Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

The nature of certain pernicious dusts commonly encountered in the removal of iron ore from the underground mines of the Lake Superior district is recognized, and appropriate measures for the protection of individuals subjected to these dusts have been applied in most mines for more than 10 years. Undoubtedly the principal concern has been demanded by dusts that contain as a constituent silicon dioxide in its free or uncombined state, the mineral we all know as quartz or chert. Investigators1 agree that among the factors that determine injurious exposure are: the composition of the dust, the concentration suspended at the breathing level and the duration of the exposure. We have on hand data that describe the experience of several underground iron-ore mines in the Upper Peninsula of Michigan and Wisconsin in regard to these factors, which in a large measure also reflect the general experience of the other mines of the area. We believe that a discussion of these data will indicate the effectiveness of the dust-control methods that have been considered good practice and that have been employed over a long period of time. A silicosis-prevention program was ini- tiated by the iron mines of the Upper Peninsula in 1934 and records of mine dustiness are available from that date to the present time. For dust conditions previous to 1934 the results of observations conducted in other industries can be utilized together with local information pertaining to the development and initial application of rock-drilling equipment. Development of Rock DriI,I.s Thc earliest percussion rock drill that later had any industrial use was patented in this country in 1851.2 This machine was later modified and improved in many respects but its Piston-Type design remained standard for drilling equipment in most mines for the next 63 years.3 The piston drill was operated either by air or by steam. It employed a solid drill steel, fastened directly to the reciprocating piston. The drilling was done dry except in holes directed at an angle below the horizontal. For these water was manually injected into the hole and the pumping action of the rod expelled the sludge. The dry cuttings from drillings inclined above the horizontal fell from the hole by their own weight. A development of major importance from the standpoint of dust generation and control occurred with the invention by J. G. Leyner of a hammer-type rock drill that embodied the essential feature of a drill steel with a hollow core. His patent was secured in 1897. The machine was a radical departure in drilling method. The symposium on production for the year 1944 includes more foreign papers than any one of the past three years, because of a partial relaxation of the censorship in many Western Hemisphere countries. The committee was not successful, however, in securing papers from Europe and the Near and Far East at this time, with the exception of Saudi Arabia and Bahrein. Where possible, these papers include summaries upon production for the missing war years, so that we shall have no permanent gap in the records. At the close of the war, we hope again to publish the usual more complete form of report for all important oil-producing countries. EXCERPTS FROM CIRCULAR TO AUTHORS In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each place in the table may represent one of three possibilities; either the proper entry is determinable and can be supplied by the author, or an approximate figure can be supplied which is the author's best guess and should be entered followed by an x, or it does not apply to the particular field and the space is left blank. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. The entry of a zero is a positive declaration, and it is an important declaration where it is in order. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. . Under the columns on "Depth," the average depth to the top of the productive zones and to the bottom of the productive wells, when subtracted, should give the approximate thickness of the productive zone. For fields where this is not true because of unusually high dip or for some other reasons, it is suggested that the authors indicate in their text the approximate average thickness of the productive zone. The net thickness of the producing formation should be the thickness of the producing zone, less the estimated amount to cover the portions of the zone that do not yield oil, such as dense shales, etc. It is recognized that for some fields the authors can only make rough guesses; in such cases, they should enter their best estimate followed by an x. Launching a panel session isn't easy but after Associate Dean Howard Hartman from Pennsylvania State had made his statement, it was obvious that the balloon would go up. Hartman sees a crisis and gave its dimensions. Even with enrollments declining, there are not enough graduates being recruited by the mineral industry. Opportunities in the mining field are not attractive to youth in the face of competition from other disciplines. Nor will we be able to fill our ranks with good men from other engineering disciplines because they won't be attracted either. Salaries are too low. In 1966, mining engineers from Penn State averaged $660 per month starting. The average of all other engineers was $683 per month. The mining engineers ranked seventh out of nine disciplines. The bad image of the mineral field is created in part by industry which offers poor working conditions and inconsequential jobs and in part by the schools which have unimaginative curricula and poor teaching. Hartman called for immediate action and had his own set of solutions ready. "The gut of the problem is pay. Boost starting engineers $100 to $150 a month and older employees in commensurate manner. Compensate for poor working locations by better environment on the job." He did not fail to add that improvement of the public image of the mineral industry is needed. He called for elimination of all of the "schisms," or subdivisions of mineral industry curricula, and suggested a unified curriculum with a name such as "Geo-engineering."

