A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

THE effect of thoria (ThO2) on grain growth in tungsten was discussed in some detail in a paper presented before this Institute by one, of the authors in 1918.1 In that paper it " was assumed that the, thoria was present in the tungsten entirely as a mechanical mixture. There was no indication in the experiments described that even a trace of the thoria was in solid solution in the tungsten. Langmuir,2 however, observed that thoriated-tungsten filaments under certain conditions showed electron emissions many thousand times greater than unthoriated tungsten at the same temperature. He concluded from his studies that a slight amount of the thoria had dissociated on heating the filament to a temperature near 220°. C. At this temperature and higher, part of the thorium diffuses to the surface of the filament where it evaporates at. a much faster rate relatively, than the tungsten, and also at a rate, nearly as fast as it is brought to the surface by diffusion: If the temperature is lowered to say 1800°,. C., diffusion of the thorium atoms to the surface is more rapid than evaporation, sown adsorbed film of thorium atoms is produced on the surface of the tungsten filament. The electron emission is governed by the outside layer of atoms so the emission from such a filament might be expected to approxi¬mate that of a thorium filament at the same temperature. PRESENCE OF METALLIC THORIUM IN THORIATED TUNGSTEN If the filament containing the adsorbed film of thorium. is heated to a sufficiently high temperature, the thorium atoms evaporate: rapidly and the electron emission becomes more nearly that of tungsten. On cooling again to 1800° C., or thereabouts, the emission 'builds up gradually to a maximum. The filament containing the adsorbed layer of thorium atoms is said to be "activated." This paper addresses some of the financial risk hedging mechanisms available to a corporation contemplating entering the mining business at a significant level of investment. The approach which I have adopted is that of a case study relating to the risk hedging aspects of Brascan Limited's acquisition of 46% of Noranda Inc., formerly Noranda Mines Limited, followed by some remarks on options open to mining companies for reducing financial risks. To appreciate the rationale for Brascan committing over (Can.) $800 million to the natural resource sector, some knowledge of Brascan's parent company, Edper Investments Ltd., is required at the outset. Edper Investments, prior to acquiring a 48% interest in Brascan, controlled Trizec Corporation, one of the world's largest property companies. Edper also was involved in the financial services sector through Continental Bank of Canada and Hees International Corporation. For some considerable time prior to Edper's investment in Brascan, Edper felt a need to provide a better balance to its portfolio of property and financial services. Brascan was rich in cash, relatively unleveraged, and with important existing holdings in natural resources and consumer products. The acquisition of a controlling interest in Brascan provided an opportunity to balance Edper's portfolio of property and financial services with world class acquisitions in natural resources, supplemented by consumer products and financial services. The end result of Brascan's activities over the last few years is illustrated by the following analysis of the book value of Brascan's assets at the end of December 1983. The large emphasis on natural resources came about from the fact that for Canadians operating mainly in Canada, natural resources were attractive. In addition, the quality of Canada's reserves looked good to us. The polymetallic nature of many of Canada's orebodies offered a hedge against risk relating to any one metal. Put another way, the by-product metal credits offered a net operating cost advantage with respect to many of the metals mined. Our energy costs also appeared to provide Canada's natural resource industries with an advantage. We considered Canadian mining expertise as amongst the world's finest, as were the exploration equipment and technology developed in Canada. In addition, Canada offered a stable political climate and one we knew. Further, we felt the Canadian Government's future role in the industry would, on balance, be benign, partly because the Canadian content of the mining industry was very high in contrast to the petroleum industry. Granted, we could find cheaper sources of copper; however, to do so would involve venturing into regions where country risks were higher.

