The Capitol Area East End Complex is currently being constructed under contract with the State of California Department of General Services on two sites adjacent to the grounds of the California State Capitol Building in downtown Sacramento. The complex will consolidate the headquarters of the Departments of Health Services and Education, which currently occupy several facilities located throughout Sacramento. When completed in 2003, the complex will be the largest civic office project in California history, with approximately 1.5 million square feet of office space and housing nearly 6,300 state workers. The total project is being constructed on five separate blocks in downtown Sacramento, Blocks 171 through 174 and 225. Separate design/build contracts were executed for the construction on Blocks 171 through 174 and the construction on Block 225. The scope of this paper is limited to construction on Blocks 171 through 174, which comprise a square, two blocks on a side, bounded by 15th, 17th, L, and N streets, located immediately to the east of Capitol Park and the State Capitol Building, as pictured in the image shown below.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. Keywords: solid solution, Ni-Co alloy powders, thermal decomposition, fibres. Synthesis of fibrous Ni-Co alloy powders was achieved by thermal decomposition of precursor of complex Ni-Co oxalates solid solutions obtained via modified coprecipitation method among intimate mixing solution of NiCl2?6H2O , CoCl2?6H2O and H2C2O4?2H2O in the presence of surfactant polyvinylpyrrolidone (PVP) and organic solvent ethanol. Scan electron microscopy (SEM), X-ray diffraction (XRD), X-Ray photoelectron spectroscopy (XPS), disperse energy X-ray analyses (EDX) were used to characterize the structure features and chemical compositions of the as-prepared fibres. The influences of decomposition conditions, including temperature, time, the flow rate of N2+H2, and the heating rate, on the morphology, average size and specific surface area of the Ni-Co alloy powders were investigated. It is found that a trend of the mutual alloying of nickel and cobalt: the formation of perfect solid solution for any compositions NixCo100-x was indicated and corresponding NixCo100-x alloys with fcc phase can be obtained under the optimal conditions.

Wireless electronic blasting systems are a new technology that enable truly wireless initiation through rock, air and water. This is achieved using low frequency magnetic induction waves to wirelessly send a firing command to groups of in-hole primers. Fully wireless initiation not only removes the limitations imposed by a wired connection to each primer in a blast, but also enables users to alter the paradigm of conventional mining techniques to advance operational productivity and reduce personnel exposure to high-risk activities. While initially deployed in underground applications, wireless electronic blasting is now being used in the open cut environment. To capture the early impacts in surface mining operations, case studies conducted at three surface mines evaluated blasts utilizing a wireless electronic blasting system against baseline blasts using conventional, wired initiation systems. The purpose of this paper is to outline the specific learnings associated with wireless electronic blasting in surface mining to date. The paper will include references to these specific case studies as well as benefits realized and applications for the future.

The computer assisted generation of geological models to represent the geometry of, and grade distribution within, orebodies is a rapidly growing area of the geological profession. Such models are increasingly used as a necessary starting point in determining the mineability of mineral deposits in terms of practical mine design and economic considerations. The transition from traditional techniques such as field or underground mapping and the manual calculation of grade and tonnage estimates, as well as related activities such as the interpolation of cross-sections, the use of stereographic projections, core logging and hand contouring, to computerized applications, is by no means complete. In fact, many geological professionals deliberately avoid the use of computer simulations based on the perception that the resulting models are simplistic and that their construction is not founded on sound geological principles. The purpose of this paper is to assess current thinking on this topic by considering; (a) an overview of advances in the drafting of geological maps, (b) the theoretical basis for multi-dimensional geological modelling, (c) the case for combining traditional and modern techniques, and (d) the benefits to the mining value chain.

