The goal of this study is to evaluate the coal flotation process and the interaction of the chemical (reagent) and hydrodynamic (machine, operational) variables as they affect yield, flotation of various sized particles, and sulfur and ash rejection. Coal flotation is found to follow a first order process with the coal floating much faster than either pyrite or ash. This circumstance may be used to achieve gangue rejection during flotation. When floated with MZBC, cresol, or pine oil frothers, coal floats in the size sequence: 108 pm ( - 65 mesh), 589 x 808 pm (88 x 65 mesh), and 1.17 mm x: 589 pm (14 x 18 mesh). However with a substantial amount of fuel oil collector, all particles tend to float roughly in proportion to their content in the feed. An increasing aeration rate was found to be the most important variable in increasing the coal flotation rate. This increase in flotation rate, unfortunately, is also accompanied by an increase in the flotation rate of the pyrite. The rejection of pyrite during coal flotation is best accomplished at low aeration rates, low frother concentrations, and low impeller speeds.

Summary In response to a growing intolerance towards ground vibrations and noise as environmental pollutants the engineer must consider the effects of his operations as they are likely to be judged subjectively by the public at large. Much work has been done on the study of vibration damage to structures, but the damage criteria normally applied do not take into account any resonance effects, nor do they embody any subjective criterion. Mu1tiple criterion techniques of subjective appraisal have proven to be of value .in the assessment of environmental comfort in relation to ventilation, air conditioning, and lighting. One such scale, the Reiher-Meister Scale, has also been applied to ground vibrations and noise, and an attempt has been made to correlate this scale with objective criteria, using the parameters of frequency and displacement. This paper quotes examples and compares ground vibrations resulting from blasting, the operation of, vibrating and impact-hamner pi1e drivers, forge hammers, and railway and road traffic. The Reiher- Meister Scale was applied to a subjective-objective correlation in relation to vibrations from railway traffic and gave results which did not conflict with experience.

The discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not yield more than $10.00 per ton* of 2000 pounds. • At this trine the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6.00 per ton. The successful working of mines on "the belt" necessitated cheap milling. The honor so fairly earned and so incompletely and tardily paid to Henry Cort, the inventor of the puddling-furnace and the rolling-mill, has been fully set forth by Mr. Charles H. Morgan,' and needs no further emphasis here. In view of the importance of the rolling-mill in the treat ment of iron and steel, the paucity of information concerning it is surprising. With the exception of a book, written about 35 years ago, by Peter Ritter von Tunner, an Honorary Member of this Institute, and of desultory articles on simple sections, which have appeared in technical journals, I know of no publication attempting to treat this subject, although volumes have been written on the scientific theory and technical manipulations involved in other branches of the iron- and steel-industry. This strange anomaly may be due to the fact that roll-turning cannot be called a scientific business. It does not ordinarily come within the range of an educated engineer; yet it cannot be performed by an ordinary mechanic. Nearly three years of experience in Spanish Honduras has placed the writer in possession of many facts concerning its resources which may be of interest to the Institute. According to the most trustworthy surveys, Honduras is bounded on the north and east by the Caribbean Sea; southeasterly by the river Segovia (or Wanks), which flows into the Caribbean at a point called Cabo Gracias a Dios (Cape Thanks be to God), long famous as the favorite hiding-place of the celebrated pirate, Morgan ; southwardly by a corner of San Salvador, the Bay of Fonseca, and the Republic of Nicaragua; Guatemala and San Salvador form tile western boundary. It is one of the five republics composing Central America, has a population of about 310,000 and an area of 150,000 square miles, lying between the 13th and 16th degrees of N. latitude, extending from north to south 200 miles, between the Atlantic and Pacific, and 400 miles from east to west, between Guatemala and Cape Gracias a Dios. It is composed of 13 States or Departments, under one common law. The principal resources are valuable woods, hides, rubber, tobacco, coffee, fruit, cattle, silver and gold. It is of the mineral resources of the country that I will speak, calling attention to the most noted mines, and their relative position to Tegucigalpa, the capital. The introduction of foreign capital into the country dates back about eleven years, and to-day there are at least twenty-five well organized companies.

THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

IN developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measure-ments serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transforma-tion temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chro-mium or managanese. The lag, or undercooling, observed at the ? - a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,1 using a rate of heating and of cooling of 3.0° to 3.5° per minute unless otherwise stated. Magnetic susceptibility, which was measured in studying the rate of transformation, was determined with a magnetic balance, which also has been described.2

The Upper Santa Cruz Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary [(Fig. 1)]. The principal water use area lies between, and includes, the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the ground waters of the upper and lower Santa Cruz basins. The upper basin contains the Tucson and Sahuarita-Continental critical ground water areas. The Tucson water use area encompasses the Tucson metropolitan area and extends from the northern boundary of the basin south to the boundary between the Tucson and Sahuarita-Continental critical ground water areas near San Xavier. The San Xavier use area is the San Xavier Indian Reservation. The north and south boundaries of the Continental use area coincide with the limits of the Sahuarita-Continental critical ground water area. The first study of ground water in this valley was initiated by Dr. G. E. P. Smith in 1905, and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of ground water development and utilization. Beginning in 1939, the ground water branch of the US Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), published a series of bulletins concerning ground water occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the Arizona State Water Plan (Arizona Water Commission, 1975) comprising a detailed inventory of water availability and use in Arizona and a study of alternative futures. The importance of ground water supplies in the Upper Santa Cruz Valley cannot be overemphasized. Metropolitan Tucson, surrounding agricultural areas, and the mineral industry are completely dependent upon ground water. Agriculture has been the largest user of ground water. The land distribution of the Upper Santa Cruz Basin is rural in character with large tracts of land included in national monuments and national forests. The Upper Santa Cruz is one of several state basins that does not depend upon one single industry as its major economic activity. Agriculture, mining, tourism, international commerce, and manufacturing all contribute to a viable economy. The city of Nogales, on the Mexican border, and the city of Tucson, to the North, are the centers of commerce in the basin.

The ultimate production from a natural reservoir of petroleum is inversely proportional to the gas-oil ratios existing during the producing life of the reservoir whenever gas is the major expulsive force in the recovery. In other words, in the period during which gas is the major expulsive force the ultimate production will be increased if the gas-oil ratio is decreased, and vice versa. This condition prevails in the greater number of the present producing districts. While this relation is difficult to prove from actual operation, on account of the present paucity of detailed observations, it must be admitted after a study of the forces and conditions governing the recovery of petroleum from natural reservoirs. Where gas and oil exist under pressure in sand interstices and water movement is not freely possible, the force expended in moving the oil to the well is the expansion and movement of the gas through the pressure differential existing between the interior of the reservoir and the well. If pressure and solution conditions in the untapped reservoir are such that the relation between gas and oil volumes at atmospheric conditions is as 100:1; and if during the producing period, until the gas is exhausted, the relation between the gas and oil volumes produced is 300:1, it follows that only one-third of the oil has been produced and the remaining two-thirds cannot be recovered unless some extraneous force is introduced into the reservoir. This serves to illustrate the importance of gas-oil ratio control during normal producing operations. Gas-oil Ratio Control Eliminating natural conditions in a reservoir, which govern gas-oil ratios, such as the physical properties of the oil and gas, the physical characteristics of the reservoir strata and the original pressure and solution conditions in the reservoir, which cannot be controlled by operation practice; and also eliminating operating conditions that apply to the reservoir as a whole, such as well spacing, well locations, relative completion dates, various penetrations and drilling practice; there remains but one condition in each well that influences the gas-oil ratio and that is

The behavior of case-hardened AISI C-1213 free -machining steel under complex impact-fatigue -wear load conditions was investigated. The inherently poor dynamic properties of the steel are mainly affected by the stress distribution in the case, component shape, and tempering. Cold-riveted components showed unexpectedly high dynamic strength compared to basic parts. A compromise beatment—which provides good dynamic properties, reasonable wear resistance, and fair riveting characteristics—zuas developed. A number of mechanical components in data-processing machines are made of free-machining carbon steel. Although, selected primarily due to manufacturing requirements, components made of these grades frequently undergo complex heat treatment and must sustain impact-fatigue loads. A typical free-machining steel is the AISI C-1213 grade, which is a resulfurized and rephosphorized open-hearth steel. While the undesirable effects of sulfur and phosphorus on the mechanical properties are well-known, data on dynamic properties are scarce.1"3 Rapid rotating or oscillating motion while carry- ing a high cyclic load requires a combination of wear resistance with high endurance limit and impact toughness. The inherently poor dynamic properties of the free-machining steel are further degraded by the machining, which introduces local stress-concentration areas. While the heat treatment (usually case hardening) improves some mechanical properties, it necessarily impairs others. Another problem arises when components, such as studs, must be fastened by riveting. The high crack-sensitivity of the free-machining steel, especially in the presence of a hardened case, makes this operation difficult. In view of the preceding considerations, it is of interest to investigate the behavior of a typical component under complex impact-fatigue-wear loading conditions in order to explore the effects of material, machining, and heat treatment, to obtain specific data on the dynamic characteristics of free-machining steel, and to arrive at a process which would adequately utilize the inherent qualities of this material. EXPERIMENTAL PROCEDURE To simulate actual service conditions, a typical component was selected, based on frequency of application, complexity of load, and processing difficulties. The dimensions and shape of the component—a stud used in many electromechanical document-handling machines—are shown in Fig. 1.
