ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The Y-Al- C ternary phase diagram for the com -position range from 55 to 100 at. pct Y and for a temperature of 950°C has been constructed from metallographic and X-ray diffraction data. The significant features of the isothermal section which is presented are the small solubility of aluminum in the binary Y3C phase and the presence of a ternary carbide phase with a small homogeneity range around the composition Y3AlC. The similarity in structure and composition between these two carbide phases is discussed in the light of the misci-bility gap which exists between room temperature and 1300°C, which was the temperature range studied. THE occurrence and stability criteria of ternary T3BC, carbide phases having the L'12 structure and the general formula T3BCx have been discussed in detail by stadelmaier1 and more recently by the present authors., Stadelmaier found many representatives of these phases formed between the T metals Mn, Fe, Co, and Ni and the B metals Mg, Al, Zn, Ca, Ge, Cd, In, Sn, Hg, T1, and Pb. The present authors reported on a new series of iso-structural carbide phases formed between the T metals of the Sc group and the B metal, aluminum. These new phases are unique in that many of the Sc group elements form stable binary carbide phases which occur about the composition T3C and which crystallize with a structure similar to that of the T9BCx ternary carbide phases. Furthermore, these binary and ternary phases are found to coexist in equilibrium with each other. The similarity in structure and composition between, for example, Y3C and Y3AlC in the light of the mis-cibility gap which had been found to exist between these two phases indicated a need for a more thorough knowledge of the phase relations which occur in alloys based upon these compositions. Consequently, an investigation of the phase equilibria in the yttrium-rich portion of the Y-A1-C phase diagram was undertaken. The limiting Y-A1 binary diagram determined by Lundin and Klodt3 and the results of Spedding et al.4 governing the Y3C phase were used as guides in , constructing the diagram. EXPERIMENTAL Alloys weighing about 10 g were prepared by arc-melting powder compacts made from the various components on a water-cooled copper hearth using a tungsten electrode in a gettered argon atmosphere. Good homogeneity was obtained by melting the alloys three times. The purity of the yttrium used was 99.9 pct (0.07 pct rare earths). The purity of the aluminum and the carbon was 99.99 pct. The results of chemical analysis on five representative alloys showed that losses during the alloying process were predominantly carbon losses and that in no instance did the measured concentration of this component differ by more than 3 at. pct from the intended composition. For this reason the alloy compositions which are reported are those of the charges prepared for melting. Three alloys which were analyzed for copper, tungsten, nitrogen, and oxygen compositions showed that no contamination had occurred either during casting or during the subsequent annealing treatments. A survey of electromagnetic noise reports was performed and a summary of the results are given. Industrial concerns were surveyed for techniques to minimize the effects of electromagnetic noise and are presented. The common types of communication links used in mines today are presented. A mathematical development was presented which determines the probability of bit errors versus distance for various types of communication links designed for in mine use. The probability of undetected errors for the protocols of the communication links is given together with burst error detection.

The experiments reported in this paper have been fruitful in disclosing the mechanism of the deformation of iron in compression. They have established the nature of "deformation bands," "etch bands," or "X-bands," that have been a recognized but little understood feature in the structure of cold-worked metals since the early days of metallography, and have shown the role of the bands in the development of preferred orientations by cold-working. The work has also shown the relation of the orientation of individual grains to the preferred orientation of the aggregate. Some of the methods previously used in the determination of the indices of slip planes and slip directions are shown to be untrustworthy in the presence of deformation bands. The conclusion is reached that many slip planes and slip directions must operate during each stage in the compression of a single crystal, and that theories failing to take account of this require revision. In conducting the experiments a method of compression has been used by which extreme reductions can easily be reached, even to the limit set by the metal's capacity to deform without fracture. The work is a portion of a research program on the plastic properties of iron and steel. It is being used as a foundation for studies of orientntions resulting from recrystallization and is being extended to other metals and other types of deformation. Previous Work The previous experiments are few and have given confusing results Onol compressed a polycrystalline alpha-iron specimen between two flan plates of a testing machine and found that severe deformation oriented the crystals into a duplex preferred orientation, one set of crystallites having a cube diagonal of the body-centered cubic lattice parallel to the compression axis, and another set having a cube axis parallel to the compression axis. We shall speak of this structure as a double fiber texture of the type [111] + [100]. Wever2 also made an X-ray determination of the texture

