This investigation was undertaken at the suggestion of Prof. Henry M. Howe, of the Department of Metallurgy, Columbia University, who, in a letter to the author, dated October 23, 1900, wrote as follows, suggesting the subject of this dissertation : "The extraction of silver from copper mattes by either the Ziervogel or the Augustin process depends upon converting the silver into silver sulphate by means of the sulphuric anhydride evolved from the decomposition of ferrous sulphate and cupric sulphate, which are formed during the roasting operation itself from the iron and copper sulphides present. "It occurred to me, some time prior to the autumn of 1897, that these processes might be made much easier by adding to them, at the proper stage, ferrous or cupric sulphate, or both, in the form of green or blue vitriol. That is, instead of having to rely solely on our ability to generate these sulphates in this very delicate roasting operation, my idea was that we could add a small quantity of already-prepared sulphate at the proper state of roasting, viz., at or before the period when the solphatizing of the silver occurs. The comprehensive audit of the accounts of a mining company is extremely important in its relations to the legal situation and obligations of the corporation, the personal liability of the directors, and the interests of the investing public. A consideration of the subject as affecting the professional duties and fixing the responsibility of a mining engineer engaged in the expert examination of a mine or in charge of mining operations, is equally important, though this phase of the question is not often presented systematically.

The authors have done a very thorough job in analyzing the factors affecting turndown sulfur performance at Inland's No. 4 B.O.F. While many of the results are not unexpected, it is helpful I am sure to have quantified many of the relationships that the operators rely upon daily. On the other hand, however, the results shown for ladle skimming are very surprising. I do not doubt the statistical relationship shown but I feel, based on our experience at Youngstown, that some other parameter has been ignored in the data on ladle skimming. It was our experience that by skimming our hot metal transfer ladle we could reduce our lime consumption by eleven percent while obtaining sulfur removal comparable to that shown by the authors. I would like the authors comment of similar adjustments on the lime charge that were made on skimmed heats at Inland. If not, it would seem that one could gain more desulfurization in the B.O.F. by raising the hot metal manganese than by installing a skimmer. The author's state that no comparisons are valid between the data sets for the two time periods involved because of the difference in the consumption of No. 2 Bundles. I feel this in fact is one of the important conclusions to be drawn from the paper, as there seems to be approximately a 10-20 percent difference in percent of heats that are under 0.020 percent sulfur for similar conditions, which is an extremely important difference with today's demands for low sulfur. I would like the author's comments on the difference in the amount of 82 bundles consumed. Along this same line I was quite surprised by the relatively low number of heats that had a first turn down of 0.020 percent sulfur or less. Also rather disconcerting are the conditions necessary to achieve a first turn of 0.020 percent sulfur, 50 - 60 percent of the time, as required by today's specifications. It is a problem which we are well aware of, but the numbers are still shocking.

A PROCESS that has come to be known locally as "multistage stabiliza-tion" has been developed in the Haft Kel field of the Anglo-Iranian Oil Co. in southwest Iran, for the recovery of casinghead gasoline. It con-sists in releasing the dissolved gases from the crude by stages, a practice common in many fields, but which, so far as is known, has nowhere been carried to the extent to which it is employed in Iran. It has been in use there for nearly nine years, during which time some 200 million barrels of crude have been handled by the process. This process of gasoline retention consists in preventing the greater part of the casinghead gasoline hydrocarbons (the butanes and pentanes) from ever leaving the crude, instead of allowing them to be vaporized and then recovered from the lighter gases by the usual compression or absorption processes. Its efficiency is fully equal to that obtained by the absorption process; its disadvantage is that it increases the quantities of ethane and propane in the crude sent to the refinery, but with the growing demand for propane this drawback is vanishing. When casinghead gasoline is recovered as a separate liquid in the Iranian fields, it is blended with the crude, as the only outlet is through the refinery, and the crude-oil pipe line offers the cheapest means of transportation. It is under these conditions that the retention of the butanes and pentanes in the crude by multistage stabilization is a most attractive process, possessing as it does the following advantages: (1) extreme simplicity, (2) low first cost, (3) easy installation, (4) practically 100 per cent operating-time efficiency, (5) no operators required, (6) no water or other services required, (7) negligible maintenance, (8) once established, very little routine testing is necessary. The one essential for reasonably efficient multistage stabilization is that the flowing pressures of the wells should be relatively high; i.e., they should not be less than about one-third the saturation pressure of the crude in the reservoir. This is a very general statement, of course, and much depends on the type of crude and its temperature.

