TOWARD the close of 1925, a British geologist, T. Landell Mills, brought to the notice of .A. Chester Beatty and selection Trust Ltd. certain mineral areas in southern Yugoslavia. Mills' data, which included rough maps and preliminary reports by' a Yugoslav engineer, Jules Draskocy, appeared interesting to Reatty, and early in 1926, I, with three British assistants, proceeded to Serbiaand commenced the investigation of several groups of ancient mine workings. They were found to be extensive and the geological conditions-schists, limestones, and andesitic intrusive-favorable for mineral deposits. At Stan Trg, on the Trepca Concession, five rniles east of Kosovska Mitrovica, an ancient filled adit was found, a shelter-hut erected, and work started in reopening this adit.

This report supplements the date contained in Bureau of Mines Information Circular 6156, "Special features of core drilling in the salt beds of Western Texas and New Mexico," by J. S. Wroth. That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Geological Survey; this report is concerned with the drilling of the last 12 tests. ACKNOWLEDGMENTS The writer is indebted to R. E. Heithecker, the Bureau of Mines engineer who had charge of the drilling of tests 13 to 17, for his well-prepared records on the drilling of these tests.

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

The U.S. Bureau of Mines constructed a full-scale model of a 15-ft-wide coal mine entry to use in combination with finite-element analyses to investigate roof support systems and various types of roof bolts. The objective was to enhance understanding of the fundamental mechanics of the interaction between rock and supports and the relative integrity of bolted mine roof as a function of roof bolt type, length, spacing, and tension, and the basic characteristics of the roof strata. The laboratory test results, when correlated with computer simulations using fmite-element analysis and underground verification tests, should provide a basis for desigillng safer, more cost-effective roof control systems and help to establish guidelines for employing fully grouted resin and mechanically anchored bolting systems. The background for this research, the research approach, the methods and equipment employed, and the results are described in this report.

The mining and metallurgical laboratory, as we understand the term in this country, is a place .in which mechanical and chemical working-tests are made on ores, fuels and furnacematerials. It is of quite recent origin. The first laboratory of this kind to be used in connection with teaching was put into operation in 1871 at the Massachusetts Institute of Techilo1ogy. † The idea had already existed in the mind of President W. B. Rogers when he wrote, in 1864, his pamphlet 'on " The Scope and Plan of the School of Industrial Science of the Massachusetts Institute of Technology;" but several years elapsed, and an extended visit to the mines and mills of Colorado, Utah, Nevada and California was required before this idea could take a form adapted to the purposes of original research as well as of instruction. The laboratory was given from the first into the charge of Prof. R. H. Richards, who, by improving its methods and enlarging its scope, has brought it to the position which it occupies to-day as the leading representative of its class. "Since the late 1990s, increased prevalence of severe lung disease among US coal miners has been observed, particularly in central Appalachia where thin-seam mining is prevalent. While respirable silica exposures have been implicated in many cases, the available dust monitoring data from mines shows no explanatory trends. One possible factor could be differences in the relative toxicity of silica particles based on their surface condition. Previous research has indicated that particles with occluded surfaces (e.g., by a thin layer of clay) may be less toxic than those with non-occluded surfaces. However, this dust characteristic has not been investigated before now in central Appalachian mines. In the present study, 18 respirable dust samples from seven central Appalachian mines and two northern Appalachian mines were analyzed to assess the relative occurrence of surface-occluded silica. Results showed that the dust from central Appalachian mines actually had higher fractions of occluded silica, which may be due to extraction of large amounts of rock strata along with the coal. However, the central Appalachian mines also more silica particles overall (i.e., occluded + non-occluded) in terms of total number percentage of respirable particles.INTRODUCTIONResurgence of occupational lung disease among US coal miners, especially in the central Appalachian region, has been observed since the late 1990’s (Gibson, 2016; Zosky et al., 2016; Suarthana et al., 2011; Gamble et al., 2011; Antao et al., 2005; Attfield & Sexias, 1995). In addition to increased prevalence of simple Coal Workers’ Pneumoconiosis (CWP, or “black lung”), the prevalence of severe and rapidly progressive disease has risen dramatically (Almberg et al., 2018; Blackley et al., 2018a, 2018b, 2016, 2014; Graber et al., 2017; Cohen et al., 2016). While exposures to respirable silica have long been known to cause or play a role in diseases such as silicosis or progressive massive fibrosis (PMF), which is conventionally considered as the most advanced form of CWP, it is unclear whether silica is the only culprit in the recent outbreak of severe disease. Indeed, as disease rates have risen, both total respirable dust and silica concentrations generally appear to have declined since the late 1980s, based on regulatory monitoring data in the most affected mining districts (i.e., MSHA coal Districts 4, 5 and 12, which cover central WV, eastern KY and southwestern VA, and southern WV, respectively) (Figure 1). Of course, the latency of disease can vary and may be or more 10 years, but many of the most recent cases are likely to have resulted from exposures that occurred since the late 1980s."

