A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. "SynopsisThe Kanichee open pit mine and milling complex is situated approximately four air miles north-west of Ternagami, Northern Ontario, in Strathy Township. Mining and milling production commenced in January 1974.Milling throughput currently is at a rated capacity of 500 tons per day, seven days per week. A bulk nickel-copper sulphide concentrate is produced, and is trucked daily to the smelter at Falconbridge Nickel Mines Limited, Falconbridge, Ontario, some 120 road miles from Kanichee. Concentrate grades produced are in the order of 4.0% Ni and 8.0% Cu, with corresponding recoveries of 68-70% nickel and 86-90% copper. Stage additions of 100% guar-gurn solution reagent to the flotation cells for depression of talcose minerals, proved to be the major break-through for optimizing metallurgical performance.2. HistoryThe present Kanichee Mining property is known to old-timers in the Temagami area as the former Cuniptau Mine. Several attempts were made in the mid '30's and 40's to extract the ore at a profit, but each effort resulted in failure.In 1933-36, Cuniptau Mines Development Co. Limited, later called Cuniptau Mines Limited, sank a 245-foot vertical shaft and completed 2,200 feet of lateral work on the 100-140 and the 225 foot levels. Fifteen tons of ore were sent for testwork to the Mines Branch, Ottawa, Ontario.Cuniptau Mines Limited, in 1936, milled some 3,000 tons, and the resulting concentrate was put through a pilot smelter situated on the present mine site. Metallurgically, the smelting results were not encouraging, primarily due to the high melting point of the talcose minerals in the concentrate. From the period 1937-48, minor exploration work was done by Ontario Mining Corporation, Ontario Nickel Mines Limited, and Trebor Mines Limited. During the period 1948-49, 128 diamond drill holes, totalling 40,900 feet were evaluated by Trebor Mines Limited. In 1961, the name was changed to Ajax Minerals Limited, during 1968, five diamond drill holes were sunk, totalling 1,700 feet. Since that period the property has remained idle."

Pre-excavation grouting is a predictable and reliable technique performed to prevent or minimize settlement in advance of, or during the tunneling operation. It safeguards the infrastructure above the tunnel alignment. Cement based suspension grouts and sodium silicate based grouts are frequently injected to consolidate and strengthen the formation and create a reinforced canopy above the tunnel trajectory. Grouting is typically performed through permeation and permeation in conjunction with hydrofracturing. Multiple injection passes through steel sleeve pipes are ideal, since they create an effective forespiling system to facilitate tunneling without causing unacceptable settlement, even with minimal overburden thickness. Ten pre-excavation grouting projects performed in the North America are discussed in this paper.

Rockbursting around underground excavations continues to be a core risk for many deep mining operations. Numerous advancements in mine design, preconditioning, monitoring, mining equipment, exclusion zones, and ground support have significantly lowered the risk to mine workers. As mining continues in deeper, more challenging environments, a multitiered approach to rockburst risk mitigation, starting with mine design, is required. Both the overall mine sequence, for example, avoiding converging mining fronts, and local design “stick handling” can play an important role in risk reduction. Rockburst case studies dating back to the late 1990s up until 2024 are used to highlight risk factors and risk mitigation (tactical and strategic). Examples from several deep hard rock mines are used, generally in high horizontal stress fields (k ratios 1.5 to 2), and strong brittle rock (> 200 MPa unconfined compressive strength). Mining induced stresses as well as high in situ stress due to depth are discussed. The context is Canadian mining, which typically has highly mechanised operations, large openings and equipment. Examples from a narrow vein mine and shaft sinking are also given because neither environment is simple to mechanise, highlighting the need for other risk mitigations. A “sieve” analysis based on mine incident reports is used to show how a multi-tiered risk management plan can lower exposure to violent ground failures. A few incidents still make their way through the “sieve,” indicating a need for further improvements. Thoughts on future/ current developments, and their strategic importance are given. Ground support is the last line of defence. The proliferation of multiple styles of yielding tendons and support systems has made many choices available to rock engineering professionals. Despite the increased availability of dynamic ground support components, there are still difficulties getting clean load transfer to bolts, determining support demand, monitoring loss of capacity over time/mining, and evaluating true system capacity. Virgin development in deep high stress brittle rock can result in high strainburst exposure prior to any stoping operations. The mining process must reduce worker exposure to unsupported rockmasses. Successful preconditioning in a shaft sinking operation, the use of high early strength shotcrete, and mechanised equipment are also discussed.

