The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

Over ten million pounds of explosives are used daily to blast rock in mines, quarries and construction projects throughout the United States. Despite the immense volume of explosives used, serious incidents involving the legal use of explosive materials are rare. Unfortunately, when incidents arise they are well publicized, whereas the great majority of blasting projects-even the most challenging ones—quietly occur without incident or public recognition. Although unfair, media coverage focuses on incidents and/or accidents, and as a result skews the public’s perceptions of our industry. These negative perceptions about blasting profoundly effect our work. Most apparent are the community groups who organize to fight blasting work. However, other impacts are more insidious and have long-term effects on our industry. For instance, planning engineers or government agencies often prohibit blasting to avoid the public’s adverse reaction or because of general fear of blasting impacts. Ironically, as regulations and specifications continue to curtail our industry, the net effect is an increase in the cost of rock excavation. As taxpayers, we suffer needlessly by paying more for government funded construction projects. As blasting professionals we are additionally penalized through loss of work.

"This paper examines the development of two new selective flocculation techniques for recovering KCI values from low grade carnallite potash ore.Direct recovery of KCI was achieved using one of two mid-range molecular weight polymers, one non-ionic and the other strongly cationic, in conjunction with the same selective anionic dispersant. From initial response studies on pure minerals and selective flocculation tests on synthetic mixtures, investigations were extended to recover KCI values from a natural carnallite potash ore. A single-stage process achieved products grading up to 61.3% KCI at recoveries up to 85.4% for the cationic flocculant suite and up to 64.8% KCI with recoveries as high as 90.3% for the non-ionic flocculant suite, with dispersant and flocculant dosages of 150-250gr1 and 10-75gr1, respectively. These results clearly demonstrate not only the feasibility of treating such problematic ores at low reagent dosages, but also the potential elimination of desliming prior to froth flotation.The experimental results presented are considered in terms of the reagent adsorption phenomena present in the system and various aspects of floe formation and cleaning.IntroductionAs high-grade sylvinite potash ores become scarce, lower grade sylvinite and carnallite potash ores are becoming more attractive. However, these ores often contain large amounts (up to 15% by weight) of water-insoluble slimes which must be removed prior to KC! flotation, owing to their high adsorptive capacity for the amine collectors used. The slimes are generally removed by scrubbing followed by hydroclassification and any residual material not eliminated is blinded with reagents such as guar gum or starch to inhibit interference in subsequent KC1 flotation.An alternative approach used commercially in Canada by Agrium Inc. involves water-insoluble slimes flotation prior to KC! flotation. In this process, the slimes are selectively flocculated and then separated by froth flotation. Losses of KC! to the slimes product and associated brine requirements are both reported to be less than those encountered in conventional desliming, but the technique is somewhat limited in its application at present."

Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. During recent years, copper and acid production from Nkana Smelter has formed a significant proportion of ZCCM's total output, but a number of problems affecting the smelter over the last decade have only been recently overcome. This paper discusses recent developments in the smelting practice, highlighting some of the operational problems experienced and associated solutions. The smelter performance over the decade is discussed and the innovations in the smelting technology employed to sustain production in the wake of limited re-capitalization are dealt with in detail.

To investigate the differences in the radial drag pick cutting performance in dry and saturated sandstone, a suite of linear rock cutting test was performed using linear rock cutting machine (LRCM). Experimental results of 50 data passes, incorporating 350 data cuts were used to compute cutting, normal and side forces required for determination of other performance related parameters. Although the forces required to cut the dry and saturated rock were in congruence for most of the spacing and depths of cut combinations; but the overall averaged cutting and normal forces for saturated rock cutting were found to be 9.9% and 9.4% respectively higher than the dry rock cutting. The increase in the overall averaged forces was attributed to strength variability of one of the saturated block affecting the overall forces. The side forces experienced a negligible drop in saturated rock cutting. An increase of 28% and 9% in the actual and nominal specific energy values respectively was also recorded when cutting saturated rock as compared to the dry rock cutting. The increase in saturated rock specific energy is attributed to production of large amount of fines and few large sized chips directly contributing towards increase in specific energy. The optimum s/d ratio for dry rock tests was found to lie between 6 and 8 whereas for saturated rock cuts this value lied between 5 and 9.

The Deep Mixing Method (DMM) was employed to raise and support the LPV (Lake Pontchartrain and Vicinity) -111 Levee in New Orleans. Even using innovative technologies, the tight schedule to achieve the 100 year elevation by June 1, 2011 was a daunting endeavor. The size and scope of DMM proposed for LPV-111 was on a scale never attempted outside of Japan. Over 1.65 million cubic yards of DMM was installed. LPV-111 is adjacent to the Bayou Sauvage Wildlife Refuge, which is the largest urban National Wildlife refuge in the United States. By utilizing DMM to control settlement and improve stability of the taller levee, side slopes were steepened from the conventional 1V:4H to 1V:2.85H, thus avoiding encroachment into the Bayou Sauvage and reducing the amount of clay needed for the completed levee. The COE utilized Early Contractor Involvement (ECI) for this contract. The ECI process allowed for input from the DMM contractor, TREVIICOS South, in order to optimize equipment resources and material requirements. This paper gives an overview of the extensive DMM requirements for LPV-111 and explains the benefits of the ECI process.

