G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

The seismic design of extended pile shafts for the combined effects of dynamic shaking and liquefaction-induced lateral spreading is investigated using nonlinear dynamic finite element analyses (NDA). Results of NDA parameter studies are used to illustrate how inertia and lateral spreading loads combine during shaking. The NDA results are used to evaluate equivalent static analysis (ESA) methods. Implications for design practice are discussed.

The dewatering of fine particles is energy intensive and often requires costly capital expenditures. To address these issues, a series of advanced dewatering technologies have been developed at Virginia Tech. These include novel dewatering aids that enhance the performance of existing filtration equipment and an innovative hyperbaric centrifuge that utilizes both air pressure and centrifugal force for dewatering. The moistures obtained using these processes are 30-50% lower than those obtained using conventional methods. Another dewatering technology, known as the hydrophobic displacement process, can reduce product moistures to a level previously attainable only through the use of thermal dryers. This article presents test results obtained with these various advanced dewatering technologies along with estimates of the power consumption for each process.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

This report describes the feasibility of mining the oil-shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt, at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

Keywords: Recycling, Electrodeposition, Recovery, Dilute, Dissolved Metal Ions In order to facilitate the recovery of pure metals from solutions containing a mixture of dissolved metal ions, a pulsed electrodeposition method was developed. Using this method, it is possible to selectively remove metal ions from solution based upon the electrochemical potential of the particular ion desired. The use of pulsed electrodeposition rather than direct current electrodeposition creates an electrodeposited material with better morphology, increases electrical efficiency of the process, and avoids problems with short circuiting between electrodes. Using this method, it is possible to recover dissolved metal ions in a purified form in one simple step, and therefore maximizes recovery of the metal ions while obtaining them in a saleable form. This method is likely to be useful in improving the recycling process for numerous complex metal mixtures and alloys.

Farce Mining of Texas is a surface coal mine located in Laredo, Texas. Farce mines and sells approximately 600,000 tons /year of bituminous coal. A map showing the location of Laredo is provided in Figure 1. As shown, Laredo is located on the border between the United States and Mexico. The mine property runs to the Rio Grande River, the border between the two countries. Farce pumps water from the Rio Grande for use in their coal preparation plant. Laredo’s climate is quite dry with annual rainfall averaging about 12” per year. Also, due to the southern location, Laredo is quite hot. It is common for the temperature to reach 100” F in March and maintain these temperatures through September.

Ilmenite smelting furnaces must be operated with a freeze lining of frozen slag to protect sidewall refractories from chemical attack by liquid slag. The process has two main control objectives: Firstly the slag TiO2 content must be controlled according to specification, and secondly a safe freeze lining thickness must be maintained. This text only concerns itself with the second objective. Freeze lining thickness cannot be measured directly due to conditions inside the furnace. It is therefore inferred from signals of thermocouples installed into the furnace sidewall. These signals are used as the 'controlled variables' in the freeze lining thickness control loop. The dynamic characteristics of these signals are the focus of this text. During this study a model of the process was constructed to study interactions between the slag bath and the freeze lining. This model was used to conduct simulation-type experiments to study the influence of various parameters (temperature, slag composition, ilmenite feed rate, reductant feed rate, power input, etc.) on the slag bath, freeze lining, metal bath, furnace wall and other parts of the process. In the case of the furnace wall, the modelling results were first plotted in the form of time-dependent isotherms. The dynamic thermal behavior of the furnace wall became evident from these results. To illustrate the dynamics of sidewall thermocouple signals, the results were also plotted as time lags between events occurring in the slag bath, and the time when a thermocouple registered a temperature change. The events studied included sudden changes in slag bath state (composition and temperature), changes in operating setpoints (ilmenite feed rate, reductant feed rate, power input), and operational errors (complete loss of reductant or of all feed). All of the result sets showed significant lags between occurrences in the slag bath and temperature changes in the refractory wall. The delays are such that it appears impractical to rely on sidewall thermocouple signals for warning of impending damage to the refractory wall, or for purposes of actively controlling freeze lining thickness. Some measures are suggested to improve the usefulness of these signals during furnace operation.