THE TREND towards larger quantities of waste in materials handled at metal and nonmetal mines (excluding fuels) continued. A gain of 10 percent from 1962 in the tonnage of waste removed in mineral operations reflects the kind of technological problems being encountered. Technology has a major role in the mineral industry in the task of supplying raw materials obtained from resources occurring beneath the surface of the earth and used in manufacturing commodities essential to modern living. Changes in technology are often brought about by such factors as variations in economic conditions, differences in physical properties of raw material and changes in mineralogical compositions of ore. Mining is usually begun on the richest and most accessible of known deposits, and when these are exhausted, is continued with leaner ores or with less accessible deposits that are either lying at greater depths or are more remote from markets. The increasing difficulties of extraction and depletion of reserves are offset by improvements in extraction technology, improved transportation, and exploration for new deposits. Although depletion has prevailed at many individual mines and in many districts, technology has been the means of providing for increasing demands of an expanding economy with adequate supplies of minerals despite either the changing character or decreasing grade of certain ores. This has been accomplished by various methods applicable to minerals. Among the implements of technology are utilization of lower grade or more complex refractory ores by mass mining, concentration, processing, recovery of byproducts, and mechanization. Better methods to find concealed deposits or to penetrate to greater depths also have been helpful in maintaining a supply of particular minerals.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.

Provide improved permanent stoppings designed specifically for use in mines with large cross-sectional entries. Approach The large entry sizes in many mines, such as oil shale, salt, and limestone, make the conventional stopping construction techniques used in smaller opening mines unacceptable. The Bureau of Mines and Colorado Mining Association jointly sponsored a contract to design and test new or modified stopping concepts for these mines. The most promising concepts were then tested in an oil-shale mine having 30-foot-high by 55-foot-wide mine entry openings. All stopping designs tested were evaluated in terms of cost, air tightness, and resistance to blast damage.

"The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993 (original title: Rock engineering system performance monitoring using neural networks.) Synthetic and analytical approaches to objective-based design of rock engineering projects are discussed. Rock masses are considered as complex dynamic systems with components that concurrently interact with each other and their environment. The existence of a rock engineering system canon (i.e. a set of systems governing rules) is proposed. Its possible components are highlighted and an application is demonstrated using a "rock mass automaton" designed to simulate dynamic heat distribution in rock. In the example given, the canon implements the basic result from probability theory applied to the thermodynamics of solids. Rock engineering system performance is reduced to the mapping of the output of a rockmass to varying input (design) options, within the state space of the systems model. The Kohonen Self-Organising Map provides an extremely useful analytical tool to reduce the hyper-dimensionality of rock engineering system behaviour. Further, the hyper-dimensional state vector is mapped "quasiconformally" such that the neural map tends to spatially organise similar input state vectors, facilitating interpretation of rock engineering system behaviour (performance monitoring). Work is reported on the development and validation of the automation as a basis for an internal representation of the rock mass bahaviour. The results are reported of simulations compensating for the uncertainty of the exact mechanisms operating within the rock mass, using additive noise with the input state vector in the training stages of the self-organising map implementation. Initial work on adopting Grossberg's Adaptive Resonance Theory neural network architecture for classification of rock engineering systems behaviour is also presented

The authors are to be congratulated for presenting the first comprehensive paper on the theory and practice of threshold pressure determination in connection with underground gas storage. It is of particular value since most previous experimental work on this subject has been proprietary to the commercial laboratories engaged in such testing and to their clients. This dlscussion is presented in amplification of the subject paper, not in criticism, and is based upon our experience with approximately 5,000 threshold pressure determinations. Our comments are directed primarily to the experimental procedures as described by Thomas et al. It should be noted that, while clay mineral-rich lithologies are the most common caprock materials, the samples used (Table 1) include low permeability sandstones and carbonates, but do not include shales or other formations in which clav minerals exert a dominant effect. While our experience on samples analogous to those investigated by the authors generally confirms their findings, we have found that even more rigorous experimental conditions must be imposed where clay minerals are the controlling factor. These additional conditions result from the well-known molecular character of the clay minerals themselves in which water is interlaminated with, and bonded to, silicate sheets, thus becoming an essential component of the molecule. In many clay minerals the character of the intersheet bonding, and thus the dimension of the lattice, is strongly affected by variations in the identity and concentration of cations present in the intersilicate water. On a supermolecular scale, adsorbed water films on particle or "flakes" of shale provide much of the cohesive force necessary to maintain mechanical strength. The thickness of these films is variable and inversely proportional to intergranular pressure within the dimensional limits involved in caprock investigation. The thickness of the intersilicate water layers may also be subject to pressure under some conditions. These considerations are reflected in several necessary modifications of the experimental procedures described by the authors. Two of these are, in our judgment and experience, of such importance that they cast real doubt on the validity of data obtained on argillaceous materials without their application. The very careful resaturation procedures proposed by the authors should give good results in connection with the relatively "inert" lithologies used in their experiments. Our experience suggests, however, that they would create more problems than they would eliminate if applied to argillaceous materials. 1. Drying of the sample at the temperature and for the duration indicated by the authors not only will dessicate the sample with consequent shrinkage cracking, parting along bedding planes, and even total disassociation in the case of fissile shales, but it may also alter the character of the clay minerals themselves — in some cases irreversibly. 2. Prolonged evacuation to 2 microns Hg further dessicates the sample and is even more effective in reducing the intersilicate water content. 3. Resaturation with water differing in pH or chemical content from that existing originally in the sample also serves to alter the nature of the sample, particularly its structure and strength. 4. Our experience has been that, even with the thorough precautions proposed by the authors, complete resaturation of very fine grained materials is rarely obtained. Yet our experience confirms the

