(San Francisco Meeting, October, 1911.) A FEW years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as " The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous through-out the world. You ladies and gentlemen who have come from what we here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of "The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since " The days of old, The days of gold, The days of 49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $8,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. ' In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean add diverse in charactcr, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our -various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view reprcscnting the best thoughts of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers. I have neither the time nor the qualifications to make an investigation and study in detail of hydro-metallurgical processes, but for some years I have foreseen the development of such processes, and I have a deep interest in the subject and have given some of its phases careful consideration from a long-distance viewpoint. I have assisted in directing many experiments and in reviewing the merits of many processes, and am glad to make some introductory remarks with the understanding that other gentlemen present will freely and candidly enter into the discussion and help to fill out the few bare bones that I can uncover.

The chronicle of the oil industry in Oklahoma in 1939 is one of declining production bolstered by strenuous efforts to find new pools or new producing horizons in the older, highly exploited, relatively shallow areas. Production, which averaged 608,000 bbl. daily in 1937, the post-depression peak, declined to 463,000 bbl. daily in 1938 and continued downward to 421,000 bbl. daily for the year 1939. While the state could produce somewhat more oil if demand warranted it, production in most areas is at as great a rate as could be justified on the basis of maximum efficient operation. Outlet for Oklahoma crude has been seriously affected by the increase in production in the Illinois Basin. Crude movements from the Kansas-Oklahoma area to the northeastern consuming centers averaged 314,000 bbl. daily in 1939 as compared with 397,000 bbl. in 1938. Oklahoma producers bore the brunt of this loss of market. The general production decline was accentuated by the August, shutdown of 15 days, precipitated by the action of a major crude purchaser posting a 20-cent reduction in the price of crude. The Oklahoma Corporation Commission, in collaboration with other members of the Interstate Oil Compact Commission, ordered a complete shutdown of all producing wells in order to prevent the premature abandonment of stripper wells, which might result from a prolonged period of production at prices below operating costs. The reduction in price was forestalled, most major purchasers failing to meet the cut in view of the shutdown, and the company initiating the move rescinded its action. Fear of the shutting in of oil wells, especially those making considerable quantities of water, is generally unfounded in the light of a superficial examination of the records. Oklahoma's unprorated pools, which produced 154,000 bbl. daily in May, declined to 152,000 bbl. in June and 143,000 bbl. in July. Immediately following the shutdown, the same pools produced 150,000 bbl. in September, 145,000 in October, and 145,-000 in November. Thus, while the half month's production loss in August has not been made up, the wells apparently hare produced at a greater rate since the shutdown than immediately preceding it.

Meeting of Sept. 25, 1914.-The Committees to have charge of the arrangements for the Annual Meeting in New York, Feb. 15 to 18, 1914, were appointed. It was voted that the Secretary of the Institute take up with the Chairmen of the Local Sections the question of arranging for the transportation to the meetings of the Institute of the members of the respective sections. The Board of Directors unanimously voted to extend to each and all of the members of the Local Committees of the Salt Lake Meeting its hearty thanks for their efforts which resulted in the very successful meeting. The President was authorized to sign the letter to the President of the United States in regard to the appointment of some representative of the mineral industry upon the Federal Trade Commission. An appropriation of $250 was granted to the Southern California Local Section. The By-Laws of the Utah Local Section were approved. Discussion of the paper of J. H. NEAD, presented at the New York meeting, February, 1916, and printed in Bulletin No. 108, December, 1915, pp. 2341 to 2357. E. D. CAMPBELL, Ann Arbor, Mich.-Any one at all familar with research work can at once see that Mr. Nead has condensed into his tables and curves the results of a carefully planned set of experiments which must have involved a great amount of work on his part. He deserves much credit for the way in which he has carried out these experiments, for it is to the results of such systematic experimentation that we must look for further knowledge of the underlying causes which determine the physical properties of steel. It will probably be many years before we have sufficient knowledge of all the factors of the problem of the constitution of steel, but every set of carefully carried out experiments such as Mr. Nead has made adds something to our knowledge and brings us a little nearer to the final solution of the problem.