As this paper is written, the only method for the commercial production of lithium metal is by the fusion electrolysis of LiC1-KC1 mixtures, as first proposed by Gunkz.2 The details of the industrial process have not been made public hut Osborg8 stated that an efficiency of more than 90 pct is obtained with a lithium metal recovery above 95 pct and that the metal is 99.5 pct pure. Pletenev9 gave a power consumption of 66 kw-hr per kilogram of lithium metal produced with a salt consumption of 9 kg of LiCl and 0.4 kg of KCI. Pletenev's figures indicate a somewhat lower recovery than that given by Osborg. In a recent report on' German lithium plants, Motock7 gives figures that are also less favorable than those reported by Osborg. At the German plants the lithium recovery in electrolysis was only 83.4 pct, with a power consumption of 140 kw-hr per kilogram of lithium. The metal averaged only 97 pct pure, with sodium and potassium as the chief impurities. The presence of SO2, SO3, SiO2, Ba, Ca, and appreciable amounts of Na and Fe2O3 were especially disturbing in the electrolysis, and it was necessary to run the cell for some time to eliminate most of these impurities and condition the bath. It may be noted here that most of these impurities do not interfere with a thermal reduction process. These facts show that the present method of producing lithium is fairly efficient and would suggest that other methods could not compete. However, fusion electrolysis has certain drawbacks, such as the necessity of supplying costly, low-voltage direct current and of collecting and processing the anodic chlorine if it is not to be wasted. An even greater disadvantage is that lithium chloride must be used for an electrolyte. It is one of the most expensive salts of lithium, since it cannot be produced in anhydrous form by precipitation from aqueous solution, as is done with LiF or Li2CO3. The reduction of lithium by a vacuum process similar to the ferrosilicon method for the production of magnesium would have certain advantages. Small units such as Pidgeon retorts, would give flexibility of production to meet demand, and a small plant would require moderate capital outlay. There is a possibility of using idle Government-owned magnesium plants for such purposes. The raw materials needed for vacuum thermal reduction would not have to be extremely pure, Director, with respect to the iron and calcium Content. To carry out a physicochemical substantiation of a transition to ?soft? modes of reduction of calcine obtained by desulfurizing roasting of nickel concentrate produced as a result of copper-nickel converter matte separation in a nickel anode production circuit, an analysis has been conducted of the macrokinetic behavior of actual calcine samples in the presence of gaseous H2-CO mixtures and solid reductant additives. Within a temperature range of 900°C to 1100°C the main regularities typical of the calcine reduction process with individual gases (H2, CO) also take place when using a gaseous mixture. Under the conditions of low-temperature (900°C to 1000°C) nickel oxide reduction with products of fuel oil conversion in the presence of coke, the role of the latter is insignificant from the technological viewpoint. As a result of the present investigations, we have obtained analytical expressions of macrokinetic parameters of the reaction interaction within the [NiO] calcine-H2-CO-C-CO2-H2O-O2-N2 system.

CSIRO has been experimenting with supersonic flows as a method of rapidly quenching metallic vapours. Cooling rates above 106 °C/s have been achieved. The supersonic flow conditions are achieved by adiabatic expansion of the vapour through a Laval nozzle into a vacuum chamber. This paper will describe the basic physics of the process, outlining computer fluid dynamic (CFD) modelling of flow in the nozzle, the effects of different flow conditions on the condensation process and discuss the practical design issues associated with operating supersonic nozzles. Results obtained from a CFD model of the nozzle, which compared two methods of incorporating condensation, showed that inclusion of condensation substantially changes the conditions in the nozzle. Most noticeably, the effect of condensation produces a region in the nozzle where the temperature remains almost constant.

A thermodynamic model of KIVCET lead smelting process has been developed. The model has the capability to predict the distribution behaviors of Pb, Zn, Fe, S, O, As, and heat balance in KIVCET direct lead smelting furnace. The compositions of lead bullion, matte, slag and gaseous phases, and heat balance are calculated. The effect of the ratio between oxygen and feed on the chemistry of the smelt and heat balance of the coke checker has been simulated and discussed. The thermodynamic model also helps to understand the tapping issue of the lead bullion. In this paper, some applications of this model in the industry have been presented.

