This symposium is designed to marshal a state-of-the-art account of approaches and solutions to problems arising out of waterlogging and salinization in the world's largest irrigation system which was dismembered by legal beheading of the Eastern Rivers under the lndus Waters Treaty of 1960. In this introduction, the geological and historical backgrounds of surface waters and groundwaters in the Indus Basin are presented with a summary of remedial measures undertaken and proposed to combat waterlogging and salinization. At a time when water-resource planning is proceeding on a continental scale, a study devoted solely to the Indus River Basin may seem to require an apologia. None is offered, however, for three major reasons: (1) Although the Indus is a single river basin, it is one of great magnitude and importance. The Indus River, which comes from Himalayan sources to form part of the great Indo-Gangetic Plain drainage system, is vital to agriculture and hydroelectric power in the thickly populated northern subcontinent of Indo-Pakistan. (2) The Indus has become a plexus of extraordinary problems since the dismemberment of the world's largest irrigation system of which it was a part. The break-up of this system occurred with the legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960. (3) Th River Basin has been the target of a Herculean effort to contain the twin encroachments of waterlogging and salinization that now threaten it with a shortage of fresh water. The British irrigation system of barrages and canal on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage. To cope with this situation, there has been a possibly unprecedented concentration of domestic and international engineering and scientific talent on the Indus and its problems (about a score of organizations by recent count). To marshal a state-of-the-art account of their approaches and solutions is the purpose of this Symposium. The coordinated effort now being made on a variety of fronts under the general supervision of West Pakistan Water and Power Authority (WAPDA) is directed toward the modification and control of interactions and relationships between geological materials — soils, water and its salt balance, and air —in what has been termed a huge "underground lake" in an alluvial basin. The problem is an intriguing one in that a highly complicated case history of river-course changes visible in the present surface must be projected downwards through Recent and Pleistocene sediments in order to decipher the environmental controls of deposition in terms of vertical and lateral variations in lithology and patterns. Such studies must be extended to compaction, deformation, and fabrics of the alluvium. Geohydrology is often defined as groundwater hydrology. As employed herein, it includes the distribution, quality, and behavior of surface and subsurface waters, including their evolution, vagaries, and geological, climatological, and botanical milieux." GEOGRAPHY The Indus (Sanskrit, Sindhu = river) rises at nearly 17,000 ft above the sea in the glaciers on the northern slopes of Kailas Parbat, Tibet. It is about 1800 miles long and has a total drainage area estimated at 372,000 sq miles. The average discharge is 196,000 cfs at mouth. Leaving the Plateau of Tibet, the river flows at a level which is miles above the sea, and in places miles below Himalayan peaks, in a structurally controlled northwestward course. in Cast-Iron. It has been generally accepted that the presence of silicon in cast-iron leads to the formation of graphite; and this has been explained by saying that the silicon lowers the solvent power of iron for carbon at and somewhat below the freezing-point, so that, in the presence of silicon, the iron is unable to retain in solution or combination the whole of the carbon with which it has united while molten, and therefore expels the excess of carbon in the form of graphite, during and immediately after solidification. Probably the best way to study this question would be to examine pure cast-irons, i.e., those containing nothing but iron, carbon and silicon, which at the same time should have been saturated with carbon when molten. But the data for such a study are not at hand; so we must turn to commercial pig-irons as they are made in the blast-furnace, and before their composition has been changed by remelting. Much evidence has been offered of late, tending to oppose the theory of the action of silicon above set forth. Some of this evidence will be examined here. 1. Mr. Bachman's Results. In particular, Mr. F. E. Bachman† has published a collection of analyses of cast-iron, in which the proportion of graphite at first