Uranium was cold rolled to a reduction in thickness of 90 pct and the preferred orientation of the grains was determined from X-ray intensity data. Complete pole figures for a large number of atom planes were plotted, and the preferred orientation was found to be duplex (102) [0101 + (012) [021]. These preferred orientations are compared with those reported for many of the hexagonal-close-packed metals. THE preferred orientation of a highly reduced cold-rolled uranium strip was determined in order to obtain additional experimental data which would be useful in further understanding the deformation mechanisms of uranium. The preferred orientations reported herein are not in agreement with those theoretically predicted by Calnan and Clews' for cold-rolled uranium sheets, and differ somewhat from those reported from experiments by Fisher, and Burke and Turkalo. Such variations might be accounted for by differences in the fabrication temperature and the reductions. Experimental Procedure The uranium used in this investigation had been hot rolled to 0.060 in. at 575°C from 0.393 in., and from a 0.060 to 0.020 in. thick sheet at 275°C. From this point the sheet was cold reduced 90 pct to 0.002 in. at room temperature. Three specimens were used to obtain complete pole-figure data. The first was a 1/2 in. square section illuminated by the X-ray beam on the rolling surface. The other two were l/2 in. square longitudinal and transverse sections each made as follows: Approximately 200 1/2 in. square sections of the foil were piled one on top of the other, so that the rolling direction for each piece was kept coincident. A 1/2 in. square by 1/8 in. thick steel section was placed on the top and bottom of a pile and the entire assembly was then bolted tightly together through a 1/8 in. diam hole drilled down through the center. Each pile was then surface-ground from the two proper sides to sections 1/2 in. square by 3/16 in. thick. These specimens were then polished flat and electro-polished to remove 0.005 in. of the surfaces to be examined. It can be shown that uranium is so opaque to a Cu Ka X-ray beam that only a small percentage would be transmitted by one micron of uranium. Therefore, a method of measuring the X-ray intensities diffracted from specimen surfaces was used. The specimens were mounted in a modified Schulz reflection holder' which automatically changed the position of the specimen at a constant rate. The holder, in turn, was mounted on a General Electric XRD-3 Spectro-Goniometer and an automatic record made of the diffracted X-ray intensity vs specimen position. While a specimen moved automatically through 10" inclination, at a rate of l° per min, it simultaneously rotated 360" about a normal to the illuminated surface. (The inclination and rotation angles are referred to as F and a, respectively.) The data were then plotted along the resulting spiral path on a stereographic projection, Fig. 1. Professor Kim's excellent review article1 on ultimate pit planning contains a statement of the apparently widely held but incorrect belief that "kriging provides information on the confidence limits around the estimate which no other extension technique is capable of supplying." If a geostatistical approach is valid, there are several good reasons for using kriging but uniquely provided confidence limits is not among them. If kriging is possible, then confidence limits can be calculated for any other linear estimate.

This chapter presents a successful approach for achieving mine entry stability at the Cane Creek potash mine by the utilization of closure measurements. The mine is located in southeastern Utah (Fig. l). Mining is being conducted at depths in excess of 3000 ft under structurally complex geologic conditions typical of the Paradox salt basin. The closure measurement systems described have definite application for determining relative entry stability in other nonelastic rocks which are similar in behavior to potash. Similar types of closure measurements have been taken in various underground openings throughout the United States, Canada, arid Europe. Application of this closure data has previously met with varying degrees of success as a tool for design of under- ground openings in both elastic and nonelastic media.1-32 Closure measurements can be made easily and economically and they provide a practical solutiori to a practical problem. They are in-situ measurements which do not necessarily require laboratory correlation. Simple closure measurements have special significance in potash because "steady-state" ' closure rate, or creep, of the entries is measured. These closure rates can be utilized because nonelastic media such as potash will never achieve absolute stability around a mine entry. The potash will tend to creep or deform until all entries are closed and the overburden stress is redistributed over what was previously the mine area. One of the operations of the J. L. Shiely Co. is quarrying in a hard granite gneiss with intrusions of gabbro or trap. During the winter of 1948-1949 the quarry ramp was lowered about 30 ft and during the 1949 season practically all drilling was done from the quarry floor, developing a face from 72 to 83 ft for the entire quarry area. The performance and cost table shows our record for 1948 and 1949.

