Project Owners typically require General and Detailed Blast Plans when blasting close to important structures and specify the maximum allowable peak particle velocity for each potentially affected structure. Low, residential level PPV limits may be specified which significantly restricts the potential for blasting to be effectively used. Contractor’s responding to these contract conditions typically cite historic case studies which may, or may not, apply to the specific situation and/or types of structures for which limits have been set. The brief resume of the activities of the Metallurgical Division that appears annually in its progress reports series serves a useful purpose by making available a rather comprehensive but concise recapitulation of the current work, and publications of the division. An unprecedented opportunity to attack the problem of producing ferro-grade material from low-grade domestic manganese ores effectively was provided by the act designated as Public 667 of the 76th Congress of the United States, approved June 26, 1940, which made available an appropriation for "Expediting Production of Equipment and. Supplies for National Defense." Although the funds were not immediately available to the division, good progress has been made in the, solution of the many and diverse problems presented in the studies undertaken to determine the best methods for the recovery of useful products from a wide variety of manganese ores.

Working safely means working cost-effectively. Every "dangerous occurrence" and - even more so - every industrial accident causes disruptions in the planned course of construction. Besides moral and legal obligations, economic aspects are therefore also factors motivating increased efforts towards optimal prevention: improvements in work safety and protection of health are wise investments! Ever since its earliest days, the European Federation of Foundation Contractors (EFFC) has made this subject one of its key objectives and therefore set up a Safety + Environmental Working Group, in which experts from the member organisations exchange national experience and develop proposals for "best practices". The paper presents current developments and results from the work of the S+E WG with particular reference to the project "Ideas for Safety Improvement".

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. A shaft is truly the "lifelinen of an underground mine. Damage to the shaft lining and guides as a result of ground movement can result in serious loss of production and extensive and continual repair. In some mining districts, annual shaft repair and maintenance costs resulting from high rock stresses and excessive displacement are in the millions of dollars per year. For many years, the Bureau of Mines has conducted research to characterize the rock mass and to develop structural guidelines to improve the design of accessways in deep mines. Much of this work has centered on determining the in situ conditions that affect the structural stability of shafts in the Coeur d'Alene Mining District of northern Idaho. Recent work by Beus and Board (1984) has concentrated on measuring the rock and support behavior during sinking of the Silver Shaft at the Lucky Friday Mine. These results are currently being used as a comparative data base for further basic research as well as to establish structural design criteria. The factors affecting the deign and structural stability of deep mine shafts are numerous. A design approach that use field data as input and directly compares field measurements with numerical models can validate the procedure and provide realistic design criteria. Naturally occurring "fixed? conditions such as magnitude, direction, and ratio of in situ stresses, geologic environment, and physical properties and constitutive relationships of the rock mass ere obviously basic to numerical modeling.

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

The Port of Shekou is situated at Shenzhen Bay on the east bank of Lingding Ocean. Its coastline is about 6 km long and the water depth near the shore is Favourable. Across the bay is the ' New Territories " of Hong Kong. The port is at a distance of 22-23 seamilesaway from center of Hong Kong and 80 seamiles to Huangpu Harbour of Guangzhou, its highway links with Shen-Guang Highay. Since 19 79 China Merchants Group of the Transportation Department, began to set up Shekou Industrial Zone, the port has been developing and flouri­shing in business. With 15 large or small berths in all, the present portline is 2600 m, and the annual cargo throughout is over 3,000,000 tons and the annual passenger traffic is about 2,000,000 persons. Equalling a medium-scale seaport, it has been officially approved as an oceangoing transit port by the ministry of Transportation. The construction of Shekou port is chara-terized by the self-collected funds and the short construction period. In view of this, the optional plan of the port structure must serve the requirements of simplicity in struture, economy in mate­rial and speed in construction. That accounts for the most application of the sheet piling type to the port in Shekou. Once the project was approved, the cons­truction started. Only within an average period of 7-8 months, a deep water pier was completed and put into operation, which covered series of processes from exploration, designing, tender for con­struction to completion.

In-situ recovery of metals is presently experiencing a revival not seen since early applications in amenable copper oxide deposits, uranium and generally applications where neither, porosity and permeability, nor process chemistry have been prohibitively difficult. With ever decreasing grades in current mining operations or Greenfields projects and ever increasing capital and operating costs, in-situ recovery is looked to as the processing option that will both unlock these deposits as well as potentially derive revenue from mineralised waste remaining in the ground once traditional mining and processing methods become uneconomical. In-situ recovery is also being looked to as a mining method that minimises the environmental impact sustained in the application of traditional energy and water intensive mining and processing operations where millions of tonnes of ore are mined from the earth, processed on surface and then disposed of in both waste dumps and tailings facilities. The key challenge facing companies like Newcrest is that these low-grade deposits or remnant mines are generally hard rock applications that require costly methods to liberate the valuable minerals. A further challenge includes identifying suitable chemistries that both facilitate the economic recovery of gold and copper and that may be considered environmentally acceptable. This paper presents a desktop study whereby the issues of access creation and chemical extraction are discussed and evaluated with a view to driving future research in the area and unlocking this application as a real processing option. INTRODUCTION Mining companies are increasingly challenged by low grade, deep and complex ore deposits which are no longer economically exploitable by current methods. The large footprint of current open pit operations can present obstacles for permitting and social acceptance. For these reasons in-situ recovery (ISR) technologies are receiving renewed attention as a technology which could be used to exploit these more complex deposits economically and with less environmental impact. The environmental impact may be further reduced if emphasis is placed on use of renewable energy sources rather than traditional grid power, gas turbine or diesel generators are employed to drive the operation. A potential renewable energy driven ISR mine of the future is shown in Figure 1.

