Why and how the nuclear industry entered the electric power generation business is discussed in terms that nuclear energy was an undoubtedly additional energy resource and that it had promise of becoming a virtually inexhaustible generating power if breeder reactors could be devised. The growth of nuclear power, its total generation capacity, are related to the need of increasing energy requirements. The use of atomic energy for power generation will grow if it can compete economically with other fuels. The rate of growth, the time scale and direction of technical development is dependent on ore supplies. It is predicted that by 1980, 50% of all new power installations will be nuclear stations. INTRODUCTION Ten years ago, the nuclear industry was virtually unborn, the Atomic Energy Act of 1954 had just been signed, and peaceful applications of atomic power was little more than a phrase. Serious discussion of the practical application of nuclear energy to electric utility installations in the West was highly unlikely. The questions: Why and how did the nuclear industry enter the electric power generation business at all?; What is the predicted growth of nuclear power?; What technological changes do we predict?; How will the above changes affect the utilities? will in part be answered by this paper. WHY NUCLEAR POWER? The only justification for the West as for any other section of the country for atomic power is economics. Whatever energy source will provide the lowest generation cost will prevail; the only electric utilities which have shown an interest in nuclear power are those to whom it means lower generation costs. It is true that the Government sponsored the development of this technology long before there was any evidence of better economics; but a Government must take a very long-range view and it is the only type of organization that can afford to look more than twenty or thirty years into the future. The Government looked at projections such as shown in Fig. 1, which shows various rates of energy consumption, and matched these against estimates of fossil fuel resources. This showed that we will exhaust our low-cost fossil fuel supplies within 75 to 100 years and our total known fuel supplies within 150 to 200 years. The decision to invest in nuclear energy rested, therefore, on two arguments: a) It was undoubtedly an additional energy resource; and b) It has promise of becoming a virtually inex-haustable resource if breeder reactors could be devised if, while generating power, the reactors would produce more fissile materials than they consumed. This decision produced an unexpected bonus: nuclear power became competitive with fossil power much earlier than had been expected and, as shown in Fig. 2, forced the coal industry to take a hard look at its own position. I believe that the drop of coal prices shown here is the direct result of the entry of nuclear power into the energy supply business. At this point, it ought to be explained why and under what conditions nuclear power can be cheaper than fossil power. Fossil fuel cost to the utility is composed of two factors: a) Mining; and b) Transportation. As a result, the cost of fossil fuel to the utilities varies from 126, 106 Btu to 306, 106 Btu and higher. Nuclear energy is highly concentrated and the transportation factor becomes insignificant. Although portable fire extinguishers are valuable for fires in an incipient stage, some medium that will dissipate a large amount of heat is needed to fight a fire in mine timbers, because of the size to which the fire will probably have grown before it is discovered. Scaling off, or otherwise smothering such a fire with gases that will not support combustion, is often ineffective for the residual heat will cause reignition when the area is opened and fresh air reaches the hot charred timber. The most effective ways of fighting mine fires, therefore, are to drown and cool the hot zone with water, and to "load out" the partly burned material. Either of these methods requires a direct attack of water ; upon the inflamed material; therefore, every mine containing a large ' quantity of timber or other combustible should be as completely equipped with a fire-hydrant system as it is with compressed-air mains. Mine managers may object to the expenditure, especially if they have not suffered from mine fires. The cost of such preventative measures, however, is only a small portion of the possible losses, and the water pipes can be used for other purposes, which will pay the carrying charges. They can supply water to the rock drills, which will encourage more wet drilling with hollow-drill steel, for the trouble and expense of packing water to individual tanks at the drills will be removed. The carbon-tetrachloride hand extinguishers seem to have no place in mining except for fires that start in electrical equipment. They give off noxious gas, which may prove poisonous in confined quarters; and as it is heavier than air it is of no value for smothering fires overhead or in side timbers and would be dissipated by a good ventilating draft. The old soda-acid extinguisher or the more modern "foam" types ' are preferable. The former probably does not rely for its efficacy on the carbon dioxide generated but on the smothering and cooling effect of the water and the trajectory of stream that may be obtained because of the gas pressure developed. The electrolytic plant at Trail, B. C., was erected by the Consolidated Mining and Smelting Company of Canada, Ltd., for the treatment of zinc ores and concentrates, particularly those of the Sullivan mine at Kimberley, B. C. It began operations in 1916 at a rated capacity of 60 tons of cathodes per day, which has been steadily increased to the present production of 400 tons per day. The Sullivan has furnished the greater part of the zinc so far produced, although notable tonnages of customs zinc concentrates have been treated. The maximum yearly tonnage of customs concentrates, 25,000 tons, was treated in 1926. Practically no customs concentrates hale been treated since 1929. The total bar zinc production to the close of 1935 was 1,092,782 tons. The zinc mineral in the Sullivan ore is marmatite of somewhat variable composition, ranging between 6ZnS.FeS and 8 ZnS.FeS. Practically all the zinc ores tributary to this plant are marmatites; and the iron content of the zinc mineral varies considerably. The formation of zinc ferrite during roasting is now a matter of common knowledge, so the possible extraction from any zinc concentrate is largely a function of the iron content; the progress made in concentration is reflected directly in zinc-plant recovery. The Trail plant operafes on the low-acid system, as do all the other major plants on this continent at present operating, except the electrolytic plant of the Sullivan Mining Co. at Kellogg, Idaho. The new Magdeburg plant, in Germany, occupies an intermediate position between high and low acid. Plant operation at Trail will be treated in this paper under five main sections: roasting, leaching and purification, electrolysis, cadmium recovery and melting. The oxide section of the plant, treating zinc fume from re-treatment of lead blast-furnace slag, is practically a separate zinc plant; this is necessary because of the presence of fluorine in the smelter zinc fume. Cadmium is recovered electrolytically from the purification residues of both the sulphide and oxide leaching plants.