The Lafayette Bluff tunnel, currently under construction for the Minnesota Department of Transportation (MnDOT), will be among the widest highway tunnels in the United States. The 199-meter tunnel is being constructed in a closely jointed, variably weathered diabase rock mass. Cover above the tunnel crown ranges from 4 meters to 27 meters, and is less than the tunnel excavated width of 18.3 meters for about 60 percent of its length. These factors dictated special support and lining design, limitations on excavation sizes and required sequences for support installation. Tunnel excavation is by controlled blasting, with multiple top headings and bench. Rock support and lining consists of external portal beams, rockbolts and reinforced shotcrete. A final concrete lining provides structural support for the rock mass and the membrane waterproofing system.

In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

Mining companies sponsor a range of non-core, corporate social responsibility projects to adhere to social and labour plans and environmental management prerequisites that form part of a mining licence application. Some companies go above and beyond such projects, sponsoring initiatives that generate renewable energy through solar power, wind energy, natural gas, etc. The challenge for these companies is to choose between a variety of projects to ensure maximum value, especially in times when the economic climate might be less favourable for such projects. The focus of this research was to analyse the concept of sustainability as it exists today, and to apply that to the triple bottom line accounting method in an attempt to quantify the sustainability of a project. Research was done on the methane burn-off project at Sibanye Gold?s Beatrix Mine to establish how such projects are planned and financed, and what impact they have on the triple bottom line of a company. The financial bottom line is, by definition, one that executives understand. This paper also proposes a quantitative method for defining the social and environmental bottom lines as well. By considering the financial, social, and environmental values, the study attempts to determine a monetary value for a sustainable renewable energy project. This monetary value can be compared to similar values obtained for other sustainable renewable energy projects under consideration. The research suggests that monetary value alone is not enough to base a sustainable decision on, and qualitative measures are suggested for use in conjunction with quantitative methods. The selection method proposed should assist the board of a mining company to choose the most sustainable option and the project that will add the greatest value to the company across all three bottom lines. It will also provide increased justification for such renewable energy projects, even in periods of harsh or uncertain economic climates.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules, under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and. tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Gasification is a process that converts a carbon feedstock into synthesis gas (CO+H2). Slagging gasifiers operate at high temperature and pressure and in a corrosive-wear environment from the slag. Cr2O3-based refractory linings are used to protect the steel vessel that comprises the gasifier from the aggressive gasification environment. Increasing service life of the gasifier is one of the keys for wide spread development of this technology. In support of the goals, research on the gasifier atmosphere, the slag chemistry, the interaction of Cr2O3 refractory with different feedstock mixtures (e.g., coal and petcoke) were characterized by post mortem analysis of bricks from service in gasifiers and thermodynamics simulation of the environment. Examples demonstrating how thermodynamic calculations can explain the post mortem results and make predictions of material interactions will be given. Attention is placed on the possibility of Cr+6 in different feedstock mixtures and operating conditions.