The evaluation of the effectiveness of the time domain Coal Interface Detector developed by the General Electric Company under contract H0155120 is the subject of this report. The sensor utilizes differences in the time characteristics of shearer vibrations as sensed by an accelerometer mounted on the ranging arm to discriminate the cutting of coal and rock. Pour identical time domain sensors were supplied by the Bureau for field evaluation. The performance of the time domain sensor was evaluated by an extensive field test and data collection program that included four longwall mines and a total of nine mine visits. The intent was to determine the sensor's applicability to a wide range of mining conditions and to document its limitations. Results of the extensive field tests indicate that shearer vibration data processed by GE's time domain signal processing algorithm cannot be used to reliably detect when the cutting drum crossed the coal/rock interface.

An undervaluation means trouble ahead. An over-cautious assessment may bring an unnecessary abandonment of a project. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. THE irregularity of the Mount Morgan ore body presents problems other than those for mining only. For irregularity of outline is coupled with irregularity of grade, and the ore varies so rapidly from profitable to non-profitable, and from highly siliceous to highly pyritic, that the task of estimating quantities and values of ore reserves is manifestly rendered a difficult one, while the actual disposal Of the broken ore demands constant supervision.Four classes of ore are handled. The oxidized ore, cheaply mined and cheaply treated, is obtained by quarrying from the top of the mountain. Below the 315-ft. mine level (measured from the original summit) sulphide ore comes in, and this is divided into siliceous sulphide ore (too siliceous for economic smelting), sulphide ore suitable for smelting, and ore too poor either to be smelted or to be treated by wet process with the siliceous ore. Small scale' table concentration tests have many critics. Many metallurgists consider that such tests are of problematical value because of the difficulties involved in conducting and interpreting them.Many kinds of small-scale ore dressing tests are difficult to conduct, and there is, perhaps, good reason for thinking that table concentration tests are amongst the most difficuIt.Interpretation of results from small-scale tests is the responsibility of the metallurgists and engineers in charge, and it is often held that small-scale table concentration tests are particularly difficmlt to interpret.TESTING FOR TABLE CONCENTRATIONOn analysis it appears that the difficulties encountered in conducting small-scale table concentration tests are of three fairly distinct kinds. Firstly, there are difficulties due inherently to the smallscale nature of the operations; for example the smaller width of all mineral bands on the table and the less complete separation due to the shorter length of travel between the feed and discharge points.Secondly, there are the effects of batch operation owing to the fact that the mineral particles behave differently during the initial period when the sample is just beginning to spread over the table, the middle period when feed and discharge are even and continuous, and the final stage, when the last of the sample has been added and the table is beginning to empty itself.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

It is self-evident that economic pressure demands that today?s mines stay ahead and stay competitive. The challenge, however, isto find fresh approaches to the pursuit of efficiency and operational effectiveness. Rather than focusing on individual activities in isolation, a process that can lead to poor investment decisions affecting other critical areas of operation, a key concept is optimization of the whole value-adding process of mining. This concept is often called ?mine to mill?. Whereas it is never easy to establish optimal conditions across a whole mining operation, the quality and consistency of the blasted rock strongly affects all operations. In many instances an inability to control rock breaking has been unchallenged, leading to significant investment in time and money to manage the consequences of poor and/or inconsistent rock breaking. This paper discusses how electronic initiation systems can play a major role in optimizing the whole mining operation. Electronically programmed detonators provide not only the ability to tightly control a key parameter, namely timing, but also the opportunity to extract blast data for a continuous improvement process. The ability to alter predictably, using feedback from the downstream processes, blasting variables such as fragmentation, throw, wall stability, and vibration, is a huge advantage. The current understanding of the effect of timing, accuracy, and scatter on rock fragmentation is reviewed and offers reasons why there is significant progress in controlling blast results. Two case studies are examined, which demonstrate the benefits of the technology on the economics of the operations under review.

This paper outlines the development of small diameter grouted piling, to deal with foundation problems in difficult soils conditions and in very restricted access areas. A number of applications are outlined to show the way in which these piles have been used over the last sixteen years in Canada. PICKERING GENERATING STATION - ONTARIO HYDRO UNDERPINNING OF SCREENHOUSE - TRASH DISPOSAL AREAS Between 12th July and 29th September 1971, 40 small diameter grouted piles were installed in the screenhouse at Pickering Generating Station. Access was extremely restricted as the screenhouse had been completed and the majority of mechanical equipment had been installed. The two ends of the screenhouse had been built on granular fill which overlies till and shale bedrock and settlements had been observed which it was decided had to be halted even though the rate of subsidence had decreased.
