It is a great honor to be asked by the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe was of brief duration—only one year—and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher— Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "aus-tenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I worked side by side with William Campbell

THE ore treated is almost pure copper pyrites (chalcopyrite) in a gangue of quartz and quartz-felsite. Very little free iron sulphide (pyrite) occurs, and at the time of the erection of the flotation plant the stopes in the oxidized zone had been almostentirely depleted. This zone only extends to a shallow depth, and, below the l00-ft. level, the sulphide for the most part is clean and bright but in the crushed and brecciated parts of the ore channel, where surface water has circulated freely, the gangue is decomposed and kaolinized, and the copper sulphide badly tarnished. This class of ore gave considerable trouble at the mill, but unfortunately, was very limited in quantity. A sample of rich ore assayed-Copper, 21.2 %; iron, 24:.3 %; silica, 28.9 %; sulphur, 25.1%.The concentration in the original mill was effected by handpicking, jigging, and tabling. A considerable portion of the copper mineral arrives at the surface in the form of large lumps of very pure quality, eminently suitable for sorting out by hand.The rich ore is tipped over a grizzly at the shaft bins; the oversize hand-picked, and the undersize bagged direct.

The objective of this paper is to provide a broad qualitative perspective of the needs and costs of infrastructure associated with typical mining projects. Infrastructure may be defined as anything necessary for the development and operation of a project, which is peripheral to the basic extraction, handling and processing of material. As depicted in Figure 1, infrastructure acts as the link between the technological heart of a project and the outside world.

The U.S. Bureau of Mines seeks to increase safety and efficiency in U.S. coal mines. One approach is to develop technology for automation of a continuous mining machine. Realization of an autonomous mining machine requires development of subsystems for machine intelligence, navigation-positioning, and computer control. This report focuses on investigation of one subsystem, an onboard heading system, which would be responsible for determining and controlling machine heading. The onboard heading system investigated is a multisensor system to determine machine heading, pitch, and roll. A directional gyroscope provides heading (yaw), fluxgate sensors provide a compass heading, and gravity-referenced clinometers give machine pitch and roll. The system utilizes a dedicated microcontroller networked to an external system of computers. Tram commands, supplied to the network from external computers, are executed by the onboard system. Sensor feedback is employed for closed-loop control of machine heading by controlling pivots and turns. The report discusses operating limitations and error sources of system sensors and presents test results of closed-loop control of machine heading. Results of tests with a mining machine are used to exhibit various sensor shortcomings and to evaluate control of pivots and turns.

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

"A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

Interest in the tantalum-niobium minerals has been greatly stimulated in Western Australia by the fact that these rare minerals occur at numerous localities in that State, and in the adjoining parts of the Northern Territory, sometimes in mineable concentrations, as at Wodgina and Greenbushes. A large proportion of the world's tantalum comes from these deposits. The late Dr. E. S. Simpson, in particular, made an extensive study of the chemistry and mineralogy of these minerals, and the following observations are based upon the examination of specimens which he and Mr. H. Bawley, Government Mineralogist of Western Australia, have submitted to me for examination from time to time. The fact that so many of the specimens have been analysed provides a unique opportunity for the interpretation of the phenomena observed in the polished sections.TANTALITE-COLUMBITE SERIESIt has long been considered, on the basis of crystallographic form, chemical analyses, and specific gravity measurements, that ferrotantalite (FeO. Taz05), manganotantalite (MnO. Taz05)' ferrocolumbite (FeO. Nbz0 5), and manganocolumbite (MnO. Nbz0 5 ) form a complete isomorphous solid solution series (Simpson, 1937) and this is confirmed by study of polished sections of these minerals, Pehrman (1929) examined a series of five analysed specimens with Nbz0 5 contents as follows:-

