In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

Copper, zinc, lead, and silver in the discordant magmatic-hydrothermal orebody of the Conrad Mine, N.S.W., all have a relatively high mean abundance. Any single concordant sulphide orebody containing the same metals has a similar order of mean abundance of only one or two of these, particularly copper, copper and zinc, or zinc and lead.The relative abundances of the metals in the Conrad orebody vary more widely than in concordant orebodies, and the lead-zinc-silver and copper-zinc-lead relationships are significantly different.INTRODUCTIONIn previous investigations of metal abundances in sulphide ores, the basis of selection of the orebodies was their form, and to some extent their geological setting, rather than hypotheses concerning their origin. In all cases they were generally concordant with the bedding of the sedimentary or meta-sedimentary rocks enclosing them, and most occurred in volcanic-sedimentary sequences. Their mineralogies were simple, and they were copper, copper-zinc, zinc or lead-zinc rich in composition. Most were of the type ascribed by several authors to exhalative-sedimentary processes.In one of these investigations (Stanton, 1958), it was pointed out that since the metals in ores of this type showed similar abundance patterns and behaviour, it would clearly be of interest to examine, and to compare with them, orthomagmatic and vein types, unquestionably derived from their igneous rock associates.The present investigation is concerned with a single orebody, of clearly discordant type, and of indisputable hydrothermal origin. The abundance and behaviour of copper, zinc, lead, and silver have been determined and compared to similar data fOl!' the concordant type. Such a comparison tests the possibility that metal abundance patterns of base metal ores may be indicative of the mode of ore deposition.

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

In dealing with the pulverization and treatment of auriferous ores, it may be stated that there is not one system of treatment applicable to all classes. In the southern portion of New Zealand the ores generally contain free gold, with scarcely any impurity that is, it is found in an almost pure state, without any alloy, and its dissemination amongst the matrix is generally in tolerably coarse particles. The only difficulties the mill man has to contend with, are the economical concentration of pyrites, which in some of the lodes are rich in gold, and the extraction of the gold the pyrites contain. In some of the lodes there is what may be termed float gold, that is, the particles of the precious metal are so finely divided that it passes over the quicksilver tables, and, unless there are other appliances for saving it, this class of gold is entirely lost.Indeed it is only within the last five years that any attention has been given, in the southern portion of the colony, to saving the fine gold that has passed the amalgamating tables. In the North Island the ores are very complex there are scarcely two mines, although they may be adjoining each other, where the bullion is of the same character. On every field the gold is alloyed with silver', and in combination with other metals and mineral substances, such as copper, zinc, antimony, galenfl, iron, sulphur, arsenic, etc., and, in some instaaces, cinnabar, as in the case of the Champion lode at Tui Creek, Te Aroha. Ores of this class are extremly difficult to treat satisfactorily.

Field studies of the radiations backscattered by iron ores from a 60Co source of primary gamma radiation located in a borehole logging probe have confirmed thatthe P" factor, a ratio of high energy gamma ray intensities to low energy intensities in selected energy windows of the backscattered gamma-ray spectrum, is a valuable measure of grade for sedimentary iron ores of the Pilbararegion of Western Australia.Laboratory studies of model boreholes have shown that variations in borehole diameter and variations in bulk density of the formations have a significant influence on the measurement of P" ratios. If these influences 'are taken into account the mean ore grade in a new blast hole, for instance, can be predicted with a probe of suitable configuration to within 0·8 per cent Fe at the 95 per cent confidence level, while the grade of a single 120-cm split can be determined to within 2·6 per cent Fe. These results were obtained by pooling data from five blast holes covering the range of iron concentrations 20-68 per cent Fe and apply to the mean hole grades 54-68 per cent Fe.Results for two development holes were generally comparable to those obtained from individual blast holes95 per cent confidence limits of ±0·9 per cent Fe for mean ore grade and ± 4·1 per cent Fe for single splits. A greater number of data points is needed before these confidence limits can be further improved.The technique utilized to obtain these results was derived from a "multiband" approach to collection of backscattered spectral intensity data, an approach which permitted selection at the data processing stage of the most statistically significant P" ratios for the type of mineralization encountered in the field. The multiband technique also permitted selection of the most significant of another set of windows in the backscattered gammarayspectrum to measure a newly developed "S-factor", a ratio sensitive to borehole diameter. Another window provided information on bulk density. All these measurements were made with a single pass of the same loggingprobe.