Carbon has long been recognized as one of the most powerful reducing agents in the deposition of ores. Investigations, made by myself, of the zinc- and lead-deposits in Southwest Missouri, in the region centering about Joplin, where the formation of the metallic sulphides has been due to the action of bitumen, carbonaceous shales and bituminous coal, have afforded abundant evidence that the solid oxygenated hydrocarbons, particularly when in fine powder and in suspension in the waters circulating through the ore-bodies, are the most energetic and powerful reducing agents known. Bitumen, liberated by the decomposition of the ore-bearing limestone, is found in the Joplin mines in all degrees of fluidity and hardness, dependent on the amount of oxidation it has undergone. From semi-fluid maltha it grades into partly oxidized mineral-pitch, which, by further oxidation, changes to hard asphalt, finally breaking up, from continued absorption of oxygen, into a fine powder resembling in appearance powdered coal. In this condition oxidized bitumen, from its light gravity, is transported readily in suspension in the underground circulating-waters. THE basic problem in the generation of water gas from carbonaceous fuels and steam is the supply of the heat of reaction, and in general the source of this heat is the combustion of a further quantity of carbon with oxygen. Existing and proposed processes for complete gasification differ in the methods employed for transferring this heat to the fuel, and involve one or other of the following alternatives: 1. Use of a steam-oxygen mixture as the gasifying medium, so that the combustion and gasification reactions are combined. 2. Alternate passage of air and steam through a fixed bed, as in conventional water-gas production. 3. Cyclic passage of fluidized fuel through combustion and gasification zones. 4. Intense preheating of steam and of a portion of the gas made, and recirculation of this mixture through the fuel bed. 5. Supply of heat to the fuel bed through an externally heated wall. Except for the conventional water-gas process using large coke or low- volatile coal, only processes in the first group, operating with steam and oxygen, have proved practicable with fuels other than brown coals and lignites. A possible exception, which has not so far reached a commercial scale, is the moving-burden process developed by Imperial Chemical Indus- tries, Ltd. The cost of industrial oxygen is so high that its use can probably be justified only if it is attended by substantial savings in other directions; for instance, the use of cheap fuel. In the United Kingdom, no very cheap solid fuels are available, and it is unlikely that an oxygen-gasification process could compete economically with conventional production of blue water gas from coke. Hence particular interest attaches to all possibilities of making water gas without using oxygen, if any possible saving in fuel or other costs is involved. The cheapest and most abundant coals in the United Kingdom are the low-rank noncaking bituminous coals in small and ungraded sizes, typically those from the East Midlands coal field, and-fines of high ash content produced in coal-cleaning operations. Exxon owns a uranium mill and holds two mining leases in Live Oak County, Texas, about halfway between San Antonio and Corpus Christi. The properties make up the Felder Uranium Operations which was reopened earlier this year. Exxon held an oil, gas, and other minerals lease on the J. C. Felder tract, which was adjacent to a relatively shallow uranium discovery by Susquehanna-Western, Inc. on the Marrs-McLean lease immediately south of the Felder property. Drilling in 1967 and 1968 confirmed the presence of reduced uranium mineralization in the basal sand unit of the Oakville formation on the Felder tract, which formed the major part of the roll-front deposit. In 1969 Exxon and Susquehanna-Western, Inc. entered into a sale and purchase agreement which provided for Susquehanna to mine and process Felder ore and purchase recovered uranium. Susquehanna moved an alkaline-leach mill from Wyoming, erected it on the Ray Point property, and placed it into operation late in 1970. Susquehanna mined and processed ore from the Felder and McLean properties through March 1973. Susquehanna ceased operations in March 1973. Exxon then acquired the mill and mill property. Exxon also purchased the mineral rights to the McLean lease, re-negotiated a mining lease for that property, and carried out shut-down programs for the mining and mill areas in the fall of 1973. The project was put on a standby basis until late 1973, when Exxon initiated mine feasibility studies for the project. MINE PLANNING EVALUATION The feasibility study for reopening the Felder Project began in late 1975 and was not completed until late 1976. I will discuss several areas of the feasibility study that required additional work prior to making the decision to renew operations. Ore Reserves Preparations for estimating the ore reserves began with the re-evaluation of more than 1500 natural radioactivity logs from exploration and pre-development drilling that had been completed on the property. These gamma ray logs of non-core rotary drill holes were the principal source of data used in making the estimate. Chemical assays of cores from the deposit were also used in the reserve determination. Electric resistivity and self-potential logs were made along with the gamma ray log. In December 1975 an additional core drilling project was undertaken to confirm the in-place density and radiometric equilibrium characteristics of the ore deposits. Comparison of chemical assays of cores with the U308 values calculated from the logs showed that the unoxidized ores were in radiometric equilibrium. In contrast, cores from anomalies occurring in near surface, weathered, and oxidized zones were in radiometric disequilibrium. Several important decisions were made in developing a mine plan or schedule of production from the Felder and McLean ore bodies. Disposal of Produced Mine Water: The ore bodies of the Felder Uranium Project occur at a point below the ground water table. The ore zones to be mined must first be dewatered to allow removal of mineralized material. In the open pit operations, this is accomplished by maintaining a perimeter ditch around the periphery of the open pit, allowing the interior of the pit to drain and collect into a sump and be pumped from the mine. In addition to anticipated water production from future mining operations, approximately 200M gallons of water was contained in three open pits left from prior mining operations. In two of these existing pits, the water was to be removed and disposed to allow for planned backfilling of waste material into these pits. The third pit would also have to be drained to allow continued mining of an area left from the prior operations. Essentially no ground water information was available for this area. The only data available was water production history from Susquehanna's mining operation. Two water wells were drilled early in 1976 on the Felder lease for use in obtaining hydrological data. A long term draw-down test was performed by pumping one water well and measuring water level drawdown in both the pumped well and the observation well. From these data, values for permeability and storage coefficient were calculated. These data were then used in modeling the aquifer to allow calculation of water influx into the mining area versus time. Once a schedule of water production, including the stored volume in the existing pits was calculated, alternate solutions for disposal were evaluated. The first system evaluated was a series of deep injection wells. The wells were designed to inject at a depth of approximately 3500 feet. Again very little information concerning reservoir characteristics of the receiving sand units was known. Using assumed values for reservoir permeability and storage coefficients, an injection well system was designed to allow for disposal of produced mine water. The biggest