This report analyzes the byproducts systems of lead, zinc, uranium, rare earths, iron, aluminum, titanium, and lithium. Specific byproduct metals covered are cadmium, germanium, indium, and thallium from the zinc system; antimony and bismuth from the lead system; vanadium, radium, and scandium from the uranium system; rare-earth oxides from the rare-earth system; and cobalt, gallium hafnium, and rubidium from other systems. The report discusses various metallurgical systems, marginal and incremental production costs of byproduct subsystems, industry structure and organization, and historical data on price, consumption, and supply.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. "Gold cyanidation rates are known to be limited by the rate of oxygen dissolution in the cyanidation tanks. The effect of solids loading on the oxygen dissolution rates is not obvious and the results of previous studies are ambiguous. The present paper presents an analysis of oxygen dissolution rates using a ""spent"" commercial gold slurry diluted to various levels of solids loading. It was found, in an 170 litre stirred tank reactor using an inverted cone sparger, that under certain high loading conditions, there was a decrease of as much as 50 %, i.e., there was a halving of the rate of oxygen dissolution as compared to that in clean water. In particular, it was observed that, due to gas flooding of the impeller, there was a drop in kLa even with an increase of gas velocity. Gas holdup reached a maximum value of only 1.7 %. The total power consumption was between 0.06- 0 .10 kw/m3 within the range of gas velocity before flooding occurred. The decrease in oxygen dissolution rate with increased solids loadings is believed to be mainly due to the increase in the apparent viscosity which reduced the turbulence and shearing effect and resulted in larger bubbles and hence reduced the reaction area a. The interrelations between solids loading, gas holdup, flow pattern, power consumption, and liquid mass transfer coefficient are discussed.IntroductionThe reactors generally used in gold cyanidation are Stirred Tank Reactors (STR). Compared with other types of reactors like fluidized bed reactor and column reactor, STR is of particular importance due to its wide application in industry. It is reported that the stirred tank reactor is used for more than 50 % of the world's chemical production (Xu and McGrath, 1996)."

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

The simple act of taking a sample implies that someone will use the information contained in the analytical result to make a decision about a course of action. In the mining industry, the decisions may involve huge capital commitments for opening or closing a mine, or marginal tactical costs that involve deciding if a truckload of mineralized rock should be sent to the mill for processing, or the waste dump. Sampling is among the most fundamental activities in a mining operation, and this paper aims to examine some of the technical issues that can assist in ensuring that samples are representative and correct. Insights into the scale of variability require that we disaggregate sampling variance into its component parts and evaluate each one individually. The work of Pierre Gy in understanding the different sampling errors is the first step in establishing an optimal protocol. This must be followed by the appropriate measures to ensure the protocol is implemented such that minimal bias is introduced in the sampling process. Even with these insights the possibility exists for large unseen and hidden costs can accumulate in a mineral development because of sampling errors. These hidden costs arise due to misunderstanding of the principle factors that affect the size of sampling errors, such as the mass of the sample, the effects of splitting a sample to reduce the mass, and the influence of the nominal particle size. The handling of sample material without due regard to the sampling characteristics of the material being sampled is also a major source of sampling errors. The most significant problem is due to the influence of the so-called volume-variance effect. This effect is a consequence of the support effect and the information effect both of which relate to the difference in size at which samples are collected and mining blocks are extracted. The information effect is a function of the availability of data at the time that decisions are made about the destinations of mineralized rock, namely the mill or the waste dump. Implementation of appropriate sampling protocols in the mineral value chain remains a challenge throughout the industry. The growing understanding and deepening appreciation of sampling theory and methods means we stand on the threshold of a new era for implementing and understanding appropriate sampling procedures and protocols. In the interests of optimal development of the national patrimony it is suggested that standardization through the identification of structural problems and continuous improvement of mining processes be instituted at a national level.

