The Comprehensive Test Ban Treaty (CTBT) was accepted for signature at the United ,Nations in September of 1996. It ‘now awaits ratification by its signatories, ~including the United States. After the Treaty is in force, the main concern of the international community twill be to verify that no nuclear test is performed.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

The production of natural abrasives varied in quantity and value compared with 1976. Output of tripoli-type materials was approximately the same in both quantity and value. Special silica stone products decreased in quantity and increased in value. Garnet production decreased both in quantity and value. The production of emery increased and the production and value of manufactured abrasive material was approximately the same. Foreign Trade Imports of abrasive materials were 23% more in value than in 1976, and exports plus reexports increased in value 10%. Net imports, the excess of imports over exports and reexports, were $35.3 million. The volume and value of all abrasive materials exported varied.

En este sentido, el objetivo del trabajo estriba en seleccionar la alternativa más conveniente y así cuantificar los costos y beneficios derivados de la construcción de un camino de vinculación entre los proyectos mencionados y las localidades de Rodeo o Las Flores. La metodología aplicada es la comparación entre costos y beneficios entre las situaciones “con proyecto” (obra ejecutada) y “sin proyecto” (situación actual), de forma que en un futuro, la construcción del camino estudiado posibilitará el abastecimiento de insumos a los yacimientos ubicados en el Valle del Cura, provincia de San Juan.

The control of converter slag chemistry and slag viscosity has played an important role in optimizing converter operations. A thermodynamic model of copper P-S converter and a viscosity model of converter slag have been used to predict the chemistry and viscosity of converter slag. The effect of oxygen potential, SiO2/Fe in slag, detection of slag blow endpoint, and temperature on slag viscosity, liquidus temperature of converter slag and skimming operation has been discussed. Some applications of the industrial operations have been presented.

This brief discusses the installation and application of sleeved piles of two different types for two different projects, the W, Seattle to Harbor Island Swing Bridge Project and the Seattle Access Project. A description of these relatively novel piling systems is given, as well as some notes on their installation and application. As implied by the term "sleeved" these are piles which consist of two piles, an inner pile combined with an outer concentric sleeve pile. Background, Swing Bridge The Swing Bridge project is virtually unique in the world in that it is a "lift and turn" swing bridge. It is also a concrete, cast -in-place segmental bridge which is designed to be moveable.

Any hypothesis for the origin of the Otago gold-quartz lodes must account for the following observations. 1. Southeast of Glenorchy, where the schists hosting the lodes are comparatively unaffected by Neogene Alpine Fault deformation, the dominant strike of the vein systems is NW-SE, parallel to the axis of greatest post-metamorphic uplift in the Otago Schist belt (Paterson, 1986). 2. The lodes are fault-hosted, with some developed along steep, low-displacement normal faults (eg Barewood, Bendigo, Nenthorn), implying NE-SW extension, and some developed along low-angle thrusts (eg Macraes) implying, in apparent contradiction, NE-SW contraction (Teagle et al, 1990). 3. The mineralising fluid was of metamorphic origin (McKeag and Craw, 1989), but while some of the lodes developed in a mesothermal environment at considerable depth (eg ~10 km for Macraes), others appear to have formed at very shallow depth (eg <1 km for Nenthorn) (Craw and Norris, 1988). 4. The timing of the mineralisation is generally poorly constrained but postdates the main Rangitata schist metamorphism. It probably initiated during early Cretaceous exhumation and unroofing of the schist belt (140 - 120 Ma?) and may have continued well into the Tertiary (Craw, 1989). Estimates for the relative ages of the different lodes are largely speculative but, based on pressure estimates from fluid inclusion studies, Macraes likely represents the deepest and oldest lode system while Nenthorn (just 12 km to the southwest) is perhaps the shallowest and youngest (Craw and Norris, 1988).