1. This investigation shows that the Poplar Creek is the most important bed in Scott County from a production standpoint. Although the Poplar Creek bed contains the largest reserve, the Big Mary has a larger recoverable reserve. Estimates of reserves also have been made for the Pewee, Red Ash, Windrock, Upper Pioneer, Jellico, and White Oak beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 143 million tons as of January 1, 1954. Of this total, 74 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The Cle Elum nickeliferous iron deposit is in Kittitas County, Washington, in a rugged, mountainous region about 23 miles north of the town of Cle Elum. The Biewett Pass deposit, which is similar in character and occurrence, is in Chelan County, about 18 miles east of the Cle Elum deposit. A more or less continuous ore zone may extend between the two deposits, since iron ore is reported to have been discovered at Iron Mountain, which lies directly between them. The ore probably was formed by meta-morphism of laterite resulting from Ieach-ing of serpentine derived from peridotite. It consists largely of magnetite grains distributed through a matrix of limonitic material containing a small amount of hematite and chromite. Many of the chromite grains have shells and inclusions of magnetite. The magnetite grains range in size from 1200-mesh to 1/4-in., the average size being 48 to 65-mesh; the chromite grains range from 20 to 150-mesh. The gangue minerals are olivine and serpentine with a small, amount of chlorite, and appear both as very thin bands in the ore and 's minute fragments in the limonitic matrix. The nickel is present as minUte inclusions of a nickel silicate mineral within the magnetite and gangue par- ticles, varying in size from 1500 to about 280-mesh. Detailed analyses of 3000-lb. lots of Cle Elum and Blewett Pass ore are given in Table I. In the paper, the recovery technology of gallium from zinc-leaching residue by cold-bonded coal-based direct reduction process following magnetic separation was developed. The results show that the scattered metal Ga can be concentrated obviously after the reduction of zinc-leaching residue briquette and magnetic separation of reduced product. At the same time, the volatilization of Zn in the residue is enhanced during the reduction. When the residue, bear¬ing 18.60% Zu.21.18% Fe and 527 g/t Ga, was reduced with coal at 1100°C for 150 min, the results of Zn volatilization of 9842% and Ga recovery of 89. 10% were obtained in reduction. After magnetic separation of the reduced product, the concentration of Ga in sponge iron is 2164 g/t, and the separation recovery of Ga reaches 92.42%. The enriched mechanism of Ga during reduction -separation process was studied by using electron microscope, scanning elec¬tron microscope, energy spectrum and mineralogical analysis. The investigations show that there is no formation of independent phase of Ga during reduction process. The Ga occurs mainly in metallic iron phase (the concentration of Ga in metallic iron phase is 0.04%-0,4%), in addition, there exists a little Ga in poorly crystalline sulphide (o.08%-0./5Y& Ow). But Go does not exist in most of glass and silicate phase. The affinity of Ga for metallic iron is the enrichment basis of Go in reduction, and it is also in favor of recovering Go during magnetic separation. Returning to our regular pathway, and supposing that, besides making the moulds, you have melted and cast not only statues and bells but also guns, it is true that a certain procedure is required in order to finish them. For this you should have the moulds full, and they should have come out very well, for in truth reason does not allow that they turn out otherwise for one who uses precaution. [II2V] Then you have taken your casting from the pit and have freed it of clay. Since I have told you nothing beyond this, do not be dismayed if you see the castings so rough and in a form that scarcely shows what they really are, for I wish to open up part of the way into the great labor of finishing them so that it may seem to you that you have been somewhat helped by me. Therefore, when it is a gun, first see that the iron spindle that has been placed in the middle of the core is taken out. You can do this easily by striking the heel of the core, especially if the spindle had first been covered with ashes, hemp, or a little rope. Then saw off the feeding head above the mouth, using either a dun steel saw with tiny straight teeth that has been tempered with oil or some other fat, or a hay sickle whose edge is gently hit by a little hammer. Then have the clay that is attached to the curls or other bronze parts lifted away with a chisel. Then with a scouring brush and water uncover the emblems, coats of arms, borders, and cornices that you made as ornaments. Striking it with a hammer, push inwards every superfluous bit of bronze. Finally, having cleaned the bronze by washing, scraping, and cutting away every bit of clay, strike its surfaces gently with a large hammer and thus make it very smooth. Likewise finish the mouth and all its cornices as exactly and completely as possible with files and any other instrument that serves best. Discovery of these unusual fluorite deposits was brought to the attention of the Bureau of Mines late in 1951, shortly after the first locations were made. A brief investigation of the deposits by the Bureau revealed seven principal outcrops of fluorite in two areas. The smallest outcrop continuously exposes massive fluorite over an area 25 by 55 feet; the largest outcrop is a similar exposure 180 by 240 feet. The deposits appear to be sharp-walled, low-angle-, tabular ore bodies in granite and are at least 10 feet thick. The Bureau investigation of the deposits included bulldozer strip-trenching, drilling and blasting rock cuts, and channel sampling across three of the largest outcrops. This sampling indicated an average grade of 97.2 percent CaF2 and 1.44 percent SiO2. Preliminary metallurgical tests on the ore indicate that it can be concentrated to acid-grade specifications by simple gravity methods. One laboratory test recovered 78.4 percent of the fluorite in a product containing 98.7 percent CaF2, 0.25 percent SiO2, and 0.10 percent Fe2O3.

