"A short account will be presented on the extraction of rare earths from monazite sand, bastnasite ore, and phosphate rock of igneous origin. This includes mineral beneficiation, leaching methods, fractional crystallization [of historical interest], ion exchange, solvent extraction, precipitation from solution, and reduction to metals. INTRODUCTIONOriginally, the term rare earths was only used for the oxides, R2O3, which are similar to one other in their chemical and physical properties and are therefore difficult to separate. Within the rare earth group, the elements scandium, yttrium, and lanthanum differ in their atomic structure from the elements cerium to lutetium (the lanthanides, Ln). Scandium occupies a special position with respect to this classification and its other properties, and therefore does not belong to either of these groups. The rare earth elements always occur in nature in association with each other. The isolation of groups of rare earth elements or of individual elements requires costly separation and fractionation processes owing to the great similarity of the chemical and physical properties of their compounds, which explains why the history of their discovery has extended over such a long period.The word “rare”, when used to describe this group of elements, originates from the fact it was thought that these elements could only be isolated from very rare minerals. Considering their abundance in the Earth’s crust, the term rare is now inappropriate. These elements are lithophilic and are therefore concentrated in oxidic compounds such as carbonates, silicates, titano-tantalo-niobates, and phosphates.The abundance of the rare earth elements taken together is quite considerable. Cerium, the most common rare earth, is more abundant than cobalt. Yttrium is more abundant than lead, whereas Lu and Tm are as abundant as Sb, Hg, Bi, and Ag. For all practical purposes promethium does not occur in nature. It forms only in nuclear reactors."

The helium resources base of the United States was estimated by the Bureau of Mines to be 961 Bcf as of January 1, 1983. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas re- serves, 271 Bcf, (2) helium in probable natural gas resources, estimated at 202 Bcf, (3) helium in possible natural gas resources, estimated to be 351 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 137 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications. The depleting resources are those associated with natural gas fields that are, or will be, produced for the natural gas they contain. All of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 789 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 134 Bcf. There is 38 Bcf of helium in storage in the Federal Government- owned Cliffside Gas Field near Amarillo, TX.

Studies are reported on the structure of coal and coke with the graphical , statistical densimetric method based on the relation between the molecular volume per carbon atom ( M / C ) and the atomic hydrogen - carbon ratio ( H / C ) . Previous work , mostly from chemical and physical investigations , is critically reviewed . Difficulties in evaluating the ring increment are demonstrated for coal and coke for the statistical densimetric method based on the additivity of atomic volumes of constituent elements . A new diagram is presented for the graphical method . Methods are introduced for correcting M /C and H/C for the presence of minor constituents in coal and coke . With the graphical method , the fractions of aromatic carbon atoms in the total carbon atoms are estimated for a coal , a resin , and 5 petrographic components ; the types of condensed structure in the fundamental units of molecules are discussed for these substances , 28 coals , and 6 " average " cokes at 500 ° to 1,000 ° C. It is also shown that the number of rings in the fundamental units of coal generally increases with increasing rank and that of coke , with increasing carbonization temperature .

During the 1998/99 Asian crisis Solid Energy's export revenues collapsed from over US$70M to under US$40M. Simultaneously, domestic market uncertainty led to decreases in volumes and prices. A major new underground mine was not technically viable, and was closed, and several other mines were marginal. Less than two years later, Solid Energy and its JV partner closed a second new underground mine. The company was in financial crisis, and reported an $86M loss for 1998/99. After refinancing with stringent workout conditions it still had minimal returns due to low prices, unaffordable transportation costs and huge unrealised FX losses as the NZ dollar fell 40 per cent in value. The obvious scenario was to æcash upÆ û complete extraction at remaining mines, sell off any viable parts of the business, pay off debt and wind the company down.In 2002 Solid Energy has completed its recovery. Although margins remain slim and volatile in both export and domestic markets, it is achieving record volumes and revenues. It has paid off its shareholder loan, has minimal remaining FX losses, and cashflow is allowing further mine and infrastructure development. The key to the turnaround has been implementation of rigorous planning, analysis and decision-making in all aspects of the business. The company has a comprehensive, rolling 20-year plan used annually to update rolling five year and annual business plans. Solid Energy augments strong line management operations with rigorous standards and processes for mine planning and development, operational decision-making, and functional support. Detailed, quantitative risk analysis is used in all aspects of the business and allows comprehensive integration of opportunity and risk management across all activities in the company.Coal mining is widely perceived as an æold-economyÆ industry. But, like other successful æold economyÆ companies, the information systems and management processes used by Solid Energy are as leading edge as any in the high-tech sector. They are the key to managing to add and sustain maximum value for a company that has access to coal resources sufficient for hundreds of years.

