The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

A medium is anisotropic if its properties vary with direction. This is the general characteristic of many rocks, for example, schists, slates, gneisses, phyllites and other metamorphic rocks. Bedded and regularly jointed rocks also display anisotropic behavior. This paper is concerned with the influence of rock anisotropy on in-situ stress measurements. It is limited to stress measurements by overcoring techniques for which strains and displacements are recorded either on the walls of a pilot hole at the end of one or several boreholes or within instrumented solid or hollow inclusions perfectly bonded to the surface of the pilot hole. The rock is described as homogeneous, continuous, anisotropic and linearly elastic. The following questions are answered with special emphasis on rocks that can be classed as transversely isotropic or orthotropic: the number of independent measurements obtainable in a single borehole; the number of boreholes required to determine the in-situ stress field; the influence of rock anisotropy on these numbers; the influence of the anisotropy type and the error involved by neglecting rock anisotropy.

It will be generally agreed that the most important accessory to a rail haul operation is the railroad type locomotive crane. The oldest and still most common type is the steam crane, a self-contained steam power plant, coal fired, complete with boom and hoisting machinery and mechanical drive capable of propelling the unit on its own power at speeds up to 15 mph on the level, and hauling, if necessary, a car for transport of the objects being handled. Usually, for greater mobility and safety, this crane and flatcar are moved around the pit by a switcher locomotive. Crane capacities range from 25 to 40 tons, these loads being handled with the shortest radius of boom and with outrigger. Boom lengths are 55 to 60 ft long, usually with heavy lift main blocks at 40 ft boom lengths. Lifting capacities with booms at maximum radius are approximately 20 % of maximum rating. Free capacities, namely without outriggers, range from 65 (at minimum radius) to 55% (at maximum radius) of the above capacity values.

To help management keep key machines or processes at peak efficiency, draglines, shovels and blast hole drills have been equipped with micro- processor based monitors. The dragline and shovel monitors log operating data such as energy consumption, bucket position, cab rotation and the clock time of key elements within each cycle as well as maintenance information. The output consists of maintenance and management data such as the number of cycles, average cycle times, swing angles, depths and downtimes. Extensive experimentation has shown that a blast hole monitor can provide a log of each blast hole in which the hard to fragment zones are indicated. The logs are printed on board the drill and serve as the design basis for decked loading of the holes. As a result, the fragmentation of the overburden has improved markedly with the same or less powder consumption. Although the similarity between puzzolana, or trass, and blastfurnace slag, as seen by comparison of the analyses, is a well-known fact, blast-furnace slag has not been used commercially as a substitute for those cementing materials. The reason, the writer apprehends, lies in the fact that unless such slag is disintegrated or subdivided by rolls, the process must either be too costly, or the material is not in a fit and proper condition for the purpose. In order to produce a reliable slag cement, the slag must be ground together with the lime into an impalpable powder. The subdivided slag must, therefore, be perfectly dry, and, at the same time, friable. The stronger the hydraulic properties of the lime, the more reliable the slag cement will be, and practice has proved, that the slag from a gray-iron furnace gives the best results. The slag cement which has given the results shown in the annexed table, under pressure tests, was composed of six parts of slag, from a blast-furnace producing No. 3 foundry iron, and one part of lime, of medium hydraulic properties. The above-described class of cement bears storing as long as most Portland cements, and the cheapness of its production is self-evident.

Can the auriferous slate deposits of the Southern mining region ever be successfully worked ? is a question that has been often asked me by persons seeking investments in Southern mines. As the subject is one that has given me much thought during the past few years, I have decided to present my conclusions to the members of the Institute for their consideration. Those who have had the opportunity of exploring the region mentioned above, will readily reall to mind numerous localities, to which their attention was directed by would-be miners, as "rich and desirable properties," in which there were but few quartz seams running in every direction through fine-grained talcose slate. Most of the gold in such formations was always found disseminated through the slate, and but a small percentage contained in the quartz. Such are the deposits I propose to discuss in this paper. Of course there are many excellent quartz mines in the South that are paying the owners good profits, and many more to my knowledge, that are not being worked for obvious reasons. But it is out of the question to suppose that these slate deposits can be practically