MetallURgical research has discovered many an alloy possessing properties not combined in any single metal, and progress still consists chiefly in the investigation and utilization of alloys. In the case of iron, the demands of automobiles, high-speed machines and high-duty engines have led to the production of special iron alloys which will meet any reasonable specifications in that field. In like manner, the bronzes, brasses and other alloys of copper have been brought to remarkable perfection, and for nearly every industrial purpose some alloy has been , found more suitable than the pure metal. Less complete success has attended the attempt to find substitutes for gold, platinum, and the other precious metals. Indeed, it is not likeiy that a material can be produced which, will possess all the properties of any one of them; yet it is reasonable to hope that, for any given use, the properties required may be found in some less expensive material. Thus, in incandescent electric lamps, the wire passing through the thick glass neck of the bulb was, until recently, almost universally made of platinum, for the single reason that no other known material, suitable as a conductor, had the same coefficient of expansion as glass. But a comparatively recent investigation of the iron-nickel series1 has shown that alloys of those metals maybe produced, the coefficient of expansion of which can be accurately controlled between that of iron or nickel and zero. Thus, in that particular industry, a substitute for platinum has been found. According to statistical reports, not only considerable quantities of gold and iridium, but also more than one-third of the annual supply of platinum, are used (and, in the nature of the case, irrevocably lost) by dentists. Platinum is thus employed in several forms. As a thin foil, it serves various purposes for which its high melting point, pliability, chemical resistance, and other properties—including the ease with which it may be soldered—are invaluable. Production of petroleum and natural gas increased in Canada in 1939 principally because of new wells in Ontario and Alberta. Turner Valley The Turner Valley field, Alberta, yielded 7,456,000 bbl. of petroleum in 1939 in comparison with 6,703,548 bbl. in 1938, an increase of 11 per cent. Turner Valley now supplies 96 per cent of all petroleum produced in Canada (Table 1). The Turner Valley field (Table 2) has reached a position where it call supply much larger volumes of petroleum than the Prairie market is capable of consuming. The allowable production is under the jurisdiction of the Petroleum and Natural Gas Conservation Board of Alberta and the daily rate is set from time to time as warranted by the demand. During June the allowable reached a maximum of 27,000 bbl. a day. This, however, was a temporary situation due in part to the completion of a new British American Oil Co. refinery in Calgary capable of processing 5000 bbl. a day and with a storage capacity of about 100,000 bbl. The introduction oE computer control in the grinding circuit of the New Broken Hill Consolidated Limited concentrator in the early 1970's gave smoother operation at optimum performance. The ore feedrate and water additions to the grinding circuit were controlled to operate each of the ball mill/ rake classifier grinding units at the upper limit of the circulating load while classifier overflow density was maintained to give a product size and pulp density suitable for flotation. An incremental expansion of the concentrator in 1981-82 included the installation of hydrocyclones in closed circuit with three of the four ball mills. Without the rake classifiers in circuit the previous control strategy could not be used and the complex interaction of hydrocyclone performance characteristics when classifying coarse grained sulphide ore resulted in the over-grinding of the lead mineral galena. Testwork aimed at optimising grinding circuit performance recognised the enhanced tendency of higher specific gravity minerals to report to the cyclone underflow. The data has been evaluated on an individual mineral basis and then used to develop a model For grinding circuit control. The development of the model which uses inputs of ore feedrate, metal content of the Feed and slurry density of the cyclone overflow to predict the size of the minerals in the grinding circuit product is described and model predictions are compared with plant performance.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

The discovery of Bromide production in the Fitts field, shallow production in Jackson County of Southwestern Oklahoma, abundant production in the Edmond field, and discovery of many small pools in all parts of the state, were the events that made petroleum history in Oklahoma in 1934. Wildcatting was much more active, as evidenced by a number of new discoveries. There was no important development in the older fields. The rapid decline of the potential of the Oklahoma City field was an important feature of the history of the year. The accompanying tabulation of oil fields (Table 1) is not complete. Many of the early records of operators and pipe line companies are lost and it will be impossible to work up complete statistics for a number of the older fields. The table includes most of the important fields of the state and includes fields of a number of different types. It is hoped that a great many additional fields may be worked up for next year's report. Fitts Pool.—The Fitts pool, in Pontotoc County, was discovered in 1933. Before the middle of 1934, the Pennsylvanian sands yielded -some oil at depths ranging from 1400 to 2800 ft. The Hunton series (Siluro-Devonian) produced most of the oil with considerable gas. In July, 1934, a well in sec. 25, T.2N., R.6E. was completed in the Bromide (Ordovician " Wilcox ") with an initial production of about 300 bbl. a day. Less than a month later a second Bromide sand well was completed in sec. 30, T.2N., R.7E., which made over 200 bbl. an hour. This started an active drilling campaign, which was accelerated when some of the major companies paid good prices for adjacent acreage. At the end of the year, 23 wells had been completed and the rate of development was increasing rapidly. It is a major oil field. The Fitts pool opened a new geological province for oil production. The structure is a faulted anticline in a graben. The producing formation (Bromide) and the Arbuckle lime below it crop out about 2 miles south of present production. The Hunton lime crops out about 2½ miles north. The field is in a sharply folded and faulted area on the northeast side of the Arbuckle uplift. Heretofore, it was generally considered not favorable for oil production, although some gas had been found in various places. In contrast to international trade in lead, a much larger percentage of zinc shipped from one country to another is shipped in concentrate form. In 1952 international commerce in zinc concentrates accounted for 37 pct of world zinc mine production, and of the total zinc which traveled from one country to another, slightly more than 65 pct was in concentrates. The comparable figures for lead, given in Part VI, were 16 and 27 pct. Of the zinc mined in the world in 1952, 56.6 pct entered international trade; the analogous figure for lead was 57.4. This similarity in proportion of production traded is paralleled by a similarity in sources of exports. The three leading exporters of zinc in all forms in 1952 were Canada, Mexico, and Australia, in that order; the three largest exporters of lead were Mexico, Australia, and Canada. In contrast to the 86 pct theoretical maximum in lead concentrates, the maximum for zinc concentrate is only 67 pct. On this basis alone, it would be reasonable to expect that more zinc would be traded as zinc metal than lead as lead metal. Actually, the reverse is true. Less than 28 pct of the lead in international commerce moves as lead in concentrates, while 65 pct of the zinc so traded is as concentrates. Mexico, a country which has attempted to retain as much metal processing activity as possible within its own borders, has negligible exports of lead in concentrates.