Well logging provides valuable information for planning coal mining operations. In addition to locating, defining, and evaluating coal beds, electrical logs indicate the relative competence of roof and floor formations. Electrical well logging is the .recording of various physical, chemical, or physicochemical properties of the strata penetrated by a drill hole. To perform logging operations, borehole measuring probes, or sondes, are lowered on a cable into the drill hole. Insulated conductors in the cable pass power to the sonde and transmit signals to the surface. As the sonde is pulled up the hole, the measurements are recorded as a well log. These measurements serve to define the formation lithology. Common rock minerals exhibit characteristic log values such that computer analysis of the log data defines the mineral content of the formations. Shales, carbonates and sandstones, and coal beds are readily distinguished. Furthermore, preliminary results in coal studies indicate the log data delineates variations in ash and moisture contents. Of major concern in planning mining operations is knowledge of roof and floor competence. Here again the logs provide valuable information. Measurements of formation density and acoustic wave velocity provide data for computation of a compressional modulus. This compressional modulus is an effective index of formation competence. Electrical logging thus efficiently provides information for economic planning of mining operations.

The author recently proposed a technique for handling the effect of planes of weakness on failure in geologic material.1 The technique employed an "extended" Mohr's rupture envelope, on which was superimposed a generalized three dimensional stress representation. Subsequently, the method was applied to so-called two-dimensional stress states" which were in reality degenerate three-dimensional ones. Since a two-dimensional stress solution usually refers to a plane stress condition, the terminology was confusing. The distinction between a plane stress state and a degenerate three-dimensional one is shown in Fig. 1. The solution of problems involving a generalized three-dimensional stress state is greatly aided by continual reference to the basic principle that no stress components can act on a plane, oriented as is the weakness plane, which lies outside of the weakness plane's rupture enVelope.2 This is shown in Fig. 2; and if it is also remembered that the radii of the Mohr's Circles give the orientation of such a plane, solutions are easier to follow, and perform. Sample Problem 1: Site Location (generalized three-dimensional case).' Given: 1) Both rupture envelope for the solid and plane of weakness. 2) Existing principal stresses and orientations in space (?12, ?13) obtained from a stress analysis of the proposed structure. Find: Permissible orientations of the weakness plane in order to select a suitable site.

ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. Braley at Mellon Institute and by the Bituminous Coal Research, Inc. fellowship at West Virginia University. Hinkle and Koehlerl reported the results of the earlier West Virginia work. This work pointed to certain biological aspects which had not been noticed previously. These may be summarized as two separate findings. One was that sulphur oxidizing bacteria were present in acid mine water and that their possible role in contributing to the acidity should be investigated. The other was

THE main producing oilfields in Peru are located in the department of Piura and province of Thumbes, adjoining Ecuador on the south and west. In the department of Puno, a small field known as the Pirin or Hauncané Area was exploited some years ago by Fred Brown and associates and considerable production obtained. As. shown by the statistical table of production, this area reached its maximum production about 1909; since 1915, operations have been suspended. During the past year, however, the Peruvian Corpn. has acquired some interests in this section. It is reported to have made a few shallow tests with the hope of obtaining sufficient production to supply fuel for its railway lines, which operate between Mollendo on the coast and Puno and Cuzco in the interior. Only partial success has accompanied these efforts; nevertheless, exploitation is being continued. The petroleum of this region contains a paraffin base with small amounts of asphalt. While the gasoline content is small, the kerosene content runs as high as 30 per cent., with the fuel element varying from 50 to 72 per cent. While it is known that the structural conditions of the Huancané area are somewhat complicated, it is believed that exploitation based on a careful interpretation of the geology of the region will eventually yield commercial production of at least modest proportions. In the main fields in Piura and Tumbes, drilling operations were somewhat more active during the first half of the year, than in 1922. The latter half of the year witnessed curtailment, owing to the abnormal situation in the petroleum industry at that time. For the same reason, no attempt was made to obtain the maximum production from existing .wells. Production was pinched down and exportation of crude was correspondingly reduced during the latter half of 1923. Nevertheless, the total production of the Peruvian fields is considerably in excess of that for 1922, as is also the production of the Negritos area alone.