(communication to the Secretary*). -The author has failed to consider the point which in my mind is the most convincing in advocating some sort of a bureau for the collection of well logs. I venture to say that 90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log. This is largely due to the careless use of nomenclature. The author says on page 289, "He must ascertain which of the many factors might account for the dry hole in question and often only careful examination of well logs will convey this information." I believe that even a most careful examination of the average log reveals nothing. I have at hand a book on petroleum, by a well-known author. This book has a number of logs from fields all over the world, from which I shall illustrate. In a well log from Kansas I find "Soft gray shale" and in one from Humble I find "Hard blue shale." As a matter of fact the shale from Humble is softer than the shale from the Kansas well. The difference is that the drillers in Kansas, being used to limestone and

Saperstein are to be congratulated for their paper on the computer solution of ventilation problems. The limitations on the problem size to be solved by the program (Appendix II) has been outlined in the paper. I would like to add the following additional limitations of this computer program: The dimensions of the variable J1and J2 should be changed to J, (550) and J2 (550) to handle problems containing more than 400 branches, and up to 550 branches. If there are a large number of branches common to the various meshes, another limitation on the problem size will be the dimension of the variable NA. While a higher-order polynomial fitting for the fan characteristic data points is more rigorous, a quadratic relation, if linear interpolation between the points is inadequate, will result in saving computing time without much loss of accuracy. Of course, this can be handled by minor modifications to the existing polynomial fitting routine in the program. M. J. Historically, major natural gas transmission companies have been faced with the problem of meeting peak demands when the source of natural gas is located hundreds of miles away from the marketing area. Transcontinental Gas Pipe Line Corp.'s position was further complicated when offshore gas supply wells were shut-in during hurricane alerts. Transco's solution to this problem was the construction of salt storage wells adjacent to their pipeline near Eminence, Miss. Storage caverns were constructed using conventional solution mining methods. Two 13 3/8-in.-diam cased wells were completed and a 1,000,000-bbl cavern was leached at an interval of 5700 to 6700 ft at the base of each well. The two caverns have a usable storage volume of 2.0 billion cu f t and each well has a deliverability rate of 375 million standard cfd. The caverns are unique in that brine is not used for product displacement-all brine has been removed from the caverns. Natural gas is stored at a maximum pressure of 4000 psia. During withdrawal the cavern pressure drops to a minimum of 1225 Asia-the volume of gas between these two pressures becomes "usuable or top gas." The Eminence storage terminal is located on the Eminence salt dome about 30 miles north of Hattiesburg, Miss. Construction began in July 1968 and was completed in October 1970.

TWO very interesting sessions on mine ventilation were held on Monday. George S. Rice, chairman of the Mine Ventilation Committee, presided at the morn-ing session. Formal reports from two subcommittees were presented, as well as two technical papers. Daniel Harrington, for the subcommittee on metal mining, gave a most interesting report, devoting most of it to a review of the literature that had appeared during the past year, to the cooling of mine air, and to a discussion of mine fires. In the absence of Dr. R. R. Sayers, chairman of the Physiological subcommittee, Mr. Harrington gave a resume of that report. The main points covered were in connection with silicosis but some attention was also paid to the associated prob-lems of air cooling and humidity. The paper by Prof. W. S. Weeks on the "Air-Current Regulator" was briefed by Prof. A. C. Callen. Pro-fessor Weeks brought out the fact that the common application of Murgue's equivalent-orifice formula to regulator problems was incorrect, inasmuch as the dis-charge from the regulator was not released into the open air but into a slow-moving current beyond the regulator. He applied the shock-loss theory of Bordoni to the problem and worked out a formula for solving regulator problems, giving coefficients of contraction he had determined experimentally.