SURFACE depletion can be a significant source of error in the use of the effusion method for determining the thermodynamic properties of alloys, particularly in the case of solid alloys.' However, as yet this problem has not been treated quantitatively by experimentalists in the field.1-3 The method necessitates diffusive transport of material out of the source alloy to obtain a relevant measurement. The general character of the system is shown in Fig. 1. The diffusive flux (nD) at the alloy surface is equal to the effusive flux (nE): where D is the diffusion coefficient of the diffusing substance, C is its concentration, X is the distance from the surface into the source alloy, p is the density of the alloy, and AS is the actual available surface of the alloy. The concentration of the diffusing substance at the surface is CS, and Here fE is the Clausing factor, AE is the area (sq cm) of the orifice, y is the activity coefficient of the substance in the alloy, PO is the vapor pressure (Torr) of the pure substance, M is the molecular weight of the effusing species, and T is the absolute temperature. The differential equation for diffusive transport in the source alloy is Fick's second law. Its solution is dependent on the geometry of the source alloy. Two boundary conditions must be established to obtain the proper solution, the first being Eq. [1], or its equivalent. The solutions for several important forms of the source alloy are considered below.

THE obligation of an employer to the State requires certain things of him as matters of good citizenship: for instance, that his workmen shall have a living wage, that child labor shall not be employed, that injuries from accidents shall not- make workmen a charge upon the State, and that the laborer's children shall have opportunity for education and to become good and useful citizens. Affairs of this kind are not taken up as philanthropy, for the officials of a corporation or a large manufacturing concern may not feel at liberty to spend the funds of their company as prompted simply by motives of kindliness; but they may spend company money on such matters because it is good business. For years, the poisonous effects of lead, phosphorus and dust have been emphasized in books on industrial hygiene and their elimination has been urged; but the more important and everyday physiology of the workman himself has been neglected. Part of my object in writing this paper is to show how our knowledge of physiology may be applied to working conditions in everyday life. In the interest of industrial laborers, accident compensation laws have been enacted in 33 States. This has been carried forward rapidly, because it has been shown that it pays both employer and employee. A further step is the recognition of sickness and disablement independent of accidents, not only because of their immediate cost to the worker and to the employer, but because continued efficiency in work and business depends largely upon health. Some measure of the importance of health in industry can be gained by the knowledge that records kept by some companies which now make this the subject of careful inquiry show that the time lost by employees, through illness; is several times as much as that lost as the result of industrial accidents. It is true that accidents frequently result in permanent disability or death, but it is equally true that illness is also a cause of permanent disablement or death. Thus the chief difference is that the loss to the employee through accidents occurring in the course of his employment is now generally recognized as a cost

THE measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value.. In its crudest application, the barrel-day price is determined by the "$10 to $.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the, barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the" $10 to $.01" rule is used extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc.

