(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

STANDARD raises at Homestake are 150 ft long. Raises of more than 150 ft, driven with the use of a cage and hoist, are considered long raises- some have been driven more than 900 ft. Long raises have eliminated the need for access drifts on each level when transfer and ventilation raises are driven. These timbered cage raises, 7x9 ft in cross section, include a rock compartment and a combination cage, pipe, and manway compartment. To prevent excessive weight on the timbers, 10x10-in. bearing beams are cemented into hitches cut in the rock at 150-ft intervals. The beams also hold back timber movement caused by daily drawing of rock through the rock compartment.

TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.

SINCE the beginning of the industry, commercial electrolytic manganese has followed the Shelton patent' among others, which called for the addition of sulfur dioxide in controlled amounts, to a purified manganese sulfate-ammonium sulfate at a controlled pH. Every attempt to eliminate sulfur dioxide additions has resulted in operating difficulties, chiefly solution of the deposited metal and lowered current efficiencies. Many replacements for sulfur dioxide have been proposed and studied, chiefly sulfur compounds, urea, thiourea, and proteins similar to those employed successfully in copper refining. It has been suggested that sulfur dioxide is a re-ductant for higher-valence manganese compounds, or that it is reduced by manganese metal in the deposit to hyposulfites or its compounds, and that these might affect the cathode film or the deposition potential, or the overvoltage of manganese. The additives were studied following the method of Mantel1 and Ferment2 who determined the feasibility of current-potential curves as an analytical tool for monitoring manganese elec trowinning solutions for metallic impurities: nickel, cobalt, silver, copper, zinc, molybdenum, cadmium, magnesium, and sodium. The individual effect of each on the standard polarization was determined for a range of concentrations. Not all affected the polarization curve; cadmium, magnesium, and sodium had no effect. Nickel, cobalt, silver, copper, and zinc yielded a correlation between transition current and concentration of impurity.

Normal stress-fracture closure variation and stress-dependent fluid flow rates were calculated for rock fractures of different aperture distributions. This study shows that both the mechanical and hydraulic properties of the fracture are controlled by the large-scale roughness of the rock fracture. Hence the typical large-scale undulation wavelength of the rock joint dictates the suitable sample size to be used in normal stress and fluid-flow measurements, if results due purely to sample size are to be avoided.

Flotation has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides from non-sulfide gangues, and the separation of one sulfide from another. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that which, among sulfides, is considered "gan-gue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. The presence of geothite in a hematite ore has been shown to strongly affect the time of heating to the firing temperature. The investigation of spalling of single pellets and of packed beds has enabled free water and goethite spalling to be identified as separate phenomena. In addition, it has been shown that even for an 18-in. deep bed of green balls, the free water and goethite drying periods can be considered separately. Based on this observation, a method of predicting production rate and hood temperature profile is presented. The method required knowledge of the ore goethite content, ore grind, and the green pellet bulk density. Laboratory results were found to be in good agreement with actual plant practice and have led to improved process performance.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