THE BEGINNING of a large enterprise is often as in- significant as a lump of leaven hidden in a bowl of meal or a handful of mustard seed that the wind blows across a field. In 1950 the company known today as the Phelps Dodge Corporation had nearly thirty-two thousand stockholders, paid salaries and wages of about fifty million dollars to some thirteen thousand persons, produced nearly four hundred and ninety million pounds of copper, and possessed net current assets of approximately one hundred and six million dollars. For the origin of this great business, one must go back approximately a hundred and fifty years to an obscure saddle-making shop in the small town of Hart- ford, Connecticut. Anson Greene Phelps, proprietor of the shop and master saddler in his own right, was born in 1781-the year of the Battle of Yorktown, the surrender of Cornwallis, and the close of the Revolutionary War Anson's forebears had come to America in the great Puritan migration that left fields, shops, pulpits, and hearthstones in the reign of Charles the First to transplant the strong, tough roots of their race, culture, and institutions in the New World.

What becomes of the water which must have filled the oil and gas sands at the time of deposition, has long puzzled students of oil and gas and has found expression in Munn's well-known article on the hydraulic theory. Both Munn and Clapp have pointed out that in the Appalachian field the deeper sands carry increasingly less proportionate amounts of water. It seems to me probable that the principal source of oil and gas has been in the shales in proximity to the sands which now contain these products. The sand spits which mark off the lagoons from the sea comply particularly with the requirements of a limited sand imbedded in shales rich in organic matter. Cunningham Craig has objected to this view that the rich organic muds of lagoons are found only at the surface. That such muds do extend to considerable depth 1 am assured by Prof. Douglas W. Johnson, who has made an extensive study of the Atlantic Coast marshes. As any particular sand body becomes weighted by a heavier and heavier overburden, the result of increasing deposition, a part of the very large percentage of water in the uncompacted sand and mud is forced out. The water percentage of freshly settled mud is vastly higher than that of the resultant shales, or even of a very porous sand. If beds of less compressible material meet or underlie the shales in question, there will frequently be a lateral motion along such beds to some point where the upward movement will be resumed. We find in our laboratory work here that oil, gas, and water have extremely slight capacity for gravitational sorting while in a state of rest, but when moving the gravitational sorting is readily accomplished. As the oil, gas, and water pass a body of larger pores, the gas, owing to its lack of capillary attraction, is retained in the large pores. This has been predicted by Washburne, Blatehley and others on the ground that the water has a higher capillarity and grips the finer pores in such a way that there will be a greater proportion of oil and gas in the large

