Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity,' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

THE following is an account of a survey undertaken to test the possibility of outlining a kimberlite pipe by magnetouietric methods. Kimberlite is a basic igneous rock closely related to melilite-basalt or alnoite, which occurs either in the form of volcanic plugs or as dikes intruded into rocks of various types and geological ages up to and includ¬ing the Lower Cretaceous. The famous diamond mines of South Africa are all in kimberlite pipes and these pipes are probably the original source as well of the vast alluvial deposits found in various parts of the country. The pipe chosen for this experiment is one that ' occurs on the farm Goedgevonden No. 20, about sixteen miles north of the village of Klerksdorp and ninety miles southwest of Johannesburg. Some prospecting has been done on this pipe and diamonds were produced from it but not in paying quantities. The magnetometric survey was made in June, 1932, by R. Krahmann and H. Wallisch and the results are shown on the accompanying plan. On the plan are shown also the boundaries of the pipe as exposed at the surface and details in regard to the surrounding foundations. These are taken from a geological survey made at a later date by W. Beetz, of Johannesburg.

"This paper outlines a comprehensive, cost-effective testing program for the acid-ferric sulfate heap leaching of oxide, supergene and primary copper ores. It is based on extensive experience in copper heap leaching and uses the many technological advances in the field developed over the past several decades. The approach described requires firstly a detailed resource evaluation, then a hydrodynamic characterization of representative samples and, finally, a focused metallurgical testing program. The principles communicated here can be applied to other acid leachable minerals. The program varies considerably from conventional testing in its disciplined, orderly, step-by-step approach, its application of hydrological and chemical principles to leaching, and its reliance on fewer, more tightly controlled column tests. The purpose of the test program is to optimize the financial, time and other resources devoted to the program, while minimizing the financial risks to the development company or companies and the project funding providers. IntroductionThe major goal of any process development testing program should be the successful implementation of the project. With respect to heap leaching, the metallurgical testing program plays a critical role in the larger objective, as described in Scheffel (2013, 2014). McNulty’s series of papers (1998, 2004, 2014) confirm that the success of any project is directly proportional to the extent and quality of the testing program on which the process is designed.Therefore, a key development objective is to conduct a well-focused metallurgical test program. While the primary focus of this paper is copper, the acid leaching of any substance would benefit from a similar approach.This paper addresses primarily the sulfate system, which is compatible with the bioleaching of sulfide minerals. Nicol et al. (2011) described the advantages of the chloride leaching of copper sulfide minerals. United States patents Nos. US 2009/0173188 A1, US 8,597,933 B2 and US2015/0232963 A1, assigned to BHP Chile Inc. and BHP Billiton S.A. Ltd, describe methods for both the oxidative and nonoxidative leaching of primary and secondary copper sulfides. Reyes (2013) and Ipinza and Flaquer (2014) described commercial applications of chloride-based heap leaching. The testing disciplines discussed in this paper will also apply to the development of an acidic chloride leaching system."

"The Lang Bay germanium property is a carbonaceous sandstone deposit outcropping near the Pacific coast, 100 km north of Vancouver. The germanium-bearing seams are up to 5 m thick. Where one such seam outcrops, it averages 50 to 60 g Ge/tonne. Drill core analyses have shown considerably greater concentrations of germanium at depth. Additional drilling to establish continuity and grade of the germanium-b earing strata is scheduled for 1986. The germanium occurs in association with lignite, which makes up 1 to 2% of the seam. American Cyanamid Company engineers have developed a proprietary flotation reagent effective for concentrating the germanium rich vitrain portion of the Lang Bay lignite. Ongoing laboratory studies are developing procedures for further upgrading and refining of this germanium. This paper outlines progress made by Fargo Oil Corporation on Lang Bay geology, reserve estimation, mine planning, ore dressing, refining, and economic evaluation.IntroductionIn 1871, Mendeleyev specula ted on the properties of a ""missing"" element between silico n and tin on the periodic table. The discovery of germanium fifteen years later proved the Mendeleyev predictions to be remarkably accurate. Almo half a century later, the pioneering work of McCutcheon of Eagle-Picher led to production of germanium dioxide from Oklahoma zinc smelting residues. Demand for the element surged due to development of the Ge02 diode rectifier during World War II, followed by development of the transistor in 1947. The chief commercial sources for germanium during the following two decades were the Cu-Zn mines in the Congo and the Zn-Cu-Pb mines of Tsumeb in Southwest Africa. The germanium was chemically combined in complex Cu-Fe sulphides (germanite and renierite), from which the element was recovered either by leaching the selectively roasted sulphide, or by direct fuming of GeS(I). Although these deposits have reportedly been depleted (2), new deposits of renierite have been discovered in Zaire. Alternative sources of germanium are therefore being sought worldwide for use in infrared optics, semiconductors, fibre optics, and catalysts. One such source is germanium-rich coal (2)."

