COMSTOCK (author's reply to discussion *).-The discussion of this paper has been of such volume and interest as to constitute in itself a sufficient excuse for the paper, even though the paper itself may have been as much in error as some of its critics have maintained. Mr. Howard does not appear to realize some very practical facts that the opponents of his theory have advanced. Among these are: the coarsely crystalline fracture of the nucleus of a transverse fissure, so different from the smooth fatigue break around it; the occurrence of fissures in large numbers in certain heats or rollings of rails, while other heats or rollings do not develop them; and the much smaller proportion of transverse fissures found in rails rolled .from reheated blooms as compared with direct-rolled rails. A broad definition of' "Mill Design" might cover everything from the first tentative choice of general process to the final structural details for construction. The first phases are mainly concerned with metallurgy and economics and the final stages with the mechanics of putting the selected equipment together into an integrated plant. It is the purpose of this article to discuss only data, derived from laboratory testing, that contributes directly to design of the milling plant itself, and only the plant design phases that are influenced by laboratory testing. Most ore beneficiation testing is devoted to determining recoveries, grades of products, elimination of impurities, reagent and supply requirements, etc. having little to do with physical plant design although these factors are of prime importance in the evaluation of a mining project.

A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated (Ref. 1). These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 million tons (163.3 x l09 kg) per year and the careful phasing of additional public services with population growth effectively reduce the social and environmental impacts of coal development. The alternative involving the addition of 43,000 megawatts of electrical generation capacity has very significant adverse social and environmental impacts on the region.

The effects of testing temperature, frorn 77" to 420" K, and volume fraction of martensite on the micro-plastic response of unaged Fe-31Ni martensite-austenite aggregates have been determined. The kinetics of the aging phenomena which lead to a decrease in the microplastic response were also characterized. These determinations, supplemented by other experimental results, show that at least two mechanisms of plastic deformation give rise to the apparent softness of the quenched structures. Only one of these mechanisms is fully discussed in this paper The transformation of retained austenite to martensite during the application of stress leads, in specified conditions, to large microplastic strains. This deformation behavior cannot be described by normal transformation plasticity theory but is shown to result from the fact that stress-assisted formation of martensite is a possible deformation mode. The present results and further considerations of previous work lead to the conclusion that it is unnecessary to postulate a special work-hardening mechanism to explain the mechanical properties of unaged martensite. It is now generally accepted that dislocation motion can occur in many solids at stresses very much below the L'macroscpic" yield stress, e.g., 0.1 pct offset. This phenomenon has been investigated by a variety of techniques including measurements of elastic limit,' effective static elastic modulus,~ and irreversible deformation following stressing at low levels.3"5 Of particular interest to the work to be described are exper -iments conducted on the deformation of martensite in attempts to decide whether freshly quenched ferrous martensites are "hard" or "soft".6 Muir, Averbach, and cohenl and McEvily, Ku, and ~ohnston' have shown that as-quenched ferrous rnartensites can be plastically deformed at relatively low stresses. A difference between these two sets of experiments exists in that some diffusion of carbon would take place before testing in the experiments of Muir et a1. because the plain Fe-C alloys which they have tested transform to martensite well above room temperature. McEvily et a1. examined Fe-Ni-C alloys with Ms of about -30"~ and tested the alloys directly after quenching to — 195" ~ —a technique which obviates any appreciable carbon diffusion. Unfortunately, a characteristic of the alloys which transform below room temperature is that they do not transform entirely to martensite. The results discussed below will show that, because the transformation of this retained austenite under stress leads to plastic deformation, one cannot investigate the properties of martensite by such experiments. The existence of a second deformation phenomenon, which is not caused by retained austenite, is also established in the present work. In line with a previous suggestion,' it is believed that the second microdefor-mation mode is principally due to the internal stresses generated by the formation of martensite. To avoid confusion in the present report, the evidence we have found for this interpretation will be discussed separately in a brief note.7 EXPERIMENTAL Materials. The alloys were induction-melted and cast under vacuum; the resulting compositions are given in Table I. The ingots were hot-swaged to 2-in.-diam bar and further cold-swaged and/or cold-rolled prior to specimen preparation. The standard tensile specimens were machined from sheet. The gage section was 0.05 by 0.2 by 5 in.; 0.75-in.-wide ends had 0.2 5-in. centered holes for pinloading. The three-point bend samples were 0.075-in. thick and 0.6 in. bide. The distance between the outer loading points was 5.5 in. In order to establish a standard starting condition, all specimens were quenched to 77°K prior to annealing in vacuo for austenitizing. The temperature of the austenitizing anneal was controlled to + 5"~. The testing and aging temperatures were maintained by various liquid baths (nitrogen, 77"~; freon, 130° to 200°K; acetone, 200 to 300°K; silicone oil, 300' to 450°K) to better than il°K. Strain Measurement. The results herein were derived from both uniaxial tension and three-point bending experiments. For bending tests, the stresses and strains reported are those corresponding to the maximum fiber values. Normally, because of the small strains involved, very sensitive strain measurements are necessary to make microplastic measurements. However, because of the magnitude of the dilatation and shear involved in the martensitic transformation, the requirements in the present experiments proved to be less rigorous. In most experiments the plastic strain was evaluated by measuring stress relaxation and modulus defects. In this method, specimens are loaded rapidly to some predetermined load on an In-