O alto consumo de energia e a elevada emissão de dióxido de carbono são os maiores problemas da indústria de cimento Portland relacionados à poluição do meio ambiente. Com o objetivo de reduzir estes problemas, os cimentos geopoliméricos despontam como uma nova classe de materiais de alto desempenho e não agressivos ao meio ambiente utilizados como aglomerante mineral capaz de substituir total ou parcialmente o cimento Portland. Estes cimentos são considerados quasi-frágeis devido ao seu comportamento elástico não-linear, provocado pela relaxação e redistribuição de tensões antes da ruptura. Todos os resultados obtidos no programa experimental para o concreto de cimento geopolimérico (CCG) foram comparados com aqueles obtidos para o concreto de cimento Portland (CCP), sob as mesmas condições de ensaio. Neste trabalho, são apresentados resultados de difração de raios-X (DRX), microscopia eletrônica de varredura (MEV) e análise térmica (DSC/TGA), a fim de reunir informações para um melhor entendimento da microestrutura do concreto geopolimérico.

It concludes with a selected bibliography.Surveys Utilizing Leakage HalosLeakage halos can be used as scalar or vector quantities in thesearch for deeply buried blind mineral deposits. In the first case, the occurrence of a leakage halo (e.g. a small pitchblende seam) may simply indicate the possible presence of pitchblende mineralization or orebodies; in the second case, the areal or three-dimensional distribution of leakage halos may, by their increasing frequency and I or increasing metallic or gangue element content, provide a means of vectoring in on loci of mineralization and orebodies. Examples of both cases are given in the following text.Leakage halos are of many types, as shown in Figure 2 (Part 1), and are best discussed with respect to their associated mineral deposits. Furthermore, it should be noted that leakage halos are frequently offshoots or extensions of enveloping halos. Where this occurs, careful tracing of the leakage halo(s) downward or upward respectively will often lead to the apex or nadir (bottom) of the enveloping halo(s) and ultimately to mineralization or ore."