In 1937, the Metallurgical Department of the National Resources Committee established a copper refinery plant (predecessor of the Chongqing Smelter) in Changsha, Hunan Province, China. The blister copper produced by a local copper smelter was casted as anode for electrorefining. The plant, with a capacity of one ton of electrolytic copper per day, was designed and tested in 1937. At the trial production stage, a total of 9 tons of cathode copper was produced. The plant was formally put into operation in July 1938. In the same month, more than 20 tons of electrolytic copper with purity over 99.9%Cu was produced. This was the first batch of electrolytic copper produced in China. In 1939, China’s largest non-ferrous metal smelting plant, Fengtian Gold Mine Refining (predecessor of the Shenyang smelter) was completed and put into operation in Shenyang, mainly producing nonferrous metals such as gold and silver, as well as copper and lead. In 1939, the Kunming copper smelter (predecessor of Yunnan Smelter) was completed and put into operation. The plant equipment, imported from the United Kingdom, was designed to produce 1,200 tons of electrolytic copper annually. In 1943, Jiatong smelter (predecessor of the Shanghai Smelter) became the 4th domestic cathode copper producer. Since 1949, China has gradually established a large copper industry. These developments are discussed in this paper. Today, China operates nine out of the twenty largest copper refineries in the world. With a total capacity approaching 9 million tons of copper per year, China has the world’s largest copper refining capacity. INTRODUCTION China is a country with a long history of copper mining. The earliest smelter in China in recent times was the Shanghai Smelter, which was built in 1912. From then until 1949, China successively built Chongqing Smelter, Kunming Smelter and Shenyang Smelter. The world's first copper electrorefinery was the Pembrey refinery built in the UK in 1869 (Lu, 1999). However, it was not until 69 years later that the technology was spread to Changsha, China.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Tuwu-Yandong Cu deposit, located in the East Tianshan mountains in the eastern section of the Central Asian Orogenic Belt, is the largest and economically most important porphyry Cu deposit in Xinjiang, China. It contains ~3 Mt of copper at an average grade of 0.46 per cent Cu and 0.2 g/t Au, with significant amounts of Mo and Ag. The deposit is mainly hosted in the Carboniferous Qi’eshan Group and plagiogranite porphyry, and is controlled by faults that are east–west-, north-west- and north-east-trending. Ore minerals in the Tuwu-Yandong deposit are dominated by pyrite, chalcopyrite and molybdenite, with minor bornite, chalcocite, magnetite, sphalerite and galena. Gangue minerals are mainly composed of quartz, sericite, chlorite, epidote, anhydrite, gypsum, muscovite, biotite, phosphorite, sphene, dolomite, actinolite, barite, albite and calcite. Based on the megascopic and microscopic textural relationships and mineral assemblages, five stages of hydrothermal alteration and hypogene mineralisation are recognized in the Tuwu-Yandong Cu deposit: the potassic stage, propylitic stage, phyllic stage, late veins stage and supergene stage. "This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

The 8 ft by 91/2 ft drive which joined No. 7 Shaft with Browne Shaft on the 1,480 ft level was extended from both ends and met at a point approximately 12,000 ft from No. 7 (2,000 ft from Browne).The surveying required for this 2 1/2 mile haulage drive called for greater accuracy than was obtainable from South Mine standard methods. Procedures and devices from published information were tried and modified as required to suit local conditions. Several new methods were applied and improved as the drive advanced. The control of angular, linear and level measurements was perhaps considerably in excess of the requirements, but this was offset by abnormally large discrepancies resulting from shaft plumbing. The accuracy of the final breakthrough, although not to the standard desired, was sufficient to complete the connection without inconvenience and added cost.INTRODUCTIONThe acquisition of the Browne Shaft leases in January 1962 presented the management of Broken Hill South Limited with the problem of transporting ore from these leases to its mill. It was eventually decided that diesel locomotivehaulage through a 2t mile drive on the 1,480 ft level between the two mines was the best solution. The drive was advanced from both ends after Browne Shaft was deepened by 80 ft to reach the 1,480 ft level horizon. Each end advancedabout 15 ft/day with the miners working three 7 hr shifts. Blasting was restricted to the end of the shift.The survey work involved five shaft plumbings and 78 theodolite stations in a traverse, underground and surface,of more than 5 miles. Because of the exceptional length of the drive, an unusually high degree of reliability was required.The aim was for a maximum error at breakthrough of 1 ft 1 in 30,000, and to secure this, precise methods of linear measurement were necessary. Shaft plumbing in particular posed special difficulties.