The ISEE Blasters Handbook gives guidance on the level of air overpressure likely to cause occasional window breakage (151dB) and general window breakage (171dB). A long-term safe level of 140dB is also suggested. This guidance is widely used by demolition and other contractors to assess damage zones in the region of explosive applications employing unconfined charges. Other reference material gives more detailed guidance relating to window area, aspect ratio and glass thickness. Despite the guidance given in these references, complaints by members of the public regarding window breakage continue to be received by explosives engineers from air overpressure levels well below the longterm safe limit. Such complaints are not limited to the use of unconfined charges but can even be generated from the highly confined use of explosives in quarry blasting. This paper describes a series of experiments with explosive charges fired in unconfined conditions close to various window configurations. The aim of the work was to test the existing guidance levels and to extend the knowledge base in this area. Topics covered include the role of differential pressure across windows in the walls of an enclosed space such as a room.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Samples of a refractory copper ore were examined to test their response to segregation roasting, flotation, and acetonitrile leaching. Recoveries in the segregation roasting stage were between 60 and 100 per cent, while flotation recoveries varied between 60 and 85 per cent in cleaner concentrates assaying 25-40 per cent copper.The fraction of the copper which could be leached from the concentrate by an acetonitrile/sulphuric acid/cupric ion leach solution varied from 16 to 97 per cent, the lower recoveries being correlated with the presence of sulphide in the concentrate.

Dynamic rock anchors are interior fixtures developed by the author which promise to be a revolutionary development in the field of ground control. The fixtures are designed to be placed in the ground with modern roof bolting equipment, such as the type used in the American coal mining industry. They are composed of a plastic form- able anchor tube which serves to fasten a buttress deformed rod which is thrust and turned into the plastic and in turn clamps the roof plate to the rock surface. Plastic tubes 10 to 16 inches in length provide sufficient anchorage to exceed the yield strength of steel rods 5/8, 3/4 or' 7/8 inches in diameter. This paper presents field testing and early work done on the device over the last seven years. Results of pull tests, creep tests, laboratory testing in concrete, and field testing under natural rock conditions demonstrate the uniqueness and effectiveness of this new support system. A second development which uses the dynamic rock anchor in conjunction with a resin cartridge to provide a stiffer anchorage system is also discussed. These products will be manufactured and marketed by Ingerso-11-Rand Co. under the trademark of DYNA-ROK and DYNA-ROK PLUS anchors.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. The occurrence of annealing twins in high-purity aluminum resulted in the formation of grain boundaries having orientation relationships which correspond to a high density of coincidence sites. The results provide support for the coincidence site model and indicate that large-angle coincidence boundaries have lower free energies than large-angle noncoincidence boundaries. Observations are presented concerning the coherent structure of twin interfaces in aluminum and the importance of inter-facial energy in preferred orientation. RECENT experiments1 have shown that when an annealing twin is formed during grain boundary migration in zone-refined lead, a large-angle random boundary is replaced at the growth front by a large-angle coincidence site boundary. The coincidence site orientation relationships obtained by twinning were of the type considered by Kronberg and Wilson,2 Frank,3 and Dunn.4 On the basis of the theory of annealing twins advanced by Fullman and Fisher,5 these observations indicate that the energy of a coincidence site boundary is less than the energy of a random boundary by an amount which exceeds the energy of the coherent twin boundary. This energy difference between the coincidence and random boundaries must be at least about 5 pct since the ratio of twin boundary energy to grain boundary energy in zone-refined lead is 0.05 * .014.6 Fullman7 has found that the twin boundary energy in aluminum is about 21 i 5 pct that of a large-angle grain boundary. A twin boundary energy as large as this would be expected to exclude the formation of many coincidence site grain boundaries, especially those which have a relatively low density of coin- cidence sites. Therefore, if the coincidence site model is a useful interpretation of certain large-angle boundaries, then it would be predicted that only coincidence boundaries which separate adjacent crystals with a relatively high density of coincidence sites may be obtained as a result of twinning in aluminum. The present experiments provided a means of testing this prediction since annealing twins occurred during the growth of recrystallized grains into striated, melt-grown single crystals of zone-refined aluminum. EXPERJMENTAL PROCEDURE A striated single crystal of zone-refined aluminum, about 1 cm sq and 37 cm in length, was obtained during zone melting of aluminum of 99.996 wt pct starting purity in a graphite boat under helium atmosphere.8 A molten zone of 2 to 3 cm in length, which was maintained by induction heating. was passed along the length of the bar for eleven passes at a rate of 0.9 mm per min. An additional final pass was given at a rate of 0.2 mm per min. The center portion of the zone-melted bar was characterized by an electrical resistivity ratio between room temperature and 4.2° K of 8000 to 9000. Single crystals of 1 to 2 cm in length were removed from the center section of the zone-refined bar and electrolytic ally polished in a 2:l solution of methyl alcohol and concentrated nitric acid. The specimens were then chemically polished in Alcoa R-5 solution. X-ray analysis of the single crystals indicated the presence of striations or lineage substructure having misorientations as high as 2 deg. New, recrystallized grains were introduced into each striated crystal by the technique of artificial nucleation and growth, previously described.9 During the growth of the recrystallized grains at 300' to 600°C in argon, it was sometimes found that a

