A CORPORATION would go into bankruptcy if its affairs were conducted as are those of the state of New York, according to the Committee on New York State Government Reorganization of the American Engineering Council of the Federated American Engineering Societies, in a report to the chairman, of the Joint Judiciary Committees of the Senate and Assembly. The report, just made public, was signed by the three members of the committee who were appointed by Herbert Hoover. They were H. de-B. Parsons, chair- man, Paul G. Brown and Lewis B. Stillwell. Although the American Engineering Council is a national organization, it decided to aid in governmental reorganization in New York State because of the magnitude of the task. The Council's committee in its report urged the passage of three state reorganization amendments for consolidation of departments, an executive budget system, and a four-year term for the higher state officials. IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. Goldcorp is one of the largest gold producers in the world with projects in South, Central and North America. Goldcorp?s flagship operation is Peñasquito, a world-class, poly-metallic deposit that started production in 2010 which is one of the largest mines in Mexico. Since the early stages of the project, Goldcorp has used the most advanced technologies available to maximize its value. However, the implementation of optimum mine plans has been challenging to put into practice. This is due to the fact that the mine operation involves more complexity than the plans usually reflect. This challenge is an industry wide issue that presents opportunities for improvement. This technical session discusses the mine planning methodologies and procedures used to connect long, medium and short term planning strategies in order to bridge the gap and produce optimum mine plans that can be practically implemented in the field.

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

AMMONIA is an essential constituent in the production of the ammonium-sulphate and ammonium-phosohate soil fertilizers manufactured by the Consolidated Mining and Smelting Company of Canada, Limited. The fertilizer plant, built in 1930 at Warfield, near Trail, provides a means of utilizing the large amount of sulphuric acid produced from the sulphur dioxide which is removed from the smelter smoke. The plant has an avail-able source of cheap power which makes the production of fertilizer economically possible. The fundamental operations involved in the production of ammonia at the Warfield plant are, first, the manufacture of hydrogen by the electrolytic dissociation of water; next, the recovery of nitrogen by the fractional distillation of liquid air; and finally, the combination of hydrogen and nitrogen in proper proportions and under suitable conditions to form ammonia.

This Bureau of Mines study illustrates the economic significance of the Florida phosphate industry to the State and to the Nation. Environmental considerations related to phosphate industry activity are discussed briefly. Based on forecasts of Florida phosphate production in 1975, and using 1972 dollars, regional and national output value, income, and employment created by the phosphate industry were estimated for 1975. State and Federal government tax revenues generated by the phosphate industry, are also measured. Further, the concentrated impact of the phosphate industry on certain Florida areas and on regional industries is examined. Finally, the phosphate industry's importance to the U.S. balance of payments, U.S. agricultural production, and the Frasch sulfur industry is considered, in addition to byproduct fluorine, and potential byproduct uranium from fertilizer manufacturing.

A useful way to assess potential productivity of SLC mines is by quantifying tonnes/drawpoint/day to be extracted from the mine. However limited industry information has been published to help mines benchmark this number. This paper assesses industry data which can be used to support estimates of potential productivity from new mines based on tonnes/drawpoint/day. The information used has been extracted from historical production schedules which indicate what was achieved, rather than what was planned. It has been assessed using an algorithm created for the purpose and is presented with discussion of varying definitions of active drawpoints, analysis of the data and inquiry into some of the underlying contributing factors.

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTIONThe process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic.A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities."

Codelco-Chile is considering different processing options for the new projected concentrate from the Alejandro Hales mine. This concentrate is featured by its high arsenic content of up to 6%. Thus, it is important for Codelco Norte Smelter to define the technical feasibility for processing this high-arsenic bearing concentrate in its main smelting unit as it is the Teniente Converter, which beside of its dual feeding system can enhance the arsenic removal by volatilization. The present paper which is a part of an extensive research work will focus in the performed industrial scale test for processing about 7,000 tonnes of a high-arsenic bearing concentrates in the Teniente Converter at the processing rate of about 2,300 tpd. The impact on the chemical quality of the produced high grade matte will be discussed, and the effect of the As removal by increasing the Teniente Converter processing rate of concentrates up to 3,000 tpd when producing 70% Cu in the white metal will also be addressed.

Gearless mill drives (GMDs) are the workhorse in the mineral processing industries, more specifically when it comes to grinding crushed ore and cement (in various production stages) in semiautogenous (SAG) mills and large ball mills. They are renowned for their excellent reliability and robustness, long lifespan, and little need for maintenance, and thus yield a low total cost of ownership (TCO). A GMD represents a major investment for a mineral processing plant, and its availability is pivotal for the grinding process. As a basic rule, shut-down periods are to be minimized, but even much more important is that unscheduled shut-downs be avoided. In this contribution, we will present a portfolio of innovative remote diagnostic that consist of the following three key components: 1. Trouble shooting is a form of corrective maintenance and is based on state-of-the art remote access technology, thus enabling highly skilled engineers to access the current sensor readings anytime and from anywhere in order to resolve urgent problems together with the GMD user. 2. Periodic maintenance reports are a form of preventive and predictive maintenance and aim at continuous improvement based on long-term historical records and analyses of multiple measured signals. These detailed reports highlight the health and operational status of the GMD and are periodically (e.g. 3 months) submitted to the customer. 3. Remote condition monitoring spans across preventive and predictive maintenance and is based on continuous recording and automatic analyses of relevant signals using advanced algorithms. The main issue is how to handle the enormous flood of data in an intelligent manner. The results of these analyses are made available to both the GMD user and supplier in real time in order to increase the availability and reliability of the GMD. In this paper, we consider various parts of the GMD, e.g. the cycloconverter, the ring motor, the auxiliary devices (e.g. cooling and lubrication systems), and also phenomena related to the mill itself (e.g. state and quantity of charge). The signal analysis techniques range from simple threshold-based analyses to complex time and frequency domain analyses. We will illustrate the benefits of the proposed approaches with some selected examples.