The Lorraine deposit of minette iron ore has been mined for more than a century. During this time, the economic conditions have changed frequently, and especially during the past decade. Thus, it has become economically prudent to proceed to new iron ore reserves with consideration of many and varied parameters. In the past, only traditional mining parameters were considered. Today, the quantity of information that must be taken into account is of such magnitude that the only practical means of data processing is by use of a digital computer and a mathematical model. One such model, based on geostatistics, was developed by G. Matheron. Much of the required input information, such as the petrology of ores, has been generated through IRSID investigations. This paper deals with several aspects of data processing in mining including information recording, reserves calculation, and stages of shrinking data in the calculation of mining iron beds, variograms, kriging, and tonnages.

ROTARY-percussive drilling is a new method of drilling hard rock. Designed to give variations in thrust, revolutions per minute, and torque ranges, these drills combine the high efficiency of the rotary system in soft rocks with an increasing amount of percussive action in rocks more difficult to fragment. Fundamentals of the rotary, percussive, and combination systems have been described in detail in various papers-most recently by C. Fairhurst and W. D. Lacabanne1-but there is still much basic work to be done on the interplay of actions in the rotary-percussive system to enable the drill designer to achieve the highest efficiencies. Whereas the original units struck light blows of only 15 to 30 ft-lb, adequate for medium hard rocks, the present trend is to piston blows of 50 to 65 ft-lb in order to cope with the granites and other rocks having Shore hardnesses of 75 or more.

APART from the hypothesis of a .cosmic origin (which failed of acceptance because it was not adequately supported by facts), the only important controversy concerning the origin of petroleum has been, for a long time, between the advocates of inorganic and of organic origin respectively. Each of these theories has had a long history of development, and is still being perfected, under the influence of two causes: (1) the increasingly extensive and thorough study of the oil-fields (of which new examples are periodically discovered and opened); and (2) the progress of synthetic experiments devoted to this question. Moreover, the advance in our physical and chemical knowledge of the properties of this peculiar natural product has necessarily modified all criticism of conflicting views. I. THE HYPOTHESIS OF INORGANIC ORIGIN That the notion of an inorganic origin of petroleum, first set forth by Berthelot in 1866, and afterward ingeniously developed and formulated by Mendelejeff, should thus have proceeded chiefly from chemists, is quite natural; for the question was one of possible chemical processes in the earth's interior, and of imagined chemical reactions to be, verified by experiment. Hypotheses of this kind were suggested by many chemists, of whom two, P. Sabatier and J. H. Senderens, may be specially named by reason of their highly interesting chemical experiments. Among geologists, Mendelejeff's hypothesis was received at first with much interest and favor; for it rested on the assumption of a central terrestrial mass of iron carbide, and the geologists had good reasons for adopting that assumption. Yet comparatively few of them attempted to furnish geological proofs of the hypothesis: the majority either silently believed in it, or for one or another reason rejected it altogether.

In 1950 the phosphate fertilizer market warranted the design and construction of a new fertilizer plant by Cominco at Kimberley, B.C. The initial rated capacity of the plant was 70,000 tons per year of high- grade ammonium phosphate. The plant was placed on-stream in 1953. One of the major problems in operating the fertilizer plant was the disposal of the gypsum tailings slurry which was a by-product of phosphoric acid manufacture. The original weight of dry tailings produced by the mill was 500 tons per day. This quantity increased over the years until a projected 2200 tpd was selected for the pond design described in this paper. The original gypsum tailing area was located south of the fertilizer plant and adjacent to the St. Mary's River. By 1965 the original disposal area had proven inadequate and Cominco's engineering staff had selected a 500 acre disposal site to the east of the plant.