It is perhaps a little difficult for Americans fully to appreciate the slow progress in the search for oil in Australia. Conditions are so different from those in the United States that methods must also differ considerably. Australia possesses an area almost exactly equal to that of the United States, but has a population of less than 7,000,000, and this population is concentrated almost entirely around the eastern and southern coasts of the continent. There are, therefore, vast "empty spaces" entirely unpopulated or exceedingly sparsely populated. The emptiness is due not to any lack of energy or initiative on the part of Australians but to the arid and waterless character of much of the country's interior. Throughout the greater part of the area that is comparable with the Mississippi drainage area of the United States, there is not a single flowing stream, and over most of it the rainfall is less than 7 in. a year. This hinders exploration and geological survey, and also isolates from potential markets many of the regions that otherwise might be considered worth prospecting. Also, Australia consists of six independent and sovereign states. With the establishment in 1901 of the Commonwealth of Australia, the states retained complete control of lands and mineral rights. Each state has its own petroleum legislation, and the absence of a central controlling authority has tended to confusion and to the introduction of many complications in oil prospecting. There are three major "territories," administered by the Federal Government; namely, the Northern Territory, enclosed between the northern parts of Queensland and Western Australia, within Australia itself, and the Territories of Papua and New Guinea in the island of New Guinea. Land and mineral legislation in these territories is not uniform. Furthermore, during the late twenties there occurred an orgy of company flotation and indiscriminate drilling, wQch resulted in the discovery of some definite indications of oil in three of the states and two of the territories, but which failed to develop any producing oil field in the common acceptation of the term. HOT pressing of powder particles has gained importance recently, since it affords a method in which high densities are rapidly attained. In a recent study on hot pressing of alumina powders, Mangsen, Lam-bertson, and Best1 have shown within the limits of their experiment, the validity the rate equation for densification in hot pressing, originally proposed by Murray, Livey, and Williams.2 i.e., where D = fraction of theoretical density, t = time, P = pressure and 77 is the viscosity, all in appropriate units. This equation was derived from earlier work of Shuttleworth and Mackenzie3 which is based on the closing of spherical pores under the action of surface tension. The integrated form of this equation yields a straight-line relation between log (1 - D) and t. Such conditions were found by Felten4 to be true only after extended periods of pressing. The Ardlethan Tin Ltd. concentrator typically recovers 55% of the tin in a gravity concentrate at 51% grade from fresh ore assaying 0.5% Sn. Coarse gravity concentration is performed in a complex circuit involving Reichert cones, spirals, shaking tables and two regrind mills. The paper describes how flow and size-by-size sample data from a steady-state survey were used to construct a computer model of the plant involving 46 process streams. The data reduction involved a computer- aided mass balancing technique, recovery-size modelling of gravity concentrators and the use of a mineral dressing flowsheet simulator. The model was used to simulate possible rearrangements of the available equipment. Early simulations indicated that improved performance could be obtained by using spirals to-treat cone middlings or tailings rather than cone concentrates. A test spiral rig was used at Ardlethan to determine typical performances for all cone product streams and the results were incorporated in new simulations. A revised circuit was recommended and implemented by Ardlethan Tin as far as physical restraints within the plant would allow. Production figures show that a substantial increase in tin recovery and 10-15% increase in milling rate were achieved following the circuit changes, and these improvements were sustained over a six month period.

AN equilibrium state of importance in the process of electrolytically depositing titanium from fused chloride electrolytes is that which exists between titanium metal, titanium dichloride, and titanium trichloride. This can be expressed by the reaction titanium concentration of the solution, temperature, and the proportion of strontium chloride and sodium chloride in the solution. Procedure The general procedure used consisted of the following steps: 1) Development of an analytical method for determining Ti+2 and total titanium. 2) Preparation of batches of fused salt solutions containing various amounts of total titanium, Ti+2 and Ti+3 3) Blending of the prepared batches and excess titanium metal in Vycor tubes and allowing the solutions to come to equilibrium. By blending, solutions with different total titanium content could be prepared and equilibrium could be approached from the high Ti+2 and low Ti+2 sides. 4) Studying the effect of titanium concentration, temperature, and the mole ratio of the solvent chlorides, SrC1, and NaC1, upon the equilibrium.

The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

B. H. Bergstrom (Allis-Chalmers Mfg. Co., Milwaukee)—In reading this article, it was difficult to follow through the example given as a starting point in the derivation of the theoretical equation which relates ball size to feed size. A discussion with F. C. Bond led to the following clarification: Bond postulates that "the breaking force exerted by a ball varies ... as the cube of its diameter . . ." and that the force in pounds per square inch required to break a particle varies ... as its diameter squared." He concludes: "It follows that when a l-in. ball breaks a 1-mm particle, a 2-in. ball will break a 4-mm particle, and a 3-in. ball a 9-mm particle." The above example can be true only for a different set of assumptions. Since the first assumption is apparently true, it is the second that must be revised. The second assumption should read that the breaking force required to break a particle varies as its diameter to the 3/2 power. This relationship was derived in the next paragraph of the article.

The occurrence of twins in a iron, generated during cooling through the ?-a transformation, is well established,1-8 but this phenomenon has been nearly ignored during the past 20 years. It is the purpose of this note to call attention to the prevalence of such twins and to illustrate their appearance. The work of paxton7 and Kelly8 has demonstrated beyond reasonable doubt that for Neumann bands (mechanical twins) in a iron the twinning plane is (112) and the twinning direction <III>. The agreement with McKeehan&apos;s earlier work4 on transformation twins indicates that both types of twins in ferrite follow the same twinning law. There is little doubt of this conclusion, but it could be strengthened by a microbeam X-ray determination of the orientation relationship between a single ferrite grain and a transformation twin within that grain, as in the technique used by Kelly8 on Neumann bands. Personal gain seems to be the most powerful incentive to economic progress. One of my first exposures to this phenomenon was the comparison between company stopes and leaser&apos;s stopes in a vein gold mine. The company stopes were 4 to 6 ft wide, whereas the leaser&apos;s stopes were so narrow that in some places one could not turn around. The company leased only that ground it felt was marginal to mine with day&apos;s- pay miners, but by skillful, careful and energetic mining, the leasers managed in most cases to make money for themselves and the company. The Hurting Truth This capitalist system, which puts a premium on successful risk taking, is under attack. Not that it hasn&apos;t been under attack all along. What hurts and angers us at this time is that the attack comes from the children of the system-its youth. Such blasphemy should, of course, be eradicated, root and branch. Or should it? Are we hurt in part because some of the things they say are true?