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

Book Review MAN-TO-MAN: THE STORY OF INDUSTRIAL DEMOCRACY. By John Leitch, Phila¬delphia, Pa. The B. C. Forbes Publishing Co., New York, 1919, 2.19 pp., 7 1/2 X 5 in. $2.00. "Man to Man" is a short, well-written, well-printed, easy to read and very interesting hook. It is an account of a method introduced into more than twenty industrial plants to give the workers a share in managing their own troubles. It is not a panacea for labor troubles and strikes, but neither have existed where the new method has been tried. The scheme is, in a word, to organize the working force like the government, having a cabinet composed of the executives, a senate composed of foremen, and a house composed of men elected by fellow workers from all departments. This governing machinery takes up all complaints of workers, investigates, reports, and settles. The increased profits due to economy and increased production from this cooperation are divided 50-50 between the company and the men. Experience has shown that, since inattention, tardiness, irregularity, and inefficiency tend to reduce their profits, all men very quickly, after once convinced of the sincerity of the management in their scheme of cooperation, eliminate them because it is for their personal profit. Astonishing results have been attained, including higher wages, greater output, lower unit costs, great reduction in labor turnover, elimination of waste, an increased loyalty and a waiting list of employees even in periods of labor shortage. Profit sharing as such and stock ownership as a benefit to industrial relations are discussed briefly and illuminatingly, although they are not believed by the author to he the best way to bring about the human relation between those who work,for and those who work with money. The author is not against unions but does not believe the union is the best medium for improving industrial relationship. The look is nowhere dogmatic but is always forceful and convincing and, being well written, is very entertaining. It is doubtful if "Industrial Democracy" is the right expression for the solution of the problem but certainly anything that will place on the shoulders of labor some of the responsibility of industry and will increase production is tine much-to-be-desired desideratum. It is a. contribution to the solution of our biggest problem and should be read by everyone who employs men and who has been worried by the labor turnover. P. E. B.

In planning an underground room-and-pillar mine, the selection of the shaft or portal location and the orientation of the main haulage arteries is of paramount importance, particularly in view of the high dependence of the cost of truck haulage on the proper definition of these parameters. In an effort to facilitate this selection a computer program was written which, by relating the truck characteristics to the areal configuration of the property or ore body, derives the volume-weighted total fuel and time requirements for hauling ore from every panel within the property to a specified portal or shaft location through a predetermined gridwork of haulage drifts. By varying the size and orientation of the gridwork and the location of the portal or shaft access, an infinite number of configurations can be investigated. The results of this analysis can be plotted to indicate the optimum conditions.