THE Cuyuna manganiferous iron ores can be a principal source of manganese for the iron and steel industry in the United States, provided metallurgical methods as a whole are adjusted so as to use run-of-mine ore. The use of manganese in steelmaking is growing. Increasing amounts of impurities in raw materials call for more manganese, a constant cheap supply of which is wanted. There are few deposits of ore in the United States carrying over 35 per cent. manganese that can be mined and marketed at a profit in normal times. We are largely dependent on foreign ores. The small domestic deposits should rightly be held in reserve for an emergency, such as a war, when importation might cease. Even the production from lean ores, concentrated it may be, might not carry us through a protracted stringency. The Cuyuna district is, therefore, during normal times capable of supplying a large total of manganese. The ores are iron ores containing 5 to 25 per cent. of manganese with the inverse range of 52 to 28 per cent of iron. The manganese costs no more per unit in the ore than the iron, because cost of mining, largely by open-pit methods, is not affected by the manganese content. The manganese units should, perhaps, command a higher price, but as their value is contingent on metallurgical practice, a higher price may be justified only when a shortage in manganese occurs. Manganiferous iron ores can never entirely supplant straight manganese ores though methods are employed that will permit them to do so partly. For the manufacture of ferromanganese, ores carrying above 42 per cent. manganese are needed. Ores with manganese running between 20 and 42 per cent. are used for making spiegeleisen. But established practice in certain plants, based on the admixture of manganiferous iron ores to straight iron ores has greatly lessened the consumption of high-priced, scarce, manganese alloys with good results.

THE major use for quartz crystal is in the manufacture of radio oscillator plates and telephone resonator and filter crystals. Quartz crystal is also cut and polished as a semiprecious gem stone, particularly in the colored varieties (amethyst, Brazilian topaz, and others), and often is carved into various objects of art. Prisms, wedges, lenses and other optical parts often are made of quartz crystal, usually for special- purpose instruments. Chips and small clear crystals below 100 grams in weight, called “lascas” by the trade, are the raw material for fused quartz products. HISTORICAL BACKGROUND The Greeks believed quartz to be permanently frozen water and therefore called it krustallos, which, literally translated, means clear ice; but ages before their civilization, prehistoric man had crudely cut and polished crystals for rough charms and ornaments. About 2000 B.C., the Egyptians brought the art of cutting quartz to a high level. While there are earlier examples of crystal art that have great value, working in crystal during that period became a means of artistic and religious expression that has endured through the ages. Art museums and private collections throughout the world contain many priceless pieces. They include findings from the tombs of the earliest Egyptian rulers, as well as magnificent art objects in both clear and colored crystal encrusted with silver, gold, enamel, and precious gems of oriental and European workmanship. Pierre Curie first measured the piezoelectric effect of quartz, in 188 1, by placing a weight on the surface of a quartz crystal and measuring the resulting electrical charge, which he found was proportional to the weight applied. The following year the inverse piezoelectric effect was proved by the Curies. By applying a voltage to a piece of quartz, a measurable physical displacement occurs. The first practical application of this effect was the construction of a bimorph unit to measure voltage by measuring the amount of the displacement of the end of the bimorph. Steady-state flow theory, previously applied to displacements with two mobile phases, is extended to cover down-structure flow involving three mobile phases: oil, gas and water. When used with normal reservoir fluid properties, the theory predicts the existence of four distinct flow regimes and the conditions under which each regime exists. The predicted behavior is verified by a parallel-plate model study. INTRODUCTION Special problems exist when a water flood is contemplated in a dipping reservoir having a substantial gas cap. Normally, the gas-cap region is one of very low oil saturation. If oil is moved into the gas cap during the flood, a loss in recovery results. Efficient recovery of the oil underlying the gas is therefore difficult. In two reported field water floods, injection into the gas cap has been used to solve these problems. At the West Norfolk Garr Sand Unit, injection into the upstructure region of the reservoir was made for the stated purpose of filling up the gas cap with water.' The purpose in the Sholem Alechem Fault Block "A" Sims Sand Unit was to form a continuous water barrier between the gas cap and oil band.' A laboratory model study preceded this flood and was described in the same publication. Both of these gas-cap water injections gave satisfactory results, but the published data are insufficient to allow generalizing to other field conditions. The present investigation was also undertaken to obtain results for a specific field problem. However, these results will be shown to be in agreement with an extension of the Dietz3-5 mathematical model to three-phase flowing systems. The agreement between the theory and the model studies indicates that the mathematical model can be used to describe completely the flowing system under some conditions, and to indicate the general type of flow to be expected under all conditions. FLOW THEORY The Dietz equations for two-phase flow are derived "' for the case of constant-velocity linear flow in a homog- eneous porous medium. The transition zone between the fluids is assumed to be of negligible extent so that the displaced and displacing fluids are separated by a sharply defined interface, as illustrated in Fig. 1. The density and mobility of the displacing fluid are constant over the region behind the interface, and the same properties of the displaced fluid are constant over the region ahead of the interface. To extend the Dietz equations to three-phase systems, we postulate the flowing system shown in Fig. 2 and determine the conditions under which it can exist. The