appears to be nearly independent of the proportion of silicon present. The nucleation of pearlite at proeutectoid ferrite is inhibited, to an increasing extent, at the following locations: At twin boundary-nucleated ferrite, between closely spaced ferrite sideplates, and at intragranular plates. These effects are discussed in terms of the influence of transformation strain energies and of the interfacial free energy of austen-ite:ferrite boundaries on the rate of pearlite nucleation. The growth of pearlite into the interiors of austenite grains from the region of the grain boundaries is markedly restricted when low reaction temperatures and large austenite grain sizes permit the development of interlocking networks of intragranular ferrite plates. PREVIOUS investigators have made extensive studies of the interactions which occur between the proeutectoid ferrite and the pearlite reactions from the viewpoint of the mechanisms through which pearlite interferes with the nucleation and growth of proeutectoid ferrite.1-3 In the present investigation, the processes through which proeutectoid ferrite (hereafter termed simply "ferrite") can reduce the rate of formation of pearlite have been explored in some detail. A steel with a relatively low carbon content, in which the ferrite reaction can compete successfully with the pearlite reaction over a wide range of reaction temperature, and exceptionally coarse-grained specimens, which further emphasize the role of the ferrite reaction, have been employed for most of this work. A brief examination also has been made, however, of the effects of smaller austenite grain sizes upon these processes. Experimental Procedure The steel employed had the following composition: 0.29 pet C, 0.76 pet Mn, 0.25 pet si, 0,007 pet S, and 0.005 pct P. This alloy was homogenized for 48 hr at 1250°C. Knowledge of the relative floatability of silicate minerals is increasing in importance as flotation is being applied to the concentration of nonsulfides. Many silicates are in themselves commercial products amenable to concentration by flotation. Moreover, the selective flotation of other nonsulfide minerals, such as cassiterite, depends largely upon the floatability of associated gangue silicates. Differences in floatability existing between the various silicates have not- been sufficiently appreciated; for example, the feldspars that differ greatly in floatability have generally been merely treated as "feldspar." It was the purpose of the work described in this paper to determine by experiment the differences in floatability between silicates; to investigate the causes for such differences, and to discover a means of predetermining approximate floatability without the necessity of experimentation. Determining Floatability The relative floatability of 20 silicates so selected as to represent all of the more common silicate types1 was obtained by flotation tests enumerated in Table 1. The mineral to be floated was crushed dry on a steel plate, and screened repeatedly during crushing through an 80-mesh screen in order to produce a sand with all grains as close to 80 mesh as possible. The sand was placed in dilute (6N) hydrochloric acid until free of soluble foreign material, and then washed with tap water about ten times in order to remove both acid and fines. The resultant product, which averaged 82 per cent plus 200 mesh, was floated in 50-gram charges in a 50-gram Denver celluloid flotation machine with 0.008 gram of terpineol, and from 0.01 to 0.05 gram of oleic acid in a solution acidified with sulfuric acid. The degree of separation of one mineral from another was determined by counting under a nlicroscope the grains of each mineral, both in the concentrate and in the tailings, and comparing their relative abundance in each. SINCE 1950, when perhaps two or three cyclones were being tested in Arizona, the number in use has grown to about 100. Most of these have come into operation within the last two or three years, and according to information supplied by various mining companies, the number will continue to grow for several years more. In mills that have been recently constructed, cyclones dominate the fine classification field, removing grit from lime slurries, producing smelter flux, reducing concentrate thickener overloads, classifying molybdenite in grinding circuits, and conditioning flotation feed. Four major copper companies are now testing cyclones in primary grinding circuits, and one concentrator soon to begin operation will classify entirely with cyclones. In at least two instances these versatile machines have been given a vital role in the construction of tailings disposal systems.

