low velocity (1000 M per sec) free running dynamite. FROM the engineer&apos;s standpoint, labor organizations are of interest in so far as they &apos;affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations&apos; which existed in the age of the Guilds were ideal, inasmuch as they stood &apos; for competency of the apprentice and close cooperation &apos; between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating &apos;with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas&apos; wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

SIR HENRY CORT HAROLD CARPENTER, great-great-grandson of Henry Cort, famous as the initiator of iron puddling some 150 years ago, carries on the tradition of an illustrious name. Newest of those elected to the Institute&apos;s roster of Honorary Members, Sir Harold is distinguished for his achievements in the field of metallurgy as an investigator, teacher, administrator, organizer, and director of research. His interests in research have been in both the ferrous and non-ferrous fields. His name is particularly honored in its association with the establishment of fundamental con¬stants and of critical ranges of iron and iron alloys, and with original and fundamental studies of the preparation and properties of metal single crystals.

ENGINEERING department problems of unravel- ling filing systems of reference data, detail drawings, magazine tear sheets, technical records, manufacturers&apos; catalogs-and coordinating them with the information classification systems employed by the company library and other information services -are being solved in many cases by adopting a basic classification system such as that used by Sweet&apos;s Catalog Service and applying its classification and indexing methods to file or bookshelf. By this procedure the engineering department does away with the confusion, duplication, and conflict that exist between personal, department, and company library files. It establishes a pattern for regulating and distributing the potential information that piles up daily in the engineering department basket marked "Incoming."

The sum of $250 was appropriated to the Chicago Section. The President was authorized to appoint five members of the Board of Directors, including himself as Chairman, to discuss with other technical societies the proper organization for handling all matters of joint interest to the profession of engineering as distinct from purely technical activities, and to submit its findings in the form of recommendations to the Board of-Directors. Charles F. Rand was appointed a Trustee of the United Engineering Society to succeed himself. John H. Janeway was elected a member of the Library Board, vice Karl Eilers, resigned. Alexander C. Humphreys was elected a member of the Library Board to succeed himself.