THERE is a growing interest in the possibilities presented by the manipulation of metal powders, which justifies an attempt to summarize their character and potential value. A summary of this kind presents an opportunity for making a classification of metal powder products into several general types. Our present knowledge of the finer and more abstract aspects of many of the principles involved in metal powder technique is extremely limited. Any conclusions as to the ultimate value of the process will, therefore, for the present at least, be of doubtful value unless they are substantiated by its products. The number of such products is increasing. A study of their diverse and unusual characteristics; an examination of the methods by which they are made, and a consideration of the reactions that take place during their fabrication, in so far as we can define them, should afford as good an evaluation of this interesting development as it is possible to make at this time. A critical study of this kind results in a formidable list of special attributes, which apparently ate characteristic of applied powder metallurgy. A comparison of these special effects with the end products and well defined limitations of the melting and casting process indicate that often they may very well be considered as being special advantages. They are subject, of course, to certain not as yet so well defined limitations of their own. Based on current products only, a necessarily condensed summary of the more striking special attributes of the metal powder process follows. MANIPULATION OF HIGHLY REFRACTORY METALS The powder process presents a means of manipulating highly refractory metals, which cannot be cast and formed in the usual melting and casting process. Tungsten, molybdenum and tantalum are the classic examples of the adequacy of the metal powder process for meeting unusual conditions of this character. The existence of a grain size stabilization effect on martensitic type reactions as shown by Scheill in an iron-29 pct nickel alloy and by Troiano and Tokich2 in cobalt prompted a review of other martensitic reactions to determine if this stabilization effect is characteristic of all martensite type reactions. Preliminary work has shown this effect to be present both in the gamma —+ epsilon transformation in an iron-20 pct manganese alloy and the martensite transformation of SAE 4140 and 3 pct Cr-O.40 pct steels. No appreciable effect was found in an SAE 2340 steel. The M, temperature for the gamma —+ epsilon transformation was lowered from 380°F to about room temperature by varying the annealing treatment following cold work as shown in Table I. The effect of austenitic grain size on the M, of three steels is shown in Table 2. M, was deter- mined by the conventional quench-temper method of Greninger and Troiano. In a single crystal the change in external shape concomitant with the homogeneous shear mechanism of the martensite transformation can take place unhindered. In a polycrystalline specimen a restraint of these changes must occur at the grain boundaries. Therefore, the smaller the grain size the greater the shear strain energy necessary for the formation of a martensite crystal. The degree of lowering of M, due to the reduction of grain size is much greater when the change in crystal structure involves only a small energy change, such as face-centered cubic —+ close packed hexagonal (that is, CO and Fe-20 pct manganese alloy). The maximum lowering of M, observed in the steels investigated was 50°F with a change in the ASTM austenitic grain size of 1-2 to 8-9. In comparison, the crystal structure change face-centered cubic —+ body-centered tetragonal involves a considerable energy change. There is little doubt that with much finer grain sizes the increased grain boundary restraint would greatly enhance this stabilization effect. The implications of this phenomenon are multifold. The following notes on the cheap milling of a soft lowgrade ore-body in the State of Chiapas, Mexico, may be of interest. The ore-body in question was worked, not by itself, but incidentally in connection with a large extraction of concentrating-ore; and one 10-stamp battery of a 30-stamp mill used for re-crushing tailings, and provided with copper-plates, was set aside for the treatment of this particular ore, of which, during a period of 17 months, 10,274 tons, of 2240 lbs. each, were handled. Description.—The ore-body collsisted of that portion of a mass of decomposed garnet-rock of igneous origin, which, near its contact with another igneous mass, composed chiefly of the mineral wollastonite in a nearly pure state, had been permeated by solutions, depositing irregularly, throughout it, quartz, chal-

