Cobalt clearly increased the activity of carbon in austenite and in ferrite. This effect of cobalt on carbon activity Plausibly accounted for the effect of cobalt on accelerating the austenite to pearlite transformation. Cobalt was found to have only a slight effect on carbon diffisivity in various Fe-Co and Fe-Co-W-Mo austenites, but was found to decrease carbon diffusivity in Fe-Co ferrite. THE effect of cobalt in steel is unique in that it is the only element that reduces hardenability by accelerating the austenite to pearlite reaction. The results of several excellent investigations aimed at explaining the role of cobalt have been published,1"7 but a complete understanding is still lacking. In addition, cobalt significantly enhances the resistance to softening or tempering of highly alloyed highspeed and hot-work tool steels. The resistance to tempering is related to the secondary hardening reactions associated with the fourth stage of tempering during which carbides of molybdenum, tungsten, and/or vanadium form in a martensite matrix. The effect of cobalt on secondary hardening reactions in high-alloy tool steel has received considerable attention, but a full explanation of the reactions involved has not been developed. Inasmuch as austenite to pearlite transformation and secondary hardening involve carbide formation, the present authors believed that the role of cobalt in effecting carbon activity and diffusivity in austenite and in ferrite was important to a fuller understanding of the phenomena involved. TO investigate the effect of cobalt on the activity coefficient of carbon in austenite, an approach was used similar to that used by Darken17 in his experiments on the effect of silicon, manganese, and molybdenum on carbon activity and diffusivity in austenite. It frequently happens in engineering and mining situations that "bad" rock is encountered which consists of rock broken up into blocks a few inches or less in diameter by a network of intersecting joints. These joints may be open, or filled by veins of solid material, or covered with weathering products. Essentially, the material consists of an aggregate of small interlocking blocks. In such circumstances, major joint systems usually can be recognised and studied, but there are probably many minor planes of weakness which may cause the blocks to be of almost random shape. It is extremely difficult to determine the properties of such materials. Measurements on small specimens give the properties of the constituent rock and not the jointed material. At the other extreme, the material has occasionally been tested as loose aggregate in large triaxial pots, but this gives no information about the strengthening effect of the interlocking of the small blocks of rock. One simple approach, which has been much used, is to regard the rock as randomly jointed on a small scale and to apply soil mechanics theory to it. In this case, the normal and shear stress at failure are related by [ ] where the coefficient of friction p and the cohesion c will be those of the individual joints. Even in very bad rock, it is usually possible to drill core in small diameters of 1 to 2 in. which will contain a number of joints, both open and filled. The testing of such joints provides one simple method of determining some of the properties of closely jointed rock and will be discussed in detail in the next section. Calculations based on Eg. 1 with values of c and µ obtained in this way may be expected to give a lower limit for the strength of structures in rock.

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. The removal and disposition of large quantities of slag from blast-furnaces is a question of great importance in the design of works, and various methods have been devised, from time to time, in order to take the best advantage of local conditions. With blast-furnaces treating copper-ores or lead-ores, it is necessary to use a fore-hearth, or matte-settler, in order to collect, if possible, every particle of valuable matte which, otherwise, would be carried away with the out-flowing slag. In all of these cases, the slag overflowing from the fore-hearth is caught in pots and then conveyed to the dump. If the slag is of no value and the necessary water-supply, grade and dumping-space be available, the disposal of the slag by granulation is by far the cheapest and best method. It involves a minimum of labor, both at the furnace and at the dump; and it permits a continuous outflow of slag from the furnace or settling-pot, thereby avoiding frequent tapping and plugging. When the conditions of water-supply, grade and dump-area will not permit slag-granulation, there are three other methods in common use. Large steel or cast-iron pots, or ladles, supported by trunnions on heavy cars which are moved by steam-, air-, or electric locomotives; some type of mechanical conveyor; and small pots or buggies moved by hand. The pots on the slag-cars are generally circular or oval in shape, and each one contains from 15 to 40 or more cu. ft. of molten material. The mechanism for tipping them is more or less elaborate; and, as a general rule, the slag is dumped alongside, and quite close to, the track. They are more or less costly to construct and to keep in repair, and, in order to use them to best advantage, it is necessary to have a good elevation of track above the dumping-ground ; furthermore, the rails must be of heavy weight, and well-supported on heavy ties. THE great event in American affairs was the sudden death of President Harding, on Aug. 2, in San Francisco. A few hours later Vice-Presi¬ dent Coolidge took the oath of office while in his father's farmhouse in Vermont and forthwith proceeded to Washington as the 30th president of the United States. The French and Belgian governments' replied to the British refusing the proposed discussion of the German offer and declaring that they would pursue their policy in the Ruhr until the German government abandoned its resistance and surrendered unconditionally. The economic collapse of Germany .appears to be nigh. Chancellor Cuno and his cabinet resigned the govern-ment of Germany on August 12, and Gustav Strese-mann, head of the People's party, accepted the task of forming a four-party coalition government. Coinci-dentally, there were food riots throughout Germany, and many persons were killed and wounded. The , National Assembly of the Turks at Angora ratified the Lausanne treaty, in the latter part of August, whereupon the retirement of the military forces of the Allies from Constantinople and the Straits began. Thus, Turkey was fully reinstated as a European power. The Greek government also ratified the Lausanne treaty and commenced to put its army on a peace basis. The number of unemployed persons in Great Britain is again increasing, which is causing much concern. The flood of crude oil and gasoline, which is severely taxing storage capacity, had its natural economic effect. Some small refiners were constrained to liqui-date in distress. The Governor of North Dakota, having acquired a supply of such cheap gasoline, insti-tuted a drastic cut in price, deliberately egging on the big refiners to do likewise. The Standard Oil Co. of Indiana accepted the challenge with enthusiasm, say-ing that it had always been its policy to sell as cheaply as any competitor. There was a humor in this situation which paved the way for the Standard to extinguish its small competitors and do by invitation of the State exactly what the muck-rakers had always charged as its greatest crime. The gasoline war spread to other states and reductions in price were made even on the seaboards. All of this was purely economic.