This paper presents a review of industrial and experimental processes for the recovery of molybdenum, vanadium, nickel, cobalt and aluminum from spent hydrotreating or hydrodesulfurization catalysts. Numerous processes have been developed in a laboratory and pilot scale. However, worldwide, there are only four well established commercial facilities currently in operation. The installed capacity of these facilities exceeds the availability of spent catalysts and may be sufficient to assimilate future increases of spent catalysts. Despite liability risks; significant quantities of spent catalysts are still being landfilled. Changing regulations that may affect the future handling and disposal of spent catalysts are also reviewed.

INDUSTRY has the right to expect the petroleum engineering schools to supply more than the minimum technical qualifications necessary to obtain or discharge the responsibilities of a particular job. The basic training, social and economic orientation, should go far beyond these minimum requirements. Petroleum engineering students should also be well grounded in the history of the oil business so that they may understand the industry's progress since the advent of the Drake well. Furthermore, according to P. H. Bohart, the schools "have a definite duty to help the students form a workable philosophy of life, which includes an appreciation of the service of science to mankind, and a belief in the obligation of the individual who enters a profession to exalt himself by continuing his studies and growth so that he may never cease making contributions to the advancement of science and industry."

The addition of copper sulfate to mineral slurries in order to ?activate? sulfide mineral surfaces for enhanced collector molecule adsorption, and hence enhanced recovery via flotation, is a com-mon mineral processing practice. It has been established in a laboratory situation that the addition of CuSO4 in conjunction with xanthate collector increases the flotation rate of pentlandite as compared to the addition of collector alone. However, it remains unclear whether the addition of CuSO4has a similar effect within mineral processing circuits. We examine here the effect of pre-activation oxidation on the copper activation of pentlandite and monoclinic and hexagonal pyrrhotite. All activation experiments were carried out at pH 9 using a total solution content of copper ions equivalent to one monolayer (0.210 -4 moles, 110-4M). Copper loss from solution was extremely rapid in all cases with less than 10 % remaining after 10s. EDTA extraction and solution analysis clearly demonstrated that copper activation was via direct surface adsorption and not an ion exchange process, as is the case for sphalerite, and that most copper on the surfaces is in the form of Cu(I). ToF-SIMS analyses of the mineral surfaces subsequent to copper activation show increased surface oxidation on increased conditioning time prior to copper activation. However, there is a significant decrease in surface oxidation on comparison of samples that have otherwise been prepared in the same manner but where one has been exposed to copper solution rather than water. This suggests that copper activation stabilises the surface and reduces the propensity for oxidation. Regardless of the length of pre-activation oxidation time only Fe(III) (no Fe(II)-S) was observed by XPS analysis, indicating a highly oxidised surface layer dominated by Fe-O-OH species. The presence of Cu(II) on the mineral surface is indicative of the formation of Cu(II)-containing precipitates and indicates non-mineral specific activation resulting in increased recovery but lower grade. Mineral specific copper adsorption, as evidenced by the presence of Cu(I), is required to improve both grade and recovery. Prolonged oxidation prior to copper activation causes a reduction in the Cu(I) to Cu(II) ratio on the mineral surfaces as compared to either fresh surfaces or surfaces oxidised for 1 minute only. This strongly indicates that the copper activation process is less effective on highly oxidised surfaces.