It is customary to regard the stress-strain relation as consisting of two parts, thc elastic region and the plastic region. The essential attribute of the plastic region is the presence of a permanent set, which remains upon removal of all stresses. The essential attribute of the elastic region is the absence of such a permanent set. Absence of a permanent set does not imply a linear relation between stress and strain, nor even a single valued relation. In fact, in no real metal is stress a single valued function of strain in the elastic region. The property of a solid in virtue of which stress and strain are not uniquely related in the elastic range will be called "anelasticity." The purpose of the present article is to review and correlate the past work upon the anelasticity of metals. The following paper by W. A. West124 describes investigations upon anelastic properties of iron. Many manifestations of anelasticity have been observed, the first as early as 1835 by Weber.l,2 In his experiments Weber subjected a specimen to a constant load (or deformation) for a given time, and then suddenly removed the load. He observed that most of the deformation suddenly disappeared, but that there remained a residual deformation, which disappeared only gradually with time, as is illustrated in Fig. I. The occurrence of a residual deformation which only gradually disappeared, Weber called the elastic after-effect (Elastische Nackwir-kung). An extensive review of the early work upon elastic after-effects has been given by Auerbach.3 Another manifestation of anelasticity is the dependence of the elastic constants---e.g., Young's modulus— upon the method of measurement. Thus, if dynamic methods are used, the measured value will depend upon the frequency of oscillation. Still another manifestation is dissipation of energy attending vibration, called damping or internal friction. One objective. of metallurgical science is the understanding of the plastic and fracture properties of metals in terms of their microstructure. Through such an understanding will come the ability to design microstructure to give the desired mechanical properties. A study of anelasticity will furnish an invaluable aid in the attainment of this objective. Such studies, when properly guided, yield information regarding the relation between stress and strain in the individual components of the microstructure. In order, however, that this type of information may be obtained, it is necessary that the experimental studies of anelasticity be interpreted by the appropriate mathematical analysis. This article, therefore, starts with the mathematical formulation of anelasticity.

IT is generally, accepted that no method of coal cleaning except froth flotation is effective in cleaning dust. In the majority of coals mined in the United States the dust sizes contain a high percentage of impurities, hence the removal of the dust from the coarse sizes lowers the impurity content of these sizes. Dedusted coal is desired as a means of providing a better feed to cleaning plants because of increased efficiency in both dry and wet plants. In dry-cleaning plants, a dedusted feed makes for a pervious and uniform bed. With a dusty feed the fines tend to segr6gate in the feed stream and pass en masse over the air separators, causing a lack of uniform aeration and fluidity of the bed necessary to efficient cleaning. In wet-cleaning plants dedusting of the feed often decreases the sludge problem to the point of eliminating the necessity of wasting wash water. It may be advantageous to eliminate sludge-settling equipment in favor of dedusting equipment, to provide the advantages of a dedusted feed to the wet-washing process. Dedusting advantages may include: (1) the removal of fusain, especially advantageous in plants washing coal intended for metallurgical coke; (2) prevention of the gradual build-up of solids in the wash water, with a consequent variation in the washing ability of the system; (3) prevention of the loss of dust to the sludge ponds, providing instead a fuel for local consumption or special markets. DEDUSTING The practice of dedusting, sometimes called aspirating, has presented a problem in disposing of the dust and intermediate small sizes recovered in the process. It has been found that no difficulty is experienced in disposing of the intermediate sizes, since they are free of fine dust and burn freely on grates built for small coal. They handle well, flowing freely from bins and hoppers and into conveyors, and pulverize easily. They have a low angle of repose. In tests made on this size as a feed to coke ovens, the results have been excellent, in that the natural breakdown of .coal in handling and shooting in the mine gives this small-size coal good

CHARGING of an open-hearth heat is begun as soon as possible after the previous heat has been tapped. Ordinarily, about 40 min is required to drain and dress the furnace hearth, make up the taphole, and perform routine repairs of the banks. Repairs to the upper back wall and to the front wall and jambs can ordinarily be done while the first scrap charge is being heated and are therefore allowed to wait in order to save furnace time. Any major repairs required on the hearth or other parts of the furnace necessitate longer delays because such repairs must be made while the furnace is empty. Although charging practice varies considerably in detail with the type and proportions of scrap and iron used, many factors are common to all varieties of charge. Such general considerations are dealt with first. CHARGING EQUIPMENT AND STOCK HANDLING The physical equipment available for loading and weighing the stock, transporting it to the furnace, and charging it, may have a major effect on charging practice. Limestone, scrap, and all other solid melting stock are charged mechanically by means of equipment illustrated in Fig 2-1. The charging of hot metal is shown in the background of this figure. Mechanical equipment and plant layout for stock handling are described in Chapter 1. It is generally desirable to charge the scrap about as fast as the physical volume can be put into the furnace. Charging scrap that is too heavy or adding the charge too rapidly (less than 45 min) may be detrimental to melting rate because of excessive chilling of the entire furnace system and also because of poor conduction of heat to the lower layers in the furnace; but the more common problem