THE work of J. E. Johnson, Jr., on the effect of small amounts of oxygen in cast iron in increasing its strength and resistance to shock, is of interest from the technical and scientific standpoints. The following exposition of the theory carries Mr. Johnson's explanation further and, in my opinion, will disclose certain related phenomena and perhaps shed further light on the subject. Some facts, so novel in character as to excite incredulity, have been accepted finally by many metallurgical authorities. One of these is that oxygen to the amount of 0.060 per cent. in cast iron gives it a breaking strength of 3,500 lb. per square inch, compared with a breaking strength 2,500 lb. per square inch in cast iron of the same composition with re-ect to elements other than oxygen, but having only 0.010 per cent. oxygen. The "oxygenated" cast iron, even if made in a coke furnace, has properties equivalent to the best charcoal pig iron. Mr. Johnson has also established the fact that the variations in combined carbon cannot account for the results. By microphotographic evidence he has shown that in oxygenated cast iron the graphite particles are dense and spherical, while in well-deoxidized cast iron the graphite particles are flaky and leaf-like. It is just a matter of common sense that iron of the latter structure is much weaker than the former. The analytical and microscopical work has been done with care and there is no doubt in my mind about the accuracy of the, experimental results. In this paper then, we shall consider it as accepted that small amounts (0.060 per cent.) of oxygen increase the strength of cast iron by producing a structure in which the round and solid particles of graphite are surrounded firmly by a principal matrix of ferrite. The purpose of this paper is to show that the reason why the graphite particles are round is founded on the fact that the particles of any precipitate are made denser and harder by the presence of a reagent having a solvent action on the precipitate. This can be stated as a law, although I have never seen it so given in any textbook.

Oil and gas development in Utah in 1936 added nothing of importance to the commercial possibilities of the state and consisted principally of efforts to reach objectives in wildcat wells started prior to 1936. Leasing activity on structures having oil and gas possibilities in beds of Pennsylvanian age or older followed announcement by the Standard Oil Company of California that a test of beds of Mississippian age would be made on the San Rafael structure. DRilling Clay Basin, Dagget County.—The Mountain Fuel Supply Co. completed a third well, sec. 16, T. 3 N., R. 24 E., on a flank of this structure. Total developed open flow of the field is approximately 50 million cubic feet and sufficient reserve has been established to warrant construction in 1937 of a pipe line connecting with the Salt Lake City-Ogden line. San Rafael, Emery County.—The Standard Oil Company of California started a wildcat test in sec. 22, T. 23 S., R. 11 E. Circulation was lost in a water-filled cavity, in dolomitic limestone, below 2185 ft. and the hole conditioned as a water supply for drilling a second test in sec. 27, T. 23 S., R. 11 E. The Carter Oil Co. in 1921 drilled a well in sec. 24, T. 23 S., R. 11 E., which was abandoned at a depth of 3035 ft. after testing at least a part of the Pennsylvanian section. Czsco, Grand County.—Drilling operations at the Utah Sout.hern Oil Company's test in sec. 33, T. 22 S., R. 22 E., continued throughout the year. Information obtained by means of a seismographic survey of the area indicated that beds of Pennsylvanian age would be found at approximately 2500 ft. The bottom of the hole at 6300 ft. is believed to be in beds of Pennsylvanian age but positive determination has not been made froin the drill cuttings. Green River, Grand County.—Test of Glen Ruby et al., sec. 34, T. 21 S., R. 16 E., was abandoned at 2627 ft. as a dry hole after drilling into Permian Kaibab limestone. Shows of oil and gas were reported and a flow of carbon dioxide gas under low pressure encountered.