Frothers play a crucial role in sulphide and PGM ore flotation recovery, and AECI Mining Chemicals studies on PGM ores have shown significant flotation kinetic increases with the optimal frother-collector combinations. Using Senfroth 200 as the industry baseline, remarkable kinetic increases were observed with AECI Mining Chemicals developed frothers in the first concentrate. Even in the worst-case scenarios, 4E PGM recovery increased by 5% at a slightly higher concentrate grade. It is important not to limit frother dosage to a fixed value. Instead, enough frother should be added to maintain a stable bench float, measuring the dosages by frother volume before and after tests. Frothers can be specialized blends and their importance should not be underestimated. The results produced by formulating and innovating frothers to address specific industry challenges have been encouraging. Testing a frother on a plant scale does not have to be as daunting as with collectors, enabling the identification of the best frother-collector combinations at an industrial scale. AECI Mining Chemicals bench scale testwork has motivated plant-scale trials that have successfully transitioned to commercialization. This paper compares the results from metallurgical and froth stability tests and shows that occasionally frothers that have a less stable froth can have improved valuable mineral recoveries, while still exhibiting better drainage for reduced entrainment and mass pull. It was shown that caution should be used when relying only on simplified froth stability tests in the evaluation of new frothers.

The challenge of mining coal seams having a pitch of 30 degrees is one not frequently found in the United States, due primarily to the scarcity of such deposits. However, in the Thompson Creek District in Pitkin, Colorado, such a challenge exists to produce high quality medium volatile coking coal, and development of a longwall system is underway. The deposits under consideration are those of the Anschutz Corporation Inc. of Denver, Colorado, which are not in a virgin state. The properties were originally mined by the Colorado Fuel and Iron Corporation from 1894-1907, and by the Thompson Creek Coal and Coke Corp. from 1953-1966. Approximately five and one half million tons of coal have been mined by the above companies, attesting to its quality. The cessation of operations in both instances was occasioned by economics. Both companies employed a room and pillar system of mining, but being denied the use of high capacity mining and loading machinery because of the excessive pitch of the coal seam. This resulted in an unfavorable productivity expressed as output per man-shift, and thus the high cost of production occasioned by hand loading and semi-mechanization dictated cessation of operations. The portion of the earth's surface covered by peatlands has been conservatively estimated at over 420 million ha (Kivinen and Pakarinen 1980). It is estimated that there are about 170 million ha of peatland in Canada. New Brunswick contains about 140,000 ha. Harvesting of peat for horticultural purposes has been carried out in New Brunsiwck since 1942. This industry, and the potential for using peat for energy purposes, indicated the need for an accurate assessment of the resource. In 1975, therefore, the New Brunswick Department of Natural Resources began a detailed peatland inventory. Assistance from the Canada Department of Regional Economic Expansion permitted acceleration of this program and field work was completed in 1982. Information gathered by the program will form the basis for a management plan for future use of the resource.

No presente trabalho, poli (tereftalato de etileno) virgem (PETV) e pós-consumo (PETPC) foram aditivados com um oligômero multifuncional estirênico-acrílico-epóxi (Joncryl POLYAD PR 002) comercializado como extensor de cadeia para polímeros de condensação como o PET, visando avaliar o comportamento da massa molar destes polímeros durante o processamento. PETV e PETPC, com e sem a incorporação do aditivo, foram preparados em misturador interno Haake Rheomix, com rotores tipo roller, empregando diferentes níveis do extensor de cadeia. As massas molares foram estimadas a partir de medições de torque e temperatura. Os resultados mostram que as estimativas com base em medições de torque em tempo real foi um indicador rápido e preciso da eficácia da extensão da cadeia do PET. O aditivo extensor de cadeia compensou a perda de massa molar durante o processamento, o efeito foi afetado pelo nível de aditivo presente.

NONMETALLIC minerals (excluding fuels) arid their primary products produced annual in the United States have a value in excess of one billion dollars, or more than that of the metals, yet the lack of expert knowledge of some of the fundamental technical and economic aspects of this most important and complicated business is astonishing. This paper will deal with the economics of this non- metallic mineral field-the business of making money from producing these minerals. The incentive behind all business activity in a capitalistic economy is to make money-to plan so that each dollar invested in property, plant, equipment, services, and so on will return more than a dollar plus simple interest. Of course, business has social, civic, and national duties and responsibilities, but the fulfillment of these is largely dependent upon financial success.