AngloGold Ashanti?s Obuasi Mine, in Ashanti Province, Ghana, operates a plant utilizing bacterial oxidation technology. The mineralization consists predominately of arsenopyrite with gold associated in the sulphides. The plant was commissioned in 1994, at that time was the largest BIOX® plant in the world, and has been operated by AngloGold Ashanti since 2004. The constraints identified in the plantwere the flotation capacity, BIOX® feed size and disruptions to the BIOX® process. This paper focuses on the practical steps that were followed in order to increase the recovery of the plant. The original plant design was based on a head grade of 10 g/t and an overall recovery of 86.5%. In 2007 the plant was operating at an overall recovery of 79.2% at a head grade of 5.6 g/t and this has improved to 80.6% at a head grade of 5.8 g/t during the last quarter of 2008. Additional improvement to 81.5% are expected by the end of April 2009. Improvements that have been implemented include: ?Replacement of the regrind mill ?Installation of additional float capacity ?Installation of a scavenging circuit ?Installation of a complete water treatment plant. In addition we have focused on the effect of the water circuit on the BIOX® process and the steps involved in correcting this problem. The water circuit was originally designed as an open circuit and through environmental considerations the circuit was closed towards the end of 2007. The bacteria in the BIOX® are particularly sensitive to cyanide and cannot tolerate levels above 0.05ppm (free cyanide), this required extensive modifications to the water circuit. The plant improvement project is ongoing and the current scope of work should be complete by the end of April 2009. Further research and development work is being planned, which includes a ?white rot bacteria? that can consume the preg-robbing carbon and oxidize the sulphide in a single pass.

The alloys formed by the addition of nickel to iron by conventional metallurgical procedures show physical properties that differ widely from those of the individual metals. The effect of alloying on the mechanical properties is most pronounced in alloys containing between 15 and 25 per cent nickel. The tensile strength of an alloy containing, for example, 20 per cent nickel and 80 per cent iron (with 0.06 per cent carbon), in an annealed condition, is above 150,000 lb. per sq. in.$ owing to a martensitic type of transformation, as compared with about 50,000 lb. per sq. in. for pure iron in the same condition. The object of this work was to determine whether the same beneficial alloying effect coulcl be obtained in alloys of iron and nickel prepared by powder metallurgy technique. Procedure Bars and pellets for tension and compression tests, respectively, were made. Two groups of specimens were prepared: (I) by cold-pressing the powders and sintering; (2) by cold-pressing the powders, sintering, repressing and resintering. Raw Materials Nickel powder supplied by Metals Disintegrating Co., marked MD-151, was used. A typical analysis of this powder was as follows: sulphur, 0.040 per cent; copper, 0.18; iron, 0.23; manganese, 0.002; magnesium, o.oo15; lead, 0.035; tin> 0.025; silicon, 0.08; chromium, 0.008. Electrolytic iron powder supplied by Plastic Metals Inc. was used. A repre-sentative chemical analysis for impurities other than gases, supplied by the vendor, gave the following results: carbon, 0.005 per cent; manganese, 0.002; silicon, 0.003; phosphorus, 0.001; sulphur, 0.004; nickel, 0.008. The fractions from these powders passing a 325-mesh sieve were reduced in hydrogen at 600°C. for one hour, to clean the sur-faces of the particles. The reduced pow-ders, slightly caked, were ground in a mortar and screened again through a 325-mesh sieve. Mixing The proper proportions of the powders were mixed overnight on rolls, in glass jars fitted with iron-wire baffles to break aggregates of particles that might form. Pressing All specimens were compacted on hy-draulic presses. The pellets were com-pacted in a cylindrical die, 34-in. diameter. The ratio of thickness to the diameter of the pellets was maintained as nearly as possible at 0.9, as specified for standard short compression pieces. For a number of years European investigators have used laboratory methods of predicting the probable strength of coke made from coal, and recently several investigators in the United States have reported the use of various tests for this purpose. There is at present no method accepted as standard, however, nor is there even agreement as to the general type of test that should be used. Furthermore, because the details of most of the tests have not been worked out carefully, one investigator can not hope to duplicate the work of another. The extension of coke manufacture to new localities in the United States, and the increasing need for cokes of exceptional qualities made from the most economical mixtures, made it desirable to have some simple laboratory test which will determine whether given coals, alone or blended with other coals, are more satisfactory from the standpoint of coke strenpth- than others of different cost. The work described herein has resulted in the development of a simple laboratory test which, it is believed, can be generally adopted in coal laborat,ories, and which will give concordant results even though performed by different investigators in different laboratories. The general method of predicting whether a coal or a mixture of coals will produce a strong coke, resistant to crushing and shattering, has been to correlate the known strengths of the cokes produced in commercial ovens with some measurable constituent or with some property of the coals, and then to use the relationship so found for forming an estimate of the coking strengths of coals unknown. Several such correlations have utilized the percentages of the various ultimate constituents of coal, such as the oxygen content and the hydrogen-oxygen ratio;(39)§ other correlations have involved the proportion of a, B and r com-pounds, (17,21,30c) or of "oil and solid bitumens."(16,30) Also a relationship has been traced between the coking properties of coal and the rate of change of the resistance offered to the flow of an inert gas by fine particles of the coal while being slowly heated. Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. "Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