is the reverse one of charging light 'scrap fast enough to maintain a normal heat time. The mechanical concentration of ores has not attained any considerable extent in Sweden, by reason of a scarcity of ores calling for this kind of treatment. Of rich iron-ores there is still an abundant supply; and magnetic concentration, which in the future undoubtedly will become of great importance, not being as yet demanded by necessity, has not advanced beyond a few experiments. At the copper-mines mechanical concentration has been superseded by chemical processes; the lead mines are worked out; and it is (with one exception) only the mines producing blende, or blende and galena intimately mixed, that have adopted mechanical methods for enriching their low-grade ores. While the concentrating-plants in Sweden are few and their output is comparatively insignificant, the methods employed, the general features of the work and the results obtained under extremely unfavorable conditions, may offer some points of interest to persons who are engaged in this branch of industry and have similar problems to deal with. Before going into a detailed description of the several plants, I will offer a few remarks that hold good for all of them and constitute a general review of Swedish concentration and its conditions. Conventional analyses of seepage through saturated media do not apply when tailings impoundments are located above a partially saturated zone. Three stages of seepage are identified and methods for estimating the seepage rates and duration of each stage, based upon flow in partially saturated and saturated porous media, are demonstrated. The effectiveness of earthen liners is discussed and procedures for estimating the required properties of the porous media are provided.

One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.f In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In considerbtion of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status.3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The program has been under the general supervision of R. S. Dean, Assistant Director, since July 1942. The scope of the paper falls in the province of the Metallurgical Branch, whose activities embrace the separation of difficultly beneficiated ores, the production of pure metals from domestic deposits, the exploitation of marginal orc reserves, the recovery of secondary metals, and the improvement of present industrial metallurgical practice. The investigation was initiated at the request of Mr. J. H. Steinmesch, vice-president and general manager, Minerva Oil Co., Eldorado, Ill. The first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre in May, 1871. It is entitled " The Geographical Distribution of Mining Districts in the United States," and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from a geological stand-point. At the request of Dr. Raymond I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. It is now generally recognized that the gravitational method of geophysical surveying is a valuable aid in elucidating the geological structure of the subsoil and enables the practical geologist to deduce the presence of useful deposits. The particular suitability of the torsion balance to the location of large and important subterranean structures has given rise to a wide application of this method by many of the important oil companies in their search for future supplies, and so intense have been these efforts that little has been heard of the method in other connections, with the exception of occasional references to its application in the location of hidden deposits of metallic ores, salt and lignite, and a number of accounts of its use in the elucidation of geological structures. Its success in the location of salt domes is well known, and establishes it as one of the most important of the geophysical methods, especially for the indirect location of oil. In the British Isles, however, no large occurrence of oil is likely to be revealed, and here the practical application of the gravitational method has been restricted almost entirely to the search for ores. This type of survey possesses well marked characteristics, and presents a gravitational problem that has necessitated the development of a special and probably unusual plan of campaign, full details of which it is hoped will shortly be published. The problems and difficulties encountered in this work are of necessity fundamentally related to those met with in the search for oil by means of the torsion balance, but they also possess several special and distinctive features which undoubtedly differentiate them from the obstacles confronting the oil prospector, and which call for special consideration and treatment. In certain of the various oil-producing areas of the world, and particularly in the Gulf Coast region, the geology may be regarded as comparatively simple, while the oil is usually associated with a large and well defined structure such as a salt dome or anticline, which is capable of giving gravitational indications sufficiently extensive to be detected by the torsion balance over a fairly wide area of the ground surface. In the late 19th century Fremont Pass was only a gateway to Leadville, Colo., 12 miles to the north. Some of the silver, lead, and zinc won from this famous camp crossed the Continental Divide at Climax, passing by the huge outcrop of molybdenum on Bartlett Mountain. This element, relatively un- known in the world of commerce, was then nothing more than a joke to play on greenhorn prospectors. Even 30 or 40 years later, after the demand for metals created by World War I had forced temporary use of molybdenum as an alternate for tungsten in tool steels, the Bartlett Mountain outcrop once again became merely a curiosity. With the persistent efforts of Brainerd Phillipson, for years the president of Climax and almost the only employe, use of molybdenum gradually began to grow, first in tool steel and later in the alloy steels required by the growing automotive industry. Mr. Phillipson was first an engineer and second a salesman. The combination of these two qualities is the key to the story, not only of Climax sales but also of the growth of molybdenum from an object of idle curiosity to the point where it is today, along with chromium and nickel, one of the most versatile alloying elements in the iron and steel industries and increasingly important in chemistry.