The assessment of overall modulus (or stiffness) of a fractured weak to moderately strong rock mass is a key parameter in the design of civil engineering works in these materials. It also provides the highest level of uncertainty due to scale effects, anisotropy and the influence of joint frequency and joint stiffness. Using the example of the Melbourne Mudstone, this paper compares approaches using empirical rules based on intact rock strength, laboratory testing, in situ field testing, semi-quantitative assessment techniques based on rock mass classification and back analyses. It is really an honor and pleasure to be here at the 231d International Conference on Ground Control in Mining. My name is Lew Wade. Until recently I served as the Associate Director of Mining for NIOSH. That's a position that I recently moved out of and that position is now filled by Dr. Jeffery Kohler. I now serve as the Sr. Science Advisor to the NIOSH Director. The topic of my talk today will be coal mine ground control, a look back at the last 30 years, and then a brief look forward. I will start by talking about coal mine ground control statistics and with just a brief look, those statistics clearly show that you people are making a difference and there have been tremendous improvements. I'll then look at reasons for those improvements and those will include people working together (this conference being a prefect example of that), as well as technology development. In the area of technology development, I will give you my top-ten list of technology developments in the area of coal mine ground control. Then I'll end with a look towards the future and point to some possible future developments. Then, I will be so bold as to issue some challenges to the participants of this conference. Again, if you take the broad look back at underground coal mine roof falls and ground fatalities, you see this tremendous improvement that we have all come to appreciate. We have all been a part of improving the safety conditions for our underground miners and the number of fatalities is orders of magnitude less than what it was at the turn of the previous century. We have every reason to be pleased and proud of what we have been able to accomplish. Now, the question is why. What are the reasons for those improvements? Just look around this room. You see evidence of what I think are one of the principle reasons: miners, mine operators, government workers and researchers, equipment suppliers, people in research and academia working together. Coming together and sharing at a Conference like this over the last 23 years.

The key to successful mine production plan and subsequent operation is efficient mine layout design and optimization. Pit layout design and optimization allow the delineation and extraction of mineable reserves and the minimum waste subject to slope stability, economic, quality and quantity constraints. Many design and optimization software packages have been developed to aid this intensive and challenging process. These packages include VULCAN, SURPAC, DATAMINE, GEMCOM, MICROLYNX, MEDSYSTEM and MINESIGHT. These software packages are developed as integrated computer-aided systems used for database creation, survey, geological and geostatistical modeling, mine planning and production optimization and environmental modeling. In Turkey, many mining companies still plan and design mine layouts with traditional hand methods. In this study, VULCAN has been used to design and optimize the Eti-Bor A.S. Kestelek Boran Open Pit Mine in Western Turkey. The main objective is to show the company the superior advantages of mine planning software for designing and optimizing mine layouts over the traditional hand methods. Drill hole data used by the company to estimate the reserves for planning are used in this study. The ore grade varies between %1,04 B2O3 to %47,33 B2O3. The pit toe and crest strings are projected using variable batter angles and berm distances. On the north side, batter angle is 180 and berm distance is 25 meters, on the south side, batter angle is 320 and berm distance is 15 meters. In addition to that open pit bench height is 10 meter. The concepts of block modeling are applied to the Kestelek open pit mine with detailed ore grade modeling for each block. The Lerchs-Grossmann?s algorithm is used to optimize this mine based on the block model, the economic block values for each block and the underlying field constraints. The results from VULCAN were similar to the estimates by hand. The reserve estimates from VULCAN is 13,192,870 tons compared with the hand estimate of 13,200,000 tons, overburden estimates of 15,622,889 m3 compared with 15,000,000m3 obtained by hand with a stripping ratio 1.18:1 (m3:ton) from VULCAN versus 1.14:1 (m3:ton) from hand estimate. Vulcan improves the efficiency, speed and reproducibility of the planning results. It provides mining engineers, geologists and surveyors with a cost-effective modular system for assessing and planning the mine layouts. Furthermore, Vulcan?s specific modules allow efficient access and manipulation of databases, open pit mine design, block models, optimized 3D mine layouts, and more. However, for competitive business in Eastern Europe, VULCAN should improve its software support. Effective training, help desk support systems and nearby distributors with just-in-time solutions to company problems will generate competitive business for VULCAN.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. R.C. Rex, Jr. V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.