(UL), the U.S. Consumer Product Safety Commission (CPSC) and the National Electrical Manufacturers Association (NEMA), the Electrical Safety Foundation International (ESFI) is North America?s only non-profit organization dedicated exclusively to promoting electrical safety in the home, school and workplace. ESFI is a 501(c)(3) organization funded by electrical manufacturers and distributors, independent testing laboratories, utilities, safety and consumer groups, and trade and labor associations. ESFI sponsors National Electrical Safety Month each May, and engages in public education campaigns and proactive media relations to help reduce property damage, personal injury and death due to electrical accidents. The Foundation does not engage in code or standard writing or lobbying and does not solicit individuals.

"THE LORNEX MINING PROJECT is one of several large-tonnage, low-grade operations recently placed in operation in British Columbia. It is located in the Highland Valley in the south central portion of the province. This area is described as a divide valley at an elevation range of 4,000 to 6,000 feet and is situated on the divide between two drainage systems. The major drainage to the west flows into the Thompson River and to the east and south the drainage enters the Nicola River system. This open-ended valley lies between low, rounded mountains in fairly heavily-wooded country. Prior to the commencement of copper mining activities, the first by Bethlehem Copper Corporation Ltd. over ten years ago, the valley was only sparsely settled. A few small ranches were in existence on the several Indian Reserves located along the valley bottomland. There has also been a small amount of logging activity in the valley, although much of the area is covered by dense lodgepole pine which has little or no value to the loggers. As the mining interest mounted with further discoveries of the disseminated copper ore typical of the district, much of the valley was covered with mineral claims and exploration drilling was carried on by several companies at various times. At the time Lornex was preparing to commence major construction work in early 1970, there was very little activity of any kind in the Highland Valley outside of the Bethlehem operation and a small amount of ranching."

The Bureau of Mines performed a fragmentation experiment in cooperation with Duval Corporation in a porphyry copper-molybdenum deposit near the Sierrita pit south of Tucson, Ariz. This experiment evaluated the fragmentation created in a 10-hole test blast having blasthole spacings of 25, 20, and 15 feet. The 10 blastholes were 9 inches in diameter and contained a total of 17,400 pounds of aluminized slurry blasting agent in 50-foot columns with 60 feet of stemming. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. These core examinations included study of length recovery, rock quality designation (RQD), weight recovery, and size distribution. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the broken material on the surface. Fragmentation to depths of 110 feet was excellent from the 15-to 20-foot blasthole spacing patterns. Good breakage was also produced by the 25-foot pattern although the effects of the blast were not so obvious. In situ leaching tests were not conducted. However, based only on size consideration, all three blasting patterns produced adequate breakage for successful leaching.

Production of technical stone is an important economic branch in Slovenia. In 2009, we had 95 dolomite quarries, 27 limestone and 6 silicates quarries, according to the Ministry of Economic Affairs. Together they produced nearly 15 million tons of aggregates. The production in quarries is mostly performed with drilling and blasting method and only a minor part with other method like mechanical mining method.

The annual reports of the supervising engineers of the nine sections comprising the Mining Division are assembled in tie following pages and constitute the annual report of the division. In planning activities, the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those current activities that contribute most to problem of present concern are emphasized, investigations of less immediate importance being recessed, if necessary.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.