On the basis of data obtained from microscopic examination, melting observations, cooling curves, X-ray analyses, and resistance measurements, phase diagrams have been proposed for the Th-Cb and Th-Ti alloy systems. Both are simple eutectic systems and have no terminal solid solubility or intermediate phases. The eutectic between thorium and columbium occurs at a composition of about 8 wt pct Cb and a temperature of 1435°C. The Th-Ti eutectic occurs at 1190°C at the composition 12 wt pct Ti. No change was observed in the transformation temperature of thorium in either system or in the titanium transformation. RECENT study of thorium and its alloys has been promoted because of the possibility of employing this metal in nuclear reactors. Their corrosion resistant properties, nuclear characteristics, and high melting points put columbium and titanium among the many metals being employed in the study of thorium alloys. Since a knowledge of the phase relationships would be important in the application of such an alloy, investigations were undertaken to propose phase diagrams for the Th-Cb and Th-Ti systems. Experimental Procedures Thorium metal sponge was specially prepared for use in this investigation. Carbon in a quantity less than 0.04 wt pct was the principal impurity. There was also less than 0.01 pct each of iron, calcium, zinc, aluminum, and nitrogen in the thorium. Columbium, both as a powder and sheet metal, was obtained from the Fansteel Metallurgical Corp. The manufacturer's specifications indicated that the metal contains less than 1 wt pct total impurities. An analysis of the metal showed approximately 0.18 pct C in the powder and less than 0.05 pct C in the sheet. The titanium used was commercial sponge, reported to be 99.5 pct Ti. An analysis showed that this metal contained 0.2 pct Fe. Preparation of Alloys—Since the metals used in this investigation are reactive and might become contaminated on melting in a refractory crucible, the alloys were prepared by arc melting. The titanium sponge was employed in the form of small lumps while the columbium additions were made either as pressed pellets of powder or as clippings from sheet. The alloying material and the thorium sponge were melted together under argon in conventional arc melting equipment employing a tungsten electrode and a water cooled copper crucible.

IN recent years, there have been a number of experiments conducted to determine the rates of heating and cooling of various sizes and shapes of steel ingots. Up to date, however,-most of the published data has dealt with small sized ingots, the largest being an 18-in. (46 cm.) cube, the data on which was presented before the Iron and Steel Institute in May, 1918, by E. F. Law. It is due to thus lack of information on the rate at which large ingots absorb heat and come to temperature that the heating- practice varies so widely in different plants. One of the questions over which there is much debate is the proper rate of heating of large ingots for forging and the time actually required for the center of a mass of steel to come to forging temperature. As a continuation of experiments described by M. E. Leeds1 and at the request of Mr. G. R. Norton of the Sizer Forge Co. and Mr. R. C. Drinker of the Emergency Fleet Corpn., the test described in this paper was carried out on a 24-in. (61 cm.) round ingot and the rate of heating and cooling determined under regular production conditions. The ingot had been partly forged at one end but, on developing a flaw, had been scrapped so that it was available for test. The size and shape of the ingot and its position in the furnace are shown in Fig. 1.

Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago.