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free - swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples ( samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1962. In connection with these purchases , the Bureau analyzed 7,114 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . U. S. mining trends for 1956 continued steadily U+ S. uphill, technique and equipment advanced with the pull, and exploration and development of once mined districts attracted more attention than new areas. Expansion of the Ambrosia Lake district in New Mexico more than doubled known uranium ore reserves, and production began from several of the large new ore discoveries. In Canada the up trend was more spectacular, especially in exploration and development. To combat increasing problems arising from high labor costs, taxes, low grade orebodies, and dwindling discoveries, manufacturers and mining companies have continued to introduce new techniques and new products-reamer bits for enlarging small holes drilled by jacklegs, whup d'whups for drift mucking, Cryderman machines and over-the-head small crawler-type machines for shaft mucking, the 20-ton TL 220 four-wheeled tractor trailer unit for underground haulage, inertia-type dust collectors, roof bolting in conjunction with chain link fencing for wall support, wooden roof bolting using compression support of ground for wall support, and new one-use carbide bits.

Titanium ranks as one of the more abundant elements, is widely distributed, and occurs in concentrated form in numerous deposits. This substance was discoveres 140 years ago; but despite the efforts of metallurgists and chemists to find a place for it in industry, only within the last 10 or 15 years has the increased use of titanium pigments provided any extensive outlet for titanium ores. Even to-day titanium is confined to a few highly specialized industrial applications. The metal itself is now quoted regularly in trade journale, but scarcely yet can it be said that the production or use of the metal. has progressed very far beyond the laboratory stage. Ferroalloys containing the element were largely used for a time, especially in connection with the manufacture of Bessemer steel rails; but as American rail- ways adopted open-hearth rails in preference to Bessemer rails, the demand for the alloys in the rail manufacture gradually dwindled into insignificance. New outlets for ferrotitanium have been found in the steel industry; and the production of titanium alloys, both in the United States and in Europe, has increased in recent years. By far the largest use of titanium at the present time, however, is in pigments. The manufacture of titanium white began in Norway, but at present the United States is the leading producer. One of the two companies now operating in the United States is also the leading factor in European production. Although titanium occurs, in many minerals, the principal commercial sources are rutile (the natural oxide, Ti02) and ilmenite (iron-titanium oxide, FeO. TiO2). The latter is a coal-black mineral, but it is the one used in the manufacture of the titanium white of commerce, as well as in the manufacture of ferroalloys and arc-lamp electrodes. Rutile, the natural oxide, is not pure white and, being less common in nature, costs more; it is, therefore, reserved for use in the manufacture of titanium chemicals employed in relatively small amounts in dye works and bleacheries and for sundry minor purposes. This paper summarizes the titanium industry, with special reference to its economic aspects. It is offered as a survey of current trade literature and as a digest of material in the files of the bureau and is presented in response to numerous inquiries from prospective producers as to ways and means of exploiting deposits. (At present, much of the ilmenite consumed in this country comes from overseas, principally from British India..). A forthcoming circular, devoted to deposits of titanium-bearing ores, deals with foreign and domestic sources of supply.

This paper presents the scientific framework underpinning the Resource Valuation and Optimisation Model (RVOM). The RVOM is a Real Options software package, which helps mine owners optimally plan their operations, understand their project risks, and make defensible valuations. This is achieved in the presence of both financial and physical uncertainty. The three key outputs from the RVOM are: Valuation, Optimal Decision and Probability of Decision, where a decision can include any combination of: normal operation, expanded operation, care and maintenance, and abandonment (and variants thereof). This paper presents a clear example of the RVOMs usage to a case-study gold mine.