Analysis of mining equipment fires from 1990 through 1999 reveals that there were 340 large mining equipment fires, resulting in 72 injuries and five fatalities. Many of the fires resulted in the loss of equipment and all posed potential or real risks to the operator. In 97 cases, the fires raged out of control due to engine shut­off failure, even upon activation of the machine fire suppression system, due to the spraying of pressurized hydraulic flu­id and fuel onto hot engine surfaces. In other cases, even after engine shutoff, the fires re-ignited, fueled by the contin­ued flow of flammable fluids remaining in the lines onto the hot engine surfaces. In many of the fires, flammable vapors evolved and penetrated the cab, violently igniting, forcing the operator to exit under very hazardous conditions. The use of emergency evacuation lines in the fuel and hydraulic fluid systems, and methods to reduce or prevent the spraying of pressurized fluids onto hot engine surfaces would greatly improve the chances of successfully suppressing large mining equipment fires. In addition, the use of systems for preventing the ignition of flammable vapors inside the cab, and detecting and suppressing fires originat­ing in the cab, would greatly enhance operator safety. The National Institute for Occupation Safety and Health (NIOSH) recently conducted experiments on meth­ods to reduce the fire hazards associated with large mining equipment. These experiments evaluated the use of cab inerting systems to prevent the ignition of flammable vapors inside the cab and sup­press fires originating in the cab, while maintaining a breathable atmosphere for the operator to bring the equipment to a stop and safely exit the cab.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

The objective of this paper is to examine some modern forms of auxiliary ventilation fabric ducting with streamline design fittings and the efficiency of construction practices. The most dynamic form of auxiliary ventilation is a moveable fan and ducting, which is easy to install and uses light weight fabric. The porous nature of some ducting construction results in leakage and loss of efficiency. Flexible fabric ducting is primarily associated with metalliferous mining and industrial material quarrying. Some applications are found in coal in stone/rock development and with use of dust scrubbers.Forcing auxiliary ventilation systems employing circular fabric ducting have been examined. Leakage of air from ducting is affected by ducting material and construction methodology (such as welded or sewn), quality of installation, number of joints, total length, pressure differences between the inside and outside and diameter. The best ducting system with welded construction can have up to four times less leakage as compared with some systems with sewn construction. It is also evident that the sewn type ducting will deliver less air to working faces and require more fan power, hence higher operating costs to run when connected to the same fan.A case study has also been undertaken to compare predicted operating costs of auxiliary ventilation systems connecting various types of ventilation duct fittings. The study also assesses the technical importance of streamline design with low aerodynamic resistance to reduce the shock losses of the duct fittings. It was found that the system connected with streamline designed fittings is able to provide some power cost savings and deliver more air compared with the system fitted with conventional fitting pieces.Using a ventilation ducting system with a lower leakage and frictional characteristic represents a sound solution to new challenges faced by the industry for increasing demand for better quantities and quality of air delivered to working faces; this is due to higher production schedules and stricter mine health and safety regulations within the Australian mining industry.CITATION:Wu, H W and Gillies, A D S, 2017. As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.

This article describes the implementation of a new jointing process for use between diaphragm wall panels. This process was initially introduced on the SOCATOP work site in uburban Paris (which involved the closing of the western section of the A86 bypass road), on a tunnel ventilation shaft. This brand new system upgrades the potential offered by other types of joints available and enables both ensuring the continuity of panels for structures over 40 m in depth under the strictest safety conditions and constructing shafts with diameters of less than 15 m. A patent for this process has recently been filed.