SMALL buttons of fused tantalum have been produced by arc fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreciable size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. PRESSING THE POWDER With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numerous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects due to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

Disintegration of the immediate shale roof in coal mines interferes with ventilation, production, and safety. The effect is seasonal and correlates with high levels of moisture in the intake ventilation air. Disintegration, though not completely understood, is caused by shale dilation and weakening upon exposure to atmospheric moisture. Fluctuating moisture conditions are particularly deleterious, but may be at least partially controlled by tempering the air before it is brought to the working places. Disintegration of shale roof is progressive loosening of chunks or slabs or roof shale, which fall to the floor. Bolts are left dangling or are connected to the roof by a column of loose rock. Posts are rendered ineffective. Passage of ventilation air and personnel is restricted by piles of fallen material on the floor. Shale disintegration as it occurs in mine roofs does not appear to have much in common with slaking, such as is measured in slake-durability tests, which results in the failure of certain shales when exposed in embankments or foundations. A two-year program was conducted on behalf of the US Bureau of Mines, incorporating field and laboratory analysis of deterioration. During this study, a. survey was conducted of underground mining operations in the Illinois Basin and Appalachia. In all, 47 mines in six different coal seams were identified as possibly having roof deterioration problems pertinent to the study. Of these, the No. 1 Mine of the Valley Camp Coal Co. near Triadelphia, WV was selected for detailed study. This mine uses conditioning entries, workings where raw intake air is routed before reaching the key haulageways. Deterioration is to be confined to the conditioning chambers. The approach adopted to study the deterioration problem was to measure atmospheric moisture in the mine, determine shale behavior in the laboratory under various moisture conditions, and measure mine roof behavior that could be correlated with atmospheric moisture observations. The following tasks were performed: • Atmospheric baseline data were collected, consisting of airflow measurements, continuous monitoring of the mine and surface atmospheric conditions using a sling psychrometer. • Roof deterioration was documented through measurement of roof convergence (sag), mapping of roof conditions, collection of fallen and rashed material and measurement of roof height increase and photographic logging. An infrared scanner was also tried, but not found useful. • The behavior of shale under various moisture conditions was determined in the lab through tests of shale expansion, natural moisture content, moisture uptake capacity at various humidities, and static (immersion) slaking.