The primary purpose of these investigations is to determine dewatering requirements and likely impacts associated with mining operations. Standard aquifer testing techniques were carried out at multiple locations within the Ord Range near Pardoo, Western Australia. Aquifer properties of an oxidised haematite orebody were calculated from test pumping data conducted in five fully penetrating test bores. Hydraulic properties of the Ridley magnetite orebody were calculated based on short term constant rate pumping tests, and packer tests. Packer tests were conducted in undeveloped and uncased exploration holes and diamond core holes. The new data sheds light on the hydrogeological properties of this previously unexplored region of Western Australia.Aquifer testing procedures for each bore included a preliminary step test followed by a constant rate test. Recovery data were collected in each bore over a period of four to six hours. Prior to testing, background water levels and water samples were collected in a network of monitoring and exploration bores to establish baseline water levels, gradients and water quality. Water quality within the bedrock of the Ord Range varies from 2000 to 5500 mg/L TDS whereas water quality within the alluvial sequence of the De Grey River is highly variable (400 to 2500 mg/L TDS), but is predominantly brackish with some water of potable quality which is used to supply Port Hedland. Test pumping supports the conceptual hydrogeological model that consists of a pod like orebody (aquifer) surrounded by low permeability waste rock (BIF), with very weak hydraulic connection to the adjacent alluvial systems. Calculated hydraulic conductivity from test pumping data across Pardoo ranged from 0.01 to 59 m/d, depending on deposit tested.A groundwater model was used to simulate dewatering required in proposed pits and to estimate the impact of dewatering on the surrounding shallow alluvial aquifers. Test pumping and numerical groundwater flow modelling indicate the proposed below water table pits can be successfully dewatered utilising in pit dewatering production bores. Yields from individual dewatering bores will reduce with time due to the reduction in saturated aquifer thickness.Based on the numerical groundwater modelling and field investigations the likely impacts to the adjacent De Grey River alluvial aquifer system (within the Priority 1 De Grey River Water Reserve) resulting from mining and dewatering activities is considered minimal. Recalibration of the groundwater model will be undertaken once several months of dewatering data are available.The aim of this paper is to present a range of aquifer parameters derived through standard aquifer testing techniques for an area previously unexplored in terms of hydrogeological characteristics. It is the goal of the authors to provide this comparison data set for future work in similar geologic media.

A LUSTY baby of the Institute, the Coal Division, showed that it had acquired a full set of teeth and was capable of man's work at the Division meeting at Fairmont, W. Va., on March 26 and 27. At this second of a series of field meetings, the first of which was held in Pittsburgh last fall, the industry in the East was represented from top to bottom and good humor and enthusiasm were the predominant notes. West Virginians are always good hosts and this meeting would have proved the statement to any inclined to doubt it. The spacious auditorium of the Fairmont Hotel was arranged for the technical sessions, the hotel being headquarters for the meeting. About a hundred and twenty-five representatives were registered and in attendance when Thomas G. Fear, chairman, opened the morning session at 10 o'clock Mr. Fear first introduced Howard Eavenson, vice-chairman of the morning program, who, as chairman of the Coal Division, had labored long and cheerfully to make the meeting successful. Mr. Eavenson talked briefly on what the organization was doing, pointing out that these field meetings were designed to bring the members into closer touch with the parent Institute and give the younger engineers in the field a better opportunity to participate in the work the Institute is doing. He congratulated the various committees for their work in promoting the meeting.

"The roaster facility at Barrick Goldstrike Mine treats double-refractory sulfidic/carbonaceous gold ore. Prior to oxidation in the roasters, the ore is ground in two parallel dry grinding circuits utilizing 19’ Ø x 75’ double rotator mills. The design plant throughput was 12,000 dstpd. However, process improvements have significantly increased throughput rates by 25-50%. The current daily throughput record is 20,078 dstpd. Grinding circuit improvements contributing to this success include feed size reduction, ball size optimization, automatic ball charging optimization, and operating strategy changes. In addition to the changes already made, this paper discusses future optimization initiatives including on-stream particle size analysis and “real-time” ore hardness determination techniques.INTRODUCTIONBarrick Goldstrike Mines is located 29 miles Northeast of Carlin, Nevada, USA. Through 2001, the property has produced over 23 million ounces of gold making it one of the premier gold operations in the world.Prior to Barrick’s ownership, the property began producing gold from a small heap leach operation in 1975. The small-scale heap leach production continued through 1986, and in January 1987, Barrick acquired the property. Increased exploration activity by Barrick significantly increased gold reserves. In August 1988, a 4,500 dstpd mill facility was commissioned to treat high grade oxide ore. Also, heap leach operations had significantly expanded. In 1990, the mill was expanded to 6,000 dstpd, and the first autoclave was commissioned to treat refractory sulfide ore. By the end of 1996, the mill and pressure oxidation facility had expanded to 16,000 dstpd and heap leaching had ceased as oxide reserves were exhausted. In 2000, a roaster facility was commissioned to treat double-refractory sulfidic/carbonaceous ore."