This paper presents results of an experimental investigation of factors that control the efficiency with which oil is displaced from porous media by a miscible fluid. The study was made to elucidate the relevant processes both on microscopic level (within individual or between neighboring pore spaces) and on macroscopic level (within a large sand body). Mixing of miscible fluids on the microscopic level was studied in sand-packed tubes. It was found that molecular diffusion is the dominant dispersion mechanism for reservoir conditions of rate, length and pore sizes. Macroscopic channeling was studied for various mobility ratios in reservoir mode1s scaled to relate viscous, gravitational, and diffusional forces. The formation of channels was due to viscous firzgering, gravity segregation and variations in permeability. With adverse mobility ratios, it was found for reservoirs of realistic widths that diffusion will not be effective in preventing the formation and growth of fingers, even in homogeneous sands. At sufficiently low rates channeling was eliminated by gravity segregation in tilted reservoirs. The dependence of recovery on mobility ratio, length-to-width ratio, flow rate and angle of dip is presented. INTRODUCTION Oil recovery by solvent flooding is finding increasing application in the field. While the process promises high recoveries from the region swept by solvent, under adverse conditions only a small fraction of the reservoir volume may be swept at the time solvent breaks through to the producing well. Further, the high cost of the solvent encourages its use only as a bank whose size must be kept at a minimum. Thus, two important questions arise: (1) what fraction of the reservoir can be swept, practically, by solvent? and (2) what is the minimum size solvent bank that can be used to carry out the displacement? The answers to these questions require knowledge of both macroscopic channeling processes and microscopic mixing processes. The studies described here were carried out to gain this knowledge. Microscopic mechanisms which cause mixing will be discussed first, because an understanding of these mechanisms is necessary for proper interpretation of the experimental work on channeling described later. INVESTIGATION OF MICROSCOPIC DISPLACEMENT PHENOMENA FOR MISCIBLE FLUIDS The questions to be resolved concerning microscopic displacement behavior are: (1) how much mixing occurs between oil and solvent in the direction of flow? and (2) does the solvent completely flush the oil from the pore spaces in the region invaded by solvent? The classic work of Sir Geoffrey Taylor' and its extension by Aris2 have shown that it is possible from theory to describe the amount of mixing in single straight capillaries when solvent displaces a fluid of equal viscosity and equal density. Aris showed that the lengths of the mixing zones, 81, corresponding to the 10 per cent and 90 per cent concentration levels of the solvent can be calculated from the formula, 81 = 3.62 \/Kt, .........(1) where 8l is the length of the mixing zone, cm; t is the time, sec; and K is the effective dispersion coefficient, cm2/sec, given by K/D = 1 + (1/48) (au/D)2......(2) where a is the radius of the capillary, cm; D is the molecular diffusivity, cm2/sec; u is the average velocity

SINCE I promised you above when speaking of the melting of metals to teach you to make small crucibles and shells for melting, I do not wish to fail in my promise. For, in truth, since they are instruments that are much used for this procedure, they increase the work if they are not good, and often cause great extra expense as well as necessitating repetition of the work. If they are good they save everything. Therefore, if you have to make them, do it so that they, are greatly aided by art. It is first necessary to have the clay of a good nature, that is, resistant to the force of the fire by its own natural virtue, either when it is lean or when its viscousness is mixed with much talc, and whether it is yellow or white. This should be well freed from small stones and beaten well with an iron, and then thoroughly mixed by hand. With this should be mixed an eighth part of finely ground and sifted iron scale,* and also some [145] young ram's-horn ashes. These things should be well mixed together by hand and by beating them. If this clay should not be strong enough by itself, it is mixed with another lean clay, with crushed peperino, flintstone, or some other stone that in your judgment seems to be arid and resistant. Crucibles are worked on a low potter's wheel turned by hand, or on a high one turned by foot, just as plates are made. Both large and small ones are made. Most of them are given a triangular shape at the mouth, and the shells have a kind of spout for ease in pouring out the metal. This done they are well dried, and baked in furnaces like pots or other vessels. At the end, when they have been thus made they are used for melts.

THE plummet lamp, to which I called the attention of the Institute, at the Bethlehem meeting, in August, 1871, with the improvement of the compensating ring, suggested by Mr. Heller, having come into general use for mine surveying in this country, and my attention having been called to the fact that it could not be employed in mines in which there was danger of meeting with fire-damp, I have so modified it that it can be used in all cases with safety. Mining engineers, who are in active practice in those districts where fire-damp is met with in the mines (and I am sorry to say it is becoming much more common in the anthracite regions), know how dangerous their work is when they are called upon to survey such mines, particularly when they are obliged to run lines in those parts of a mine which have been unworked, since by opening of doors, brattice, etc., to get the sights, they are liable to disarrange the currents of air, and cause any fire-damp that may have accumulated in the old workings to find its way into the levels, etc., where the party is at work. It is, therefore, very dangerous to leave an open light (such as the original form of plummet lamp) in an old breast or gangway, even when the safety lamp has shown that no fire-damp is present, for the opening of the doors, etc., may drive the fire-damp to the light, and thus endanger the lives of the engineers. The improved form of plummet lamp, now shown to you, can be used either with or without the safety apparatus. Upon the top of the plumb-bob portion of the old lamp a screw is cut, upon which a ring A is screwed. (See Plate II.) On the external cylindrical part of this ring two small conical holes are drilled, 180° apart. The compensating ring, by which the plumb-bob part of the lamp is suspended, passes over the ring A, and is fastened to it by two small screws having conical points, which fit into the conical holes in the ring A. The safety apparatus resembles, to a certain extent, that of the Mueseler lamp. It consists of a ring B and plate C, which are united by four rods. The plate C has a cylindrical hole in the middle, and four apertures distributed radially around it.