THE history of the development of our great iron and steel industry has been recorded in many publications, not the least important of which are the TRANSACTIONS of the American Institute of Mining and Metallurgical Engineers. During the life of the Institute, of less than 60 years, the annual production of pig iron in the United States has increased more than 23 times. Such a rate of growth may seem small when compared with that of the automotive industry, which has increased 100 times in the last 20 years, or when compared with the growth of other industries of recent birth. The comparison appears less unfavorable, however, when the fact is taken into consideration that the iron and steel industry has existed on the earth in some form for thousands of years. The trade journals, the Department of Commerce and technical societies keep us currently informed concerning technical and corporate developments and the statistics of the American iron and steel industry. Merely to describe the high spots of the industry as it exists today would require a book of no small size. It involves the utilization of about 900,000 people, the payment of $1,400,000,000 in annual wages and salaries, the-investment of $14,000,000,000, the mining annually of 70,000,000 tons of iron ore, 15,000,000 tons of limestone, and 120,000,000 tons of coal. It results in the production of 40,000,000 long tons of pig iron and 50,000,000 long tons of steel ingot. In addition, the industry includes ownership and operation of railroads and steamship lines, the production of cement, timber, coke, gas, by-products, and many other activities. The leading part played by the iron and steel industry in promoting the confidence of the public in corporations and corporate management is well known. The industry has also provided worthy examples of vertical integration and mass production. The social activities within the industry have been no small factor in promoting the fuller development and greater happiness of the American working man-and his family. THE general usage of engineers, manufacturers, and merchants, is gradually, but surely, fixing the answer to this question. In every country rails, boiler-plates, and machinery bars, whether hard or soft, are almost universally called steel, when they are made from cast ingots. Other names for the softer steels, such as " homogeneous metal," " Bessemer iron," " Martin iron," and the like, have failed to obtain general recognition. The meaning of the term steel, before it was enlarged to cover newly developing varieties, has been traced, by a recent writer, down through Percy, Shakspeare, and the Bible, in a most interesting manner, from an archaeological point of view. Undoubtedly, it did characterize hardness and other qualities imparted by carbon. It is within the memory of most of us, that all steels were tool steels, and that the soft, structural varieties were introduced-varieties which harden but little, which bend cold, and which, in many physical properties, are akin rather to wrought-iron than to tool-steel. But, since both the hard and the soft steels are made by the same processes, and have their great, distinguishing structural feature in common, viz., homogeneity resulting from fluidity, it has come to pass, despite every other proposed nomenclature, that all the compounds of iron which have been cast in malleable masses, are called steel, the term wrought-iron being still confined to malleable iron made from pasty masses, and hence laminated in structure. No inconvenience has been found, so far, in distinguishing between the more or less carburized products, in general, by the terms " high-steel," " low-steel," " tool-steel," etc., and, in particular, by prefixing the percentage of carbon and other ingredients, to the terra steel. Steels which contain distinguishing ingredients other than carbon, are called "chrome-steel," " titanium-steel," and the like, just as variously compounded bronzes are called "phosphor bronze," "alu¬minium bronze," etc. Thus the combination of several words or symbols, and figures, may completely disclose the characters of the metal, in terms that are subject to no misunderstanding. But inasmuch as several high metallurgical authorities and clever writers have of late proposed to disturb this natural and somewhat settled nomenclature, it seems important to consider the claims of the various classifications. In the worst case I have observed, viz., two inches difference in circumference, this difference in hardoess, as observed from the cutting, was more marked than in the other cases. Jacob Reese, PittsHukQh, Pa. : I have been very much interested in the reading and discusion of Dr. Dudley's paper. As far as it selates to the data of work performed by the rails, and the determination of their physical and chemical properties, I have nothing but commendation of Dr. Dildley to express, as the investigation covered a greater range, and was performed with more care in detail, than any similar work which has come under my notice. But I beg leave to differ with Dr. Dudley in his conclusions. What are the factors of hardness? Are they not carbon, silicon, phosphorus, and manganese? Now it is an untlisputed fact among iuetallurgiml experts that pure carbon and pure iron make the best steel of all degrees of carburieation, and for all purposes. While carbon hardens, it also strengthens the metal, but silicon, phosphorus, and manganese, in hardening, make the metal also brittle, and are injarious in any amount. Carbon should be called a strengthener; and I claim that a steel rail made hard with carbon, with the other three hardeners absent or reduced to a minimum, will carry a greater tonnage than any of Dr. Dudley's soft rails. But until the basic process is put into operation in this country we cannot expect to produce Bessemer or open-hearth steel without the presence of silicon, phosphorus, and manganese, in consitlerable quautities, aod I greatly donht the possibility of reducing the perceutage of any of them by the prment practice without seriously diminishing the output, and correspondingly increasing the net cost of production; which is an important question, since the increased life of the rail may be more than balanced by its increased cost. I think that the soft rails performed a greater amount of work, because they contained a less amorlllt of silicon, phosphorus, and wangatwe (britlkrcr, if I may so term them), and that carbon does wt reduce the wearing capacity of rails. I believe that a rail made by the baqic process, with silicon, phosphorus, and manganese reduced to a minimum, and containing 0.60 carbon, will be stronger

THE subject of this paper involves the crux of the industrial safety problem. It is not overstating the fact to say that "a plant can be made as safe as the management and the workers want it to be;" if such desire is not in evidence and it is not possible to maintain interest in the work of safety, there can be practically no headway beyond the first few steps. These first steps may be said to embrace simply the mechanical or equivalent guarding of tools and equipment and may be taken in a more or less perfunctory manner; but, it has been estimated, they will not effect a reduction of more than 25 to 35 per cent. in the accidents likely to occur in an unguarded plant. The question therefore may be pertinently asked, "Whose interest is meant in the title of this paper, employers', employees?, or both?" It has been repeatedly stated that no safety work of any importance can be carried on: in a plant unless the employer believes in the value of such work. Such statements are true, but have become threadbare with constant repetition and the public is led to believe, that employers differ from ordinary human beings, that their sympathy for their fellowmen has become dulled, and they can be awakened to a sense of the fitness of things with respect to safety, health, sanitation, working hours, etc. only by legislation. There will undoubtedly be found an employer, now and again, who measures down to such specification; but the speaker, in a number of years of close contact with large employers (and his experience has been duplicated by many others) has found that the employers are usually far in advance of the general public in matters affecting the welfare of their employees, including their safety, and not from a selfish viewpoint, but from the humanitarian, economic, etc. If, at times, there is an apparent lack of headway in the solution of some problem connected with employees' welfare, it is not so much due to indifference or a failure to be awake, on the part of the employer, as it is to a lack of knowledge of the way in which to proceed to its successful accomplishment. Further, employers are, only human and cannot follow. every one of the innumerable matters connected with an industry down to their minutest details; they must delegate certain individuals as their representatives, clothing them with the necessary authority to act.