In this paper the imminent relationship between rock burst and its phenomenon with normal rock pressure and its appearance, as well as the factors of one changing into another have been analyzed. Based on this, the necessary and sufficient appearing factors of rock bursts have been put forward, and the term ''burst pressure" has been defined. According to the statistics data of tremendous rock bursts which appear in collieries in Hunan Province, the features of high frequency, great strength and shallow depth of the beginning burst have been found. There are some special structures in the coal seams, which are closely related with the burst phenomenon. A hypothesis of "star structure" has been suggested for the appearing mechanism of bursts. Inside and around this star structure the distribution rule of burst pressure and rock strength has been researched depending upon the theory of the limited stress field. A new description of the appearing causes of bursts has been raised.

The Australian Broken Hill Consols mine is situated within a third of a mile eastwards of the famous Broken Rill Proprietory mine; but, so far as has yet been proved, the respective lodes have no connection whatever. The Proprietory line of lode, striking N.E. and S.W., is coincident with the bedding-planes of the inclosing gneiss, and, according to Mr. E. F. Pittman, A.R.S.M., government geologist, is undonbtedly a saddle-formation. This opinion, which met with much opposition at the time it was advanced, is now, I understand, being generally confirmed as the work of development opens out fresh areas for observation along the line of lode. The lode is of immense thickness—in places over 300 feet and though it has been found to contain sufficient quantities of secondary silver compounds to yield phenomenal outputs of silver, its principal constituents are various lead and other ores, and it would appear more correct to regard it as an argentiferous lead-deposit than as a silver-lode proper. The Consols lode differs from its gigantic neighbor in every respect. With an average thickness of not more than 18 inches, it has been worked along its course for upwards of 1300 feet, and at every point yet explored has been found remarkably well-defined and persistent. With a strike E. and W., it cuts obliquely across the bedding of gneiss and schist, continuing uninterruptedly through various bands of eruptive amphibolite. The dip, which is to the south, ranges from 24 near the surface to nearly vertical in the lower levels; but the alteration is not regular, as in places the lode is almost flat, and this at a vertical depth of over 300 feet. As a result of the 1972 Buffalo Creek disaster, the Mining Enforcement and Safety Administration (MESA), now the Mine Safety and Health Administration (MSHA) initiated the draft of new federal regulations to deal with the mine waste impoundment and refuse pile problems. Public hearings were held and finally promulgated in October, 1976. As stated in 30 Code of Federal Regulations 77.214-216, the complete engineering design plan which is mandated by the regulations has to be approved by a coal mine health and safety district manager. During the past 18 months MSHA has gained considerable experience through the submission, review, and approval process. This report indicates the procedures, general design criteria and inspection requirements for submission of engineering plans to be approved. In particular, problem areas encountered most frequently by both operators and MSHA will be discussed. Only through diligent efforts by the operators, consultants and government, can we hope to accomplish the common goal to improve the safety of operations.