HARRIS introduced the term inverse pole figure for the diagrams previously used by Barrett' to represent the volume fraction p(a,ß) of material in various orientations with respect to the fiber axis in a specimen with fiber texture. The direction of the fiber axis with respect to the crystal lattice is specified by the two independent angle variables a and ß. In such a diagram p gives the fiber axis density distribution over the various crystallographic directions. The p(a,ß) may be given in a two-dimensional diagram by means of contour lines (p=con-stant) in a stereographic projection. The inverse pole figure incorporates in a single contour line diagram all the information given conventionally in pole charts for various (hkl) reflections and, therefore, it represents a considerable degree of condensation. Also, it gives this information directly in terms of the volume fraction of the specimen in various orientations, and it obviates the necessity of referring back and forth between the various pole charts in an attempt to interpret them in terms of orientations. Inverse pole figures undoubtedly represent the most adequate method for describing a texture in a quantitative manner and, at least in the case of fiber textures, this method is certainly a practicable one. Harris described1 a simple procedure for determining at least the rough outlines of a quantitative inverse pole figure. This method depends on the measurement of the intensity of X-ray reflections from various (hkl) planes lying parallel to the same specimen surface. In the case of a rod, reflections from a plane specimen surface perpendicular to the rod axis (fiber texture axis) are to be used. Harris has shown that the measured intensities I,,, reflected by crystal planes (hkl), aligned perpendicularly to the fiber axis of a specimen with unknown fiber texture, and the corresponding intensity Iu nkl from a random specimen are related to the p(a,ß) value for the unknown texture by the following equation IAkl/I°Aklw=c/c°.p(a, ß) [1] where C and C° re parameters depending on the crystal imperfections (extinction), surface preparation (e.g., thickness of oxide layer), the absorption coefficient in the specimen, effective line breadth, and instrumental factors. The values of the variables a and ß1 defining the crystal orientation, depend only on the indices hkl of the reflecting plane perpendicular to the fiber axis. Since p, as described by Harris1, is normalized in such a way that upon integration over the total orientation range its mean value is 1, the parameter C/C may be calculated approximately by the summation of Eq. l over all available X-ray reflections hkl, corresponding to a set of discrete orientations (rather than by integration over the complete range of orientations represented by the continuous variables a and ß). Marine black-shale samples of Paleozoic age in the western United States that exceed 10 wt % organic carbon contain as much as 5000 ppm vanadium, 5000 ppm molybdenum, 1300 ppm nickel, 600 pprn cobalt, 16 ppm silver, 11,700 ppm chromium, 18,800 pprn zinc, 280 pprn cadmium, and 350 ppm selenium. Depositional set- tings include: (I) continental-rise and marginal- ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because rapid weathering and poor exposures preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, when interval thickness is considered, the marine black shales of Paleozoic age in the western United States are richer in metals than marine upper Paleozoic black shales in the eastern United States.

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

Technical and financial feasibility studies conducted at the Middle East Technical University, in Ankara, Turkey, have revealed that a 400 km long prospective slurry pipeline between Hasançelebi and Iskenderun could efficiently and economically transport iron concentrates, with a size of 55%-325 mesh and of amounts varying between 0.25 and 8.0 million tonslyear. Particularly for annual throughputs above 500,000 tons, favorable results have been obtained regarding the processing of the ore, the applicability, the transport cost, and the foreign ex- change currency savings.

It has been claimed (Eadington and Rosser, 1969) that when freshly precipitated lead sulfide is in contact with oxygen-containing water, there is an "induction period" of at least a few hours during which no detectable oxidation of the lead sulfide takes place This effect would be of the utmost importance for the adsorption of xanthate on galena in flotation mills. It was tried here to reproduce the results obtained in (Eadington and Rosser, 1969), but no "induction period" was found. Besides, reasons are given to prove that the oxidation mechanism proposed by Eadington and Prosser (1969) is not realistic.

The Meggen mine and the concentrator plant of the Sachtleben Bergbau GmbH are located in the southern part of the Ruhr district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was started up in January 1963. The Meggen orebody is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonian age. The average thickness of the deposit is 3 meters and due to an intense folding of the area, the mineralized zone dips steeply at 80º towards the north.

WhEN a collimated beam of protons or other energetic particles is scattered by a single crystal, the emerging particles produce patterns that contain much crystallographic information. Calculations of the trajectories of individual particles can predict with reasonable accuracy the complete pattern (which is related reciprocally to channeling, now studied in detail6) but the task is a lengthy one which has been completed for very few cases. A many-beam dynamic diffraction calculation of the patterns would be even more difficult and in some cases may be invalid. Because of these complexities, simple methods that will predict to a rough approximation the relative intensities of the lines in films of the back-scattering patterns of a given crystal are wanted. I have found a method which, although it is not a valid computation of intensities or of film darkening by either dynamic or kinematic diffraction principles or by trajectory calculations, nevertheless is found to be useful in practice. It has been tested on several crystal types,7 and is here tested on additional ones. The method consists in first calculating the structure factor F(hk1) for the (hkl) plane, of spacing d, by the familiar equation: where the summation extends over the atoms in the unit cell and fj is the atom scattering factor of the jth atom (using tables computed for electron diffraction, preferably those computed without exchange).