MECHANICAL loading and conveying equipment has been available for the coal-mining industry for more than twenty years. The earlier equip-ment-was admittedly crude and ill-fitted to perform its intended functions, but there are available today a variety of mechanical loaders and conveyors which may be said to be almost on a par with coal-cutting machines. Despite the fact that such equipment is available and that better and other types of equipment are continually being developed, mechanical loading of coal cannot yet be said to be economically successful, except in a few special cases. It is not an accomplished fact in the sense that machine cutting of coal and electric haulage are accomplished facts and a part of accepted practice. There are two general opinions why we have failed to obtain better results with mechanical loading and con-veying equipment. The equipment manufacturers will say that coal-mine operators have generally failed to establish and maintain the conditions required for suc-cess. The coal-mine operator says that the equipment is not adapted to cope with his specific conditions to the extent required for economically successful results. Just what is the objective of this movement toward mechanical loading? We speak of mechanical loading in such a way as to lead one to believe that we are mere-ly seeking a mechanical equivalent of the human loader and his shovel. Really, we are impressed with the fact that the coal-mining industry has not advanced toward greater productive efficiency to anything like the degree achieved by practically all of the other productive in-dustries, and we are seeking the means to remedy this. We have seen the advantages which follow the intro-duction of coal-cutters and electric haulage-locomotives. The loading of coal is the one major operation in coal mining which has not been mechanized. We believe that a satisfactory, mechanical substitute for the man with the shovel will help us increase our productive efficiency to the same degree as has been accomplished in the other productive industries.

COPPER containing a small amount of arsenic has been used extensively abroad, and a number of reports, particularly those by English workers, have indicated that such copper is better suited for certain uses than high-conductivity copper. Inasmuch as a large percentage of the copper fabricated is used for nonelectrical purposes where high conductivity is not at all essential, it has been suggested that arsenical copper might be at least as suitable as high-conductivity copper for many purposes. An investigation spon-sored by the Calumet & Hecla Consolidated Copper Co. at Battelle Memorial Institute was therefore undertaken with the object of determin-ing the effect of small amounts of arsenic (up to 0.75 per cent) on the properties of copper. In this work the effect of arsenic on the basic properties of tough-pitch and of phosphorized copper have been critically studied and many data collected from laboratory experiments which have been supplemented by mill-scale tests. The results of these tests, with coppers of the type referred to, in the annealed condition and after various degrees of reduction, show that the basic properties of copper are not greatly affected by small amounts of arsenic, an increase in strength being observed with increasing arsenic with no corresponding decrease in ductility. It is well known that the evaluation of material for plastic deforma-tion, on the basis of laboratory tests, may not be directly comparable with its performance in commercial operations. In order, therefore, to substantiate the data obtained at the Institute, the cooperation of the Wolverine Tube Co. was obtained for a series of production tests on the fabrication characteristics of phosphorized arsenical copper in the manu-facture of seamless copper tubing. In these tests the behavior of the arsenical coppers was carefully observed in comparison with that of representative types of phosphorized arsenic-free copper, which were fabricated under the same conditions.

The safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because- the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must. pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. his fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossmentin earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

Within the last 15 years David Brown Gear Industries has manufactured approximately 200 large mill gears over 6m diam., 58 of them over 9 m and up to 12 m diam. The experience has not been without problems, due to a lack of clear understanding of the loads and stresses imposed on large gear wheels. American Gear Manufacturers Association (AGMA) practices suggest that a service factor be used for mill gears. But what is meant by "service factor"? The layman might be forgiven for believing that the term is synonymous with "safety factor," but this is certainly not true. The service factor is an aggregate of the following in some proportion: -An application factor, i.e., an allowance for the fact that systems do not run smoothly with uniform torque. -An ignorance factor covering the imperfections in the basic gear calculation. -Possibly a safety factor. In the following sections some of the ways in which the limits of applicability can be overstepped are discussed.

THE advent of curved jaw crusher wearing plates made an approach other than segmental layout analysis desirable for prediction of capacities. For some time it had been known that the drawing board capacities of crushers using these plates had to be considerably modified by complicated experience factors to achieve agreement with results. Because these apparent capacities could be readily increased severalfold by minor crushing chamber shape changes, it was necessary that the utmost precaution be taken in predicting capacities of jaw plates modified for nonchoking, special wear characteristics, or any other reason. To this end the laboratory and field tests outlined by the author in a previous paper' were made on Blake-type jaw crushers. The results of these tests were summarized in a simple first degree equation applicable to crushers using either straight or curved jaw plates. This equation first outlines the maximum capacity potential of a given crusher, then reduces this figure in accordance with installation circumstances by means of a realization factor.

In a reservoir when gas comes out of solution and rises, additional pressure is created because of the change in position of this gar in the bounded volume. If this pressure effect is not taken into account as a pseudo-influx ill mate rial balance calculations on reservoirs in which there is evolving gas, an error is introduced that is directly proportional to the length of oil column and amount of gas evolved and inversely proportional to the reservoir pressure. In reservoirs with small oil column this pseudo-influx is of little importance. The larger the oil column the more important the effect becomes. The most important application, however, will be for reservoirs with declining pressure in which increasing water entry has been indicated by material balance calculations. It could be that this indication is the result of the cited pseudo-influx and not water entry at all. This paper attempts to explain this phenomenon in relation to material balance calculations and prevents an approximate method of determining tile pseudo-influx. INTRODUCTION Only recently has the pressure-volume relationship of gas rising in a liquid appeared in engineering literature, although its effect has been discussed for several years—especially among engineers engaged in drilling operations. The writer published a paper in 1957 in which this phenomenon was examined in relation to blowouts in drilling wells.' Also, in 1957 Stegemeier and Matthews' authored a paper in which the relationship was presented with respect to pressure build-up tests when shutting in producing wells. In this paper the effect will be called "pressure inversion" which is descriptive of the phenomenon. Fundamentally, the effect just mentioned is the result of changing the position of a quantity of energy contained within the gas itself (as a result of its compression) within the bounded volume in which the gas exists. If the gas were allowed to expand "beyond all bounds" there could be no pressure inversion effect. This is because all of the energy contained within the gas as a result of compression would have been re- PRESSURE INVERSION A phase that has not been discussed in the literature is the effect of pressure inversion upon material balance calculations in reservoirs in which the reservoir pressure drops with reservoir withdrawal and is below the bubble point. This action releases solution gas which, after the critical gas saturation has been reached, will tend to rise and collect at the top of the reservoir. The pseudo-influx caused by this effect could be great enough in reservoirs of large oil column and high permeability to render invalid any analyzer studies made on them — if pressure inversion has not been taken into account. Most suspect would be those reservoirs with large oil column in which increasing water entry has been predicted but the bottom wells have not yet produced water. Example 1 Simply stated, this phenomenon exists in oil reservoirs because of the difference in density and expansibility between gas and oil. For example, if a bubble of gas exists at the bottom of a 1,000-ft column of oil having a gradient of 0.30 psi/ft with the pressure at the top of the column zero, the bubble of gas will be compressed to a pressure of 300 psi. If temperature and the combined volume of the oil column and the gas bubble remain constant, as the gas bubble rises in the oil column it will have the same volume and consequently the same pressure at any point. Under these conditions when thc bubble reaches the top of the oil column, the pressure will be approximately 300 psi at the surface and approximately 600 psi at the bottom of the oil column. If it is assumed that the oil is incompressible the pressures will be exactly 300 and 600 psi, respectively.