The Bureau of Mines devoted portions of the 1987-1988 field seasons to investigate the mineral aggregate industry in Juneau, Skagway, Haines, and Gustavus, Alaska, as part of the Juneau Mining District study. Statistics compiled for current suppliers include location, activity, reserve estimates, expected mine life, and types of commodities available. Each population center, except for Gustavus, is well endowed with suitable mineral aggregate to last at least 20 years. The Bureau of Mines quantified the mineral aggregate resource in many large potential sites within each area. Sampling, engineering and soil-index testing, site descriptions, deposit dimensions, and gold recovery information is described. Refraction seismic studies performed at three localities revealed gravel thicknesses in excess of 40 to 80 feet. In the Juneau area the Herbert/Eagle Rivers outwash area, East Fork Lace River. Antler/Gilkey Rivers, and Grizzly Bar (Taku Inlet) individually contain in excess of 60 million yd3 of excellent-quality aggregate with minor accessory gold credits. Haines is also well endowed with aggregate resources; large, quality deposits occur along and at the confluences of the Chilkat, Katzehin, Klehini, Tsirku, and Kicking Horse Rivers. Large deposits of granitic aggregate exist in the Skagway River and East Fork Skagway River.

Magnesite-rich and dolomite-rich ores from the Savage River region of Tasmania are being considered as potential feed material for a commercial process for production of magnesia.Two selected samples have been characterized by chemical analysis, X-ray diffraction, and differential thermal and thermogravimetric analysis. The materials differ in calcination behaviour, with magnesite decomposing at a significantly lower temperature than dolomite. Calcination conditions have a marked effect on the rate and percentage of magnesium dissolved as the bicarbonate when slurries of the calcine are leached with carbon dioxide. From a process point of view, the feed should have the highest possible magnesite/dolomite ratio, while the optimum calcination conditions are determined by the behaviour of the magnesite component of the feed.From batch calcination tests, it is apparent that the optimum calcination conditions for magnesite-rich ore are a temperature in the vicinity of 700°C and a calcination time of one hour.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.