I CANNOT agree with the results obtained by the committee. The gas obtained per pound of coal is too high in calorific value and the amount of gas is too large. It should require about 190 cu. ft. of oxygen per 1000 cu. ft. of gas and not 75.14 cu. ft. as is given on page 35 of the report, or about 2.5 as much. Calculating the calorific value per pound of coal from the coal analysis given on page 34, according to Dulong's formula, the gross and net calorific heat are about 12,890 and 12,430 B.t.u., respectively, which is about 18,600 and 17,900 B.t.u., respectively, per pound of carbon in the coal. This is an unusually high figure, as ordinary bituminous coal has less than 18,000 gross B.t.u. per pound of carbon. Assuming, however, that the calorific values calculated are correct, the following results are obtained. On page 35, the net calorific heat in the gas per pound of coal is given as 12,856 B.t.u. and calculation for the gross value shows it to be about 13,950; in other words, the gas contains (13,950 - 12,890) ÷ 12,890 = 8.2 per cent. more heat than the coal on a gross basis and (12,856 - 12,430) ÷ 12,430 = 3.4 per cent. more on a net basis. The calculated amount of carbon in this gas per pound of coal gasified is about 0.688 lb., or nearly the same as in the coal (0.6972) and the gross and net calorific heat per pound of carbon in the gas are 20,300 and 18,710 B.t.u. which are 9.1 and 4.5 per cent. more than for the carbon in the coal. These calculations show that the results given in the report cannot be correct. There must always be some heat losses in the gasification of coal, in radiation from the producer, and in sensible heat in the gas; there must be some loss of carbon in ashes and in soot, and there are always tarry vapors in the gases that are condensed and do not appear in the fixed gases. From the excessive heat in gas per pound of carbon contained therein, it can also be concluded that the percentage of hydrogen in the gas is too high, from which it follows that the moisture decomposed is too high and that more free oxygen must be used.

"Phosphate tailing is a kind of industrial waste that emitted from separation processing of phosphate ores, which is usually discarged to the tailing pond without treatment. Recovery of phosphorus from tailings is of great significance for comprehensive utilization of phosphorus resource. Chemical composition of a micro-fine cryptocrystalline phosphate tailing was investigated by X Ray Fluorescence (XRF) and Inductively Coupled Plasma-Atomic Emission Spectrometry (ICP-AES), and mineral composition and occurrence of harmful elements were analyzed by optical microscope and Scanning Electron Microscope (SEM), X ray Energy Dispersive Spectrometer (X-ray EDS) and Mineral liberation Analyzer (MLA). On the basis of above, effects of those on mineral processing for phosphate tailing was analyzed. Chemical analysis results in combination with microscopy indicated that there is a certain amount of iron and aluminum and it should focus on the removal of them in separation processing. The cryptocrystalline structure, especially the micro banding structure and micro porphyritic structure indicated that there is quite amount of phosphate in fine particles and it should recovery the phosphorus as much as possible when designing the flotation technology for this difficult separation fine phosphate tailing. This study can provide theoretical guide for efficient phosphorus recovery of from fine phosphate tailing by flotation.INTRODUCTIONPhosphate rocks are vital nonrenewable resources and are essential components in agricultural fertilizers and phosphorous-based chemicals (Gharabaghi et al., 2009). About 95% of the phosphate produced around the world is consumed in the fertilizer industry (page 60 Abdel-Zaher, 2008; Jasinski, 2007). Froth flotation, a solid wettability based separation process is widely used in separation of phosphate rock and shown to be effective (Yehia et al., 1990; Singh et al., 1992; Elgillani and Abouzeid, 1993; Al-Fariss et al., 2013) .Poor selectivity and low recovery for micro-fine particles are hard issues in flotation of middle-low grade phosphate ore because Phosphate resources is becoming poor, fine and complex as the rich ores run out since the 1970s. The rapid depletion of high grade ores forces minerals industry to process low grade ores where finer grinding is required to achieve required liberation of the values, making the fine particle flotation inevitable. the performance of conventional flotation deteriorates rapidly as particle size decreases to below 10-20 µm, depending on the density of the particles (Feng and Aldrich, 1999). To date, fine particle flotation is still considered to be a challenge in mineral processing (Li et al., 2015) ."

Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Malana Hydroelectric Project is a private development located in HimachalPradesh State, India that was commissioned in June 2001. The plant was built and is owned by the Malana Power Company, a subsidiary of the Bhilwara Group of New Delhi. With a total head of 400 m and nominal capacity of 86 MW, the plant is capable of generating 360 GWh annually. The 3,1 km long, 4,0 m diameter power tunnel was designed to be excavated by conventional drill and blast methods. Contrary to traditional practice in India for pressure tunnels of providing a concrete lining, the Malana tunnel was finished mainly with shotcrete. In this way, the tunnel was completed in a period of18 months, a record for recent projects in the Himalayas, and at a cost substantially below that of conventionally lined tunnels. An interesting aspect of the project was the design of the steel tunnel liner linking the power tunnel to the penstock. The length of the liner was fixed finally on the basis of in-situ testing using both hydraulic jacking and doorstopper tests to evaluate the ability of the rock to withstand the internal pressure of4,0 MPa that exist near the downstream end of the tunnel.

Labour-intensive narrow reef stoping, as traditionally practised in South African gold and platinum mines, is almost unique in the modern first-world mechanized mining environment. Shortcomings of the system include the ever increasing cost of labour, a cap on achievable productivity and a poor safety record, particularly in the field of rock-related accidents. In the absence of sustainable alternative technologies, the South African mining industry has spent millions of rands improving the present system, focusing on improving workplace safety. This paper details the changes to stope support at Impala Platinum?s Rustenburg operations, and the impact on rock-related safety performance. Kidston Gold Mines, located in semi-arid North Queensland, Australia is currently in its closure phase. Highly innovative and comprehensive rehabilitation strategies were employed at the site, including the direct revegetation of the surface of the tailings storage; the construction of a tailings sediment entrapment pond; the construction of a spillway to drain large rainfall events from the surface of the tailings; the construction of store/release covers over the tops of the waste rock dumps; the sheeting with oxide waste rock of the waste rock dump slopes; the partial back-filling of the initial Wises Hill Pit with waste rock and thickened tailings produced from the subsequent Eldridge Pit; the partial flooding of Eldridge Pit following the end of mining; and the construction of wetland systems to treat contaminated tailings and waste rock dump seepage. These closure strategies involved the careful consideration of water management. Specific water management issues included understanding the water balance of the tailings dam; the operation of the tailings dam sediment entrapment pond and spillway; understanding the water balance of the store/release waste rock dump covers; the importance and sustainability of vegetation on the tailings, store/release waste rock dump covers, and on the sheeted waste rock dump slopes; the level and quality of water in the partially flooded Eldridge Pit; and the treatment of contaminated seepage in the constructed wetlands. The seasonal and highly variable rainfall experienced in this semi-arid climate posed a number of challenges for the management of water on the site post-closure. The paper details these challenges and highlights how they were resolved over the period leading up to and following the end of mining.

Dual energy X-ray transmission (DE-XRT) sorting is a recent development in the range of sensor-based sorting technologies available today. DE-XRT is particularly suitable for dry coarse coal beneficiation in the size range -120 mm +12 mm. In this paper, we describe the technology and show the results of a number of test runs conducted on different types of coal from the USA and South Africa. The results have shown that DE-XRT is an effective technology not only for deshaling of coal and removing pyritic sulphur but also for separating coal and torbanite. The use of dry deshaling methods will be more important as water availability becomes a greater concern. DE-XRT is one such technology which will be incorporated in future dry coal processing plants.