As part of its program to conserve domestic mineral resources through advancing mineral resources technology, the U.S. Department of the Interior, Bureau of Mines, conducted investigations to determine the feasibility of recovering high-grade barite concentrates, suitable for use as well-drilling mud, from current and old waste pond materials and materials bypassed in present mining operations. Flotation studies of waste pond samples from Missouri and Nevada yielded barite concentrates containing over 95 percent BaSO4 with recoveries of 86 percent and 96 percent, respectively, of the barite in the flotation feed. Flotation studies of a hard-rock sample from Georgia, currently bypassed in mining, yielded a barite concentrate containing 97 percent BaSO4 with an attendant recovery of 97 percent of the barite.

[The term "nonmetallic minerals? as commonly used is the mining industry, refers to those minerals of industrial importance that are mined essentially for uses other than for the metals contained. The field comprises several hundred rod minerals of industrial importance, of which 70 have can adequately described in the textbook Industrial Minerals and Rocks. A few o f the more important nonmetallic products are sand and gravel, salt, phosphates, clays, refractories, limestone, and cement materials. Some of the minerals, such as bauxite and pyrolusive, have both metallic and nonmetallic applications, but in this report only the nonmetallic mineral phases are considered. In the organic field of nonmetallics only coal is considered, as, the others - petroleum, natural gas, natural bitumens, and hydrocarbons - are of no importance in water softening.]

Mercury is one of the strategic metals the supply of which has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributes substantially to increased production of mercury in the United States and to consequent accumulation of Governments stock. Other contributing factors were higher prices for mercury and Government loans to operators. The Bureau has undertaken 15 exploration projects, 13 of which have been completed. This work comprised 40,307 feet of drilling arid 35,082 linear feet of sure ace trenching and has indicated commercial ore containing 37,400 flasks of mercury and marginal ore contain¬ing 29,200 flasks - a total of 66,600 flask , equivalent, respectively, to domestic production at 50,000 flasks per year for 9 months , 7 months, and 16 months. Early in 1944, as Government stocks had become adequate, domestic production was gradually curtailed cancellation of Government contracts for the purchase of mercury and Government control of labor and operating supplies.

"The basal type uranium deposits in south central British Columbia occur within unconsolidated, late Miocene fluvial paleochannel sediments that overlie major fault zones within the Okanagan Highlands Intrusive Complex. Prior to the formation of mineralization, paleovalleys containing host sediments were flooded by Pliocene valley basalts of the Plateau Basalt Formation. Five uranium deposits have been outlined to date, of which the Blizzard (4020 tonnes U) and TYee (650 tonnes U) are the largest. The basement intrusive complex underlying the deposits varies in age from early Cretaceous to Eocene and is comprised of quartz monzonite, granodiorite, Coryell monzonite, porphyritic granite and pegmatite.The mineralized host sediments comprise a complex sequence of interfingering conglomerates, arkosic sandstones and mudstones. Organic material is abundant in many, but not all, mineralized beds. Uranium mineralization is present in the form of uranous (ningyoite) or uranyl (saleeite, autunite) phosphates coating clastic grains and filling voids. Because of very strong reducing conditions related to large concentrations of marcasite and organic material, ningyoite is the only uranium mineral in the Tyee deposit, whereas the Blizzard deposit contains a more complex assemblage of minerals (saleeite, autunite, ningyoite). The observed paragenetic sequence of mineral precipitation in the Blizzard deposit (autunite-saleeite-ningyoite) indicates that the uranyl minerals, saleeite and autunite, are primary. Small amounts of Zn, Ni, Co and Mo have been introduced into the Blizzard deposit whereas Mo is the only non ore-forming element enriched in the Tyee deposit. Mn is the only depleted element in both deposits."

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

"This paper describes a methodical approach to the estimation of the orientation and the magnitude of in-situ stresses. The study was performed at the Ruttan Mine, Sherritt Gordon Mines Ltd. , a 6,000 T.P.D. underground operation, located in northern Manitoba, Canada. It involves an initial estimate to be made based upon: structural interpretation • virgin stress measurements conducted in other areas (world wide, regional)The verification of the prevailing stress regime was made by conducting CSIRO hollow inclusion(1) overcoring measurements. The current cost for a virgin stress determination is about $7000 per measurement(2) and the difficulty encountered in attaining a good reading is high. This paper will describe the analytical procedures employed at Ruttan in evaluating the in-situ stress magnitude and orientation based on three overcore tests. It is proposed to perform an additional six measurements in order to verify the following results:Vertical stress = av (MPa) = 0.027 by depth (m)Major principal stress = o! The Ruttan copper-zinc orebody is a multi-lensed, steeply dipping (70 degrees) en-echelon deposit. Individual lenses have a maximum strike length of 350 m with widths varying from 7 m to 61 m. The mining method is o pen stoping with delayed backfilling and extends from surface to 860 m below surface."