In the United States the state mining laws enacted in the late 1800s were the first laws to recognize that an employer had a responsibility to provide the employee a place to work that met at least some minimum safety standards. The coal mining industry was also the first major industry in the United States to be regulated in 1952 by federal safety laws, although federal inspectors had the right-of-entry as early as 1941. Within recent years, however, the Congress has enacted a number of federal safety regulations for a variety of industries, such as the Aviation Act (1958), National Traffic and Motor Vehicle Act (1966), National Gas Pipeline Act (1968), and Radiation Control for Health and Safety Act (1968). The fatality and injury experiences of the mining industry in the United States, while at a significantly higher rate than for industry as a whole, showed a continuous improvement until the last decade or two-at which time the rate leveled off. Although fatality and injury rates in foreign countries have been generally lower than in the United States, further improvement in those countries also has been difficult to achieve in recent years. It appears, therefore, that some major change in mining laws, combined with a radical improvement in mining technology and a more effective labor-management safety program, will be needed if further reductions are to be achieved in fatality and injury rates. At the same time, there is a growing awareness by society that an employee's place of work, where he spends nearly half of his waking hours, should be made as safe as possible. As increased consideration is given to means for achieving greater safety in all industrial situations, it is becoming apparent that more is required than merely providing physical safeguards on tools and machines. Rigorous, strictly enforced safety standards are useful, but more important is the desire of labor and management to make certain that industrial accidents are prevented. The pressure to achieve increased productivity, and thus receive higher wages, can be a significant deterrent to safe working practices. The temptation can be great to "take a chance" or "cut a corner" in order to speed up production. Public concern over all types of industrial safety in the United States was reflected by the introduction of a number of general occupational health and safety bills in Congress for the first time in 1968. While no legislation resulted, the hearings revealed that, although there were differences in how standards should be set and who should administer them, there was agreement on the need for adequate laws. Since the mining industry has been subject to safety standards longer than other industries, it is not surprising that advanced safety concepts for mining are being explored by the industry and the enforcing agencies. Coal operators have been justified in spending most of their efforts and capital expenditures on improvements in productivity at the working face, on better transportation facilities, and on surface plants for improvement of the product by means of modern cleaning and drying equipment. Although the above subjects will continue to receive close study for further technological advances, there are other operations involved in the production of coal, which can be improved by the application of ingenuity and modern equipment.

ABOUT 1929 an engineer was engaged to organize a Safety Department, lay out an educational program, and achieve a reduction in accident frequency. Due to the large number of employees, about 12,000, and the distances between the various properties, it was a big undertaking. Most of the workmen are from the Sierra and for generations have been agricultural people, with little conception of modern tools and machinery, and to a large degree are illiterate. However, gratifying results have been obtained, as evidenced by the accident frequency curve during the sixteen-year period. Safety offices have been established in each of the six major properties, staffed by men who devote their entire efforts to inspections of working conditions and equipment, instructions as to safe methods, and investigations of accidents. The Corporation is a member of the Inter-American Safety Council, receiving their publications and literature, which serve to keep us up to date and informed on modern methods. Dissemination of this material is accomplished chiefly through word-of-mouth and bulletin boards. When it is found that the accident rate is increasing in a certain occupation, as for instance underground haulage or mine hoisting, the operators so engaged are assembled and given renewed instructions on the safety code pertaining to their work. Inter-camp competitions in accident avoidance are being conducted, with annual awards for that unit having the lowest severity rate for the year.