For several years this Institute has recorded in its Transactions the various discoveries of potash‡ in America, and the successive stages in the development of an independent domestic potash industry. This paper is intended primarily to continue the record through the year 1935. In retrospect it is not inappropriate to note that public interest aroused in 1910 resulted in the production of some 1090 tons of pure potash in 1915, as a small beginning in the domestic inorganic potash industry, and that the infant industry thus begun reaches its majority this year, following a record production in 1935 of about 600,000 tons of potash salts and exports to no less than 22 foreign countries, including six countries in Europe. This production, with an estimated 200,000 tons of pure potash, may be compared with a production in 1934 of 430,157 tons of salts with an equivalent of 144,342 tons of pure potash. Mine and Plant Improvement During 1935, the American Potash & Chemical Co., at Searles Lake, Calif., began to reap the benefits of its previously enlarged plant facilities, which increased its productive capacity to 180,000 tons of muriate annually. The United States Potash Co., at Carlsbad, N. Mex., improved its operations by installing trolley locomotives and other haulage facilities and is maintaining its development headings two years in advance of operations, with projected plans for orderly mining for years to come. The hoisting shaft at its mine is now equipped to hoist at the rate of 1,000,000 tons annually, and the refinery to produce 150,000 tons of muriate containing less than one per cent of impurities. The Potash Co. of America, at Carlsbad, N. Mex., completed the conversion of its plant from a prospecting to an operating basis late in 1935. Zinc, in its wrought form, is produced commercially in rolled strip, sheet, wire, rod and tubing. Wire has been made periodically, but due to the fact that slight drafts are necessary, the cost of production is greater than for the more common non-ferrous metals which are made into wire. Notwithstanding the cost, zinc wire has certain special uses for which it is particularly adaptable. Rod has been made both by rolling and extrusion; the product, however, has not indicated great commercial value. Tubing has been made from strip from time to time by forming a strip around a mandrel and either electrically or gas-welding a longitudinal joint. Recently a tube manufacturer has succeeded in making a fair quantity of this material. Its commercial adaptability is still to be dctcrmined but anyone who desires it can obtain quantities of the smaller sizes. Inasmuch as strip and sheet are commercially the most important, this paper will be devoted to these products. In the broader sense, zinc is not alloyed. That is, there are no combinations comparable to the various copper, aluminum and nickel alloys. It has been recognized for some time that the lead and cadmium occurring with commercial zinc have some effect on its properties and such alloys as may be said to exist are those made from zincs containing varying amounts of lead and cadmium with a relatively low iron content. The foreign rolled zinc will analyze higher in lead than the domestic grades. A representative foreign analysis will run 1.1 per cent. lead, 0.07 per cent. cadmium and 0.02 per cent. iron. The American grades vary from zinc approximating high grade and analyzing 0.08 per cent, lead, 0.002 per cent. cadmium and 0.015 per cent. iron, to the lower grades in which the lead will vary from 0.3 to 1.0 per cent., cadmium from 0.10 to 0.5 per cent. and the iron in the neighborhood of 0.02 percent. Anthracite mining developments have not been as spectacular as the advances made for bituminous coal. The reasons are well known, i.e., steeply pitching seams of the western, eastern, middle and southern fields, and the physical conditions of the strata in which the seams are situated. Beds with moderate pitches (30º to 35º or less) have been mined with coal planers, longwall with movable props, shaker chutes, coal borers and large diameter boring machines. However, the use of this equipment has been limited to a relatively small portion of the production. Long-hole drilling has been developed from a point where holes of 25 or 30 ft have been replaced by those up to 130 ft. This has been possible through the introduction of primacord and similar detonating agents that can fire a long train of explosives with one cap. The usual practice in long-hole mining is to drive a gangway, chutes and monkey heading, or return airway, in the normal development manner. Two breasts can then be driven from the lower to the upper level to act as openings for the beginning of the long-hole work. Following completion of the development, holes can then be drilled from the monkey headings 100 ft or more up the pitch through the coal to within 15 ft or more of the upper level, depending on the nature of the coal on the roof. The thickness of the coal bed determines the spacing of the long holes, although they usually are on 6-ft centers for a 6-ft thick coal seam. The Bureau of Mines has conducted extensive investigations and tests on the development of a hydraulic mining system to be used in conjunction with hydraulic hoisting. Tests were conducted in cooperation with a large anthracite producer in a coal seam from 10 ft 6 in. to 15 ft in thickness and on a pitch from 0º to 20. This particular mining procedure is adaptable only to thick seams on relatively flat pitch as the maneuverability of the hydraulic jumbo is an important restricting factor.