In a zirconium {1121} twins tend to have coherelzt boundaries and thus do not usually taper to a point when they intersect a grain boundary. Under the proper conditions, a (1121) twin may deform a boundary in such a manner as to clearly rcveal the twinning shear. Measurements of these grain-bounrlary rotatzons yield a value of 0.63 for the (1151) twinning shear. The magnitude of the observed shear and its shear sense are in excellent agreement with the assumption that the second undis-torted plme (K2) for this form of twinning is the basal plane (0002). The present value of the tzvinninz shear, which is approximately three limes larger than Rapperport&apos;s value? is in excellent agreement with reported results of Sokuskii and Prolsenko.5 RECENTLY westlake&apos; reported a study of the twinning modes of zirconium based on ~ap~er~ort&apos;s2 values for the twinning elements. He observed that two of the modes, (1012) and {1122), can be explained by relatively simple dislocation models. A workable model for (1121) twinning, however, proved to be very complex and questionable. Because Rapperport&apos;s second undistorted plane, (K2), for (1121) twinning has large indices, {ll2l6), it is possible that the difficulty in defining a model for (1121) twinning lies in an incorrect value for K2. A measurement of this twinning element has therefore been made, using a method based on observations of the shear displacement of grain boundaries at positions where they are intersected by (1121) twins. EXPERIMENTAL PROCEDURES The zirconium specimens were deformed in tension on an Instron machine either at the temperature of liquid nitrogen (77ºK), or prestrained at liquid nitrogen temperature and then further deformed at room temperature. Straining at 77°K was employed in order to nucleate (1 121) twins in large numbers, since simple ropm-temperature tensile deformation favors (1012) twinning. Specimens were machined from 1/2-in.-thick plate. The material was arc-melted sponge zirconium annealed to an ASTM grain size 4 and containing, in parts per million, 380 Fe, 880 0, <40 Hf, 32 N, and < 5 H. The specimen gage length and diameter were 1.25 and 0.130 in., respectively. To insure a gage section initially free of twins, the last 60 thousandths of the specimen diameter was removed by acid machining.

