TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

"PURPOSEThe purpose of this presentation to the Canadian Mineral Processors is to review gold heap leaching systems currently in use and discuss their applicability to Canadian ores. The author's experience with the development and operation of heap leaching spans the past four years at. Pinson, and visits to many ether heap leaches in the western United States.INTRODUCTIONBy way of introduction to the heap leaching system, I will describe in slight detail the method used at Pinson Mining in northern Nevada. This will be followed by a discussion of optional methods in use at other operations visited.The Pinson orebody is a finely disseminated, well-oxidized hydrothermal deposit. Gold particles are finer than 20- microns. The orezone hostrocks are metamorphosed and silici¬fied limestone and shale. Sulfides and carbonaceous materials are negligible.The Pinson open-pit mine has operated since June 1980. It produces 1500 tpd of C.I.P. mill feed averaging .10 oz gold per ton, and 1500 tpd of heap leach material averaging .025 oz gold per ton. Cutoff grades are 0.04 for mill feed, and 0.01 for heap leaching. Stripping ratio is 9 tons of waste and leach grade to 1 ton of mill feed.The project is located in northern Nevada at 4900 feet above sea level.,Winters are fairly severe, with freezing conditions affecting operations from early December through April. Although officially designated as ""high-mountain desert"" country, snow and/or freezing rain occur almost every week of the winter.To date, all Pinson production-scale heap leaching has treated run-90,000 tons of ore are stacked on 300 foot square clay leach pads. Cyanide leach solution is applied through ""wobbler"" sprinklers at .0025 gpm/sq ft for 60 to 90 days. The pregnant solution flows from the heap by gravity to plastic-lined ditches, into a collection sump and then through buried piping to the 2.2 million gallon pregnant solution pond."

"The challenges facing the mining industry include complex ores and declining grades, together with increasing capital costs and environmental regulations. In addition, future commodity price uncertainty makes investment decisions difficult. Shorter plant lifecycles mean that new projects need shorter payback and increased net present value. With regard to solvent extraction, the introduction of an innovative modular plant design will help to address these issues. The first such modular offering is Outotec’s VSF®X modular solvent-extraction plant that uses prefabricated and transportable modules. Reuse and recyclability have underpinned the design concept. The greatest advantage of the VSF®X modular solvent-extraction plant is its relocation possibility. Additionally, it is suitable for various metals and plant capacity is adjustable through a scalable modular structure. After a dedicated plant lifecycle, the plant can be dismantled and relocated to a new site. This reuse ability offers major benefits for short-term plants, making them more feasible due to higher residual value. A net present value analysis is made for two examples, a conventional plant with no relocation possibility and a modular movable plant with extended plant life cycle, in order to evaluate the feasibility of modular plants. Results indicate that modular plant design could offer an economical solution with the additional advantage of improved overall sustainability through its life cycle. The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. While at Mount Morgan he had occasion to test some highly pyritic tin ore by flotation, with a view to separating the cassiterite from the pyritic mineral.Instead of accomplishing that, it was discovered that it would be possible to eliminate as much as 50% of the total weight of ore in the form of a pyritic flotation concentrate, which would contain...

Since the first longwall panel development started in the new mining, (Southern) area, a number of roof falls have occurred in L1 and L2 gate-entries. The longwall was delayed for a total of two months due to roof falls in the gate-entries. To prevent roof falls in future gate-entries, an extensive ground control analysis has been conducted which incorporated regional horizontal stress and panel orientation, tectonic stress, roof strata, surface stream valleys, etc. Results of the analysis indicate that a combination of these factors caused the roof falls. Therefore, a Roof Instability Rating (RIR) system was constructed to predict the roof condition and identify areas where supplemental support should be implemented. The L3 gate-entries, supported by the prediction using the RIR system, have not experienced any roof problems.

The first crush pillars on the Bushveld platinum mines were introduced at Union Section in 1978. Before the introduction of crush pillars, serious problems were experienced when stoping advanced to a point 30 m to 40 m on both sides of the centre gully. At least three to four stopes were collapsing per month. The introduction of the pillars stopped the stope collapses in the mining area where they were introduced. The residual stresses of these pillars were never measured; however, the successful elimination of the ?back-break? problem suggests that the original pillars had a residual strength of at least 8 MPa. Apart from back analyses, very little work has been done to determine the residual strength of crush pillars and only very recently have any measurements been made. The lack of knowledge in this field has resulted in pillars being designed based on experience. Concerns about stope collapses, similar to the Coalbrook disaster, have led to larger pillars being cut in more recent times. If such pillars were cut in brittle quartzites they would always fail violently but the ductile nature of the Merensky Reef generally allows large pillars to fail without bursting. Occasionally, however, one would burst in a working area. Increased incidence of bursting has been reported on some mines at deeper levels but most of these bursts occur in the back areas. Nevertheless, the incidence of bursting increases the risk of falls of ground in already dangerous areas, and the larger pillars decrease the extraction ratio. This paper describes the evaluation of stress measurements conducted in two boreholes over a crush pillar with dimensions 2.5 m x4.0 m, and a height of 1.2 m. Boussinesq equations for vertical and shear stress were used to analyse the original measurements and provide a stress profile across the pillar as well as the residual strength of the pillar. The results showed an unexpectedly high peak stress of 280 MPa at the centre of the pillar and a residual strength of 48 MPa. The reason for the high residual strength is suspected to be the result of the stiff environment under which the pillar failed and the small height of the siding on the up-dip edge of the pillar. More measurements should be conducted on several mines to establish a range of residual strengths for narrow crush pillars.