From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

DISCUSSION, H. L. Burghoff presiding C. S. Smith (University of Chicago, Chicago)—The author is to be congratulated on his valuable contribution to the extremely meager absolute data on interface energies in metallic systems. It is interesting to note that the ratio between a and r iron boundary energies is approximately the same in the quaternary alloy with silicon, carbon, and sulphur as in the binary Cu-Fe alloy. A value for the copper grain boundary energy can be obtained from the author's data, Tables IV and VI, by utilizing the energy ratios of the following pairs of interfaces: copper-sulphide/copper, copper y iron, y iron/y iron, y iron/ copper, and copper/copper. This gives a value of 595 erg per sq cm for the free energy of the copper grain boundary. Despite this circuitous route and the assumption that the y iron boundary is identical in alloys with and without sulphur and does not change between 1105" and 100O°C, this figure is in remarkably close agreement with other values of the copper boundary energy, obtained by equilibration against lead and against the free copper surface. It therefore appears either that impurities do not greatly affect the grain boundary energies or that boundaries in even nominally pure metals are already sufficiently contaminated so that further change has little effect.

One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

THE thermal conductivity of aluminum alloys is of considerable indus-trial importance. This is particularly true in such applications as inter-nal-combustion engines where one of the principal reasons for the use of these alloys is their relatively higher thermal conductivity. In spite of this, relatively few data are available on this property of aluminum alloys. The reason is quite apparent to anyone concerned with the experimental determination of coefficients of thermal conductivity. This determina-tion, in theory so simple, is extraordinarily difficult if any high degree of precision is desired. Fortunately, some knowledge of the relationship between thermal and electrical conductivity has permitted the use of the latter physical property in deducing the relative approximate-values of the thermal conductivities of metals. This fundamental relationship, first enunciated by Wiedemann and Franz1 as applying to metallic elements and later shown by Lorenz to be applicable to alloys within a single metallic system, has been of service in the industrial application of metals. The electrical conductivity of metals is easily determined with a high degree of precision. It is, therefore, quite desirable that the relationship between electrical and thermal characteristics be determined with the greatest possible precision. This paper presents data on the electrical and thermal conductivities of a number of aluminum alloys of industrial importance.

The fact has long been known, that the temperature at which steel is made and cast bears a very important relation to the molecular condition of the cast ingot. But until quite recently this fact has not received the consideration which its importance seems to justify. That the ingots from a very " hot " blow in the Bessemer converter, for instance, would not roll as well as those made at a lower temperature, was observed very early in the development of the process; but the further investigation of the effects of varying temperature from "hot" to "cold," has not been carried out with that degree of fulness which has been accorded to the effects on the rolling of the chemical elements, and other conditions in the manufacture. In the following pages will be presented the results of an investigation of this subject, undertaken with the view of determining how far the influence of temperature extends, through how great a range its effects can be traced, and what temperature in the making and casting will give the best results in the rolling of the ingots. In the series of observations forming the basis for the conclusions arrived at, while it was not possible to get the full chemical analysis of every heat considered, a complete record of each, in other details, was made, and a large number of these were averaged together to

C. G. Dunn(General Electric Research Laboratory)— It is well recognized that understanding of the formation of the cube-on-edge texture in annealed commercial cold-rolled Si-Fe strip is important industrially as well as scientifically. I would like to make a few remarks on this subject, discuss some points in the present paper, and list two remaining problems that appear to be particularly outstanding. Attention should be drawn to the paper by P. K. Koh,23 which also considers the kinetics of secondary recrystallization in 3 pet Si-Fe, produced commercially by the Allegheny Ludlum Steel Corp. Koh covered a much larger temperature range than do either the present authors or P. N. Richards, whose work is mentioned in a footnote. Koh found an induction period (of short duration) even for isothermal anneals at 1260oC (2300°F). Koh and Dunn24 also found a change in texture during the 1260oC anneal for the same material. On the other hand, the material in coil D, according to Philip and Lenhart, underwent no sec-condary recrystallization, only continuous grain growth. The grade classifications of the four coils studied would suggest, however, that all four materials had developed the cube-on-edge or (110) [001] texture, but to varying degrees. What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man's value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company's ability to pay is, in large measure, not considered. From the company's viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."