The steady-state kinetics and microstructures of simultaneous internal oxidation and external scale formation were investigated for the oxidation of Cb-Zr and Ch-Zr-Re alloys in pure oxygen at 1000°C. For each binary alloy, a constant rate of scale formation was observed at steady state; the internal oxidatton zone reached a steady-state, time-independent thickness. The dependence of the scaling rate on zirconium content exhibited a maximum at a low zirconium colttent; more concentrated alloys oxidized at a slower rate than pure columbium. This composition dependence of the scaling rate may be partially attributed to the effect of the internal oxidation process as an intenla1 sink for oxygen, with the formation of voluminous, and relatively impermeable ZrO2 precipitates. However, the morphologies of the ZrO2 internal oxide precipitates also affected the scaling rate. The internal oxide precipitates were distributed uniformly in the external scale. The steady-state thicknesses of the internal oxidation zones were not in agreement with those predicted theoretically from an idealized simple model. However, in this particular alloy systen1 the ideal model is not satisfied experitmentally. For ternary Cb- Zr - Re alloys with Nr10e = 0.02 or 0.05, the steady-state thicknesses of the internal oxidation zones were less than those for the corresponding binary Cb-Zr alloys. For ternary alloys with NRe(0) - 0.05, a more adherent and much less porous external scale was formed, and a reduction in the kinetics of scale formation was observed. A number of authors&apos;-7 have reported linear oxidation kinetics for the reaction of pure columbium at 1000°C in air or in oxygen of about 1 atm pressure. A thin and tightly adherent oxide layer is found at the metal/oxide interface beneath a porous external layer of scale. Although the suboxides CbO and CbO2 represent thermodynamically stable phases at 100O°C, generally only Cb2O5* is identified as a reaction product in quenched specimens. Studies at 1000°C at lower oxygen pressures8,10 (Po2 - 10-4 Torr) show that both CbO and CbO2 do form and that CbO2 is a protective oxide. The growth of CbO2 results in parabolic kinetics until Cb2O5 is nucleated and grows. Apparently because of the large volume change associated with its formation, Cb2O5 is porous and does not serve as a diffusion barrier; linear kinetics prevail after the surface is covered with Cb2o5. On the basis of these observations, several authors5,9,10 have suggested that the linear oxidation of pure columbium at 1000°C in air or oxygen of 1 atm is limited by a Loriers-type mechanism,11 whereby the total rate or reaction is controlled by ionic diffusion through a thin layer of CbO2 which is maintained at a constant thickness throughout the linear oxidation. However, the concept of a Loriers model for a three-phase CbOlCbO2 Cb2O5 scale, with the only oxygen activity gradient across the NbO2 phase, is not self-consistent. Further, the suboxides CbO and CbO2 were not observed in the high-temperature X-ray diffraction study of columbium oxidation by Goldschmidt.8 From investigations in which the large PO2, dependence of the linear scaling rate was demonstrated, the importance of an oxygen adsorption or dissolution step has been suggested.4,5,7,10,12 Thus the mechanism for the linear oxidation of pure columbium remains quite controversial. Since further insight into the oxidation mechanism of pure columbium is not provided by this investigation, the authors wish to emphasize at the outset that their experimental results are not interpreted in terms of a particular rate controlling step for the oxidation of pure columbium. Previous investigations13-18 of the oxidation of Cb-Zr solid-solution alloys in air or oxygen at 1000°C suggest a remarkable dependence upon zirconium content. For an alloy of bulk zirconium mole fraction, N2r(0) equal to 0.05 or 0.10, the oxygen uptake is reported to be as high as four times greater than that for pure columbium;13,14 for alloys with NZr(0) 0.05 or 0.10 the oxygen uptake is reported to decrease with increasing NZr(0); to a minimum uptake of about one quarter that for pure columbium at NZr(0): = 0.50.13-15Since zirconium forms a more stable oxide (ZrO2) than the lowest columbium oxide (CbO), and since columbium exhibits a high solubility19,20 and diffusivity21,23 for oxygen, the internal oxidation of the zirconium component to ZrO2 is expected at a reaction front ahead of the advancing metal/scale interface. The external scale is then formed at the metal/scale interface by the inward migration of oxygen through the scale, probably through a series combination of molecular and ionic diffusion. Internal oxidation in conjunction with external scale formation has been investigated by Maak24 for the oxidation of dilute Cu-Be alloys in pure oxygen at 850°C. For cu-Be and many other binary alloys,24-27 very small, essentially uniaxial internal oxide particles are formed in the most dilute compositions; for somewhat more concentrated alloys. the internal oxide particles precipitate as platelets or needles. THAT management and purchasing have developed a more closely-knit working relationship is evidenced by the fact that more and more companies are appointing the heads of their purchasing departments to the position of vice president. This is concrete and dramatic indication that management is utilizing the knowledge and experience gained in this department and working with it at the policy-making level. When the engineering department is at the planning stage of a project, the purchasing department is being asked to sit in on the preliminary discussions . . .today. One result of this cooperation is that drawings and plans will reflect the current situation on material availability and another is that standardization will be incorporated in new construction and equipment.