This report describes an attrition-grinding process and equipment for grinding coarse kaolins to the 2-micron particle-size range. The research was undertaken by the Bureau of Mines to devise an acceptable method for converting coarse kaolins, such as paper-filler-grade clays, to paper-coating-grade clays, thereby increasing the value and extending the life of the southeastern paper-clay deposits. The attrition-grinding process is basically the intense agitation of a slurry composed of the material to be ground, a granular grinding medium, and a suspending fluid. This process gave better particle-size reduction than that obtained by several other grinding methods. Results of batch tests in 5-and 10-inch-diameter attrition grinders demonstrated that a coarse kaolin containing about 13 percent minus 2-micron, equivalent spherical diameter (e.s.d.) particles was readily ground to give a product with 88 percent minus 2-micron e.s.d. material. Power consumption was reasonable in view of the increased value of the ground material. Comparison of particle-size reduction with power-consumption data for the two units indicated that better performance was obtained with the larger machine.

"General *The mining experiences of the coal mining industry in Western Canada have been extremely varied, with the mining companies having to adjust their operations or fail due to the harsh economy of the country in the first part of the century. The bituminous or mountain mines had the railways as main consumers with, at times, optimism that potential steel producers would require metallurgical coal. The prairie and foothills mines mainly provided household fuels, with the fine coal sold to local thermal power plants at discounted prices. In practically all cases fuel competition was very keen, and the less successful mines ceased operations in short-time spans. Knowledge of the parameters that governed the success or failures of the past coal operations should be of value to the present and future mining companies. The initial coal mines were small and were started to supply local demand. These mines had little in the way of capital machinery, engineering, or transportation equipment; therefore the mining methods and mine plans were very simple. The first industrial-sized mines imported most of their management and mining methods from other mining areas, mainly Great Britain. It took time to change the bias of management and mining methods to the requirements of strata characteristics, with rapid closure to those mines that were slow to adapt working methods. The main markets for coal were for household fuel, thermal power plants and railways, with very few other industrial markets developed. The economy of the period was harsh and cyclic and the coal mines were affected more than most industries by these boom and bust periods. It led to the survival of the fittest or the most efficient. Due to the economy, mechanization was introduced to the mines very slowly, with the inability to sell coal fines at a profit being another reason for the delay. Manual labour with hand tools was the main means of production. The work was heavy and arduous, and the pay was based on contract coal tonnage; therefore both men and management paid close attention to details so that nonessential work could be eliminated. Mine openings were dimensioned so that coal could be loaded easily by hand and support requirements were kept to the minimum. Transporting and handling the timber supports required heavy labour; thus the most efficient dimensions were chosen to suit the strata. On the other hand, during the main production seasons the mines tried to make the strata stress work for them so that the pressure was kept on the coal face to keep the coal loose while the strata, a short distance back, was induced to cave to minimize the abutment stresses. This caused mining to be an art, using skills developed by experience with the strata. This led to the development of efficient mine layouts with the openings dimensioned to the strength of the strata and the type of support available. The lack of capital and mechanization, and the manual labour, induced the mines to correlate their service and haulage systems with their mining methods. This caused many innovations that proved very practical."

CONSIDERABLE progress has been made during the last few years in analyzing the action of plastic deformation in metallic crystals. This is due largely to the development of X-ray spectrographic methods for studying changes in the orientation of single crystals, or of conglomerates, as they occur during the process of plastic deformation, but partly to the widespread knowledge of suitable technique for preparing large (single or variously combined) crystals for direct crystallographic observation under stress or in various conditions of strain. These two methods of studying changes in the crystalline structure of metals may of course be used in conjunction with features of mutual support, but unfortunately the advantage of direct crystallographic observation is lost when we proceed to the study of severely cold-worked structures, owing to the occurrence of real or apparent crystalline discontinuities which become more and more complicated as the amount of plastic action increases. Furthermore, the X-ray methods do not appear to be adequate, at least in their present stage of development, to fix definitely the character of structural alteration in the parent crystal lattice by plastic deformation. The principal question at issue concerns the nature of the crystalline particles that remain after plastic deformation. These are generally known in our American metallurgical literature as crystalline fragments,' and they seem, indeed, to diffract as individuals causing the Hull pattern of a severely cold-worked metal to resemble the pattern of a fine powder,2 with certain features of preferred orientation among the particles deter- mined by the manner and intensity of cold working. We must freely concede that there are conceptions of lattice alteration, apart from that of simple fragmentation, which would account for an increasing number of lattice positions according to X-ray spectrographic observation as the degree of deformation increased.