Fine ventilation was discussed. much more 15 to 20 years ago than it is now, yet today there are tendencies in connection with ,-line ventilation (in fact, numerous ventilation systems have been installed in recent years) indicating that the lessons learned by bitter experience in the past either have been forgotten or lave not been brought to the attention of the present generation. Possibly, the mining min of today considers that conditions have changed so much that experiences of the past cannot be repeated today. At any rate, it seems desirable to restate some of the principles of mine ventilation that were understood more or less in the past and to call attention to some danger in connection with present-day trends or practices.

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

Data were obtained with hematite with octyl hydroxamate and oleate as collectors to determine the mechanism of collector adsorption and also to establish the roles that conditioning time and temperature assume in this system. The presence of hydroxy complexes of iron are apparently necessary for chemisorption of collector to occur, and it appears as if extended conditioning times and elevated temperature promote greater dissolution of the mineral and hence greater concentrations of hydroxy complexes. Data were also collected with two natural hematitic ores. With one ore that was ground to 70% - 15u, an addition of 0.4 lb per ton hydrox-amate resulted in a final concentrate recovery of 86% at a grade of 64% iron. Satisfactory concentrate grade could not be obtained with fatty acid under these conditions. The effect of conditioning time prior to the addition of collector was also examined with another ore. When the ore was conditioned for 3 min, 19% of the iron was recovered in the concentrate at a grade of 67% Fe. With a conditioning time of 7 min, 73% of the iron reported to the concentrate at a grade of 62% Fe. These products were obtained with an addition of 0.2 lb per ton hydroxamate. This ore also responded well to flotation with fatty acid. The use of potassium octyl hydroxamate as a collector for iron oxide has been the subject of an earlier study.1 From this initial study, it was suspected that hydrolysis of surface ferric iron was involved in collector adsorption. More recent work in other systems has shown that slight mineral dissolution, followed by hydrolysis of cations common to the mineral lattice, is apparently necessary, and that adsorption of these hydroxy com- plexes probably occurs prior to the adsorption of collector. In view of these facts, work has been continued on the hydroxamate-hematite and oleate-hematite systems to gain better insight into the mechanisms of collector adsorption on iron oxide. Microflotation experiments in conjunction with infrared analysis were used in this regard. In addition it was felt necessary to establish more clearly the responses that can be obtained from natural ores when hydroxamate is used as collector as compared to those obtained when fatty acid is used. The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. Coal resource data from public and private sources, in conjunction with previously published data, were used by the Bureau of Mines to determine the location and extent of strippable coal resources in Colorado. Total strippable resources of approximately 18 billion tons were estimated in 12 separate coal regions, fields, or deposits. Coal recoverable by contour mining techniques was not included. Criteria used in defining strippable resources were a minimum coalbed thickness of 2 feet and a maximum overburden thickness of 150 feet, except where the coalbeds are of exceptional thickness. Ail Colorado coal is either Cretaceous or Tertiary in age. Cretaceous coals occui In the Dakota Sandstone, the Mesaverde Group, and equivalent formations while Tertiary coals occur in the Dawson Arkose, the Fort Union and the Wasatch Formations, and equivalent formations. The strippable coal ranges in rank from bituminous in the Yampa region to ligniferous in the Denver basin. Ali this coal is low in sulfur content (less than 1 percent); ash content is low to high; heating value ranges from 3,000 to 12,000 Btu's per pound. Ash from the lignite of the Denver basin was found to contain an abnormally high percentage of kaolinite which conceivably could be recoverable as alumina.

The Brewer mine, near Jefferson, Chesterfield County, S. C., was originally operated as a gold mine. As late as 1890 this mine was reported to have been one of the large gold producers in the southeast. Occurrence of topaz on the Brewer property was not reported until 1935, when it was discovered, by Parks3/ and Parks of the Federal Geological Survey while they were investigating gold deposits in the Piedmont province.

The steadily increasing interest in high pressure grinding rolls (HPGR) as a legitimate alternative comminution technology for hard rock applications has led to a proportional increase in the demand for trade-off studies comparing HPGR with more established approaches, typically SAG-based but including AG and stage-crushing designs. The primary trade-off is between a) the higher capital cost typically incurred with HPGR-based designs and b) the higher operating costs of the more traditional technologies. However, if, through circuit design innovation, the capital cost penalty of HPGR circuits could be eliminated or reversed, then the need for trade-off studies would diminish.