Visit to the Datsun Nissan Company's body pressing and assembly plant at Rosslyn, Pretoria, and the Claremont-Danville Tunnel on 27th February, 1970. The excursion arranged for the 27th February to the Datsun Nissan motor car assembly plant at Rosslyn, near Pretoria, in the morning and the Claremont-Danville tunnel in the afternoon was well supported by some 43 members. The visitors were met at the factory by Mr Rademeyer, the Industrial Relations Manager, and members of his staff and were taken to the artisan training centre for light refreshments. There is a well-equipped training section with an air-conditioned lecture hall; we were told that such training facilities were important because of the cosmopolitan nature of the artisan staff. The visitors were divided into small parties and taken to the tool die and jig-making section, which is perhaps the key department for a factory of this nature. There the many dies for the presses in the body pressing section, as well as the complicated jigs for body welding are made. The technique for making the castings for the dies is interesting. A polystyrene model of the casting is embedded in moulding sand. In a neighbouring foundry molten metal is pressed into the headers and burns away the polystyrene, which leaves no residue, and this exactly fills the space occupied by the model. This rough casting is then machined in large copying machines (costing as much as Rl80 000). An exact plastic model of the surface of the pressing required, set up in juxtaposition to this casting is traversed by a master stylus which operates the slave milling cutter, thereby machining the surface to close tolerances. The machined casting is cleaned up by hand and finally finished in large spotting machines, using a blue dye to show up high spots, to the fine degree of accuracy required. The body pressing section was next visited. There the large number of pressed parts which make up a vehicle body are pressed out of special deep drawing steel plate. Some of the largest presses were capable of applying a pressure of 1 200 tons and cost as much as Rl85 000 each. The visitors then followed through to the assembly section where jigs are used to hold together the many pressings, which are then spot welded into body frames. The frames go to an assembly line where they are finished to the stage for painting. The continuous crawl painting assembly line carries the frames through all the stages of prime coating with zinc phosphate sprayed on in a tunnel, followed by immersion of the lower parts in a priming bath, then drying and spray painting and baking in tunnels. The body frames, after painting, join another assembly line, where the doors, upholstery and many fittings are attached. After this stage the completed bodies are lowered onto and attached to the chassis units which are largely assembled from imported parts (engines, transmission units, etc.). From the end of the line the completed cars are driven off to the trial track and then pass through a tunnel with powerful water sprays to detect leaks in the body work. The proportion of locally made parts is just on 45 per cent. An interesting aspect of the assembly organization is that, of the 140 or 160 cars completed each day there may be included some of each of the Datsun model as well as some Renault and Alfa Romeo models models which are assembled by this company. The change from one model to another several times a day does not present any difficulty to the organization. Each section of the assembly plant 'buys' the units from the preceeding section and 'sells' to the succeeding section. This means that the responsibility of each section ends when the unit is sold to the next section. The cost of repairing any faults found subsequently is charged to the section where it is found, which puts a powerful emphasis on meticulous inspections between sections to safeguard their costs. After the tour the parties assembled at the lecture hall where a lavish cold buffet luncheon was provided by the company. After luncheon Mr A. R. C. Fowler, on behalf of the Institute, thanked the Managing Director, Mr W. J. Wilson and his staff for this most interesting and well organized visit. The party then left for the Claremont-Danville tunnel. The tunnel is being driven by General Mining Federale Kontrakteurs through the Daspoort Range, Pretoria, to link the suburbs of Danville, near Iscor, and Claremont, which at present can only be reached by a nine mile detour. It is estimated that some 6000 vehicles per day will use the tunnel. Before entering the tunnel a short talk was given by Mr Ross who is in charge of operations. This paper presents the results of a hypothetical case study that evaluates the potential transition of a large copper mining and extraction operation to 90% renewable energy. The case study considers three phases to accomplish such a transition; phase I considers installation of renewable power generation at the site to meet a portion of the current electric power needs, phase II considers conversion of diesel combustion mining equipment to electric equipment, and phase III considers implementation of renewable energy generation coupled with energy storage systems to provide approximately 90% of the total mine site energy requirements. The paper evaluates the results in the context of a range of purchased electric power unit costs ($0.065, $0.100, and $0.135/kWh) as well as various carbon tax scenarios ($0, $5.00, and $37.30/t CO2). While the case study is hypothetical and considers a range of assumptions, it clearly identifies a pathway to potentially economically viable transitions to a renewable energy platform for mining companies. This represents an approach that mining companies can use to help to meet emissions targets, as well as social responsibility and reporting requirements.

Whereas the ultimate world supply of energy minerals-defined as fossil fuels and fissile materials - is controlled by geological factors, the actual supply at any particular time is controlled by economic feasibility, technological innovations and /or political decisions. This paper identifies and discusses the principal uncertainties surrounding the international availability of energy minerals from now until the end of the century. A brief comparison is also made between energy and non-energy minerals. Genuine shortage s of energy minerals are now of a very long-term nature, whereas artificial ones may occur at any time and have a serious effect on the world economy due to the dependence of most OECD countries on imports of energy mineral . This paper argues that events over the last decade, such as the demand for a New International Economic Order, the OPEC increase in crude oil prices and the growing international lobby on environmental issues especially relating to nuclear safety - will progressively lead to a major, long-lasting transformation of the energy scene world wide. This transformation will encompass demand, in terms of conservation and efficiency, the supply mix of the various energy minerals , the supply system and the structure of the different energy industries . It is already affecting the role of governments and reaching into the question of national sovereignty both of developed countries, such as the U.K., Norway and Australia, and the developing countries, thereby making energy minerals a key area of international relations.

Lime production is the largest single chemical use for limestone and dolomite. The term “lime” in this review refers to high-calcium and dolomitic quicklime, their hydroxide forms and dead-burned dolomite. This review is restricted to a discussion of the U.S. lime industry. Production and consumption In 2004, according to preliminary data, U.S. lime production was about 20.1 Mt (22.1 million st), an increase of 900 kt (990,000 st) compared with 2003. Production in2004 was valued at about $1.4 billion. Commercial sales of lime totaled 18.6 Mt (20.5 million st) and captive production was 1.5 Mt (1.65 million st). Total U.S. consumption was about 20.2 Mt (22.2 million st). The majority of U.S. lime trade was with Canada.