The Finnish Defence Forces Technical Research Centre (PVTT) studied the effect of shape of boost-er to its ability to ignite insensitive (IM) plastic bonded explosive (PBX). Therefore an explosive fac-tory produced 20 insensitive (IM) plastic bonded explosive (PBX) charges for the tests. The mass of each of the charges was exactly 9.2 kg (20.3 lb). The charges were equipped by two different type of boosters; RDX and PETN. Both the explosives contained some parts of plasticizers. The weight of all the boosters was exactly 300 g (0.66lb). On the bases of their shape, the boosters were also divid-ed into two different groups, cylindrical and “pancake”. In the middle of the “pancakes” there was also shaped a small cone in such away that the detonation could accelerate to its full speed after the charge was ignited. Why does a continuous casting mould powder, which works successfully on a particular caster with respect to semi quality, fail to perform on a caster of a similar design utilizing liquid steel from a similar route for an identical product without some tuning of its make-up and composition? In casting sequences of the same steel grade, why do some apparent random heats produce poor surface quality with respect to cracking when otherwise good surface quality is realized? The answer to these questions lies in the interaction of the mould powder, the casting hardware, and the casting process variables. Using, as examples, data collected from within Corus UK and during collaborative work on the assessment of mould powder performance and its effects on surface quality, the interaction of the mould powder, the casting hardware and the casting process variables is explored. The steelmaking route and its associated alumina load, unexpected changes to slag chemistry, infiltration of the slag into the mould strand gap, and the nature of the slag film are all shown to affect powder performance. An overview is given of the matte melting process used for the beneficiation of South African Platinum Group Metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef-types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky reef is low in chromium and do not pose significant melting problems. Concentrates from the UG-2 reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8-10-9bar at temperatures of 1550°C to 1600°C). During the converting process care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation ofFe2NiO4(trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3. A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. As everyone knows, blasters are required to file blast reports of every blast for regulatory purposes. To this day, the authors see many handwritten blast reports. Handwritten blast reports are notorious for containing errors or omissions. This is not because the blaster intends to misreport information. It is because blasters have many tasks to complete in a day, are sometimes in a rush, and could accidentally miscalculate data, omit items, or record incorrect data. In most cases, blasters do not suffer consequences to these errors because blast reports are seldom reviewed in detail. In some cases, such as when a blasting operation undergoes some sort of litigation process, the reports are reviewed in detail and the blaster is ultimately held responsible. If the reports contain errors, the blaster can be fined, have his/her license revoked, or worse. Electronic blast reporting and centralized data management can help reduce or eliminate the potential for accidental blast reporting errors to occur. This paper presents many ways that electronic blast reporting can reduce or eliminate blast reporting errors, decrease time and extra costs spent reporting, and improve efficiencies in the field and the office.

This report establishes a methodology for the evaluation of gas detection devices and is the result of a critical investigation into the basic principles defining gas detector performance. A scheme is presented to evaluate the performance of a test sample of gas detectors based on the detector type and intended application. Test procedures, worksheets, test apparatus, glossary and statistical methods for handling test data arc given. In addition, evaluation standards and test parameters are identified. It is intended that this report serve as a comprehensive framework for the eventual certification of all gas detectors for mine applications. A plan is proposed and recommended for the quantification and implementation of evaluation standards for gas detection device certification.

The expectation from the blasting engineers and shotfirers is often that explosives will perform optimally at all times. However, in reality, non-ideal situations exist on mine sites and occurrences of poor explosives performance are common. Often the cause is difficult to identify. Having a good application technique and analysis skills will minimise the risk of poor performance. This paper will discuss the experiences gained by the author while blasting in the Hunter Valley, Australia.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

The Moon, asteroids, and planets of the solar system represent the most distant caches of wealth that humanity has ever considered recovering. Yet, in addition to the potentially recoverable values represented there, harvesting off-Earth resources has a second, almost incalculable sustainable benefit in that they can be retrieved with absolutely no damage to Earth. Previous research mostly assessed the potential of asteroids and the Moon for mining purposes from a theoretical and scientific point of view. These studies investigated drawbacks that could be experienced in this type of operation, but no detailed economic evaluation that is meaningful for mining project management has been conducted and the parameters that are most likely to make an operation feasible are unknown. This paper provides a preliminary economic and sensitivity analysis of a possible off-Earth mining business extracting minerals from an existing asteroid.

In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2is reduced to Ti2O3.One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.