The water-flooding of oil sands has been widely practiced for many years in the Bradford and Allegany fields. Its effect upon the production of these fields has been almost phenomenal. In 1907 their estimated production was 3500 bbl. per day; in December, 1929, the combined production is estimated at 33,000 bbl. per day, an increase of almost 1000 per cent. in 22 years. This increase in production is directly attributable to the successful application of water-flooding, which has transformed the fields that were rapidly approaching abandonment into one of the most actively operated regions associated with the petroleum industry, and has made them important factors in the production of Pennsylvania Grade crude oil. The writer is indebted to many companies for information included in this paper. He is particularly grateful to the Sloan and Zook Co., the Petroleum Reclamation Co., George Bovaird, Jr., and the Associated Producers Co., of Bradford, Pa., who have generously made available much valuable data. Owing to the frequently competitive and confidential nature of property purchases, it has not always been possible to make specific reference to individual wells or properties; but wherever feasible, specific references have been made. Economic Factors The successful application of water-flooding for increasing the recovery of oil has been almost confined to the Bradford and Allegany fields. This has been due not only to legal restrictions in other fields and to very favorable sand conditions in the Bradford-Allegany region, but also to certain economic factors which are worthy of consideration. There has been some alarm regarding the effects of the rapidly increasing production upon the oil market but the writer is inclined to believe that future development can be made sufficiently flexible to meet the demand for this grade of oil. There has been a decided tendency toward consolidation of properties by mergers and purchases and, in addition, many of the individual producers are content to take advantage of floods advancing on their holdings from adjoining properties without developing their own on an intensive scale. THE outstanding fact in connection with dust disease in. the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some. of its better organized centers, but the average independent non-. union workman continues, as of yore, to suffer the toll of disability and. even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of. dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Pit slopes at Cananea commonly vary from 50-55°, and some have been standing for over 25 years. Their maximum vertical extent is 700 ft. Investigation of these slopes and the rocks of which they are composed has led to the decision to experiment with final pit slope angles of up to 70". Precision blasting to obtain a smooth final pit wall with minimum raveling is an integral part of this field experiment. Presplitting, one of the precision blasting techniques, requires the drilling of a single row of holes along the limit of a pre- designed excavation. The hole spacings and charge concentrations must be experimentally determined in the field, using published data as a base (Table 1). The holes are fired prior to the main round and carry no burden and therefore produce no broken rock. Thus, it is an operational cost with no direct return on investment.