A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. It is also important to ensure that reagents such as frothers and flotation collectors are appropriately chosen to maximise recovery and at the same time minimise carbon deactivation.CITATION:La Brooy, S R and Claflin, J K, 2013. A geologic study of Mines 32 and 33 in Cambria County, Pa., was conducted as part of a methane control research program. Areas of high methane emission and roof instability are encountered which are related to the structural and stratigraphic features that characterize the geologic setting of these mines. Locally the folds trend N 20° E ±2°, the direction of the butt cleat in the Lower Kittanning coal. The face cleat strikes at N 69° W ±2° and the systematic rock joint in the surface bedrock strikes N 67° W ±2°. This suggests that a directional stress oriented N 70° W produced the folds and influenced the directions of coal cleat and systematic joint sets. Analysis of SLAR indicates three directions of prominent regional lineation: N 39° E, N 31° W, and N 70° W. Little gas was encountered during development mining; large volumes of gas are encountered when roof falls. Most of the gas comes from strata above the mined coal; therefore, to control methane, roof instability must be controlled. Roof falls and high rates of methane emission are most likely where less than 30 feet of many thin layers of limestone, shale, and sandstone occurs between the Lower Kittanning coal and the next coal and in zones along the margins of a sandstone channel.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. At Ohio Creek, 3 km northwest of the Thames bonanza goldfield, porphyry Cu-Au mineralisation is hosted in a dacite porphyry associated with porphyry intrusion breccias and overlying andesites and dacites. The geological setting is a Jurassic greywacke basement overlain by Late Miocene andesite-dacite volcanics which are extensively altered to propylitic and argillic assemblages. Diamond drilling at Ohio Creek in 1978-1981 by Amoco Minerals intersected low grade Cu-Au (0.12-0.20% C~ 0.23-0.4 glt Au) mineralisation An advanced argillic 'alteration cap containing quartz-alunite¦dickite or pyrophyllite-dickite¦diaspore is centred on the adjacent Lookout Rocks and has potential for high sulfidation Au-Cu mineralisation. There is a zonation from potassic K-feldspar-magnetitealteration at depth in the dacite porphyry, through an overlying phyllic quartzsericite- pyrite zone which is overprinted by pyrophyllite in the overlying advanced argillic cap. Early quartz stockwork veinlets associated with the potassic alteration contain fluid inclusions that trapped a highly saline (50-80 wt% NaCI equiv) fluid at high temperatures (450 to >600¦C) indicative of a magmatic fluid. Some chalcopyrite is associated with slightly later quartz-magnetite veinlets, but the bulk of the copper occurs as disseminated chalcopyrite associated with the phyllic alteration. The potassic alteration is surrounded and overprinted by propylitic chlorite¦epidote alteration. Late polymetallic sulfide-quartz-anhydrite veins occur within and around the margins of the porphyry system as in the Kaiser Reef. Fluid inclusions associated with these late veins were formed at temperatures of about 250-320¦C from low salinity (1-3 wfl~ NaCI equiv) fluids. The spatial association between porphyry eu-Au mineralisation, advanced argillic alteration and polymetallic sulfide veins suggests that they are genetically part of the same hydrothennal system. This is consistent with reconnaissanceK-Ar dates of 11.6-10.7 Ma for the intrusive porphyry at Ohio Creek, alunite in the advanced argillic alteration zone at Lookout Rocks and sericite selvedges from the Waiotahi gold-quartz veins at Thames.

Much progress has been made in understanding the forward process for blast vibration simulation: that is, how to create a resultant seismogram from an empirically determined seed waveform. What has not been successfully investigated to date is the reverse process: Determining the contribution of each borehole to the resultant seismogram. It might seem that these should be two sides of the same coin, but the reverse process is much more complicated. That is because the source, geological path, and receiver contributions must be unraveled and then dissected. If that can be done, a relationship can be developed between the seismic source properties and the explosive interaction with the surrounding rock. This paper presents a first step in the unraveling process, through analysis of blast seismograms using wavelet transforms.

This report presents the results of analytical studies made on two series of oil-shale samples from the Mahogany ledge of the Green River mine the character of the various grades of oil shale that are being mined and processed into shale oil and refined products at the Bureau of Mines Oil-Shale Demonstration Plant at Rifle, Colo. The analytical work was part of a synthetic liquid fuels program being conducted at the Petroleum and Oil-Shale Experiment Station, Laramie, Wyo. The 16 oil shales ranG6d in color from a gray brown ( or a sample that assayed 10.5 gallons of oil per ton to a very dark brown for a sample that assayed 75.0 gallons of oil per ton. In general, the samples were similar as to the types of organic and inorganic matter that they contained but varied widely in the amounts or these constituents. The principal constituents were calcite, dolomite, illite, and yellow organic material, while the minor constituents were quartz, feldspar and plagioclase feldspar, pyrite, marcasite, analcite, opal, black organic material, and small woody fragments. Some micro-fossils, spores and pollen grains were found also.

THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

This paper will discuss the design, construction, and performance of the support of excavation on the Dulles East and West Automated People Mover Tunnels and Station projects. The elements of the system included drilled soil nails and rock anchors with reinforced shotcrete to the excavated face. We will discuss the geotechnical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the support of excavation system. In consideration of the conference theme, there will be a discussion of the application of the real-time instrumentation monitoring program. The project team worked to design and install approximately 710,000 square feet of shotcrete and 19,000 soil nails/rock anchors as well as excavate over 720,000 cubic yards of rock materials within 15 months and in such a manner as to minimize the disruption to airport passengers and operations.