A number of papers have appeared in the past several years concerning the nature of the fatigue limit. The hypotheses presented in those papers fall into three groups. Some authors attribute the fatigue limit to the distribution of interstitials prior to testing (static group). Others consider the fatigue limit to be due to dislocation-interstitial reactions during testing (dynamic group). Still other propose that the fatigue limit results from a characteristic peculiar to the iron (bee) lattice (inherent group). This communication is an attempt to digest the salient features of each of the hypotheses, discuss them, and present some constructive criticism. It is shown that each of the extant ideas has some merit, and that each of the mechanisms thus far proposed is necessary, but individually insufficient, to provide the desired level of understanding of the fatigue-limit behavior of metals. Static Group. The data of Oates and wilson1 on finegrained (=0.022 mm diam) low-carbon steel indicate that the fatigue limit exists in the absence of sufficient plastic deformation for any dynamic strain-aging mechanism to be operative. Specimens tested just below the fatigue limit showed yield-point behavior typical for unstrained material when removed from the fatigue machine and tested in tension. These results led them to the conclusion that initial dislocation locking controls the fatigue limit in this material, which has a yield stress higher than the fatigue-limit stress. Applied geophysics is the youngest child of that old branch of learning that has been known from Aristotle's time as physics—the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments—meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experimental and theoretical physics to determine variations and discontinuities in underground structures that cannot be ascertained from surface inspection. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. THE greater portion of the brown ore in the vicinity of Easton, along the north slope of the Lehigh Mountain or Durham range of hills, is obtained from mines instead of from open cuts or quarries, as is the case in the ore-beds in the western part of Northampton County, in Lehigh County, and in Berks County. The reasons for this method of procedure are various, and the principal causes of the shaft and regular mine system of working being adopted instead of the open air cuts, are : First, the large amount of stripping that would be necessary, as the richer and more valuable portions of the ore do not appear to be found as near the surface as those in other portions of the Kittatinny valley; second, the occurrence of the ore in regular beds, interstratified with the clay, and, to a less extent, in pockets or erratic deposits, as is the case in the mines of Lehigh County; and third, on account of many of the mines being situated at the immediate base of the Lehigh Mountain, where the surface water would be in such large quantities as to be with difficulty handled, and where the subsequent caving in of the sides of the open cut would be almost certain to expose the gneiss rock, which is water-bearing, the large quantities of water coming from which would probably drown out the ore-bed. Shafts, and a regular system of gangways and mining are therefore required by the configuration of the surface, the depth of the deposits and their geological structure. The ordinary size of the shafts is about four feet square, but where an extensive plant of pumping machinery is required the size may be increased to eight feet by six, with two compartments for the hoisting and pump-shaft respectively. A man-way, consisting of ladders with rests at intervals of twenty or thirty feet, is comprised in the pump-shaft, the wire rope being used for purposes of ascent and descent only in exceptional cases, on account of accidents which