The High Gradient Magnetic Separator (HGMS), also known as the High Gradient Magnetic Filter (HGMF), is an effective device utilized in magnetic separation. This method of separation is gaining popularity in the separation of submicron material containing feebly magnetics. The most common use of this type of separator is in the removal of iron stained particles to improve the brightness of kaolin clay. Potential areas for use of this magnet include: (1) desulfurization of coal (2) the clean-up of mill effluent (3) removal of fine particulate matter from municipal and indus¬trial waste (4) desulfurization of oil Design, operation, and applications of this separator are further dis¬cussed in papers by R. R. Oder (1975), and R. R. Oder and B. I. Horst (1975). This device is a system composed of an iron enclosure of high per¬mability material housing a set of electrical coils, a canister en¬closing a magnetic matrix (stainless steel wool), an electric power supply and a hydraulic system to maintain specified operating tempera¬ture conditions. See Figure 1.

A strain anneal process has been developed for the production of iron tensile test specimens, the gauge length consisting substantially of a single crystal. Since the method has been quite successful and the results of general interest, the process will be described in detail. The essential feature of the method is the continuous, slow increase of furnace temperature during the grain growth annealing treatment. Briefly, the procedure is as follows: I. Heat machined bars to 950°C in vacuum, hold I hr, furnace cool. 2. Strain to 3.5-3.8 pct elongation (axial loading). 3. Anneal, continuously raising furnace temperature from 450 to goo°C at a rate of so0 per day. 4. Hold at 900°C for 100 hr, furnace cool. Tensile test bars with a 1/4- X I-in. gauge section have been machined from 35 in. Armco iron plate and from 3/8 in. rounds of Puron, a high purity laboratory iron. The axes of the test bars were parallel to the rolling direction. During the machining operation the bars were polished in the lathe with No. 600 emery paper, and this polished surface proved satisfactory for subsequent macrographic examination. A micrographic examination of the materials showed that both were high in FeO inclusions, those of the Puron being smaller but much more numerous. An initial vacuum anneal of I hr at 950°C followed by furnace cooling resulted in a ferritic grain size of ASTM No. 3 for Armco and No. I for Puron. Special heat treatments which reversed these initial grain sizes produced no marked improvement in single crystal production after subsequent treatments. The strain for subsequent grain growth was determined by measuring the decrease in diameter of the tensile bar during elongation. The change in diameter could be measured with a micrometer to +0.0001 in., corresponding to an accuracy of 0.08 pct for the elongation. The accuracy of the diameter measurement is also dependent on grain size because of surface roughening during elongation, and for this reason, a No. 3 grain size is preferable. Optimum grain growth was obtained for strains between 3.5 and 3.8 pct elongation. Once this critical range had been cstablished, all tests were held within it, and thus only meager data were obtained on grain growth following strains outside this range. In general, grain size decreased with increasing strain to about 5.5 pct elongation. Grain growth was occasionally ohserved with less than 3.5 pct elongation although this may have been the result of error in measurement. The program control device for the grain growth anneal consisted of a I rpm motor and worm gear drive, operating the dial shaft of a pyrometer controller through a pulley. Dial speeds of 33 and 50°C per day were tried, but the results at the slower speed were not sufficiently better to warrant the increased furnace time. The furnace tube was evacuated at intervals during the run and kept sealed the remainder of the time. When the controller reached 900°C, it was stopped and the temperature held for 100 hr. This eliminated most of the numerous minute crystallites of about 0.5 mm dimension usually visible on the etched surface of the single crystal. The application of geostatistics to coal reserve analysis is discussed. One problem in particular, the selection of the optimum locations for exploratory drill holes, is considered in detail. A new interactive program to help the geologist determine the best locations is described and applied to a specific property. The steps in the process are described and then illustrated using a mine&apos;s actual data. First, a variogram is selected based on graphical displayed information from the known sample data. Kriging estimates are made for the region of interest and the blocks within the region. The location of future exploratory drill holes is selected based on the criterion of minimizing the region estimation variance for a given number of exploratory holes. The least number of exploratory holes required to meet a specified upper limit on the regional variance is also determined. The computer generated recommendations for the exploratory drill holes are compared to a manually prepared drilling plan. The post- drilling analysis of the results is compared to the predicted values.

IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson&apos; arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,&apos; has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield&apos;s work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author&apos;s experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government&apos;s participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.