THIS paper describes the results of a series of tests carried out to determine the partition of dodecylamine between distilled water and the surface of quartz at various concentrations of dodecylamine acetate in solution. An adsorption-column technique was utilized for this purpose. Ralston and Harwood, of Armour and Co., had synthesized marked dodecylamine acetate for us.' In their preparation which we employed, 0.0007 pct of the total carbon was the radioactive isotope, carbon fourteen. Unmarked dodecylamine acetate of high purity was also prepared by them for our use. The presence of carbon fourteen in the dodecylamine enabled us to analyze quantitatively for dodecylamine on the surface of quartz, using a radioactive-tracer technique. The method used was that known as internal gas counting of carbon dioxide, formed by oxidation of the amine. This method has already been described, "3 ' and the reader is referred to these papers for details of the analytical method and procedures. and surrounding liquor, a technique analogous to chromatographic columns was utilized. The experimental setup is shown in fig. 1. The dodecylamine-acetate solution was made up in a volumetric flask and poured into the glass funnel shown. It was allowed to drip slowly onto the quartz bed, the rate of flow from the funnel reser- voir being controlled by a hose clamp. The quartz column was contained in a small, fritted-glass filter (size 20 mm, C). The beaded top edge of the filter was cut off to enable the holder and contents to fit into the open end of the 30/45 joint on the combustion tube. This combustion tube is used in the analytical train described in a previous paper.' A piece of gum-rubber tubing joins the bottom of the fritted-glass filter to a filter flask, which in turn is connected to a vacuum line, or water aspirator. Current scale-up procedures are discussed critically, including: constant specific energy criterion; determination of mill size and power for a given ore, throughput and mesh of grind; specification of operating speed and loading. A major dynamic and kinetic factor now recognized is that the ratio of media rotational flow to ore axial flow, and the number of mill revolutions that ore is subjected to during residence, both diminish as mill diameter increases. These factors can lead to capacity limitations when mill diameters reach a critical range, especially regarding coarse sizes. Experience at the Bougainville and Pinto Valley operations is contrasted. Corrective measures suggested are to reduce loading and increase speed towards the Davis best operating speed.

SINCE the 1930's' the production of iron ore in Canada has increased from zero to about 15 million tons per year. In the same short period of about 25 years, the steel industry has doubled in output, while the consumption of steel has also doubled. In the 1930's all Canadian steel was made from imported iron ore, whereas today, Canada is exporting considerably more iron ore than she imports. It appears certain that the production of iron ore in Canada will at least double in the near future, and should be over 45 million tons per year at the end of the next 25 years, in 1980. It also appears certain that most of this iron ore will be exported to the United States, with some proportion going to Europe. In this situation, it is logical and proper at the present time for Canadians to consider means of converting some of all of this Canadian iron ore into semi-finished or finished products in Canada.

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

The recovery of copper by various combinations of processes centered around liquid ion exchange has certainly been accepted as a technically superior entity when compared to the widely applied classical method of cementation. While the technical aspect of liquid ion exchange processes has received much attention and acclaim through actual operating data, in particular the ease of handling solutions, percentage recovery, reduction of pollution, etc., the corresponding economic data has either gone unpublished or has been held confidential. Much of this economic data has now been made available for publication; and with this data, we at General Mills Chemicals, Inc., will attempt to present an accurate economic analysis of some liquid ion exchange plants and an economic comparison between these plants and the typical cementation facility.

MANY of the difficult operating problems of the preparation of coal for market, of sampling coal shipments and in the utilization of coal are caused by segregation in the coal mass. Segregation may be of two kinds: i.e., "size segregation," in which parti- cles of the same size in a mass of coal containing a range of sizes collect to-gether and "density segregation," in which particles of the same density or specific gravity in a mass of particles of varying density gather together. MECHANICS OF SEGREGATION Size segregation cannot take place with closely sized coal. As the size range increases, the tendency for size segregation increases. Similarly, cleaned coal with particles of approxi- mately the same specific gravity have very little tendency for density segrega- tion. The wider the density range of particles and the more particles of different density, the greater the chances are for density segregation. In situ mining is no longer a "last ditch" approach for recovery of uranium, but a proven and competitive method of exploiting sedimentary deposits. Today, in any feasibility study of uranium properties, the project manager would be prudent to compare the economics of in situ methods with conventional surface and underground techniques. In this comparison of in situ and open-pit mining, John J. Borkert and Carl E. Gerity of Occidental Minerals Corp., evaluated a group of hypothetical uranium deposits using the three most sensitive depositional characteristics of depth, size, and grade. Their conclusion: in situ is generally the better method to maximize total net profits and return on investment. At uranium values of $40 per pound, their analysis found open-pit mining to he unprofitable, generally, when stripping ratios were greater than 30:1, the deposit grade-thickness (GT) was 0.5 or less, or the ratio of depth to GT was greater than 200.