"IntroductionThe Ancient Egyptians recovered gold from the mud in the bottom of ponds by having teams of maidens sit around the pond dipping goose feathers dipped in grease into the mud. The gold would preferentially stick to the oily surface and was periodically washed off to give a gold concentrate. This was a forerunner of today's flotation processes.In Greek mythology Jason and the Argonauts pursued the Golden Fleece, which was a primitive form of gravity concentrate produced when gold ore slurry was passed over a sheeps fleece. The heavy gold settled and was caught in the fleece, producing a rich concentrate that allowed Jason & Company to perform the first recorded case of highgrading. The process was a forerunner of todays shuiceboxes used in placer mining.From these simple beginnings, gold metallurgy has progressed to a state where very complex flowsheets are proposed, sometimes to perform a simple metallurgical task. Figure (i) shows a hypothetical flowsheet to identify the range of unit processes that might be brought to bear on a refractory ore. "This paper describes the development of a mathematical model for determining the liberation of an ore at various grinding sizes, based on the combined results of microscopic counting, grinding tests, and chemical analysis.The method is illustrated with an application to the magnetite ore of Sherman Mine in Temagomi, Ontario. For this ore, a degree of liberation of 98.7% was determined at a grinding size of 90% passing 44 microns, which closely corresponds to the final grinding size employed at the Sherman Mine Concentrator.Introduction Liberation characteristic of ores have direct and significant bearing on overall economics of concentration processes.Target grades and recoveries can be achieved only it minerals are adequately liberated prior to separation. Degree of liberation depends on the extent of size reduction. However, due to the high costs associated with size reduction processes, it is important to keep size reductions within limits of satisfactory liberation. Prevention of excessive size reduction is also necessary because of inefficient mineral separations in very fine sizes. Hence, a study of reduction size — liberation relationship is essential for optimum profit from milling operations.A number of procedures have been developed for liberation studies (1-12), but there is lack of method for universal adoption.A new approach is presented in this paper that might provide a realistic estimate of liberation and give a practical guidance as to the degree of size reduction required for satisfactory liberation."

The move away from the use of strike stabilising pillars at depth and the adoption of the more flexible system of mining towards final dip remnant pillars brings new opportunities for optimising mine design. In the initial planning stage, the size and spacing of the final pillars is designed using classical design criteria, through limiting modelled values of Energy Release Rate (ERR), Average Pillar Stress (APS) and Excess Shear Stress (ESS). In reality, mines often leave pillars that are larger than those originally designed. One of the reasons for leaving more ground is an unexpectedly high rate of seismicity. In this paper, we present developments in integration of modelling and seismicity that are aimed at developing design criteria that are more responsive to local conditions.

Systems such as Davey Bickford’s Daveytronic® SP blast initiation system and electronic detonators have been an integral part of drill and blast activities in Australia for over a decade, with the significant benefits of electronic blasting well documented. Since 2010 the Multiblast feature has been commercially available, which enables eight individual blast patterns (up to 1500 detonators each) to be blasted in the same firing window. Synchroblast has been in active operation since 2012, which allows a blast of up to 4500 detonators – either as a single blast pattern, or several smaller adjacent blast patterns – to be reliably initiated.Multiblast manages blasts separately but concurrently, allowing all blasts to conduct prefiring checks simultaneously from the firing point utilising only one remote blasting unit. Each blast can be selected and fired individually, in a sequence determined by the operator by scrolling through the colour display. Synchroblast automatically detects the blasting configuration, and manages all detonators as a single blast pattern. This simplifies the design and blasting processes for the mining operation.Multiblast and Synchroblast are routinely employed throughout Australia and globally in both open cut and underground operations, enabling optimal productivity due to increased blast volume and reduced operational downtime associated with blasting events.A number of case studies will be presented in this paper, detailing various mining operations that are consistently blasting in excess of 2500 detonators per blasting event as a part of standard drill and blast operations. Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation.
