The deformation of a discontinuous rock is a sum of individual translations, rotations, and strains of the component blocks. These produce opening and slip between blocks along the discontinuities. Rather than attempting to analyze such deformations with a mathematical model representing the geometric and stress/strain properties of all points, for the back-calculation of observed displacements we have produced a novel approach to solve the inverse problem. Using a field of displacement measurements and a map of the system of discontinuities, the method, determines the intrablock and interblock motions by a least squares formulation. In this brief paper we address only two- dimensional formulations. However, computer codes have also been developed for three dimensional problems.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should coder handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

SHORTLY after Ambrose Swasey suggested the creation of the Engineering Foundation in 1914, the World War broke. upon the scene. Consequently all eyes were soon turned to national security problems. In 1916 the newly-organized Engineering Foundation and the four National Societies joined with the National Academy of Sciences in establishing the National Research Council. From then until 1923 the Engineering Foundation devoted the greater part of its resources to the support of the Research Council and the Council's division of engineering. Since 1923, how-ever, it has turned to the original intention for which it was created, of cooperating with the national societies in proj-ects affecting engineering at large, though it still retains a connection with the Research Council. Mere enumeration and tabulation of work undertaken can of course lend but a vague idea of actual accomplish-ments. The reports of the Foundation give information of its widespread activities.

The processing of gold bearing sulphide minerals which contain arsenopyrite and various complex arsenic sulphides results in arsenic containing emissions and effluents which are suspect in relation to clean air and clean water standards. Removal of arsenic from gaseous emissions is briefly reviewed. The use of lime to stabilise aqueous residues as either calcium arsenate or calcium arsenite is shown to be inadequate for long term disposal since both compounds are converted into calcium carbonate due to the influence of carbon dioxide in the atmosphere. Mixed calcium arsenate-phosphate residues are similarly unstable, but present better stability than the straight calcium compounds. Alternative disposal methods are reviewed whereby the arsenic is converted to more stable compounds, such as barium arsenate, titanium (IV) arsenate, and arsenic sulphide.

Gases and vapors are being safely stored in caverns constructed in salt formations. The storage of gas is cost competitive with other methods of gas storage and offers many advantages. Storage can be designed for high gas recovery rates and many operating caverns allow gas recovery rates in excess of 300 million cubic feet per day. In past attempts to characterize green and dry iron ore pellets, the authors have found large variations in the results of strength tests performed on closely sized pellets from the same batch. Where bentonite was the binder, such variations in the pellet quality were attributed to the presence of internal flaws and the nonuniform distribution of the binder. Studies have shown that pellet strength is strongly dependent on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. However, before such a relationship can serve as a guide for the development of better mixing techniques and the associated economy of bentonite consumption, more precise knowledge of the bentonite-concentrate mixtures is needed. The chemically based models previously developed to describe and predict the distribution coefficients and separation factors for several different single and multicomponent metal extraction systems are presented in a more general form in this paper. The degree of formation of the aqueous phase inorganic metal complexes, the extraction mechanism of the complexes, and the equilibrium constant for the extraction reaction are used in the development of the models. The concept has been successfully applied to extraction systems where the organic solvent extracts an ionic species and where the organic solvent extracts only the neutral species. A study has been made of the crushing and grinding circuits by the Portland Cement Association in nine cement plants. Five of the plants used the wet process and four, the dry method. Both raw and clinker grinding were studied in the four dry processing plants. The raw materials used varied considerably from plant to plant. Actual power consumption data were obtained for the majority of the grinding mills in these plants. Previously representative raw and clinker samples had been obtained from the nine plants, and Bond1 and Hardgrove2 grindability tests were run on these samples. All pertinent data concerning the grinding mills, such as mill size and speed, ball charge size and weight, size distribution of feed, and discharge materials were also obtained. Thus it became possible to calculate the actual horsepower used by the various mills, and to compare this figure to the theoretical horsepower as calculated by several different methods.

Wet high-intensity magnetic separation (WHIMS) has been successfully applied to the recovery of gold and uranium from the residues of Witwatersrand ores. Good overall recoveries have been achieved for particles as small as 12µ, and finer particles of uranium minerals are recovered when present as inclusions. The best results were obtained with a matrix of soft-iron balls 6 mm in diameter. However, pilot-plant tests drew attention to a major defect of the machine: the matrix could be blocked by wood chips and ferromagnetic particles. This problem was overcome by the incorporation of a modification that allows the balls to be discharged from the rotating annulus. Two full-scale units that incorporate the modification have been installed.

Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

Electrical requirements in surface mining can be divided into three categories: main substation, plant power, and pit distribution. A main substation may vary from a 500-kva transformer supplying 480-v power to motor-driven pumps and conveyors, to a 50,000-kva substation serving a large beneficiation plant or a large strip mining operation. Regard- less of size, it should be designed with the realization that a failure of the main substation will totally shut down the operation. Location of a main substation usually is a compromise between expense of running the incoming high-voltage transmission lines and the voltage drop of long secondary runs. Based on a geological survey for immediate and future areas of excavation, the main substation should be located as near to the center of load as possible.

The Year Book of the Institute is mailed with this Bulletin. Its membership lists, both alphabetic and geographic, are corrected to Jan. 1, 1918, but its list of officers is revised inn accordance with the elections in February, 1918. The amendment to the Constitution, relating, to qualifications for membership, adopted at the same time, is also inserted in its proper place. We would call attention to the Honor Roll, heading the list of membership. This includes the names of those whom we know (in February, 1918) to be on active military duty, as well as those who are rendering emergency service to the Government in other branches. We are aware that the list is not complete, and shall be grateful for information as to any omissions or corrections. Because of the rapid movement of the military members, their addresses have been omitted from the alphabetic list. Mail addressed to such members, and sent to the office of the Institute, will be forwarded to the best of our information at the time.

The preliminary meeting to organize the American Institute of Mining Engineers was held last evening. The attendance was unexpectedly large, and the proceedings were harmonious. According to present appearances, the Institute is destined to have a vigorous and influential career. A noteworthy feature is the interest manifested by the owners and operators of mines and by mining foremen, who are not strictly engineers. Provision is made in the rules for such persons, and all others who desire to be connected with the organization, by the establishment of a class of associates, having all the privileges of members, with a very few restrictions. It is ordained that the President, four of the six Vice-Presidents, and six out of the nine managers, shall be professional mining engineers, this term including metallurgical engineers also.

In this research the possibility of pelletizing high grade fluorsoar fines or flotation concentrates with the use of calcined colemanite as binder is investigated, and the room temperature and elevated temperature strengths of these pellets are compared with those of pellets which are obtained by using bentonite as binder. Pellets of 10-12 mm. size and having 10% calcined colemanite showed a much higher room temperature strength than those containing 5% benonite, both being endurated at 1000°C for 15 minutes. However, when the same batch of pellets were tested at elevated temperatures of 250º to 500°C, bentonite gave better results. X-ray tests showed that in the pellets endurated at 1000°C for 15 minutes the original crystal structure of fluorite mineral is preserved.