LAVES and Wallbaum&apos; have described TiRu and TiOs as having the same structure as TiFe; they had previously described the latter compound as having the CsCl structure. On the other hand, a careful investigation of the structure of TiFe by Duwez and Taylor- ailed to reveal the ordered CsCl structure, finding instead a random arrangement of titanium and iron atoms on the points of a body-centered-cubic space lattice. Consequently, it is not clear whether Laves and Wallbaum proposed the ordered or the disordered structure for TiRu and TiOs. In order to settle this question as to the structural type and to obtain values of the lattice para- meters (thereby completely determining the structures), the present investigation was undertaken. Samples having the compositions TiRu and TiOs were weighed out accurately from iodide titanium supplied by the New Jersey Zinc Co., ruthenium powder from Goldsmith Brothers Smelting & Refining Co., and osmium powder from Wildberg Brothers Smelting & Refining Co. No analysis was made of any of these metals. According to the respective analyses of the suppliers, total impurities amount to less than 0.03 pct in the titanium and to less than 0.5 pct in the osmium. The purity of the ruthenium is not known. The alloys were prepared by arc melting in a furnace of the type described by Schramm, Gordon, and Kaufmann.9 pecimens for X-ray diffraction were obtained by crushing the ingots and passing the resulting powders through a 200 mesh screen. I have the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am indebted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort. of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it " greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], .... and crops out in oval masses, filling fissures.....The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." Dr. Hunt remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought up by volcanic agency, and the diamonds remain unaltered. In the volcanic rooks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lorn on this subject, who agreed with him that these minerals, being hard and resistant,

JOHNSON, Pittsburgh, Pa.-I hope that this contribution of Mr. Washburne&apos;s is only the first of a series dealing more in detail with the very important problems involved. Pores are of two kinds: Those which are entirely inclosed, so that they do not belong to a system of communicating pores tapped by the bore hole or shot hole; second, those which do so communicate. Porosity, of course, includes both. But since pores of the first class are valueless to us, we should confine our attention to the latter, for which I propose the term "effective porosity." This should be measured by the Wisconsin method, based on the quantity of fluid that can be introduced by the aid of vacuum. Another factor which requires attention in this connection is the dependence of the extractability upon the rate of loss of pressure, as affected by the number of holes, and the rapidity of their completion, the existence of uncontrolled wells, the use by other operators of vacuum pumps upon the casing head, the exhaustion of a gas field in the same reservoir prior to the discovery of the oil, etc. The extractability depends upon the pressure available for the exclusion of the oil from the reservoir into the hole. The action of gravity in bringing oil into the hole is relatively small where the pores are very small, as is so frequently the case.

THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia&apos;s RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG&apos;s experiences since, according to the writer&apos;s understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

Many different methods of measuring the in-situ stress field have been developed in recent years. They are all based on the assumption of elasticity without allowing any viscoelastic deformation. By using the high resolution strain-measuring technique recently developed in the laboratory at Serata Geomechanics, many rocks were found to be viscoelastic. The viscoelasticity of rock media was found to be dependent upon the resolution of the strain measurement. The higher the resolution of the strain measurement, the greater number of rocks could be identified as viscoelastic. All rocks eventually exhibit viscoelastic deformation under high stresses relative to the strength of the material. Therefore, the conventional methods of elasticity become less reliable with increase of ground stress. In deep underground formations, even hard rocks become viscoelastic. At the same time, many ground formations near the surface are actually viscoelastic. A new method was developed in the laboratory to determine the in-situ stress field in viscoelastic rock media. Rocks in general exhibit a small amount of viscoelastic creep whenever mean stress and octahedral shearing stress are changed substantially from their initial states. Such changes take place around a borehole immediately following the drilling although they are short-lived. We developed a viscoelastic method of determining the in-situ stress field by relating the time-dependent behavior of the borehole with the tensor properties and stress field of the underground.