Oil-impregnated rocks are known to occur in 22 of the 50 states. The largest known petroleum resources of this type are in Utah, with over 95% of the inventoried total, The Utah deposits are estimated to contain over 25 million bbl (42 gal per bbl) of oil in place.' All major Utah tar sand deposits crop out and can be mined partially by open pit methods, but in-situ techniques will have to be employed to recover oil from the deeper parts of the deposits. No significant development of Utah tar sands deposits for their petroleum content has occurred to date, although a mine and extraction plant are anticipated this year at Asphalt Ridge. The barriers to development have been mainly economic, but technological and legal problems will also have to be overcome.

One of a recent batch of samplcs from the Serra da Baliza, in the state of Paraná, Brazil, contained asphalt and a dark heavy oil; and workmen on the railway from Porto Uniáo to Uruguay discovered asphalt coming from eruptives that outcrop along the Rio de Peixe. The occurrence of asphalt in the triassic eruptives of southern Brazil, however, has been known a long time, according to Dr. Gonzaga de Campos. It is generally believed that the Botucatd sandstone is always a hard vitrified rock, from the metamorphic action of the overflowing eruptive contacts. In this region, howeyer, the contact metamorphism is almost nil; the sandstone is slightly hardened in a narrow zone about 20 to 30 cm. wide. In many places, the sandstone is so friable as to be easily reduced to sand, which is used in mortar for building in Guara-puava and Palmas. South and west from Porto Uniáo, this bench of sandstone is about 50 m. thick, and is capped by a heavy bed of basic eruptives, many of which are amygdaloids. Nature of Rocks Dr. Geo. P. Merrill, after studying the triassic eruptives collected by the Coal Commission, reached the conclusion that "All these rocks are of typical basalt-diabases, not in any essential different other than in structure. An interesting mineralogical phase is its paucity in olivine, which in many cases is completely lacking." Professor Hussak, who carefully studied these rocks and their accessory minerals, decided that in the dikes they are granular (diabase) and that in the lava sheets, porphyritic (augite-porphyrite or melaphyre), and that the latter pass evidently to normal diabases and are always typical of effusive rocks. The examination of many slides from dikes and sheets leads us to adopt the opinion of Professor Hussak; the rocks of the dikes are of ophitic structure, while that of the sheets show a great variety of structure and may vary from almost granular to basaltic. The great paucity in olivine had been noted by Hussak, who classes as melaphyres, the porphyritic triassic rocks in Brazil which contain olivine.

.I. S. Huckaba (Western Machinery Co., Spokane, Wash.)—It has been my pleasure and privilege to be able to follow this work with the H.M.S. pilot plant very closely. This has been a very thorough and painstaking piece of work and will be of great value to the dense-media operators and manufacturers. Unfortunately time was not available to make an accurate comparison between this pilot plant and the commercial plant at Bellingham Coal Mines, both plants having Wemco drum separators. Briefly I would like to point out what I consider the most interesting finding of this work. Capacity: Very good results were obtained at a feed mte of 5.2 tons per hr in a 30-in diam by 24-in. long drum separator. The maximum capacity of this drum is not known but it is something over 5.2 tons per hr for the available area of 2.08 sq ft. The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will he sent more promptly and in more usable shape.

,Measurements are reported for the thermal conductivity of four heat-resistant alloys which were measured at the National Bureau of Standards. Data are given for two samples of AISI Type 316 stainless steel covering a combined temperature range from -150° to + 800°C. The thermal conductivities of three samples of AISI Type 347 were measured over the temperature range from -150° to +150C. Thermal conductivity values are given for Carpenter 20 stainless steel from 100" to 800" C. Data are given for Inconel 702, in both the solution-annealed and the age-hardened condition, over the temperature range from -150" to +800C. SINCE 1958 the National Bureau of Standards, at the request of other government agencies or private laboratories, has carried out measurements of the thermal conductivity of a number of metals and alloys. This paper presents available thermal conductivity data obtained in this way on samples of four heat-resistant alloys. The data presented for Carpenter 20* stainless steel are, to the best of our knowledge, the only thermal conductivity values which have been reported for this alloy to date. Although thermal conductivity values for AISI stainless steels 316 and 347 have been reported by previous investigators, the present data are believed to be of particular interest because, for each alloy, the effect on thermal conductivity of small changes in chemical composition can be observed.