An important issue currently facing the mining industry in Australia is the management and cost to the industry and other stakeholders of entry into and exit from towns and their communities. These costs can be environmental, social, economic, political or reputational. The ability of companies to engage the trust of stakeholders, including: communities, governments and investors, is critical, and corporate reputation plays a significant role in this. For the industry to secure a long-term and sustainable future, it must have the technical, business and reputation assets to proceed in a cost-effective, environmentally acceptable and socially supportive way. This research assesses reputation as a critical competitive issue for mining companies, as technology and information make mining more predictable; the physical and human assets of mining companies are less likely to be the critical resource in a Resource Based View model of competitive advantage. The proposition is that in mining today, reputation as it facilitates day-to-day operations, regulatory zeal and access to new mine sites will become the rare, inimitable and valuable resource for mining companies. This paper reports on an ongoing research program to evaluate the impact a mining companyÆs reputation(s), with its various stakeholder groups, has on a companyÆs ability to sustain competitive advantage. Integral to this study is to develop an understanding of the relationships between mining companies and their stakeholders, and the importance of corporate citizenship polices to reputation and hence to corporate sustainability. Through the identification of the drivers of reputation for the various stakeholder groups, a model of reputation formation will be developed and also reputation measures for the mining industry in Australia. The preliminary findings of this research, the results of an industry focus group conducted with representatives from regional mining operations, are reported. The industry focus group was designed to enable a better understanding of who are the main stakeholder groups and how they regard mining companies and to inform the second stage of the research project a Delphi Study of the drivers of reputation by stakeholder groups. The aim of this research is to further the understanding of the relationship between corporate citizenship, reputation and performance in the mining industry, thus assisting companies to strategically manage their corporate citizenship investments.

A promising and increasingly popular tailings management strategy is to place cemented tailings underground as backfill. The placement of cemented tailings results in enhanced geotechnical stability and a purportedly more geochemically stable tailings form with lower leaching potential. Conventional subaerial tailings management can negatively affect water quality if weathering causes acid rock drainage and metal leaching (ARD/ML) to occur, whereas cemented tailings can limit leaching via porosity and permeability reductions and contribute alkalinity to limit the potential for ARD/ML. Cemented tailings backfill appears to be better, but how can this advantage be proven? Currently, cemented tailings backfill is utilized at mining operations internationally, but there is limited guidance on performing geochemical characterization and associated evaluation of the potential impacts to water quality. As a result, various approaches to simulating the leaching behavior of cemented backfill have been utilized, including some methods that are unlikely to represent weathering under site-relevant conditions. American Society for Testing and Materials (ASTM) Standard Test Method C1308-08 is a diffusion testing method initially developed to assess constituent release rates from solid nuclear waste forms. ASTM C1308-08 uses intact cylinders that more closely represent actual backfill than methods that require crushing or size reduction. It is widely believed that leaching from actual cemented tailings is controlled by diffusion through small pores that exhibit limited exposed surface area, making diffusion testing particularly applicable to cemented tailings placement.

The smelting of brass and bronze generates a dust composed primarily of zinc oxide, with lesser amounts of other metal oxides, such as copper, lead, and tin. The small quantity of this waste generated by individual smelters and the relatively low unit value of the contained metals, suggests the desirability of reclaiming the metals onsite or at some nearby point. The Bureau of Mines has developed a process that fits these requirements. The technique consists of (1) dissolving zinc and copper from the dust with sulfuric acid, (2) recovery of copper by cementation, (3) recovery of zinc as zinc sulfate crystals, and (4) recovery of lead and tin as a salable residue. Alternatively, zinc may be recovered by electrodeposition. Free acid is recycled and no major pollution problems are generated by the process.