THE record of the development of physical metallurgy since the founding of this Institute embraces by far the greater part of physical metallurgy as this subject is recognized today. Yet it is not to be supposed that the metallurgist interested in the properties and behavior of solid metals at the beginning of this period was without important and even fundamental information. He had an empirical knowledge of the behavior of solid metals which extended backward into prehistoric times and he had the early beginnings of many of the chapters in the science of metals. Industry was burgeoning in many directions, for methods had been developed, especially in the manufacture of steel that provided materials in extremely large tonnages, permitting applications of metallic materials on a very widespread scale. These multitudinous new uses of metals created an increased interest in the behavior of metals, and provided the basis for the rapid development of a science of metals. Indeed, the development of science generally that accompanied the industrial revolution reached a flood tide toward the end of the century, furnishing the metallurgist basic principles in chemistry, physics, mechanics, and crystallography that would shortly be extensively applied to metallic behavior. In this account, the early developments in the wide metallurgical field will be traced, in order that the status of physical metallurgy in 1871, when this Institute was founded, may be clearly seen. The subject of metallurgy in antiquity has been written upon frequently and at length. We shall here no more than indicate the main features that we need to define the position in 1871 and to provide a proper background for discussing subsequent developments. The theoretical basis is presented for energy dissipation methods of measuring permeability in saturated heterogeneous media. Analysis starts with the equation for single-phase flow in heterogeneous porous media which is a first-order partial differential equation in the unknown permeability. This equation is reduced to a system of characteristic equations useful in deriving a differential expression for the permeability as a function of the known potential distribution. For steady flow systems the expression is integrable, giving the permeability integral for direct calculation of the distribution along successive streamlines. The boundary condition in permeability is presented and includes a discussion of the special requirement to assure uniqueness. Theoretical results and necessary computations are incorporated into two general computer programs capable of determining the permeability distribution in two- and three-dimensional steady flow systems. Results are then presented for an energy dissipation analysis using the methods and soltware to determine a field permeability thickness distribution. INTRODUCTION Theoretical work leading to the description of fluid flow in heterogeneous porous media has developed slowly and somewhat sporadically, although the areas of engineering applications predominantly involve flow in nonhomogeneous media. The lack of accurate and economical methods for measuring field permeability distributions has been a major limitation to realistic description of natural flow systems. The economical measurement of permeability using energy dissipation methods may overcome this limitation. Among other things, any permeability measurement method involves consideration of energy dissipation; as used here, "energy dissipation method" denotes the following general approach. The areal energy distribution is measured on an existing flow system in porous media. Then through appropriate analysis of the dissipation of energy in the flow system, the permeability distribution is determined throughout the region using the minimum boundary conditions required to assure a mathematically unique result. This paper presents the theoretical basis for such a method, as well as the techniques and computer software needed to carry out the analysis. The method and techniques are then used in a preliminary field application. EQUATIONS DESCRIBING FLOW IN HETEROGENEOUS MEDLA Heterogeneous as used here implies differing in kind, having unlike quantities or possessing different characteristics. Accordingly, a heterogeneous porous medium has unlike quantities or differing characteristics at different locations. More precisely, if a porous medium is heterogeneous with respect to some property, then that property is functionally dependent on the spatial location. (Media properties are considered here as macroscopic.) Specifically considering permeability k,** then k = G(x, y, z) ,............(1) or the permeability is a scalar function G of the location (x, y, z). Spatial variation of several other properties, of which porosity, dispersivity and medium compressibility are but a few, is implied by the broad title of heterogeneous porous media. For his achievement in building the Panama Canal, Major-Gen. George W. Goethals was presented, on May 22, the John Fritz medal, the highest mark of distinction in the engineering profession. In the absence, in Europe, of Clemens Herschel, chairman of the Board of Award, Charles F. Rand presided over the meeting. Col. John J. Carty, who was chairman of the Board of Award at the time the medal was awarded to Gen. Goethals, and who ordinarily would have presented the medal, was detained in Paris by Government work, so the presentation was made by Ambrose Swasey. When calling the assembly to order, the Chairman said: This medal has been awarded by a Board representing four of the National Engineering Societies: American Institute of Mining and Metallurgical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Institute of Electrical Engineers. The medal was established in 1902, in honor of that great American engineer, John Fritz, and has never been awarded except to very distinguished men. In. 1902, the first award was made to John Fritz for scientific and industrial achievement. In 1905, to Lord Kelvin for his work in cable telegraphy and other scientific attainments. Certain physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from shrink holes, cold sets, pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. When copper is to be rolled into thin sheets or drawn into very fine wire, the slightest physical defect becomes evident. It is, therefore, of the utmost importance to consider every characteristic of the shape and ascertain the physical and chemical relationship. Pitch and Set.—The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface of the shape (which may vary from a concave to a convex); and the '" set,"' or the detail appearance of the surface of the shape (the wave-like structure). When the shape presents a concave surface, it is known as "low pitch;" a convex surface is known as "high pitch" or "tough pitch;" and a level surface is called "flat pitch." The set of the copper is, in a very large measure, directly related to the pitch; and so intimately are
